Chapter 1 INTRODUCTION

1.1 BACKGROUND OF THE STUDY The basic element of every culture is art. David Dory What is Cultural Arts? Cultural Arts plays a big role in ones nation. It is the collaboration and the transformation of different art forms. It reflects and represents ones customs and values as a society. It help explains the world or the place we live in, the history and tradition of ones race. Current Situation of Culture and Arts in the Philippines Philippine arts and culture are very rich and eclectic. It is due to various cultures that interacted with the country - European, American, Japanese, Chinese and others, all blended with the original Malay stock of the Filipinos. The exceptional blending of foreign cultures, as well as those from the early Filipinos can be characterized in the dances and music which brings exquisiteness and charm that is uniquely Filipino. But sadly, interests in cultural arts by Filipinos have been in passive way. Not many have a lot of interest in arts. Especially now a day that modernization takes place, many Filipinos are now supporting more foreign arts. What they do not know is that Philippine cultural arts should be preserved and promoted to everyone to withstand modernization since it shows our culture and values. As modernization and globalization take place, Philippines now learned to welcome the culture and arts from different nationalities. Modern dances like hip-hop and break-dance emerged. Not only western songs became famous but even the songs from other countries in Asia, especially KPop (Korean Pop) and J-Pop (Japan Pop), became fab. The support of foreign music and modern dances from Filipinos, especially to the youths, continue to arise which brought them to the limelight now a day while our own folk songs and dances slowly fade. To prevent the slowly fading of our culture, even in the past years, the government has been transmitting the knowledge to the next generations we can help preserve not only our arts but also our culture and traditions. Preserving and enriching our cultural arts is a very important thing since one culture and history are can be known through its arts.

Today, after many decades of resisting foreign intrusion, Filipinos take on the challenge to continuously preserve the traditional performing art forms. To change the perception that art is merely for entertainment and make the greater number of Filipinos better understand, appreciate and regard culture and performing arts as vital to their lives, and in so doing make them integral to the evolution, development and promotion of Philippine culture. But with continuous modernization, many Filipinos now a day, especially the youths, have learned to welcome the culture and arts from different nationalities. Though it is not wrong, what was distressing was that the appreciation of foreign music and dances turns to embracing to the point that some makes believe that they are of that nationality. Some even sing and hear songs which words they could not understand nor even pronounce, like K-Pop. Korean Pop or widely known as K-Pop is rapidly inching its way into the Philippine Music Industry. Even though most Filipinos do not understand Korean, it's really surprising that they even go the extra mile and show effort to learn the language.1 With the result of the survey done by the proponent, it shows that though some of our youths are supporting Filipino arts, the number of youths who support foreign arts is much higher. The following are the result of the survey conducted by the proponent:

As shown on the chart above, it shows that 70% of the youths (11-16yrs old) today support more foreign music (Western pop and Asian pop like K-pop and J-pop) and dance (Hip-hop, Breakdance, etc.) while the other 30% enjoys our own folk dances.

The charts above show the difference in percentage between the different genres in music and dance. As one can see, Filipino music and dance do not come in last but if one will sum up all the percentage of foreign music dance, there is a big difference between Filipino and foreign arts. Preserving and enriching the culture is one of the concerns of the study. To do that, Filipinos should be taught of its cultural arts to preserve its culture and tradition for the next generations. Providing an adequate learning environment for users is also to be considered. The following are the questions/factors to be considered in the study: On what ways can we create an adequate learning environment? How can one show the characteristic/culture of the country through the development?

1.3 SIGNIFICANCE OF THE STUDY

With this, it will also benefit the country and the people who live here since the study aims to preserve and enrich the countrys cultural arts by teaching and passing the knowledge to young generations. Impact to serve man and provide for the good life. This study will help the cultural

aspect of the country. With this, the country can produce world class artists. And through producing world class artists, Filipinos can proudly show and tell the world of its culture and history. This will also help preserve and enrich the countrys performing arts through teaching it to young generation.

