    WhenanHVACsystemisinstalled,thefinalstepspriortocompletionarestartup, test&balance,andpossiblycommissioning.Eachstepisimportanttoensurethat thesystemperformspertheintentanddesignoftheengineerandprovidea comfortableenvironmentfortheoccupants.Startupisanecessarypartof completinganHVACsystems,test&balanceisaneededbutoftenneglectedstep, andcommissioning(Cx)notusuallyperformedunlesstheprojectisattemptingto obtainaLEEDawardorispartofasensitivebuildingsystem(ie.laboratory, hospital,manufacturing). Startup WhenHVACequipmentisinstalledandelectricalpowerwiredcomplete,the equipmentmustbestartedup.Thestartupprocessisusuallyperformedbya technicianwiththeHVACsubcontractor,butmayalsobeperformedbytechnicians fromtheequipmentmanufactureitselfworkingfortheHVACsub. EachpieceofHVACequipmenthasastartupchecklistprovidedbythemanufacturer inthepaperworkthatcomeswiththeitem.

    m.Itisveryimportantthatthestartup technicianfollowthesestartupstepsasnotedbythemanufacturer.Failureto properlystartupequipmentmayvoidthemanufactureswarranty. Thestartupprocessmaysimplybeverificationthatafanisspinningintheproper directionandgreasingmotorbearingsuptocheckingrefrigerantchargeinchillers andverifyingcorrectampdrawfrompumps.Startupreportsshouldbeincludedin theHVACsubsprojectdocumentation(O&Ms).Itisimportanttonotethedateof equipmentstartupasthe1yearwarrantymaybeginonthedateorstartup.Aunit isntrunninguntilitisstartedup. Test&Balance WhenHVACequipmentisstartedup,itwillnotblowtheairormovethewaterthe engineerintendsfortheHVACsystemtoworkproperly.Thesystemmustbe balancedsothatthecorrectairandwaterflowsarepresentduringnormalsystem operation.     damperofftherectangularductabovetheceiling.Idonotrecommendhavinga volumedamperinthefaceofthegrilleitselfbecause,althoughitiseasiertoadjust theairflowattheceiling,volumedampersinthefaceofthediffusersarenotorious forwhistlingandrattlingovertime. ThewatersideofanHVACsystemmustalsobebalancedwhetherfromachiller, coolingtower,orboiler.Thewaterflowistypicallyadjustedatapumpandmaybe assimpleasspeedinguporslowingthepumporacomplicatedasreplacingthe internalcomponentstothepumpitself. TestandbalanceisanabsolutelycriticalstepinHVACsysteminstallation.Asystem designedbytheworldsbestengineersandinstalledbytheindustrysleading craftsmanwillberendereduselessifitisnotbalancedproperly.Iwillmaketwo statementsthatsomeintheindustrywilldisagreewith,butmyexperiencewith projectsandHVACsubsacrossmycareerprovesmeright: 1) EverynewHVACsystemshouldbetestedandbalancedbyaCertifiedTest andBalance(T&B)technician. 2) IfyouareleavingtheT&BuptotheHVACsubtoperformwiththeirown techsandnotacertifiedbalancecontractor,atleast50%ofthosesystems areNOTbeingbalancedatall. Theonlywaytoensurethatasystemisbalancedproperlysothattheoccupantswill becomfortableistohavethesystembalancedbyatechnicianfollowingthe guidelinesofthetwonationalbalancingagenciesNEBBorAABC.Acertifiedbalance contractorspendsyearsintrainingintheclassroomandthefield.Acertified balancecontractorwillbalancetheHVACsysteminaccordancewiththeNEBBor AABCandprovideareportthatisstampedandsealedverifyingproperbalance.The T&BcontractormaybehiredbytheHVACsub,theGC,ortheownerbuttheyneed tobehiredbysomeone. ImsorrytosaythatifleftuptotheHVACsubtohaveoneoftheirstartuptechs performtheT&B,manyofthosesystemswillneverbebalanced.Iftheoccupants nevercomplain,howwillanyoneknowbalancewasnotperformed?Onmorethan oneoccasionIhaveseenHVACsubsfabricatebalancereportstoincludeintheir projectcloseoutdocumentswithouteverbalancingasinglepieceofthesystem. ThispracticeismorecommonthatIwouldcaretoadmit.Acertifiedcontractorwill losehiscustomer,reputation,job,andlicensetoperformfutureworksothe likelihoodoffalsehoodisgreatlyreduced.OwnersandGCsneedtounderstandthat CertifiedT&BmaybemoreexpensivethananinhouseHVACbalance,butitsbetter thanNObalance.
