Conference Overview Social entrepreneurship has increasingly become a buzzword not only in development circles but also among

those in business, government and the academe. The heightened profile of the field is reflected in the increasing number of social entrepreneurship events, including forums and competitions that have been staged in recent years. A lot of these events, however, tend to highlight existing business models and accentuate the contributions of various social enterprises without discussing the difficulties faced by social entrepreneurs. The 2011 Social Entrepreneurship Conference provides a venue where various stakeholders in the field of social entrepreneurship can speak candidly about the issues and challenges faced by the sector and elicit ideas from each other on how to overcome these issues and challenges. Four challenges in particular will be highlighted: the challenges involved in community and social enterprise partnerships, the challenge of scaling up, the challenge of assessing social impact and the challenges presented by the policy environment that social enterprises face. These four challenges will be discussed in four panels over a span of two days. Each panel will include speakers from social investment organizations, social enterprises and civil society organizations including peoples organizations. Workshops will be conducted on the first day to provide a venue for smaller groups to discuss the challenges at greater length. The 2011 Social Entrepreneurship Conference on Issues and Challenges in Social Entrepreneurship is copresented by the Ateneo de Manila Universitys Development Studies Program, the Philippine Social Enterprise Network (PHILSEN), and the Ateneo Center for Social Entrepreneurship (ACSENT) in collaboration with the Foundation for a Sustainable Society (FSSI), Oikocredit and Business World, our exclusive media partner.

Some potential social investors who look for worthwhile investments in the sector are hard-pressed to find social enterprises who have achieved a scale of social impact which merits substantial investments. This panel will discuss possible reasons why Philippine social enterprises are not able to achieve a significant scale and present some strategies that have been adopted to scale up social enterprises. Description Many community-based social enterprises, particularly those run by social entrepreneurs with limited experience partnering with marginalized communities, often struggle with issues regarding the nature of their partnership with communities. These issues include community indifference towards the enterprise idea and quality control, the extent of community participation in management and governance, and issues related to the distribution of gains within the community. The panel on community and social enterprise partnerships will discuss these and other concerns and present current practices for dealing with those issues.
