FOREIGN ASSISTANCE
(U) The USG identified forensic assistance asa top priority. Several foreign governments offered·
forensic assistance, including Gennany, Canada, Israel, Australia, New Zealand, the Netherlands, the
Czech Republic, Poland, Hungary and Thailand. (TaskForce e-mails, telecons)
(U) The USG accepted assistance from Canada, Israel, Mexico, Argentina, and WHO for health and
human services. The USG also accepted aid from Russia, China, Egypt, Thailand, Spain, and Canada
for relief supplies, generators, fuel, and energy expertise. Canada and Mexico also deployed convoys,
including planes, helicopters, ships, trucks, crews, divers, and relief supplies. TRANSCOM will
transport water pumps from the Netherlands and Germany. India and Pakistan offered money and other

. (U) Monterrey 923 - "Bomberos 'Cold Fire Emergencias" of San Pedro

Garza Garcia, Mexico has offered 4 fire trucks and crews equipped with
drainage pumps, lighting banks, inflatable rafts, and rescue equipment. The
company is private but is an integrated part of the state of Nuevo Leon fire,
rescue, and emergency crew. The owner, Francisco Antonio Ruiz
. Arredondo, has obtained the permission of the government to provide this
service and has committed to covering all expenses. Sergio Marquez from
Zacatecas is willing to provide 50 linemen who are experienced in working
with high tension electricallines(l3,200, 34,500, 115,00 volts). The contact
works with residential transformers as well and helped (CFE-Mexico
lighting company) in the 1993 Lydia hurricane. Mr. Ruiz Arredondo and
Mr. Marquez have been contacted by post and thanked for their generous
offers. They have stated that they will maintain the crew ready until hearing
from post.
(U) Toronto 2349 - Ontario has extended a blanket offer ofwhatever

assistance is needed. The office of Ontario Commissioner of Emergency
Management Julian Fantino is coordinating Ontario's response with the
Canadian federal government. Ontario is currently dispatching at least 100
volunteers on three week duty assignments to work for the U.S. Red Cross in
the southern United States (Note: the province will pay the employees'
salaries, travel costs will be covered by the Canadian Red Cross or Canadian
federal government, and housing(tents) and meals will be provided by the
u.S. Red Cross. End Note). The province has also offered to provide
veterinarians and is considering dispatching veterinary supplies for stranded
.pets in New Orleans.Ontario has been told that there is currently no need to
deploy to the U.S. the electricity crews or emergency medical assistance
teams previously offered by Premier McGuinty.
The City of Toronto has dispatched a team of firefighters to Shreveport,

Louisiana in response to a request the city had received, and is prepared to
provide additional assistance rebuilding the damaged cities. American
students are being welcomed into Ontario's public schools without paying
the tuition fees normally charged to temporary residents. The University of
Toronto has offered to temporarily provide full tuition and housing for some
students on a space available basis. 600 Liquor Control Board of Ontario
(LeBO) stores are collecting donations at their locations.

Regarding 2 Canadian Electrical Teams, its a go (Manitoba and Ontario}. I am working on a point of contact
for both teams. ESF 12 is comfortable with Canadian Teams because US and Canadian system are similar and
. they work together under existing agreements. Please go back to Canadians and confirm that labor and the
equipment they bring with them is free (meaning FEMA.doesn't need to reimburse them under
the Stafford Act). The current thinking is that both teams would work on municipal or city power systems
(concentrating on rural areas) in Mississippi or Louisiana (Alabama seems to be making lots of progress). Please
move forward with this Item (but answer my question above). I will get back to RMT with a POC either in
NRCA or American Public Power Association.

