Re: Ratification of the Union Constitution

Dear President,

For the ratification of the Constitution, we would like to request your


presence at the following venue on the 4th of June 2011 at 12 pm. You may
wish to be accompanied by an elected senior executive of your committee
though please note that the final right to vote on the Constitution shall be
retained by you. The schedule and procedure for the ratification is also
described in this invitation.

Venue: Cruciform Lecture Theatre, UCL, London.

that we can make alternative arrangements.

Ratification of the Constitution
Representation:
The presidents of all Pakistani Societies of Universities in the United
Kingdom are invited to debate and ratify the Union Constitution. The
presidents may be accompanied by a senior committee member, who must be
elected by their general body. Please do note that each Society shall only have
one vote and the right to vote during ratification process shall be retained by
the president. If the president of the society is unavailable to attend the
meeting, then he/she may send a senior elected committee member to
represent his/her society.

Please do note the following conditions on attendance for Ratification of the


Constitution:

 The Pakistani Society must be democratically run and be official


recognised/approved by its University or its relevant Student Union.
 The Pakistani Society hails from an institute awarded the status of
University either by a Royal Charter or an act of the Parliament of the
UK.

Chair:
The meeting shall be chaired by the Chair of the Constitution Committee.

Date and Venue:


The Constitution Open General Meeting shall be held on 04th June 2011 at the
Cruciform Lecture Theatre, University College London.

Procedure:
Signatures of all the presidents and their delegates shall be taken as
attendance and agreement to take part in the Ratification process. The
Constitution Committee shall be introduced to the members of the meeting.
The Ratification shall take part in sections and shall follow the following
procedure.

Presentation of a section:
The relevant section of the constitution shall be presented to the meeting by a
member of the Constitution Committee. This shall take no longer than 15
minutes.

Debate on a section:
After the presentation, comments and concerns regarding the section by
meeting members shall be addressed by the Constitution Committee. This
debate shall stop at 15 minutes. An extra 10 minutes may be granted by the
Chair at his/her discretion for each section if need be.

Voting on a section:
Voting for ratification on a section shall commence immediately after the
debate. The Chair of the Constitution Committee shall make the vote count
and determine if the simple majority needed for ratification of a section has
been achieved. If the simple majority has been achieved, then the process
shall be repeated for the next section. However, if the section failed to
achieve a simple majority, then an amendment procedure shall commence as
mentioned below.

Amendment:
If a section fails to reach a simple majority, then the following procedure
shall be followed.

Amendment debate on the section:


The meeting shall try to reach a consensus on problematic clauses within the
section. The Chair of the Constitution Committee shall make necessary
amendments to the clauses of the section on an electronic copy of the
Constitution. This debate shall stop at 30 minutes.

Re-voting on the section:


Re-voting for ratification on the section shall commence immediately after
the debate. The Chair of the Constitution Committee shall make the vote
count and determine if the simple majority needed for ratification of the
section has now been achieved. If the simple majority has been achieved, then
the process shall be repeated for the next section. However, if the section
failed to achieve a simple majority, then the Amendment protocol shall be
repeated.

Referring back:
During debate on a section, if there arises a clear conflict between a clause in
the under-debate section and a clause in a previously ratified clause, then the
Constitution Committee has the right to “refer” the meeting back to the
previously ratified section to make any necessary changes. The section will
be re-voted upon in case any amendment or correction is made.
