I TRODUCTIO
Since, Accident is omnipresent, therefore for prevention, minimization, and control, there is a need of SAFETY. SAFETY is desired from Latin word" SALVUS" meaning "Uninjured Health" i.e., it is defined as "the state of being safe" i.e. unhurt, uninjured, having escaped from real or apprehended danger. More specifically, being concerned to industrial safety, which is in fact method of process or technique which can minimize unwanted events (accidents) and industrial concern. But in the present injury but also industrial diseases, unsafe acts, unsafe condition, unsafe environment, safe physical & mental well being. However, the concept of safety nowadays developed through three states: 1. Accident prevention 2. Loss prevention 3. Loss control Which can be widely supported by the use of protective devices, systems effectively & properly, protective devices are developed days to days according as the need of hazards only need to selected use of those devices. A brief study on Safety Management and steps on the promotion and maintain interesting safety at IOCL , Barauni Refinery is a step towards the study of various preventive measures use to control the accident which can prevent any damage to Man. Machinery material and money and for the perseverance of aims of these 4M's it is quite necessary to.

Subject of the study: Success of Safety depends upon the active involvement of workforce and correct system of workplace. The workforce should be maintained properly and aware of the hazards related to the process. There is a lot being done at IOCL Barauni Refinery.

OBJECTIVE
Objective of the introduction so Safety Management System in Barauni Refinery is to control, minimize and ultimately eliminate any risk or hazard arising of our various activities being carried output round the clock inside the refinery. To minimize/control economic and sociological losses cause by injuries, health impairment , fire, explosion and other occupation hazards and to ensure safety of Barauni Refinery as well as the employees of Barauni Refinery , it is essential that adequate attention is paid to safety at different steps to safety at different steps of Startup, Shutdown and Normal Operation of the process unit.

This project report has been prepared keeping in view the objectives as under 1. 2. 3. 4. 5. 6. To identify and evaluate potential source of Fire & Chemical Hazards in the Refinery. Probable cause of an accident. Factors influencing an accident. Safety measures adopted by the management to mitigate / reduce the accidents. Attitude of employees and management towards safety. To examine / suggest the scope for improvement in the existing system / procedure.

METHODOLOGY
The following methods have been adopted to achieve the objective of the project. 1. 2. 3. 4. Study of process details, plant manuals and preventive maintenance was done Review of technical literature in respect of identifying hazards was done. Study of Safety Organization and system of the refinery was carried out. Accident statistics from the last five years from 2001 to 2005 were prepared and analyzed. 5. Walk through observation technique was adopted to know the existing work conditions in various sections and hazards involved in different operation and jobs. 6. Discussion was held with workers at different levels and supervisors various area/section for knowing their skills/views/suggestions for improvement. 7. An elaborate assessment of role of Fire & Safety department in Safety Management of Barauni Refinery.

Safety Management in Refinery for promotional activity to maintain interest in safety of the workforce. Its importance : Personal behavior is a very important part of any Organization. IOCL, Barauni Refinery is a very old Organization where no. of cultural changes has been taken place during the economic reforms in phases. IOCL, Barauni Refinery has changed its culture from making steel manually to highly sophisticated automated plant. In Safety highly motivated type of people abides accident. Bringing people at par with the technology, Safety Management has played a vital role in promoting the safety culture within the organization. Scope of study There is a vast scope of study in IOCL , Barauni Refinery regarding the subject "Safety Management & its steps to promote & maintain interest in Safety in IOCL , Barauni Refinery" there are some systems here for the execution of jobs safely like systems of inspection and its follow up . "Permit of Work" system or "Clearance" system, gas line shutdown system, safe work procedure, safety rules for dismantling jobs, safety rules for blast fumace relining job, conveyor safety, Crane Operators, safety etc. we can study those System, check up where those systems are right or wrong and whether those laid down procedures are being followed or not. Moreover, we can analyze some of the accidents and dangerous occurrences which happened in

IOCL, Barauni Refinery we can find out the systems faults & personal faults behind those incidents. There is a wide scope of learning for Safety Management and its steps to promote interest in safety at IOCL, Barauni Refinery.

Born from a small seeding with a vision to cove the country's skyline, both these companies amalgamated in 1964 into Indian Oil Corporation Limited in order to synergies the activities of refining, producing, transporting and marketing the petroleum products and serve the people that has been, is and shall ever remain our first job. Indian Oil Corporation Ltd. ( IOCL ) is the largest commercial enterprise in India and the only Indian name in the fortune magazines "Global 500" listing of the world's largest corporation with a ranking 209 for fiscal 2000, 23 steps above last year's position of 232 in the "Forbes International 500" list of largest companies outside US, Indian Oil ranked 112 and tops the list amongst the four Indian companies appearing in the Forbs ranking, the corporation has been "Second Most Effective Trading Company" amongst the ]4 national oil companies in the 2000 Industry perception Survey of Asia Pacific Petroleum Trading Companies by Applied Trading System, Singapore, indian Refineries Ltd.