1. '(U) NATO's Katrina relief activity concluded October 2

with the arrival in little Rock of a Turkish C-130.
Following the U.S. request for assistance on September 8,
NATO delivered or coordinated the delivery of nearly 200 tons
of aid from nine nations in little less than one month.
According to the Euro-Atlanlic Disaster Response Coordination
a
Center (EADRCC), NATO 707s flew total of nine delivery
missions, beginning September 12. French, German, Italian,
and Greek NATO Response Force (NRF) C-130 and C-160 aircraft

Partner Ukraine contributed strategic lift-and flew one
mission each for NATO from Ramstein to Little Rock.
2. (SBU) The EADRCC notified Allies and Partners on October

3 that it is suspending Katrina support operations in the
absence of any additional tasks requested by the U.S. SHAPE
declared mission complete on October 2, and SACEUR has
prepared an end of mission letter for the SYG.
3. (SaU) CommentlRFG: Mission is unaware of further

requirements for NATO assistance. Unless otherwise
instructed by OOB Brussels on Wednesday, October 12, we
intend to thank the SYG and Allies for a job well done and to
note the conclusion of NATO's Operation Katrina Support.
Mission believes NATO's relief activity contributed .
significantly to the overall operation and helped provide
tangible relief for victims. The EADRCC liaison officer
assigned to Washington not only coordinated NATO donations
and flights but managed other intemational aspects of the
operation. NATO's efforts were a clear demonstration of

ESF 12 is willing to consider the power team from Northern Ireland but they need more
information because they aren't familiar with how the system works there:
Questions:
- What are the teams (power plant, line crews, or substations - or a combination)?
- What are the basic capabilities? generation, transmission, high voltage, distribution,
etc.
- How many of them?
ESP 12 would also like to move forward with the Spanish offer of petroleum reserves .
It's a go, but please ask the following questions:

- Where is it located? (then they can make a decision on where to send it)
- Is it crude or product?
Again, no matter what the answers are ... they want it.

2. (U) New offers of assistance have included:

China has sent $5 million in cash to the u.S. Government, and offered
a plane load of medical and other relief suppliesi
FEMA has accepted the offer of Greek cruise ships and MREsi
Qatar has pledged $100 million in cash;
Netherlands offered water pumps/ treatment (GO,OOOL. per day) and a
hospital ship with a helicopter platform;
HHS has reviewed and accepted a list of medical supplies offered by
Canada ;
Afghanistan'- President Karzai has pledged $100,000 in cash;
India has pledged $5 million that will be sent via the ICRC, along

3. (U) The U.S. may need to request commercial grade hydrogen, a key I"

NATO Relief Flights
Key Points
• NATO and Russian international relief flights are scheduled to arrive at Little Rock
Air Force Base every other day from 15-23 September.
• A Russian TIyushin TI-76 cargo plan is scheduled to arrive at 1400 with 16 tons of
bandages and a NATO Boeing 707 win arrive at Little Rock 2100Z to deliver relief
supplies. .
• NATO coordinated relief supplies are being sent to Ramstein Air Force Base,
Germany for delivery to the United States.
• The total capacity of a B-707 is 61.2 tons and the capacity for the Il-76 is 30 tons.

* CA updated its "Hurricane Katrina Fact Sheet: Foreign Consular Access to New
Orleans" to note several items, including a Diplomatic Security escorted visit by the
Consuls General of Dominican Republic, Ecuador, Honduras, Japan, Panama, Spain, and
Venezuela to their respective offices in New Orleans September 15. .
* Updated guidance from FEMA says to decline all offers of generators as FEMA has
been able to source all generators locally.
* Tentative HHS acceptance offers from Argentina (mental health experts), Canada
(medical supplies), Mexico (mental health experts), and WHO (health officers and health
logisticians.) HHS will conference tomorrow to make final decisions.
* FEMA has agreed to let OFDA accept Sweden's offer of telecommunications

equipment.
RECOMMENDATIONS FOR REMAINING SHIFTS
In order to increase coordination between task force shifts and to m~n~mize (if not
prevent) "dropping" of pending actions, the following steps are recommended:
* See above items on bureau reports and outgoing cable tracking
* Notebook for coordinators and bureau reps should be passed to next shifts
* Bureau reps and coordinators should fully brief replacements on all pending
action items and other pressing issues before departing task force room.
* Bureau reps should pass media play reports to Deputy Coordinator & Coordinator.

