OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the Jist below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

I've been promised the latest on which offers we've accepted, but I don't want to hold you up. I will send it
as soon as I get my hands On it. '

the Asian tsunami have formally offered their assistance. Carlos has in front of him a list of the doctors and their
specialties. Carlos said he was only passing-this information to us "informally," and that was advised to refer the doctors to
ONEMI, who would continue to coordinate GOC offers of assistance. Carlos believes the doctors already have been in
touch with ONEMI. He said he would let us know if ONEMI intends to formally offer the doctors.

I checked in with the Fernando Rojas at the Task Force at 1330. Not much new to report.
The Chilean offer has been added to all of the inter-agency matrices. so it has been conveyed to the highest levels
FEMA is now evaluating all foreign aid offers. There is no timeline on their decision process. (Fernando thinks it will be
days - plural - before we can expect to hear anything.)
Thank you for the generous offer, it has been conveyed, please take no further action for the time being.

just spoken with the FM. who had briefed her on a conversation he had last night with the Ambassador about Chile's
offer of assistance. Loreto told me that, according to the FM, the Ambassador said it would be OK for Chile to go
ahead and send the aircraft to the U.S. Loreto said she was calling (at the FM's request) to begin making preparations
for the ~ircraft to depart, and noted that it would be ready to go tomorrow.
I told Loreto that my understanding of the situation was different and told her what we had learned from the Task
Force (TF) yesterday, but said that I would check with the Ambassador to see if anything had changed since 1last saw
him at 1900 fast night, and get right back to her. I then talked to the Ambassador, who said he had delivered the same
message to the FM that the TF had given us, and that Sean had delivered to ONEMI. He advised me to get back in
touch with Loreto. to brief her, let here know that Sean had spoken with ONEMI, that ONEMI had indicated that it
understood, and to alert her to the Post article today titled "Offers of Aid Immediate, but U.S. ApprovalDelayed for
Days."
I then called Loreto back and delivered the Task Force's guidance and the other points from the Ambassador. She
said she understood and said she would brief the FM later this moming.

that Chile is making preparations to send a Hercules aircraft to the U.S. Following are some of the highlights of
the supplies that the ONEMI official said would be included in the aircraft: 3,500 bottles of water; 40,000 diapers;
500 sheets/blankets; 200 body bags; and 5 water pumps. He noted Chile likely would provide other supplies as
well, noting that the Ministry of Health was looking to provide sheets, blankets and small bandages. We are
asking ONEMI to provide us a detailed list of the items Chile wisheslintends to provide. The ONEMI official said
the aircraft may depart Chile as early as Wednesday. September 7. .

• FM Walker's office told me this morning (subsequent to Sean's call with ONEMI) that, according to the Chief of
Staff to Minister of Defense Ravinet, it was unlikely the Chilean aircraft would be able to depart Chile on
September 7. Thursday, September 8 was more likely, he said. Walker's special assistant said that ONEMI, in
close coordination and consultation with MOD and Ministry of Interior, is reviewing the list of items in need to see if
Chile can provide assistance other than the items listed in the second bullet.
We called the Task Force to pass along the details of the Chilean offer, and to relay ONEMl's question regarding
where to land. The TF's Scott Boswell asked us to go back to the GOC with the following:

Thanks. You may have seen the most recent guidance from the Department (Stale 162270) advising posts that
the Department, after consultations with other cabinets, has decided to immediately accept in principle all offers of

The MFA is in the process of obtaining the details/information regarding the doctors, and would provide it to us for
forwarding to Washington as soon as they receive it.

The Government of Chile, Ministry of Foreign Affairs, indicated to our poloff at the Embassy (Harry
Kamian, cc'ed) that one of the doctors that Chile sent to Asia to provide assistance following the tsunami
has offered to go to the U.S. and provide assistance, if necessary. Following the guidance in State
160019, Harry advised the MFA that the USG is not seeking foreign assistance at this moment, and asked

(U) 121 countries and 13 international organizations have offered assistance. Kuwaiti officials reiterated the
GOK's pledge of $500 million, $100 million in cash, and $400 million in fuel. However, the Kuwaiti
parliament will not reconvene until October and must approve the donation. Trinidad and Tobago has pledged
$2 million to private charities. (Task Force)
(U) As of September 13, thirty planes with relief supplies had arrived in the U.S. EUR is consulting with
Ukraine over use of a plane to transport NATO in-kind donations. The UAE has wired its $100 million
donation, although receipt of the transmission is pending. (Task Force)
(SBU) Honduran President Maduro is requesting to visit Baton Rouge and the large number of Hondurans
displaced by Hurricane Katrina.

