The event 10

The citizen dialogue was initially designed to be held in

person, organized by our colleagues from Deliberativa.
Finally, Platoniq took on the organization of the event
with the condition of being able to conduct it virtually. The
question was: how to adapt the face-to-face methodology
to the virtual space while respecting the initial standards?
The adaptation of the dialogue was guided by the different
scenarios offered by the organization and by Platoniq’s
experience in online facilitations. It should be noted that
Platoniq has internally investigated a large catalogue of
methodologies for online facilitation from the practical
and the ethical point of view. The exercise of adapting the
different methodologies, tools and facilitation techniques
to the virtual format in a short period of time could be
considered an experiment given the innovation of the
format and the lack of time for its total testing.
“WE, THE INTERNET” : Citizen Dialogue – 2020 Edition - Spain

Dialogue model
Following the recommendations of the organizators, we Overall, the dialogue model has had a triple objective:
divided the dialogue into two days due to the fact that a
single session requires too much time spent virtually. We

To finish the previous organization and ensure

success, the organizing committee offered two training
sessions (using the Decidim platform) to present
the documentation, resolve doubts and simulate the
dialogue. This also allowed training in the different topics
to be dealt with in the dialogue, since, on the one hand,
the training was carried out and, on the other hand,
collective intelligence of the team was used to improve
the theoretical information.

Participants 21

Our mission was to recruit a group of about 100 citizens.

They were supposed to be:

• Ordinary citizens aged 16+, from all backgrounds,

all walks of life. They are not experts and have little
knowledge of Internet policy issues.

• Representative of the diversity of the country.

• Internet users and non-Internet users (because they

live in a region with poor access to the network,
they lack computer literacy, they don’t trust service
providers, etc.).

us disseminate the call for citizens. We provided help in

recommendations
• The population representation by age mostly respects
the state proportion between the 18-69 age groups.
There is a slight under-representation among the
participants aged 18-39 years of 2 to 4 percentage
points and an over-representation of the group of 24
50-59 years of 3 percentage points. No representation
of the population group between 16-18 and +70 years
has been achieved.

• Of the 61 registered participants, 7 have connected

through a smartphone, 1 through a tablet and the rest
through a computer.

• The representation by gender (binary in this case)

of the registered data is 59.5% men and 40.5%
women. In comparison at the state level, there is an
overrepresentation of almost 10 points in favor of
men and against women.

• The representation between employed / unemployed

is in line with state figures, although there is no
representation of sectors such as manual worker,
house person or agriculture / fishery.

• The main motivation for participating in the dialogue

has been to share the experience with other citizens
with 70%. Other motivations have been citizen
commitment and the intention that its message
reaches the rulers with 27% and 18.9% respectively.

The analysis
Given the complexity of extrapolating the physical
format to the virtual, and given the little time we had for

• Ask for participation in a dedicated part of the day

(tomorrow) and not necessarily use participants’
lunch break.

• As an action to mitigate the low rate of digital

The short session focused on a discussion on hopes and

are based on this more limited qualitative and quantitative

Vision
Participants have firm hopes and fears regarding the
future of the Internet. They wish that in 2040 the Internet
will be more democratic, inclusive, accessible, and the
digital developments will be at the service of more well-
being for Humanity. They want to avoid the Internet
to take so much place that it leads to health issues,
tremendous unemployment rate, environmental issues,
loss of social interactions, online abuses, cyberattacks. To
reach this desirable future and avoid ending up with what
participants fear the most, a robust governance system of
the Internet is the key. Citizens are strongly supporting a
multistakeholder and global approach as the way to go for
the Internet and its governance. In this landscape, they
consider citizens’ deliberation as a crucial instrument.