1. As foreign governments, individuals and organizations continue to provide assistance

in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.
2. Posts should keep the Task Force advised of actions taken 1n response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.
3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.
4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina. the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. - Travel in and around the disaster area is both

triggered heart-felt offers of assistance (list from paragraph 5). The Mission has
received an outpouring of sympathy and offers of assistance from governments at all levels
as well as from individual officials and private citizens. We recommend a high-level
statement, not just for Canada, to the effect that "In time of great need, in any corner
of the globe, America has always been there to help. And now, when the United States is
in an hour of great need, it is comforting to know that the world is there to help us.

They stand by to help.
4. (U) Following is a summary of some of the offers received directly by the Mission as
well as reports of assistance offered directly to Louisiana.
5. (SEU) Offers from The Government of Canada
Prime Minister: On August 31, the Prime Minister's chief of staff called the Ambassador
twice with emphatic offers of unspecified assistance.
Deputy Prime Minister: Deputy Prime Minister Ann McLellan called DHS secretary Chertoff
and offered support; Public Safety and Emergency Preparedness Canada (PSEP-C) has
contacted HHS and DHS directly to offer supplies from their National Emergency Stockpile
System, including blankets, beds, mobile hospitals and mini-clinics.
Late on Thursday, McLellan's Senior Policy Advisor conveyed the fact that McLellan's
office has been receiving ca~ls from companies who wish to donate and transport products
(such as energizer batteries) to the hurricane-ravaged areas. McLellan's office sends
these requests to PSEPC's Emergency Operations Centre, which is, then in contact with DHS
Emergency Operations Center.
Department of National Defence: The Chief of Defense Staff, General Hillier, offered the
assistance of the Canadian Forces at a luncheon with the Ambassador. Canadian Forces

help the United States deal with the aftermath of hurricane Katrina. The GOC will be
sending a three-ship task force as early as this weekend but probably no later,than
Tuesday of next week to Louisiana to join up with the US Navy Task Group that is already
en route to the Hurricane devastated area. They are preparing two Fast Frigates and their I
Destroyer to get underway as soon as they receive materials and are manned and ready. (We
'understand that the HMCS Athabascan, HMCS Ville de Quebec and probably HMCS Toronto will
be the three ships that flow South to join the Truman.) The ships will carry helicopters
to be able to conduct operations ashore. Other on-board resources include:
- generators;
- water purification and desalination equipment;

- small boats for use in inland and coastal flooded areas;
- fleet diving unit with RPVs capable of operating in contaminated water to clear
obstacles or conduct searches;
- command and control package;
- medical teams; and'
- helicopter support.
Canada's Disaster Assistance Response Te~m (DART), which was deployed in the Asian tsunami
earlier this year, was put on a one-hour notice in Kingston, Ontario. The ISO-person DART
has medical, water purification, and reconstruction capabilities.
We also understand that the two Canadian Diving Units (from Halifax, NS and Esquimalt, BC)
will probably fly down to Pensacola and link up with'the U.S. Navy diving.
6. (U) Offers from provinces and local government
Vancouver, British Columbia deployed a FEMA-certified emergency rescue team Wednesday in

response tO,a request by the governor of Louisiana. The team includes:
- 32 search-and-rescue specialists;
- Two doctors and 12 paramedics;
- Four search dogs;
- Two structural engineers; and
- Eight hazardous materials technicians.
The team is in Kenner, Louisiana, a suburb of New Orleans, attached to the Louisiana State