Well, after a long day of phone calls, it turns out that ONEMI was not/not able to get all
of the information together today in time for the shipment to take off tonight. We agreed
to start speaking again tomorrow morning to examine possibilities for a Thursday evening
departure. They know we need confirmed flight numbers before we can grant final approval.
I have more information - but still not all - from ONEMI on the shipment measurements. I
have updated and attached to movement request form.
Much thanks to Alan in the OFDA office for all of his help today. I'll be in touch again
tomorrow.
ONEMI has called and provided us with the total size of their donation
shipment:

Just to recap:
- Cargo was sent on a LanChile flight today (without final coordination with the Embassy)
Santiago - Miami Flight # UC 1104 - lands in Miami tonight at 12:40 AM
- There is all sorts of confusion about what happens to the shipment once it reaches
Miami. I just spoke with the Director of ONEMI, Alberto Maturana, and he did not seemed
concerned about this. Said they were going to look for a cargo company to ship it in
trucks from Miami to Dallas. No contact name for a cargo company, no ETA, nothing. I
said that we were concerned that it might get lost if it wasn't carefully tracked, but he
informed me that he has done rescue operations to 35 countries and had never lost a thing.
We are double-tracking ONEMI's response with the Foreign Ministry - but we don't
expect to receive any more information tonight.
I'll start in on this agairi tomorrow - but I will be on my cell phone if there are any
questions tonight.

Defense contacts say September 8 is a more realistic departure date.
5. Per Ref tel B, this information has been passed to S/ES-CMS Scott Boswell. Per

3. The Director of ONEMI, Dr. Alberto Maturana, contacted
Acting DCM sean Murphy this afternoon to brief him on chile's
response. The GOC is preparing a shipment which will include
the following supplies:
3,500 bottles of water
40,000 diapers
500 sheets or blankets
200 body bags
5 water pumps
Maturana mentioned that additional supplies may be added to
this listi including sheets, blankets and small bandages from
the Ministry of Health. A/DCM has asked that Maturana
provide a written list of the chilean donations.
4. The GOC has offered to fly these supplies to the u.s. on
one of its own Hercules aircraft and has asked where in the
U.s. this plane should plan to land and off-load its cargo.
ONEMI has said that the plane would be ready to depart on
september 7, but Ministry of Defense contacts say september 8
is a more realistic departure date.
5. Per Reftel B, this information has been passed to S/ES-CMS
scott Boswell. Per Boswell's instructions, A/oeM has:

on disaster preparedness to a number of chile's regional

1. Summary: Per Ref tel A request, Ambassador Kelly forwarded to Foreign Minister Walker
the list of requested forms of assistance for Hurricane Katrina relief operations. The
Chilean government, through their National Emergency Office, quickly responded with a list·
of donations and the offer to deliver them to the U.S. in a GOC aircraft. End summary.

requested donations. The FM's office forwarded this list to the GOC's point-of-contact
for disaster relief coordination, their National Emergency Office (ONEMI).

I have spoken with Alan in OFDA logistics this morning. In principal, we have agreed that
the shipment could go out tonight - pending final confirmation of shipment details and
flight numbers.
I have passed the OFDA's "consignee information" to Carmen Fernandez at ONEMI. They are
loading a truck this morning and will consult with LanChile on final flight details. They
will provide me with the final details later this morning, but we will all have to make a
final decision by 3:00 PM today - that is LanChile's cut-off for accepting freight.
Note: ONEMI is anxious to get the shipment out tonight because they already have a
tentative freight reservation with LanChi1e. We are also heading into a long weekend with
Chilean national holidays and many people will be leaving Santiago.

ONEMI has called and provided us with the total size of their donation shipment:
I have started to fill out OFDA's flight movement request form, but we are still missing
data on the smaller, detailed measurements. ONEMI said they would give us the rest of the
details on wednesday morning.
At this point, they are looking to send this shipment to the U.S. on a LanChile flight
from Santiago to Miami and then transfer the pallet(s) to an American Airlines flight to
Dallas. They seem re~dy to go tomorrow evening (the flight leaves around 8:30 PM) but
they will not take any action until we give them the final go-ahead.
Once we fill in the blanks and send the final form ,to you, how long will you need to
approve?
They have also asked how and to whom this shipment should be addressed. Do you have any

Thanks for Tricia in OFDA Logistics for working through this with me all day today.
Just to recap:
- Cargo was sent on a LanChile flight today (without final coordination with the Embassy)
Santiago - Miami Flight # UC 1104 - lands in Miami tonight at 12:40 AM
- There is all .sorts of confusion about what happens to the shipment once it reaches
Miami. I just spoke with the Director of ONEMI, Alberto Maturana, and he did not seemed
concerned about this. Said they were going to look for a cargo company to ship -it in
trucks from Miami to Dallas. No contact name for a cargo company, no ETA, nothing. I
said that we were concerned that it might get lost if it wasn't carefully tracked, but he
informed me that he has done rescue operations to 35 countries and had never lost a thing.
I'll start in on this again tomorrow - but I will be on my cell phone if there are any
questions tonight.
