3.3 EXPANSION JOINTS
3.3.1 Longitudinal stresses in shells and tubes due to thermal expan
sion shall be calculated to determine the necessity of using
expansion joints.
3.3.2 Stresses shall be determined for the most adverse conditions
including start-up, shutdown, operation and design.
3.3.3 Calculations shall be done in accordance with the code or in the
absence of code requirements, in accordance with TEMA standards.
3.3.4 Shell expansion jOints or internal bellows shall be considered
if necessary, with the restriction that internal expansion
bellows are not allowed in water-cooled heat exchangers.
3.3.5 The types and materials of construction of expansion joints
offered by seller shall require buyer's approval.
3.3.6 Expansion jOints shall be protected against mechanical

tube bundles shall be limited so that the bundle is sufficiently
stiff for maintenance and hoisting.

3.6.2 On vertical removable bundle units with channel down, a full
diameter stationary tube sheet with at least four collar bolts
shall be provided, or other means approved by buyer, to hold
bundle with channel off.

3.6.3 Guide devices to ensure alignment and to facilitate assembly
shall be provided for floating head covers, internal bellows
flanges, channel covers and stationary tube sheets having
grooved partitions.
3.6.4 Sliding strips shall be provided to facilitate pulling the
removable tube bundles.
Vertical exchangers shall be provided with four sliding strips
evenly divided around the circumference of the bundle.
When mechanical cleaning is required on shell side (square tube
patterns) the sliding strips shall not obstruct the tube lanes.
Kettle-type reboilers (TEMA type K) shall be provided with
sliding rails continuously welded to the shell. Bundles shall
be provided with suitable means to be secured in place during
shipment and erection.
3.6.5 The mean radius of U-bends shall not be less than 1% times the
nominal outside diameter of tUbes.
3.6.6 Support plates and horizontally cut baffles shall be provided
with 90 bottom notches 20 mm wide for shell draining.
3.6.7 In no case shall the baffle or support plate thickness be less
than two (2) times the specified shell side corrosion allowance.
The thickness of baffles in austenitic corrosion-resistant steel
may be one (1) step smaller than given in table R-4.41 of TEMA;
3.6.8 When tube sheets are cladded on the shell side, the tie rods
shall be fitted by means of alloy "base plugs" according to
standard draWing.

3.7 CONNECTIONS

3.7.1 For stacked units vent and drain connection shall be provided
in each shell.
3.7.2 The design of mutual connections of stacked exchangers shall be
such that mutual expansion is possible.
Temperature fluctuations, of one (1) or both of the fluids, may
not cause leakage in mutual connections.

3.7.3 Pressure gauge and thermometer connections in accordance with
TEMA shall only be provided if specified in the requisition.
3.7.4 Chemical cleaning connections shall only be provided if speci
fied in the requisition.
3.7.5 When flanged connections are specified in the requisition for
vent, drain, instrument or chemical cleaning connections they
must be supplied with blind flanges, bolts, nuts and gaskets.
3.7.6 Seller shall supply bolts, nuts and gaskets for intermediate
nozzles between units.
3.8 SUPPORTS AND LIFTING DEVICES
3.8.1 The shells and saddles of stacked units shall be reinforced as
required to carry the superimposed loads.
3.B.2 A set of shim plates with a total thickness of 15 mm shall be
supplied for stacked units with intermediate nozzles.
3.8.3 Lifting lugs shall be of plate type, welded on with full pene
tration weld, in accordance with standard drawing.
These lifting lugs are designed to lift only the component to
which they are directly attached.
3.8.4 In clad tube sheets of removable bundles the tapped holes for
pulling lugs shall be located on the outside edge, not in the
cladding. Alternatively a "base plug" according to standard
drawing of the same material as the cladding shall be fitted
into the tube sheet and welded to the cladding.
FABRICATION
Partition plates shall be attached with full fillet welds
on each side with a minimum leg of 3/4 t (t=partition plate
thickness).
4.2 Sliding strips shall be properly seated in the baffles, secured
with a complete seal weld (both sides) and attached to the
stationary tube sheet with a full penetration weld. The sliding
strips shall protrude 2 mm beyond the periphery of the baffles,
to prevent damage of baffles during sliding.

