Society of Students in Politics and Governance

CONSTITUTION Preamble In order to foster school-wide interest in Political Science and Public Administration and to cultivate proficiency in this field, and promote fellowship among its members, this organization submits itself to be governed by this constitution and by laws. Article 1 Name Section 1. The name of this organization shall be the SOCIETY OF STUDENTS IN POLITICS AND OVERNANCE. Article II Objectives Section 1.To enhance the political awareness not only of the members of this organization but also of the community. Section 2. To empower the fields of Political Science and Public Administration in order to make the organization s members to become highly competitive in the current and future world. Section 3.To create camaraderie among the members of this organization. Section 4.To unite the members of this organization towards the aforementioned goals. Article III Membership Section 1. Regular membership in this organization shall be limited to all students duly enrolled as AB POLITICAL SCIENCE (AB Pol), AB PUBLIC ADMINISTRATION (AB PA) and AB POLITICAL SCIENCE and PUBLIC ADMINISTRATION (AB PP) at Central Philippine University who passed the entrance requirements prescribed in the by-laws. Section 2. Associate membership shall be limited to all graduates or former students of Central Philippine University who, at the time of their separation from the said school, were members in good standing of this organization. Section 3. Honorary membership may be conferred upon persons who distinguish themselves in the fields of Political Science Administration According to the process prescribed in the by-laws.

Article IV Officers Section 1. The officers of this organization shall be a president; a vice president; a secretary and an assistant secretary; a treasurer and assistant treasurer; an auditor; business manager; public information officer; 3 representatives, one from the Political Science students, one from Public Administration students. Article V Executive Board Section 1. An executive board, consisting of the president and secretary and five selected members of the organizations, shall be chosen together with, and for the same term, as the regular officers. Section 2. Any member of the organization who held vital positions in the Central Philippine University oRepublic, the Central Echo, the AS Voiceprints, the Arts and Sciences Provincial Board and Council will automatically be a member of the Executive Board. Article VI Meetings Section 1. Regular meetings of this organization shall be held at 4 o clock in the afternoon on Wednesdays at the first and third weeks of the months during the Academic year, at any available room at Central Philippine University. Section 2. Special meetings may be called at any time by the President, or upon the written request of at least one-fifth of the total regular membership of the organization. Article VII Section 1. This Constitution may be amended by a three-fourths vote of the regular membership of the said organization, provided that notice is given at the regular meeting prior to the one at which said amendment or amendments are to be voted upon.

Society of Students in Politics and Governance BY-Laws

Membership Section 1. Regular member shall be admitted to this organization at the first and second meetings only of each semester. Section 2. Candidates for regular membership, entering after the charter meeting, should be officially enrolled as AB POL, AB PA, AB PP student and must submit an essay to the Committee on Membership on his opinion about the Political Science or Public Administration, or any other topic relating to the aforementioned fields of Social Sciences. Section 3. Honorary membership shall be conferred upon the written recommendation of at least three regular members who must submit their proposal to the Committee on Membership together with a statement of the reasons for their recommendation. Unless opposed by more than one member of said committee, the name of the recomendee shall be posted on the Organization s bulletin board at least once a week before the next regular meeting at which the recommendation shall be submitted to the organization for consideration. If three-fourths of the members attending said meeting shall vote in favour of the recommendation, the same shall be considered approved.

Dues Section 4. Dues in this organization shall be Five (Php 5.00) Pesos every week, to be paid to the member s representative who will surrender the same to the treasurer every regular meeting. Section 5. Special assessment may be levied at anytime by a two-thirds vote of the members present at any regular or special meeting.

Elections Section 6. The officers of this organization, including the members of the Executive Board, shall be elected during the last meeting of the previous school term. They shall be nominated from the floor and voted upon through any process convenient to the organization. A plurality vote shall be sufficient to elect.

Officers Section 7. The president shall preside over all meetings of the organization, sign all official correspondence and disbursements, and represent SSPG at social functions in other collegiate organization. He/she may delegate these functions to any regular member of this organization except to sign disbursements. Section 8. The vice president shall succeed the president upon the latter s death, resignation, removal from office, or permanent incapacity. He/she shall perform the duties of the office president during the temporary absence of the incumbent. Section 9. The secretary shall keep full and correct minutes of all proceedings of the organization and of the Executive Board, preserve all records and communications therof, and conduct all official correspondence of said bodies. Section 10. the treasurer shall collect and receive all dues from the members as well as all other payments accountable to the organization, pay out the funds in his charge all property approved accounts, and shall act as custodian of all properties and funds of the organization. Together with the auditor, he shall render a financial report to the organization at least once every semester. Section 11. The auditor shall see to it that all disbursement made bu the treasurer are in order, and in general, see to it that all funds and properties under the custody of the treasurer are properly kept at all times. Section 12. The business manager shall take charge in the execution of all programs and activities planned or recommended by the executive board and present such matters from their planning stage to their evaluation stage to the organization. Section 13. The public information officer shall take charge of information dissemination and other related functions.

Executive Board Section 14. Within one week following the election of the Executive Board, the president of the organization, or in his absence, the board member receiving the highest number of votes, respectively, shall call the board to a meeting at which shall be elected its chairman from among the number. The secretary of the organization shall be the ex officio secretary of the Executive Board. Section 15. The main function of the Executive Board shall be to plan and recommend to the organization definite programs and activities to enable the latter to carry out its aims and objectives. The executive Board may transact, without referring to the body for vote, all business that does not involve a financial expenditure in excess of fifty (Php 50.00) pesos., and provided that no action by said

board shall deviate from any provision of this constitution and by-laws or any established policy of this organization. Section 16. The Executive Board shall meet at the call of its chairman upon the written request of at least four of its member. Section 17. The Executive Board shall report all of its transactions to the organization at each meeting.

Resignation Section 18. Resignation shall be presented in writing to the president of the organization, or in his/her absence, the vice president.

Expulsion Section 19. Any member may be expelled for cause upon the recommendation of a majority of the Committee on Privileges, and approval of such recommendation by a two-thirds vote of the members of the organization present at the meeting called for the purpose, provided the member concerned shall have been notified of his proposed expulsion. He shall be allowed a personal hearing before the Committees on Privileges, but not the right of representation by professional counsels.

Committees Section 21. The following committees shall be appointed by the president on the second meeting of each school year. 1. A Committee on Rules, composed of five members, and with jurisdiction over all matters relating to this constitution, by-laws, and rules of the organization. 2. A Committee on Membership composed of five members, and jurisdiction of all matters pertaining to the admission of members. 3. A Committee on Privileges, composed of five members, and with jurisdiction over all matters pertaining to the privileges and disorderly conduct of any member of the organization. 4. A Committee on Finance, composed of three members, and with jurisdiction over all financial matters of the organization.

A nominating committee may submit the name of any of its members, as a candidate for any office, provided the number of such nominees shall not exceed one-third of the total membership of said committee.
