I am writing to you requesting that a pitbull moratorium ordinance be drafted and signed into law as soon as possible to protect the public from pitbull attacks. A moratorium would allow current pitbull owners to keep their pets but no new pitbulls could be licensed and legally owned after the effective date of the ordinance. Moratoriums (bans) on pitbulls are very successful in eliminating pitbull maulings. In addition, the courts have upheld the constitutionality of pitbull bans. Pitbulls advocates have spread the rumor that DNA is required to identify the breed and pitbull legislation is expensive. Both of these rumors are false. A ban requires far less manpower, and as time goes on, the need to respond to pitbull attacks is eliminated. A pitbull moratorium is also more humane as over 50 percent of all pitbulls are relinquished by their owners to shelters for euthanization in their first two years of life. Communitys that have enacted pitbull moratoriums stop the endless killing of pitbulls and bring down the high financial costs of continual euthanizations. Recently, a longitudinal study of dog bites reviewed the bite data going back 15 years, from the time period before pitbulls were popularized, to present. This study, "Mortality, mauling and Maiming by Vicious Dogs", published in April 2011 in the Annals of Surgery found that pitbulls caused more serious injuries that necessitated higher hospitalization costs, and caused more deaths than any other dog breed. In prior years, the CDCs data showed pitbulls as the top biter and killer nationwide. Pitbulls attacks happen everywhere including yards, parks homes, elevators, schoolyards, and bus stops in rural, suburban, and city areas. What makes the attacks different from a simple dog bite, is a normal dog bites and releases, and most of the time the bite doesnt even puncture the skin. A pitbull suddenly attacks without warning and lashes on to the victim and shakes and pulls for as long as 15 minutes to a half an hour. Pitbull attacks commonly include flesh removed from the victim; limbs ripped off, facial disfiguration, and loss of scalp. More often than any other dog breed, a pitbull attack results in death. Efforts to stop attacks in progress are usually unsuccessful so police assistance is required. Serious attacks involving seniors occur, although most attacks involve persons under the age of 14. Pitbulls that attack and kill are usually family pitbulls with no prior history of violence. Pitbulls are known to turn suddenly and attack and kill owners and other family members without warning. It is a myth that bad owners cause pitbulls to attack. The one free bite rule cannot apply to pitbulls as the first bite by a pitbull often results in death. Fines and regulations cannot control any animal completely and totally one hundred percent of the time. Only a moratorium can accomplish the degree of safety that residents need. Insurance coverage is an inadequate regulation as there are pitbull victims that have had over 57 surgeries that are still not recovered. I will watch how you address this issue as passing a pitbull moratorium is my number one voting priority because it is important for humans to be safe in their own yards, parks, and communities.