Gasket seating surfaces including gasket grooves in tube sheets
and channel covers shall have the same nominal thickness of
cladding as specified for shells or channels.
4.4 When tube sheets are subjected to heat treatment during fabri
cation the final machining of tube holes shall be done after
heat treatment.
4.5 All gasket contact surfaces and other machined surfaces shall
be checked after heat treatment and/or fabrication for absence
of warpage, distortion, oxidation and unbroken serrations.
4.6 The inside and outside edges of tube holes in tube sheets shall
be chamfered.
4.7 Channel and removable tube-sheet covers shall be provided with
eye bolts or lifting lugs to facilitate handling.
Due consideration shall be given to all problems of removal for
cleaning.
4.8 The following exchanger parts shall be stamped with exchanger
item number: Tube sheets, floating head cover, floating head
back-up device, expansion bellows, test ring and/or test flang
es.
4.9 Dimensional tolerances shall be in accordance with TEMA stan
dards.
5. INSPECTION AND TESTING
5.1 A detailed hydrotest procedure shall be submitted for approval
for each type of heat exchanger.

the seller's factory for fit-up, final hydrostatic testing and

5.4 Test gaskets used for shop test shall be of the same type and
material as the service gaskets, except the shell cover gasket
used with the test ring which may be of another quality.
Gaskets shall not be replaced after successful pressure testing
and the exchanger shall be put into operation without distur
bance of jOints.
Wben a heat exchanger is dismantled for any cause, it shall be
reassembled with new gaskets of the same construction.
6. NAMEPLATES
6.1 Apart from the code nameplate, a stainless steel nameplate in
accordance with standard drawing shall be supplied and installed
by seller.
6.2 A warning plate in accordance with standard drawi ng sha11 be
suppl ied and attached by seller on exchangers with parts de
signed for differential pressure.

1. SCOPE
1.1 Th is speci ficat ion covers the mi nimum technical requirements for
the design, fabrication, inspection, testing and documentation
of pressure vessels, and supplements the specifications and re
qui rements of the code under which the vessels are to be
suppl ied.
1.2 The term "vessels" used in this specification shall be consid
ered as a collective name for the category of equipment which
is to be in accordance with this specification.
1.3 The term "code" used in this specification covers any code or
standard listed under 2.
1.4 The term "requisition" used in this specification covers also
the attachments to the requisition.
2. SUPPLEMENTARY SPECIFICATIONS. CODES AND STANDARDS
2.1

Design and construction code and national and/or local
regulations as specified in the requisition.
The standard drawings referred to in the requisition.
Owner's specifications referred to in the requisition.
Seller'S specifications referred to in the requisition.
2.2 In case of contradiction between code, rules, speCification and

3. SELLER'S OBLIGATIONS/RESPONSIBILITIES
3.1 Seller shall design, fabricate, assemble, test, prepare documen
tation, and deliver all vessels and accessories to complete the
work, as defined in the requisition.
3.2 Se11 er shall ensure compliance wi th the code and authori ty
regulations and shall obtain local authority approval. This
includes delivery of all documents required to satisfy the codes
and authorities.
3.3 Any conflicts between the requirements of this speCification,
reqUisitions and any applicable codes or local and government
regulations shall be submitted to the buyer in writing for
resolution prior to start of fabrication.
3.4 Any deviations from buyer's requisitions must be submitted to
buyer in writing for approval, prior to start of work.
3.S Seller shall execute his services to good engineering practice
and workmanship quality norms.
3.6 Further obl igations/responsibil ities are contained in subsequent
sections of this specification.
3.7 Buyer's approval of seller's documents does not relieve seller
of his responsibilities for the services, as covered in buyer's
purchase order.
4. DQCUMENTATI ON
4.1

Copies of properly certified seller's documents, as specified
on the ReqUirements for Documents sheets, are to be submitted
to buyer for review, approval and reference in actordance with

4.2 Each document shall have been checked by seller's qualified
engineers and marked and signed to that effect.
4.3 Revisions shall be clearly indicated with a revision mark as
close as possible to the modification.

4.4 All drawings and documents must be presented in the Engl ish
language and in the SI units of measurement, except for pipe
diameter and nozzle sizes for which inch nominal size shall be
used, pressures shall be stated in same units as specified in
the requisition.
5. DESIGN CONDITIONS
5.1 PRESSURE
5.1.1 The design pressure as stated in the requisition is specified
as the pressure at top of the vessel.
5.1.2 The minimum hydrostatic test 'pressures (initial and periodic)
shall be established in accordance with the code.
5.1.3 The term "test pressure" shall apply to the pressure measured
at the highest point of the vessel in its operating position and
shall be applied to the highest point in its test position.
5.1.4 The ratio of allowable stress at operating conditions versus the
allowable stress at room temperature shall be taken as the
lowest of the shell courses or the heads.
5.2 TEMPERATURE
5.2.1 The design temperature is specified in the reqUisition.
5.3 CORROSION ALLOWANCE
5.3.1 The corrosion allowance is specified in the requisition.

lated thicknesses of shells and heads and the nozzle necks. No

facings. In specific cases, additional corrosion allowance may
be required on the necks of nozzles. Where this is required, it
will be specified on the deSign drawing. If ANSI blind flanges
are used for cover plate's, corrosion allowance is required to
be added to thickness only in the amount that the specified
vessel corrosion allowance exceeds 6 mm.

