FOREIGN ASSISTANCE
(U) The USG identified forensic assistance asa top priority. Several foreign governments offered·
forensic assistance, including Germany, Canada, Israel, Australia, New Zealand, the Netherlands, the
Czech Republic, Poland, Hungary and Thailand. (I'askForce e-mails, telecons)
(U) The USG accepted assistance from Canada, Israel, Mexico, Argentina, and WHO for health and
human services. The USG also accepted aid from Russia, China, Egypt, Thailand, Spain, and Canada
for relief supplies, generators, fuel, and energy expertise. Canada and Mexico also deployed convoys,
including planes, helicopters, ships, trucks, crews, divers, and relief supplies. TRANSCOM will
transport water pumps from the Netherlands and Germany, India and Pakistan offered money and other

In order to increase coordination between task force shifts and to minimize (if not
prevent) "dropping of pending actions, the following steps are recommended:

* Notebook for coordinators and bureau reps should be passed to next shifts
* Bureau reps and coordinators should fully brief replacements on all pending
action items and other pressing issues before departing task force room.
* Bureau reps should pass media play reports to Deputy Coordinator & Coordinator.
They should flag intervening anecdotes about foreign donors for them as well.
* Bureau reps who draft acceptance cables should know that they may use previous
cables to their region as templates. The EUR bureau rep should make sure to include the
boilerplate language for NATO and Partnership for Peace states about the EADRCC (Euro-
,Atlantic Disaster Response Coordinator Center) .

India
On September 5, 2005 the Press Office widely distributed a press release (attached) that said that the U.S. Ambassador
DavidC. Mulford met_with Foreign Secretary Saran to express the appreciation of President Bush and the American
people for India's gracious offers of assistanCe to the Viclilris of Hurricane Katrina. The Ambassador 'said that ."India's-----
offers of help are sincerely appreciated and say much about the heart and spirit of India and the deepening of people-to-
people ties between our two countries." The release said that the u.s. Govemmenthas accepted the Indian government's
offer of $5 million to the American Red Cross for use in disaster relief in the wake of the hurricane. As a result. the
national wire agencies Press Trust of India and United News of India carried the release the same day. It also was placed
in "The Hindu" (eire. 80,000) "The Statesman" (eire. 15,225) and Hindi daily "Navbharat Times" (eire.: 485,000) on
.September 6.

Bangladesh
So far, the Charge made remarks on Lal Golap - a television program on BTV. The papers have quoted former
Ambassador Thomas acknowledging the contribution (some used Embassy press release, some used a version prepared
by a local wire service.) Here in Bangladesh Ambassador Thomas's remarks still carry a lot of weight. The Chargewill
.- also give thanks at the beginnin~ of a talk at AMCHAM on Wednesday.
Maldives
On September 7, 2005 the Press Office at Embassy Colombo widely distributed a press release (attached) that said the
Charge' d'Affaires to Sri Lanka and the Maldives James F. Entwistle expressed gratitude to the Government and people of
Maldives for their generous and heartfelt pledge of assistance to hurricane victims in the U.S. Foreign Minister Ahmed
Shaheed and Finance Minister Qasim Ibrahim presented a $25,000 check to Mr. Entwistle to pass on to the American Red
Cross. Mr. Entwistle stated, "Hurricane Katrina is one of the worst natural disasters in United States history. We greatly
appreciate the Maldives' hand of friendship and support for the victims of Katrina. The Maldives' desire to help relieve
the suffering of our citizens while still burdened with its own tsunami recovery efforts illustrates the growing friendship
between our two countries."
Further, A/S Christina Rocca expressed her heartfelt gratitude in a taped message that will be broadcast at the opening of
US-Maldives Friendship week on September 26.

