CHAPTER I: INTRODUCTION
1.1 Background of the Organization Kalimati Fruits and Vegetable Market is the pioneer organized terminal wholesales market, where retailers institutional consumers and others block consumer procure there supplies of commodities. For giving an organized shape to the marketing of agricultural production specially, vegetables and fruits product in Kathmandu valley. Kalimati Fruits and Vegetable Market was set up by the food and agriculture department of the ministry of the agriculture in 1987. The need to bring important in the state of Kalimati market was identified as a priority. Hence an agreement Kalimati market project was signed in 1990 between His Majesty and United Nation Capital Development Fund (UNCDF) to construct equip the market with physical infrastructures. The present facilities are the outcome of that agreement. Government felt the needs of an independent body for the efficient operation and management of the market. Keeping in this view, Kalimate Fruits and Vegetable Wholesale Market Development Board was formulated on 13th February 1995 under the development board act 1957. With a view to manage the operations of the market in an organized way and ensuring planned development of agriculture marketing, His Majestys government has formulated new organizational set up Kalimati Fruits and Vegetable Market Development Board 2002. Recently, HMG/N has provided the responsibility of operation and management of Dharke collection center at Dadhing district and Balaju market which is under construction at Kathmandu to the Board.

1.1.2 Geographical Location Kalimati Fruits and Vegetable Wholesale Market is located at kathmandu (capital city of Nepal). This market is located at ward No. 13 Kathmandu metropolitan City. The land covered by market is 45 ropani.

1.2Strategies outline of the KFVMDB 1.2.1 Goal To up life the socio-economic condition of the fruits and vegetable producer farmers. 1.2.2 Vision Rapid commercialization of agriculture through market development. 1.2.3 Objectives of the KFVMDB To increase production and productivity of fruits and vegetable through creating market facility. To help establish and consulted equitable rural urban linkage. To develop satellite market outside Kalimati market collection centers. To make adequate arrangements for market intelligence. To establish a system of standard market conduct and trade practices. To operate Kalimati market self-sustainable way in financially. 1.3 Composition of the KFVDMB The Board consist the following members: 1. The chairman appointed by the Majestys Government. 2. One representative from the Ministry of agriculture and co-operatives as the members. 3. The ward chairman, ward No. 13 representatives of Kathmandu metropolitan city as the members. 4. A farmer nominated by HMG. 5. The Executive Director of the Board at the member secretary.

1.5 Objectives of the Study Major objective of the study is to analyze the management system of Kalimati Fruits and Vegetable Market Development Board. Specific objectives are: To study the management practices of KFVMDB. To study levels of employment in KFVMDB. To analyze income and expenditure of the organization.

1.6 Significance of the Study Kalimati Fruits and Vegetable Market is a big wholesale market of fruits and vegetable. This market has capable to representative of whole Kathmandu valley in its sector. One of the objectives of the study is to analyze management system of KFVMDB. So that itself it is important on other hand, there is a lack of books and articles write about the management system of fruits and vegetables wholesale market. This is the best try to come out in paper about the fruits and vegetables wholesale market management system. I believe this fieldwork report really to help who are interested to know about this type of market management system.

1.7 Limitations of the study This study is not perfectly complete. It has some incomplete parts. Because of some matters are very secrete of the organization. The limitation certain to the following aspects are: Due to the limited time given for the fieldwork most data are based on secondary data. This study does not include implementation policy of the KFVMDB. This study does not include overall staffs and there method of working.

1.8 METHODOLOGY 1.8.1 Research Design The most reliable and effective sources of the field report are concerned data in concerned field report. Data is the foundation of all fieldwork. Since the basic objective of the field report study "A Fieldwork Report on Management System of KFVDMB & Its Role and Function to Manage the Market" appreciate the methodology has been follows. The first step is to collect required information and data concern of the research report by contacting the concern staffs. This work is to be completed mainly secondary data but also some datas are primary.

1.8.2 Sources of Data The data required for the study is accumulated from the concerned authorities like KFVMDB. 1.8.2.1 Primary Data Primary data is the actual data. They are collect from the research project in hand. These data are finding for the meeting of specific objectives of the study. The primary data here has been collected through observation, interview, situation analysis about the view regarding it managerial system. 1.8.2.2 Secondary Data Secondary data is that data which are already collected for the other propose. But these data help us for our research. Here I collect these data and information from:1. KFVMDB 2. News published in the news paper about the KFVMDB 3. T.V. and radio news about the KFVMDB.