Troopers and is also getting help from the National Guard but has "backed off because of
looting and gunfire" and "will not be performing any search and rescue operations for at
least the next ei qht; to 12 hours. II
Vancouver is also setting up donation centers for hurricane relief.
Manitoba Premier Doer announced that Manitoba has contacted the GOC and offered to be part
of any Canadian effort to provide support in the hurricane recovery efforts. As well,
Manitoba Hydro (the electric company) offered to send staff to the affected area to help
restore power. Over 100 Manitoba Hydro officials and workers are available to travel to
the southern U.S. if asked .
. ontario Premier McGuinty has offered to send electricity crews, an emergency medical
assistance team, and has extended a blanket offer of whatever assistance is needed.
Commissioner of Emergency Management Julian Fantino in the office.of the Minister of
Community Safety Monte Kwinter is coordinating all efforts from the province of Ontario
under strict guidelines to ensure orderly and. effective deployment of resources.
Fantino has encourage the public to send cash donations to the Canadian Red Cross, which
is interfacing directly with the American Red Cross. Donations are also being collected
at all publicly owned businesses, such as the LCBO liquor stores. At the request of the
American Red Cross, Canadian Red Cross experts in disaster management and shelter
provision services will be deployed within the next few days from Ontario to relieve their
American Red Cross counterparts. Fantino said Ontario's FEMA-certified Heavy Urban Search
and Rescue Team is ready to deploy if requested.
Toronto Mayor Miller has also offered to the CG to provide any assistance from the city
through Fantino's office. We Qany assistance from the city through Fantino's ot'fice. We
have heard that several officials are working to organize fund-raising events to benefit
the Hurricane victims (more information to follow.)
The Mayor of Ottawa called the Ambassador to offer electrical personnel and equipment,
paramedics, police, firefighters, and generators.
Quebec Premier Charest has offered an array of assistance, especially hydroelectric

workers. HydroQuebec President Thierry Vandal spoke with CG and reiterated that his
company stands ready to assist in any way necessary, especially with electricity-related
,expertise and equipment.
Premier Charest told the Ambassador that Quebec'S public security/disaster assistance
center has been in contact with its counterparts in New England (with whom the GOQ has a
formal mutual assistance agreement) to convey GOQ offer to assist.
Nova Scotia has sent letters to the Governors of four states in the hurricane's path
offering assistance. Premier John Hamm told the Ambassador that families in Nova scotia,
particularly with an Acadian connection, would open their doors to people from the
affected region that need to leave.
Premier Williams of Newfoundland-Labrador has written to. the President offering support
and assistance.
We expect similar offers of assistance shortly from New Brunswick and prince Edward
Island.
7. (U) Offers from the private sector.
Air Canada's CEO called the Ambassador offering free transport for people and supplies to
Houston, Atlanta, and Dallas. They could also make their cargo facilities in those cities
available.
The Canadian pharmaceutical association, Rx&D, told us they are contacting the Prime
Minister to offer assistance in conjunction with PhRMA, its fellow trade association in
the United States.
The Canadian Red Cross has 40.volunteers from Nova scotia set to leave for hard-hit areas
of united States as soon as all the paperwork and medical forms are completed The

President of the Manitoba. Chamber of Commerde told us his organization has offered the
Manitoba Government any support that might be useful to the relief effort. ' In addition to
any direct contributions they can make, many of the members are making monetary donations
to the Red Cross.
The Canadian Association of Petroleum Producers (CAPP), the industry's main lobby group,
said that Canadian oil companies are considering pushing back autumn maintenance at
refineries to help alleviate U.S. -gasoline shortages caused by Hurricane Katrina. CAPP
was in discussions with the governments of Canada,Alberta and the United States on
Thursday to determine ways to lessen the energy crisis that has emerged following the
hurricane's rampage.
Canfor Corporation, Canada's largest softwood producer, and Tolko Industries Ltd. both
said they are assessing what they can contribute to help out in the reconstruction
efforts.
Both companies said they have received indications from their trade adversaries in the
U.S. Coalition for Fair Lumber Imports that donations will cross the border duty- free.
8. (SBU) This cable provides just a snapshot of Canadian offers of'assistance. We

anticipate that more will be forthcoming in the days and weeks ahead, and there are
undoubtedly relief/assistance efforts underway that' have not Qyet come to our attention.
The challenge will be to turn these offers of assistance into reality, to integrate. them
into our own relief efforts and to find appropriate ways to express gratitude to Canada
and other countries for their generosity.