SA/PPD will ask Pakistan for additional feedback on how their Ambassadors, PADs, etc expressed appreciation to the
media and public for Pakistan's assistance. However, in the United states, Secretary Rice expressed her appreciation in
general terms to President Musharraf on September 12. Expressing gratitude was also listed as a key objective during a
lunch meeting that A/S Wayne had with .the Pakistani bilateral investment treaty delegation today (September 13).
Expressing sincere thanks is also likely to take place at the US-Pakistan business council luncheon on September 15th in
New York (President Musharraf, PM Kasuri and Ambassador Karamat will be present among others.)

I spoke briefly with Theresa Grenick who is checking on what exactly plastic sheets
and water coolers are referring to per cable Islamabad 13401. Theresa is checking, but
told, me these were all items requested by State 163366- USG PRIORITY AREAS FOR HURRICANE
KATRINA EFFORT. I checked and PLASTIC SHEETING and COOLERS are definitely listed as items
we are requesting from other countries. This might clear up some of the confusion. Please
note we have discrepancies in numbers accepted and offered as well.

I spoke with the DCM in Islamabad, Pat Butenis. She has asked Theresa Grencik,
to give us a call to clarify if the GOP's offer of plastic sheets and cooler cases are the
same items as those requested by FEMA (thermosheets and water coolers). It·is about 6pm on
Sunday night in Islamabad so we may not get this answer until tomorrow, but Theresa will
, try and try to get back to us as soon as possible with a clarification.

(sau) Hurricane Katrina· GOP Assistance: This will reach front channel shortly, but here's a
quick re-cap. The GOP announced a USD 1 million cash donation for the relief effort, as well as a
consignment of in-kind donations (tents, bedding, etc.) valued at USD 500,000. We've been asked
to investigate whether there is a possibility of assistance in providing lift for these items to CONUS
(OORP) has forwarded the query to CENTCOM. Once we hear back fromthe task force, we will
provide the MFA with the roLiting numbers to make the cash donation. On the in-kind donation, the
MFA said that they have already purchased the items; we need to let them know about the lift options
(if any) soonest, so they can make other arrangements if necessary. More details to come....

2. MFA today confirmed to poloff the Government of Pakistan's (GOP) intent to donate USD
1 million to the American Red Cross to assist in the hurricane relief effort.
3. MFA also confirmed the GOP's offer to contribute an in-kind donation valued at USD
500,000. The donation would consist of:
The MFA advised post tha,t the GOP has already purchased these items to send for hurricane
relief. (Note: These items correspond to'those on the list provided in Red D, which was
passed to the MFA on September 5 (Ref C). End note.)
4. In addition to the monetary and in-kind donations referenced above, FM Kasuri told
Ambassador on October 3 that the GOP would be willing to send medical teams to assist in
the recovery effort (Ref B.)
5. MFA has requested that the Embassy determine whether the USG could provide airlift for
the in-kind donation to CONUS.

The task force called and asked if we had a read-oul on what was said at the meeting with S and President Musharraf
concerning Pakistan's in-kind donation for Hurricane Katrina. Pakistan was not brought up,with FEMA at the 11:OOam
meeting with OF/OA, FEMA and State, and so the task force informed me that unless something was said at the
meeting with Sand Musharraf, they are inclined to decline the in-kind contributions from Pakistan. These in-kind
contributions were bought by Pakistan specifically for the relief effort and are worth about $500,000.

Per our telconf., I understand the BOG wants to send the funds directly to the USG. An ALDAC will be coming out shortly
with a revised routing number for governments that wish 10 contribute to the USG directly. The routing number that went
out yesterday had an extra zero. Please ask the embassy to share the new routing instructions with the BOG.
Pakistan's offer of a medical team cannot be accepted (none of the medical teams offered by other countries have been
accepted). At this point FEMA is suffering logistical saturation and will probably not be asking for anything specific from
Pakistan right away.. If Pakistan wants to make a more specific offer, we will pass it on. Thanks Deb

formally accepted the offer yet). PM rep informed NORTHCOM that the Office of the Defense Representative in Pakistan

and TRANSCOM.