1.8.3 Data gathering and processing procedures After collecting the required data and information from the various sources and medium. The data and information are systematically arranged and tabulate in order to require of the study. 1.8.4 Tools used for analysis This research study are regards the various tools, diagram, org. chart, financial figure etc. as per clearly notify of the study.

CHAPTER II: PRESENTATION AND ANALYSIS


2.1 Management Practices of KFVMDB A management is an important aspect. A success of an organization depends upon among others the efficiency of its management. It is concerned with optimization of resources. Resources denote man, machine, money, material above all, time. Time is money. The delay of improper use of time means waste of money. For example, the delay in the use of ice plant, fish shed and allocation space in the phase II multi propose shed building at Kalimati market was a loss of revenue. In other words to use all infrastructures properly, it should be built as per the need of the users should be practical. Ice plant of KFVMDB found quite impractical to produce ice therefore it was not rented out yet.

Wholesale Market management system of KFVMDB

Some components are very essential to manage the wholesale market as well the Kalimati Fruits and Vegetable Wholesale Market Development Board has been following this path with this components. i) ii) iii) iv) v) vi) vii) Legal authority to the institutions managing the market. Regulatory rules and regulations and there enforcement. Market use plans. Appropriate control of assets and management. Contractual arrangements with market user. Effective decision marketing structure. Adequate trained and disciplined staff and attractive remuneration and incentive. viii) Effective contractual arrangements with service providers. ix) Economically viability and sustainability. x) Management information service.

2.2.1 Legal authority to the institution manages the market The legal authority and power is the most important condition for effective management of an organization and efficient operation of a market. The organization should be a legal authority delegated under the specific Act or bylaw. In order to provide a sound legal frame work for agriculture marketing development, there is a need for legislative provisions which improve the enabling function, economic regulatory functions and empowers the authority at various levels to restrict socially undesirable events and consequences. Acts and rules to organize legal business entities, reduce business risk, standardized trading practice, attract foreign investment and joint venture, enable free movement of goods and free pricing mechanism help improve efficiency of marketing through strong participation of the private of the markets. Kalimati Fruits and Vegetable Development Board is formulated by the formation order, February 1995 under the development Board Act. The board is empowered to formulate rules which are approved by the Government. The board can posses and deal in all kinds of property and duty fees. Legally, it has a separate and distinct entity. The Kalimati Fruits and Vegetable Development Board is need of celerity and adequacy in legal authority. The lack of clarity and well defined role and function of the Kalimati Board chairman and the market manager created problems in the management of the market experiencing frequent interference by the chairman. Since the Board is formed under the development Board Act, the government has a major role in terms of nomination of the Board Members. Due to the frequent changes of the government, the Government nominated Board Chairman and the members used to be changed. The author had experience of working with five chairmen with in the five years. 2.2.2 Regulatory rules and regulations and there enforcement to manage the market The KFVMDB is well equipped with various rules developed with the assistance of support support to new Kalimati Market Project which are as follow:-

* Revised Kalimati Fruit and Vegetable Wholesale Market Development and operation rules, June 1999. * Board staff Rules 1995. * Revised board staffs Rules (draft) May 2000. * Financial Administration Rules and account Manuals June 1999. * Staff Requirement Manuals. * Retail and Farmers Market Operation Manuals. * Staff Job Description. These rules are in force. However, the level of agreement is low since the enforcement of the rules particularly the market operation rule is weak. The advance of space and passage is very common in the MSB which is undesirable since it is hinders (obstructs) the movement of goods and customers and affects the business of others traders. The level of compliance of the rules depends upon its understanding by the user, adequate authority to the staff to act, promote action on defaulters and cooperation of others user. It is essential on the part of the organization that the user themselves cooperate on the full compliance of the rules. In case of non-compliance or for example use of authorized space, the board should be taking following action in sequence. - Give warning to the violator to leave authorized space in friendly words. - Issue warning in writing. - Remove the produce from the authorized space. - Levy penalty and fine. - Lastly, issues show cause notice why the lease agreement should not be terminated. The organization and its staffs should be committed that the rules are complied for the benefit of all users. The action taken against the defaulters should be transparent in order to reduce occurrence of such incidence and to make others users knowledgeable of the consequence of violation of rules. 2.2.3 Market use planning system of KFVMDB An efficient management of a wholesale market depends upon effective market use plan. The market may consist of various facilities such as selling floor or