6.8.7 Weld overlay in lieu of clad plate shall not be considered as
a primary cladding method, except where the vessel construction
mandates it and approval from buyer is obtained.
6.8.8 loose nozzle liners are not permitted in cyclic temperature
service and temperature above 400C and vacuum service.
6.8.9 Nozzle necks of solid alloy in clad-plate vessels are not
acceptable in cycl ic temperature service and above a design
temperature of 400C. Below a design temperature of 400'C
approval from buyer is required. .
7. MINIMUM THICKNESS
7.1 The minimum shell, head and skirt thickness used for construc

9.1.5 Vertical vessels shall be designed as self-supporting units
unless otherwise specified.
9.1.6 Stability of vessel including its supports shall be checked for
the following load conditions assuming vessel is fully corroded,
unless otherwise specified:
a. Erection condition (vessel uncorroded) - Vessel bare and
empty, full design wind load .
b. Operating condition - Vessel complete with insulation,
platforms, attached piping, all internals and liquid at
operating levels, at design pressure (or vacuum) and
temperature under full design wind load or earthquake
load, whichever is greater.
c. Same as (b) except no pressure and no liquid in vessel.
d. Test condition - Vessel full of water including all at
tachments and pressurized at the field test pressure with
wind-load values equal to 70% of those used for operating
conditions and any earthquake load disregarded.
9.1. 7 Legs and lugs, including the local stresses induced in the shell
shall be calculated, using good engineering practice for load
conditions as specified in paragraph 9.1.6.
9.1.8 Vertical vessels with Length/Diameter (LID) ratio greater than
15 shall be checked for vibration due to vortex shedding from
wind to ensure their structural safety.
9.1.9 Vertical freestanding columns shall be designed to deflect a
maximum of 50 mm per 10 meter of length with full design wind
load during vessel-operating conditions.
The design wind load considered to act on the projected vessel
area shall be in accordance with the requisition.
9.1.11 If a vessel is subjected to external loads (e.g. by agitators,
reboilers, etc.), seller shall prove by calculation that the
vessel meets these loads.

10. REINFORCEMENT OF OPENINGS
10.1 Openings shall, as required, be reinforced to withstand the
loads to which they will be exposed during normal, upset and
test conditions, including loads derived from piping stress
analysis. As a minimum the design shall comply with standard
loadings as specified in attachment 33.
10.2 Openings may either be reinforced by a pad as allowed by code
or by a forged nozzle providing integral reinforcing.
10.3 Any reinforcing pad size as specified in the requisition shall
be mandatory. .
10.4 Each nozzle reinforcing pad or section of pad shall be furnished
with one %" NPT tell-tale hole at lowest point.
II. INSPECTION AND ACCESS OPENINGS
11.1 The minimum size of handholes shall be 6 inch. When bl ind
flanges for nozzles used as handholes weigh over 45 kg, the
blind flanges shall be hinged or be provided with a lifting lug
(seller's standard may be used).
11.2 The minimum size of manholes shall be 20 inch (24 inch for
vessels with internals). Blind flanges shall be hinged or
provided with a davit as specified in the requisition. Manhole
sizes as specified in the requisition shall be adhered to.
11.3 Manholes and handholes shall be cutoff flush with the inside of
the shell and inside sharp edges shall be grounded.
11.4 A grab rung shall be provided for each manhole, except those
.. located directly above a tray.
11.5 Ladder rungs shall be provided in vertical vessels, where the
distance from the centerline of the manhole to tray or tangent
line exceeds 900 mm and in horizontal drums as specified on
standard drawing.
11.6 Skirts shall be provided with openings for access and ventila
tion as shown on standard drawing.

12.9 Slip-on flanges may be used in noncycl ic condition for class 150
rating and when design temperature is in the range between 0'(

16. WELDING
16.1 Shell plates shall be thus laid out to minimize the number of
wel ds.
16.2 Openings and preferably also all attachments/reinforcing pads
etc., shall clear longitudinal and circumferential seams.
16.3 Circumferential welds for fractionating columns shall be situat
ed at a distance of 100 mm minimum above or below the tray
support rings to permit visual inspection of said welds with the
trays in pl ace.
16.4 Circumferential joints in horizontal vessels shall not interfere
with saddle supports. Longitudinal joints shall be located
minimum 150 mm above the saddle plate.
16.5 When it is necessary for external attachments to cross vessel
seams, the attached weld shall be omitted at the seams subject
to buyer's approval.
16.6 Where a nozzle or other attachment falls within a seam, seller
shall notify buyer. Buyer will either relocate the nozzle or
specify additional inspection for the affected seam.
16.7 Pressure-retaining weld seams shall be double-welded but jOints,
except at those locations where double butt welding is not
possible. Single-sided welds shall have full penetration.
16.8 Backing strips shall not be used.
16.9 The inside surface of the shell and heads shall be formed and
matched to be as flush as possible at the weld seams. Generally,
when a difference in thickness exi sts between shell pl ates
and/or heads, the inside diameter shall hold.
The maximum allowable offset of shell or adjacent head sections