I would like to provide additional information regarding this request that may impact the decision. It is my
understanding payment for the flight cannot be reimbursed by FEMA. In other words, the donor country will have
to pay for the flight as part of their donation. Ifit is a mil to mil arrangement, DoD will have to negotiate who will
pay for the flights. It is important it is understood billing should not be submitted to FEMA.

I spoke briefly with Theresa Grenick who is checking on what exactly plastic sheets and

I spoke with the DCM in Islamabad, Pat Butenis. She has asked Theresa Grencik, to

I just spoke with the MFA's coordinator, BG Safaraz. Followed the points we discussed on the telephone (military
lift highly unlikely; the relief efforts appears to already have sufficient emergency housing items). He again
emphasized that the GOP has already procured the items listed in our cable on Friday.
.He also asked whether the GOP could deliver the items to the Embassy, and leave it to us to arrange transport to
·the U.S. I said that I'd check, but was not optimistic. The total shipment would be approx 55 tons, broken down,
as follows:
Post would appreciate TF-1 exploring whether FEMA would accept a part of the offer -- the bedding, perhaps? If
so, we can then figure out the transportation.

shipping cost, but I'd still bet commercially shipping cost will exceed the shipment value
~ The U.S. military also-can not/not provide transport if the shipping cost will exceed
the shipment value (that would constitute "wasteful" use ofUSG funds). It still remains
unclear whether the U.S. military could do an "opportunistic" airlift, using empty U.S.
mil planes returning from the South Asia region. If .possible, this would likely be
logistically very complicated. Should the Red Cross, however, accept all/part of the
shipment, we must get a final word on an "opportunistic" U.S. mil shipment.

return, that int'l organization could make a cash donation of some amount less than the
goods value to the Katrina relief effort?

Post has advised the MFA that FEMA and the Red Cross declined the offer of in-kind assistance, but
also conveyed the Embassy's willingness to assist the GOP identify other options for disbursing the
items within Pakistan (as pre-positioned emergency relief, per a suggestion by USAID) or regionally
(possible donation to Afghanistan, as discussed by SA). The MFA thanked us for our offer to assistr,
but did not otherwise. Post also passed on the correct contact info for the American Red Cross, so .
that the GOP can make arrangements for the USD 1 million contribution that was announced by the
MFA last week.
Ambassador Crocker intends to contact Foreign Secretary Riaz Khan on his return to Islamabad
tomorrow to convey USG appreciation for the GOP's generous offer of assistance. If there is an
opening, he will also offer the Embassy's assistance in finding an appropriate recipient of the relief
items already procured. Post will advise TF-1 if the Foreign Secretary is receptive to this suggestion.
Although a creative response, post believes that attempting to identify an NGO that would be Willing
to make a USD 200, 000 cash donation in exchange for receipt of the GOP consignment of relief
supplies adds an unecessary level of complexity to the situation. Please do not delay transmission
of Department's cable declining the GOP in-kind donation pending this type of deal.

The American Red Cross has responded that it is no longer accepting in-kind contributions.
There was an idea that was being bounced around during the last shift. It was suggested that we
could ask Pakistan to contribute to an NGO (an NGO operating in Afghanistan was mentioned as a
good choice). The NGO would accept the goods and then make a $200,000 contribution to the Red·
Cross. We have not sent out a cable declining this offer and will hold off until we receive further
guidance on how best to respond to Pakistan.

Just to update-you: post has advised the MFA by phone that we must decline the in-kind offer of assistance. We offered
to work with the GOP, if it desired, on finding other uses for the material in Pakistan or in the region.

that the GOP can arrange the monetary donation. The MFA may task this to the Pakistani Embassy for follow-up (as it

Left a voice mail on this, too. The Pakistan tragedy provides an urgent need situation for the MREs (about 350K
portions) now warehoused in little Rock. (I understand these are humanitarian, and not military rations). I've spoken to
State's South Asia Bureau front office, which was open to the idea of redirecting MREs, but it needed to know if there are
pork contents. We're reaching out to the UK and other donors to find out.
If we get satisfactory info on contents and quality assurances (we know already that the expiry is not until mid-2006), Yfe
would then go to the donors for buy in on redirecting theMREs to another country. (Note: We have been looking into an
option to ship the MREs to Ukraine or other of the former NIS states that receive ongoing humanitarian assistance under
the SEED program).