shop, parking space, storage, toilet, restaurant, office rooms, management building, electrical and telecommunication facilities. A development of market facilities depend among others, the objective of market method of market operation, number of traders, amount of inflow and outflow of goods. The proper market use plans as selling space use plans, traffic and parking plan, garbage collection and disposal plan, security plan are essential to ensure efficient use of facilities, avoid congestion, maintain good sanitary condition, attain security etc. the space should be allocated separately depending upon the type of commodities such as fresh vegetables or potato or fruit. The wholesale and the retail facilities should not be with in an enclosure as far as possible. At Kalimati the retail market and the wholesale market are separate hence the customers confusion on market is very low, parking problem does not exist and customers convenience is ensured. At Kalimati Wholesale Market, the selling space is highly inadequate as the Board had to allocate the available space to all the traders registered prior to December, 1997 on an equitable basis. This has created the problem to the traders that they do not have adequate space to unload even half a truck load of vegetables. But now days try to good management to allocate the space to farmers and traders as far as possible.

2.2.4 Appropriate control of assets and manage by KFVMDB A Wholesale market dose consists of land shop, storages, office building, etc. in the case of Kalimati Market the land belongs to the Agriculture Department. The newly built facilities are handed over to the Board. However, it is not clear whether the ownership is under the Board or the Ministry of Agriculture. So that, it should be clear defined who is the owner and is responsible for short and long term maintenance and capital replacement.

2.2.5

Contractual agreement between KFVDMB and its market users

In order to ensure clear understanding and compliance of rules right and duties of the market user such as traders of wholesale market tenants and of retail shop, there should be contractual agreement between the market authority and the users. The agreement should clearly states:

duration of contract facilities to be used by user obligation of the users and the authority terms and condition amount of time of payment of rent and fees and penalties provision for amendments in agreement transfer of contract agreed access to leases premises arrangements for subletting

Contractual agreement is also needed to ensure discipline in market operation and minimize legal dispute and litigation. At Kalimati Market, the wholesalers have contract for space use for a period of five years and retailers for three years. They have to renew their license on an annual basis. The non-renewal of license on time means termination of the agreement.

2.2.6

Contractual agreement between KFVDMB and its service providers

The facilities and service to be provided by the market authority could be contracted out. The management of parking space, collection of entry fees, maintenance of toilets, and provision of security service can be given to private parties or organization in contract. The Kalimati Board has contractual agreement with respect to cleaning of the market and the toilets. Such arrangement was made with security firm however it was discontinued due to inefficiency. Even entry fee and parking fee collection could be arranged under contract. However, it is necessary to ensure that the undue advantages are not extracted from the market uses. Also it is to be considered particularly in case of contract of entry fee that necessary information collection is tide up with the agreement and assured. Frequency of meetings was high and members received meeting fees.

In practice, these committees should be: voluntary run on non-fee basis represented by real stakeholders backed by professional concerned with real issue

2.2.7

Market information system of KFVMDB

Marketing information is one of the major activities of the board. Wholesale price information is collected twice a day one in the morning around 7 a. m. and next in the afternoon at 1a.m. in addition daily arrival of commodities is rewarded price data of a commodity is collected from five selected wholesaler. The board as list of 5 selected wholesaler with two alternatives for each commodity. Also there are selected wholesalers respondents of market collection data. Daily price information is broadcasted by Radio Nepal same day at 6.35 p.m. besides, the board is publishing weakly and monthly reports for use by policy makers and traders. And some daily newspapers are publishing of price list of Kalimati Market regularly. 2.2.8 Effective decision making structure of the organization An effective and prompt decision making is one of the most important elements in the efficient management of a wholesale market. The decision makers should a composite group of experienced people representation different stakeholder including market management professional. In the Kalimati Wholesale Market Development Board director has the managing authority must be capable of making capable of making decision which can be implemented. At Kalimati Wholesale Market, there is a board of director with total members of 5 which are as follows: Chairman ( Nominated by Government) Member ( Representative by the Ministry of Agriculture)

Member (Chairman of ward no 13 of Kathmandu M.C.) Member (Representative by the farmers, which is nominated by Government) Member secretary (Executive Director of the Board) 2.2.8 Staff in the organization Market management is complex and it covers various aspect such as sanitation, security, traffic and parking, supplementary services management, day to day operation of markets, regular information service, legal matters, accounting, financial management and investment, staff management development. The basic objectives management is an optimum use of facilities and attains maximization of return. To achieve the complex tasks there are need of adequate staff well trained in various field. The staff moral should be high always committed to there duty and to implement the Board decision. There should be a job security, reasonable salary and adequate incentive tied with profit/loss of the organization. At Kalimati Market there is water treatment plant, ice plant, and freezer and could room hence the organization requires technical staff operating and maintaining these facilities.