1.4 GOALS and OBJECTIVES Shelter, educate and have fun. The main aim of the study is to preserve and enrich the Filipino performing arts through an establishment of a learning facility where the users will not only learn basic education but will also be taught the traditional dances and music of the Philippines. The proponent believes that a countrys history and culture is can be shown/learned through its arts. In addition to it, the proponent also aims to provide an adequate learning environment by having natural lighting and ventilation for its users so they can fully grasps everything that is taught. An environment where one can learn and have fun. The proponent set objectives to be followed in the study. These are: To provide an environment that is ample for studying through applying passive cooling and natural lighting to the facilities. It will not only take maximum advantage to the

environment but will also help to conserve energy. To give a Filipino characteristic to the structure by adopting Filipino Vernacular Architecture into the design.

To be able to use non-polluting building materials with the integration of indigenous materials in the country to provide a sustainable, eco-friendly structures showcasing a characteristic that is uniquely Filipino.

JUSTIFICATION OF THE STUDY According to UNESCO, there are two (2) ways to preserve cultural heritage: one is to

record it in tangible form and conserve it in an archive; and the other is through transmitting it to the next generation.2 Educating the youths about the countrys folk dances and music is one way of preserving and enriching the culture heritage. Under the NCCA's program for the Conservation of Cultural Heritage - Preservation and Protection of Intangible Heritage, establishment of Schools of Living Traditions (SLT) are established.2 While there are various sides of cultural heritage that can be transmitted to the next generations, this would focus on the transmission of those intangible heritages, the indigenous skills and techniques, to the youth. It also aims to encourage more culture specialists/masters to continue with their own work, develop and expand the frontiers of that work, and train younger people to take their place in the future. Not only will the culture be preserved but the country might also produce world class artists. The SLT program of the SCCTA generally aims to provide a venue where a culture specialist/master, who embodies the skills and techniques of a particular traditional art form, imparts to a group of interested youth the skills and techniques of such form. Specifically, the program aims to identify aspects/components of traditional culture and art considered to be important to a cultural community and have to be transferred to the young so that these aspects can be perpetuated. Even before, there are government policies / laws and guidelines established to address specific concerns and issues in the arts such as the Philippine Development Plan for Culture and the Arts created during the Ramos Administration; Republic Act No. 7356 creating the National Commission for Culture and the Arts and establishing a National Endowment Fund for Culture and the Arts; Presidential Decree 1278 which lead to creation of Philippines High School for the Art; the Philippine Cultural Heritage Law of 1994; the Local Government Code of 1991; and many others. 3 As for the time of former President Fidel V. Ramos, he claimed that Philippines is Center for Arts and Culture in year 2000. While on year 2000, DepEd has created special

program for the art. This program is nationwide program for talented and other potential students.

With facts stated above, the proponent came up with the proposal of Nativo Art Conservatory (NAC). NAC is a secondary school which aims to give knowledge to the youth not only in academics but also regards with the countrys performing arts. It will be provided with facilities needed for basic learning like classrooms, laboratory, and library and facilities for its special curriculum, which is performing arts, like dance studios, music rooms, etc. This school will be a boarding school type so students can learn to socialize more with others and to independent. With regards to its curriculum, NAC offers special art curriculum for dance and music: a) Dance Philippine Folk Dance, Dance Composition and Staging; and b) Music Voice Concentration, Instrument Concentration, Music Theory, Composition, and Ensemble Classes (Chorus and Rondalla). NAC also implements basic education curriculum prescribed by the Department of Education (DepEd).

1.6 SCOPE and DELIMITATIONS OF THE STUDY Scope. The study would primarily gather and present data about the proposed conservatory for Philippine performing arts which will be a learning facility that teaches Philippine dances and music for young Filipinos. In the study it will also include the spaces need in the said project like classrooms, dormitory, music and dance rooms, and auditorium. Gathered data in the design approach, elements and principles will also be included. As for the design, Philippine Vernacular Architecture will be adopted wherein it contain the use of indigenous materials in the country, and adopting the concept of bahay kubo. It will also tackle the use of passive cooling and natural lighting for energy efficiency. The study will also consider the city/municipality where the site will be located and the implementing ordinance and requirements, and the agencies policies for the development Furthermore, the paper is only concern on the planning, conceptualizing, and theoretical analysis and strategies on developments of such facility. Delimitations. This paper will limit the category of performing arts into music and dance, which will include instruments playing. Drama and theater will not be tackled. Though, some design elements may be adapted if necessary, this study will only adopt technologies for energy and Philippine Vernacular Architecture. This paper wont concern on the in-depth study of structural, mechanical and planning of the like other than the architectural ones.