David C. Mulford met with Foreign Secretary Saran to express the appreciation of President Bush and the American

Bangladesh
So far, the Charge made remarks on La! Golap - a television program on B1V. The papers have quoted former
Ambassador Thomas acknowledging the contribution (some used Embassy press release, some used a version
prepared by a local wire service.) Here in Bangladesh Ambassador Thomas's remarks still carry a lot of weight. The
Charge will also give thanks at the beginning 01 a talk at AMCHAM on Wednesday.
Maldives
On September 7, 2005 the Press Office at Embassy Colombo widely distributed a press release (attached) that said the
Charge' d'Affaires to Sri Lanka and the Maldives James F. Entwistle expressed gratitude to the Government and
people of Maldives for their generous and heartfelt pledge of assistance to hurricane victims in the U.S,. Foreign
Minister Ahmed Shaheed and Finance Minister Qasim Ibrahim presented a $25,000 check to Mr. Entwistle to pass on
to the American Red Cross. Mr. Entwistle stated"IIHurricane Katrina is one: of the worst natural disasters in United
States history. We greatly appreciate the Maldives' hand of friendship and support for the victims of Katrina. The
Maldives' desire to help relieve the suffering of our citizens while still burdened with its own tsunami recovery efforts

Sri Lanka
Post has made available Secretary Rice's remarks, including her praise 01Sri Lanka, to the media, and will continue to
push our talking points on the administration's response to the tragedy.
Pakistan
SA/PPD will ask Pakistan for additional feedback on how theirAmbassadors, pAOs, etc expressed appreciation to
the media and public for Pakistan's assistance. However, in the United States, Secretary Rice expressed her
\ appreciation in general terms to President Musharraf on September 12. Expressing gratitude was also listed as a key
objective during a lunch meeting that A/S Wayne had with the Pakistani bilateral investment treaty delegation today
(September 13). Expressing sincere thanks is also likely to take place at the US-Pakistan business council luncheon on
September 15th in New York (President Musharraf, FM Kasuri and Ambassador Karamat will be present among
others.)

Can you provide update on the status of the offers of these two countries?
Cables:
• Bangladesh: Thank you cable needs to be drafted/sent to Bangladesh once confirmation of wire transfer of
Bangladeshi donation is received.
• India: Assistance flight scheduled to land in Little Rock at 1930 on Sept 13. Must work out PO details. Is there Indian
press o~ plane or in Little Rock? Will there be U.S. press coverage?
• Pakistan: Still working on in-kind offer of tents, bed sheets, pillows, plastic sheets, and water coolers. Paks allocated
$500,000 for in-kind assistance, expending $200,000 on these items. FEMA has declined them. Must follow up with
Red Cross to see if they would accept all or part of shipment. Transport is big problem. Pakistan is willing to pay for
commercial transport, but cost approx $400,000 - exceeding value of goods - and it would take a week. Paks
requested w~ look into U.S. military transport, but U.S. mil can not/not transport is cost exceeds value. Must still look
Into possibility of U.S. mil ·opportunity" flight - l.e., flight returning empty to U.S. from South Asia region. But this does
not seem likely. Total weight of shipment is 55 tons, of which 38 tons are tents. If we don't take the tents, shipment
costs should drop - but so will the shipment value. If Red Cross completely rejects offers, probably should prepare
cable declining in-kind offer.
• Sri Lanka: Still waiting for FEMA to vet in-kind offer of tea bags and medical assistance?
• Bangladesh: Matrix shows still waiting for FEMA to vet offer of military medical and engineering teams
