Respected Sir, Sub:-Representation of ANDHRA PRADESH POWER ENGINEERS ASSOCIATION Regarding the Sub-Engineers Basic Pay Rectification i.e., Sub Engineers to AAE Increments Difference Rectification-Grave Injustice done to Sub-Engineers Immediate action Requested -Regarding. Ref:: 1) Earlier in PRC 2010 representations from our Association.
We, Andhra Pradesh Power Engineers Association on behalf of Diploma holders working as Sub-Engineers, Engineers in TRANSCO, APGENCO & all DISCOMS herewith submit our views and proposals on revision of Basic Pay Rectification of Sub-Engineers and all the members of Basic Pay Rectification of Sub-Engineers Committee. Our Department is one of the major sources of employment for Diploma and Degree in engineering lot. We would like to bring to your kind notice a bit injustice treatment to the Diploma and Degree in engineering holders working as Sub-Engineers in our Department. In our Organization the difference in the Minimum Ordinary Grade Scale of pay of Sub-Engineers and Additional Assistant Engineers is fifteen stages. Which is unprecedented in any other cadre in the Organization. Count
The maximum average gap between different wings and cadres is only six, where as in the Engineering cadre the difference between SubEngineers initial pay and AAEs initial pay is 15 stages huge. So our association demands: That the Pay Scale of Sub-Engineer may be brought to three stages below the minimum ordinary grade pay of Assistant Engineer as shown in Annexure III.

Assists in taking monthly readings for all L.T high value services and all industrial services in his jurisdiction.
Prompt action in disconnecting the services included in the defaulter list and in returning the Disconnection list with in the prescribed date.
Prompt action in arranging to attend in the discrepancies in Current Consumption charges bills to the consumers
Prompt action in submitting the collections made through Demand Drafts towards Service Connection charges, Consumption Deposits etc. to the Division office/ERO or Accounts officer.
Maintaining the account for the consumables drawn from Assistant Divisional Engineer. Maintenance of all general records in office
From the Annexure 1 it may please be noted that the difference between the Minimum Ordinary Grade Pay (MOGP) of the Diploma holders and the Degree holders is on an average two stages only. Whereas, in our Organization the difference between the MOGP of Diploma Holders, i.e. Sub Engineers and the Degree Holders i.e.Asstistant Engineers are Sixteen Stages which is unprecedented in any other cadre in the organization. The maximum average gap between different cadres of engineering starting Pay is only five stages as shown in Annexure II. Even in other wings viz. Accounts, P&G and even the Workmen categories the Gap between one post initial pay and the next posts initial pay is much lower(15 stages) then that of our Sub-Engineers and AAEs as shown in Annexure II. Sub-Engineers initial pay and the AAEs initial pay should differ in only two stages as shown in proposed Annexure III. Therefore in view of the foregoing discussion this Association strongly demands that the gap between the MOGP of Sub Engineer may be brought to a stage at the most THREE STAGES below the Minimum of ordinary grade pay of the Asst. Engineer as shown in Annexure III. It is pertinent to note that on promotion the diploma holders as stated in Annexure 1 departments are equated with the Degree holders and they will be placed in consolidate Seniority and further they enjoy future promotions in the same seniority with the same pay scale of degree holders. In our Departments the role of sub-engineer is overlapping with several posts he has to perform the duties of LDC/UDC whenever there is fall in revenue collection by moving into the collection drives. While drawing material from the stores he functions the duties of Lines Inspector, in the absence of AEs / AAEs he functions in the capacity of Section head. And when they become AAE they discharge the same duties and responsibilities as that of Asst. Engineer, both working in the same shifts, discharging same duties and functions, but with different Pay Scales. This discrimination is frustrating the diploma holders. Moreover the seniority of Sub Engineers is distorted and stretched in a way very detrimental to their interest. Because
whenever a subordinate cadre O&M Personnel acquire any Diploma qualification he is appointed by transfer as Sub-Engineer and giving due weightage to the service rendered by them in lower cadres they are given 50% of seniority in the Sub-Engineer cadre from the date of joining as Sub-Engineers. Thus they are always placed at some place above the last rank of the existing SubEngineer from the day one. Whereas when the diploma holder Sub-Engineer acquire B.Tech. qualification and ask for promotion as Asst. Engineer, they are given the post of Asst. Engineer by appointment by transfer that too with out any recognition to the length of service rendered by them in the Sub-Engineer Cadre and they are placed below the last rank in the Asst. Engineer cadre. Thus they are the losers at both the ends. The Sub-Engineers are not given the Additional Charge Allowance whenever they hold any other post of Sub-Engineer or even Asst. Engineer in addition to their original post. The Diploma holder community is unable to understand this astonishing ill treatment being given to them over the last several years in our departments. Several representations were already given by our Association to the management but so far, no action has been taken yet. In view of this, the detailed analysis regarding
Sub-Engineers Basic Pay Rectification i.e., Sub Engineers to AAE Increments Difference Rectification issue is herewith enclosed for immediate and
your kind needful action. To sum up the above this association demands: That the Pay Scale of Sub-Engineer may be brought to three stages below the minimum ordinary grade pay of Assistant Engineer as shown in Annexure III.