'Canada's Public Safety and Emergency Preparedness canada (PSEPC) representative who is
working with DHS in Washington has been in touch with FBI to ascertain possible US
forensic needs. The FBI (who is working with HHS on-Hurricane Katrina forensics issues)
t.e L'l s him that the US has no/no need for additional forensic assistance. As this message
does not correspond with the Executive Secretary's appeal to embassies yesterday, I
thought you might be interested in knowing this.
Nonetheless, Canada is prepared (as a start) to offer the services of Dr. James Young,
who headed Canada's forensics team in the Tsunami crisis (and some technical advisors with
similar experience) to assist with US efforts in any way which would be helpful. Dr.
Young has unfortunately not produced a "lessons-learned" paper on his Tsunami experiences,
but he certainly has lots of thoughts and advice he could offer (including helping to
identify/locate US experts with relevent experience); ,
Dr. Young is the president-elect of the American Association of Forensic S~ientists

and the former Chief Coroner for the Province of Ontario. He is also currently Senior
Advisor to Deputy Prime Minister of Canada, Anne McLellan.

"Canadian National Emergency Stockpile System offers beds, blankets, general medical

Canada's offer of "forensicassistance."Called Canadian CounselorAlan

tsunami recovery: mainly identifying remains with forensic technology.

2025: Beryl Wajsman ofthe Insitute for Public Affairs ofMontreal called
and repeated his claim that "hundreds ofEMTs" from Canada were
determined to come help. If they don't get coordinated marching orders

and has been directed to us as an overall coordinator. He wants to know

A couple of significant changes were noted on th~ 4-5 Sept overnight shift.
• The DOS TF is no longer waiting for FEMA, but is now accepting foreign govemment offers of
assistance that meet the FEMA priorities listed in the unclassified DOS ALDAC cable sent just after
midnight 4 Sept. Regional bureau reps did several cables to US embassies in donor country capitals
accepting offers of money, MRE's etc., but deferring for now offers of people.
• DOS is no longer waiting on FEMA to accept military to military items, as highlighted below.
• The most immediate barrier to quick arrival of assistance that meets FEMA's priorities seems to be the
new OFDA - USAID task force in Arlington. This TF is supposed to discuss and agree with donor
countries on the technicalnogistic aspects of accepted donations, including destination(s). They operate
only 8am to 8pm, limiting the hours they can reach POCs in donor countries outside this hemisphere.
They also do not follow a regular procedure to inform DOS once agreement is reached - e.g., they failed
to advise the DOS TF after they apparently agreed with the Italian Embassy on Andrews AB as the
destination for two Italian planes at 0400 on 6 Sep. I revised slide 7 of Grey Frandsen's power point
slides on the new Katrina evaluation/acceptance/receipt processes to stress the need to advise DOS of
the agreements (step 5) to facilitate diplomatic air/ship clearances (step 6). Anyone who talks to the
OFDA - AID task force should stress this point.
• Luis is ,following up on two pending issues. The first is to confirm that the USDA - AID TF did agree with
the Italian DATI on Andrews as the destination (above). (The DATI told me he already had the A
clearances he needed for Andrews.) The second is to call the German POC to determine whether the
request for diplomatic clearance received yesterday was a renewal of the approval for the second A310
flight to Pensacola with 10 x tons of MRE or was for a third flight.
• A JCS Engineering Rep advised about 0300 that the Army Corps of Engineers would very likely
articulate by COB 6 Sep a requirement for the 10 very large water pumps (and 50 total operators) offered
by Germany. Transcom is working on ways to move the pumps, and is even considering taking up the
Russian offer to use an IL 124. .