16.10 Where the difference in material thickness at the weld jOint

16.11 Nozzles shall be set-in type and attached to the vessel by full
penetration welds. Reinforcing pad plates, at the junctioo of
nozzle to shell, shall be by full penetration weld also, unless
written approval is obtained to deviate from this statement.
16.12 Connections between skirts and vessel heads shall be made with
a continuous flat-faced weld. The width of the weld shall be at
least equal to the skirt thickness and its height shall be twice
its width. The weld shall be free from undercuts, overlap or
abrupt ridges or valleys.
16.13 Skirt plate welds shall have double-welded butt joints and shall
be attached to the base ring by continuous welds.
16.14 Shell attachments such as tray support rings, lugs, clips and
seats shall be designed to be welded to the vessel shell or head
by continuous fillet welds, for design temperature above O'C and
by continuous full penetrati on welds for design temperatures
below OC.
16.15 Welding may only be executed by qualified welders.
16.16 No welding shall be performed on vessels after stress relieving
without specific approval by buyer. Design drawings shall
specify that a note to this effect be painted on the vessel.
17. HEAT TREATMENT
17.1 Welded vessels or parts of vessels that require heat treatment
to enhance corrosion resistance or mechanical properties, shall
receive these heat treatments when called for in the requisition

17.3 Seller shall notify buyer of any vessels of unusual configura
tion or component design such that high stresses may be devel
oped in welds because of restraint. Buyer's approval to omit
stress relieving is to be obtained.
17.4 Flange facings must be protected against oxidation during heat
treatment.
18. TOLERANCES
18.1 Tolerances are to be in accordance with the applicable standard
drawing and code.
19. INSPECTION AND TESTING
19.1 Buyer's and/or client's inspectors may engage in the inspection
of the equipment as specified on the "scope of inspection
sheet". The inspectors shall have free access to sellers and his
subcontractor's work at all reasonable times and during all
tests.
19.2 Ultrasonic examination, magnetic particle or dye penetrant may
be used as an alternative quality assurance method to radiogra
phy, only where code so permits and where radiography is not
practical. Use hereof as a back-up tool for radiography or to
locate plate or weld defects, is not restricted.
19.3 PRESSURE TESTS
19.3.1 Each vessel shall be hydrostatically tested
pressure as per the code.

19.3:2. Minimum test water temperature for carbon and steel
vessels, shall be 7'C, or at least 5'C above embrittlement
transition temperature, whichever is higher. Water must be
clean, without contaminants.

19.3.3 Austenitic stainless-steel vessels shall be tested with water
having a maximum chloride content of less than 50 ppm. After
testing, the vessel shall be thoroughly dried. Alternate test
media may be used only with the approval of buyer.
19.3.4 The test pressure shall be maintained for the period specified
by the code, but not less than half an hour.
19.3.5 Body flange joints. bl ind fl anges, piping components, etc.,
which seller has to provide shall be bolted up and hydrotested
together with vessel.
19.3.6 Test gaskets shall be the same type as the service 'gaSket, but
do not need to be of the same material if the seating character
i stics are simi] ar. Use of a sheet test gasket in 1 ieu of a
spiral wound, metal jacketed or similar gasket is permitted in
limited cases, with the prior approval of the buyer. Ring type
joints shall be tested, using a metallic ring of similar cross
section and hardness.
19.3.7 Manhole and hand-hole test gaskets may be left in place, but to
facilitate entry in the field, only four bolts shall be in
stalled to hold cover in place.
Each joint that has been bolted up prior to shipment from the
shop, must be provided with a firmly attached tag, listing the
type of gasket that has been installed.
19.3.8 Vessels, which are to be shop hydrostatically tested in hori
zontal pOSition, shall be supported adequately.
19.4 Nozzle reinforcing pad welds shall be tested with maximum
0.05 N/mm2g air and soapy water solution.
Where additional tests are required, such as air or hel ium
tightness test, liquid penetrant or magnetiC particle inspec
tion, these shall be performed in accordance with instructions
given in the requisitions and the methods of inspection.pre
scribed in the code.
19.6 Special attention shall be given to the setting of test
pressure, both shop and field, for all vessels, so that combined
stresses caused by test pressures in the weakest shell component
do not exceed 90% of the minimum yield strength at ambient
temperatures for the material under consideration.

SPARE PARTS
Seller shall supply 10% spare bolting with a minimum of 2 bolts