This chart 2 shows the income expenditure & surplus stream in the different year of the organization. This organization had start to run in own leg (own financial resources) from its established year. This organization has strong financial position. Chart 2 shows loss of the organization only one income year (2057/58).

Above the table has shows income, expenditure, surplus and budget released of organization in the income year 2062\63 in each month separately. We are found after the read of this table, the budget released averagely 1000000 but some month adding or deducting from 10lakh. Income and expenditure is not similar. Every month has different income and expenditure report in the table. The table also shows one month (Ashad) goes loss but others 11 months had earned surplus. As a whole in the income year 2061\62 had earned profit.

The above chart shows the source wise distribution of arrival of fruits and vegetables in Kalimati market in 2004-2005. Main source of fruits and vegetables arrival in the kalimati market is Dhadging which covers about18.70% of the total arrival. India covers 13.77%, Kavre covers 16.31%, Makwanpur cover 10.80, Kathmandu covers 8.01%, Bhaktapur covers 5.63%, Chitwan covers 4.62% and so on.

CHAPTER III: SUMMARY AND CONCLUSION


3.1 Summary During the preparation of this field work report, I have gained experiment and confidence how to talk with chief executive director and other level of staffs in the organization in order to gain the required informations. The Kalimati Fruits and Vegetable Development Board had under the set up of HMG/Nepal. Ministry of Agriculture. The Kalimati Fruits and Vegetable Development Board is one of the economically strong organizations. It has own sources of finance and this organization is smoothly running to sustainable way. The management system of this board is good. But they are not mobilized their full resources. Market sanitation is not good. Management always tries to keep clean the market environment but some traders are not helping to management. So that they have to co-ordinate with the traders and concern stakeholders of the market. Management is a system which has different types of people from different work culture. They have their own approach to do work. They are set up in the different position of the organization. Position indicates their responsibilities and authorities in the management. So that the top management level should have the knowledge of organization management. Role and function of the Kalimati Fruits and Vegetable Market Development Board has defined the Act of staff work description which is certified by the HMG. Ministry of Agriculture.

3.2 Major Findings During the preparation of this field work report, I found various weakness and strength in the management system of Kalimati Fruits and Vegetables Market Development Board. I am going to summaries this report. Kalimati Fruits and Vegetable Market Development Board is one of the leading market of the fruits and vegetable in the Kathmandu valley. This market involves the various traders. They are different types like as wholesalers, retailers, bicycle venders etc. This market has under the set up of HMG/Nepal Ministry of Agriculture. The Board chairman has nominated by the H. M. G. Ministry of Agriculture. Five members are committed in the high committee Board. The Executive Director is the member secretary of this Board. The Executive Director is responsible to executive the directive of the organization and to manage daily operation of this organization. In title my field works The Management System and Its Role and Function of the Kalimati Fruits and Vegetable Market Development Board. According to my objectives of the field work to be found the strength, weakness and there working method in the organization. This organization has a good management system. Amongst all staff are energetic, innovative and active. They have performed their duty honestly. But this organization arises some conflict between top level staffs. The Executive Director possesses the capability to solve these problems in positive way. In this organization has developed good marketing information system and discriminate the price information through net, media & newspapers. It has become so easier to grasp new opportunities for market development. Solid waste management process is also undertaken by the management. Role and function of staffs to manage of organization as per Act, staffs work description 2002.

3.3 Conclusion Management of wholesale market is an art and science. It involves various complex areas such as legal authority, sanitation, security, transport and parking, operation and maintance of facilities, rental and fee collection, staff management and development, enforcement of market rules and regulation, etc. There should be an effective decision making structure, trained and adequate staff, effective interaction and consultative mechanism among the stakeholders and well-designed management information system. The market should be managed in business approach so that the market resources are optimally used. Accordingly, benefits of an efficient use of resources go to all stakeholders, market tenants and users. Services are provided to the users promptly and efficiently. The market should be sustainable and long term maintance, capital replacement and staff benefits should be ensured. It should be kept clean, by-products and garbage are properly managed to ensure friendly environment.