.ASSISTANCE TO FOREIGN NATIONALS
(U) Red Cross in Houston, the state designated center for Hurricane Katrina evacuees, has set up a 24/7
consular command center in the Houston Astrodome with daily briefings. All evacuees in the Astrodome now
have wristbands identifying them by status (diplomat, foreign national, or American Citizen). Although
displaced persons are now being directed to neighboring cities, all are being processed initially in Houston.
Therefore, the Department has urged foreign embassies to keep staff in Houston. New Orleans remains closed
to foreign consuls but they may travel to Baton Rouge to meet their citizens. Department has directed foreign
.embassies to register all their missing nationals at the IeRe website. The Department will coordinate

FOREIGN ASSISTANCE
(U) New offers of assistance have included:
• China has sent $5 million in cash to the U.S. Government, and offered a plane Ioad of medical and other
relief supplies;
• FEMA has accepted the offer of Greek cruise ships and MREs;
• Qatar has pledged $100 million in cash;
• Netherlands offered water pumps! treatment (60,000 L. per day) and a hospital ship with a helicopter
platform; .
• HHS has reviewed and accepted a list of medical supplies offered by Canada;
• Afghanistan - President Karzai has pledged $100,000 in cash;
• India has pledged $5 million that will be sent via the ICRC, along with supplies.

I'm happy to report that this fax has just become OBE'd. NATO will be able to fulfill its
promise to transport aid items from Europe to Little Rock. specifically, Canada and the

flights.
TF: This is to underscore that ONE of two things needs to happen for PM/ISO to process
the other two:
l)OFDA changes OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124 to
correspond to the updated flight itineraries NATO provided us this morning, which have
relief flights arriving Little Rock on 9/23 and 9/25, and involve NATO cargo aircraft
(TCA/E3's) vice A310 and AN 124.

2)NATO submits new itineraries which correspond to the OFDA control· number dates in
question: 9/17 and 9/20-21.
A final caveat: although we (PM) have no indication from NATO that they intend to use

justification to USAF and obtain USAF permission to fly into Ramstein and/or Little Rock

The Air Force has been contacted by Antonov Company (a civil company) concerning the
possibility of their company being chartered to bring Hurricane relief supplies. The
representative mentioned a possible landing at Ramstein AB, Germany in conjunction with
this relief flight. We normally deal with the lawyers for this company and he had few
details about the flight, but felt they were going to land at New Orleans rather than
Little Rock. Though previous foreign government charters did not require a civil aircraft
landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that
the landing is for Official Government Business (rather than just for convenience ... i.e,

Subject: need revised NATO 1t1nerar1es soonest
TF: request TF assistance in rece1v1ng revised itineraries from NATO that correspond to
OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124. The arrival
times/dates listed for these flights do not correlate even closely to itineraries
submitted by NATO on 9/15 (ie as much as five days difference). Request the new
itineraries be faxed to PM/ISO flight operations as soon as possible at 202-647-4117.
Please note we need full flight information, including aircraft and itinerary details
(particularly all US ports to be used), not just arrival/dept times at Ramstein and Little
Rock.
It's our understanding that all 5 NATO Flights, given their humanitarian nature, are to go
to the AFB side of Little Rock .. PIs advise should this not be the case.
'Finally, please note we're processing the dip flight clearances for the other three
flights referenced below, and will have those out to ALCON shortly.

called earlier and asked who pays for the foreign ships assisting in
Hurricane Katrina relief when they come into port. (ie: what is the funding authorization for port costs, fuel, etc?) We
have ships from Mexico and Netherlands arriving tomorrow and four Canadian ships (3 Navy, 1 Coast Guard) arriving later
this week. I ran this bv J4 and was informed J8 or J5 was the directorate that would have an answer to this question.
