As Deputy Chief
APPOINTED Deputy Chief and assigned the management of the entire Department, exc
ept for the Chief which included
89 sworn officers and 18 civilians and 911 Dispatchers; along with all administr
ative responsibilities.
ADMINISTERED & operated the Department's annual budget of $9 Million by creating
programs/projects, conducting research with its recommendations that supported
law enforcement activities and much more.
DIRECTED the "Internal Affairs Division" and encountered constant conflict with
the Unions creating many challenges
with the "political" nature of the job which included scope of receiving adequat
e funding for a budget of $10 Million.
COLLABORATED & negotiated with all Unions associated with the department which w
ere the Dispatcher Union, IBPO (International Brothers of Police Officers), MPSO
(Methuen Police Superior Officers Union) and the Secretarial Unions.
INSTITUTED new changes to the Policy & Procedures of the Department to address a
nticipated issues that may arise
after monitoring and evaluating all functions and services of the Police Departm
ent.
DEVELOPED & modified services and systems in accordance to the needs and resourc
es of the city by creating special
units such as; the Internet Crimes and the Motorcycle Unit after securing a Sta
te Grant on the motorcycle.

Deputy Chief - town has a population of 55K with well over $800 Million in busin
ess revenues and about 7,900 in jobs. Revenues consist of The Loop which is the
largest retail area in Methuen, along with several shopping plazas on the west
side and the center of the city. Then there is a huge Target retail store in the
area with a Lowes warehouse currently being built and a Shaw's Warehouse Distri
bution Center located in a large industrial park.
These areas all include your array of restaurants such as; Olive Garden, TGIF, M
cDonalds, Burger Kings, Walgreens, Rite Aid, CVS, Dunkin Donuts and much more.
There is also the annual fund raiser, 'Festival of Trees' that attracts thousand
s of people from all around and generates about $1 Million each year.

The Police Department has a fleet of 52 vehicles that includes cruisers, motorcy
cles, 4-wheelers, 2 jet skis, and a
River Boat. The Traffic Unit generates about $40K-$45K a month in revenues for a
ll traffic violations, which half
goes the state and the other half to the city's general fund.
The Department averages about 1200 - 1500 arrest annually which includes everyth
ing from simple assault to murder.
