1. '(U) NATO's Katrina relief activity concluded October 2


With the arrival in L1ltle Rock of a Turkish C-130.
Following the U.S. request for assistance on September 8,
NATO delivered or coordinated the delivery of nearly 200 tons
of aid from nine nations In little less than one month.
According to the Euro-Atlantic Disaster Response Coordination
Center (EADRCC), NATO 707s flew a total of nine delivery
missions, beginning September 12. French, German, Italian.

2. (SBU) The EADRCC notified Allies and Partners on October

declared mission complete on October 2, and SACEUR has
prepared an end of mission letter for the SYG.

3. (SBU) CommentlRFG: Mission is unaware of further


requirements for NATO assistance. Unless otherwise
instructed by OOB Brussels on Wednesday, October 12, we
intend to thank the SYG and Allies for a job well done and to
note the conclusion of NATO's Operation Katrina Support.
Mission believes NATO's relief activity contributed .
significantly to the overall operation and helped provide
tangible relief for victims. The EADRCC liaison officer
assigned to Washington not only coordinated NATO donations
and flights but managed other international aspects of the
operation. NATO's efforts were a clear demonstration of

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

• Confirrned Hurricane Katrina fatalities rose to 792 (source BSC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion Iitres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related.
bacteria and toxic chemicals.
• Ophelia, at present, is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebuilding plans for the region in a televised address from New Orleans.
• Local response arrangements have not been changed. (See MIC Message 15)

In total, over 120 countries, and 13 international & regional organisations have
offered assistance, including all countries participating in the Mechanism.

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain' a correct overview, Member
States are kindly asked to notify any changes In the offers, acceptances or delivery'
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23 rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been received).
The second NATO flight with assistance from Austrian and the Slovak Republic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
from the Czech Republic is scheduled for 17th Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The list may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and
displ:llctnjf-as·sistance.' -~, .. - ._,. , _~ '-'-'" - .- --
The commodities are being called forward by FEMA field elements including JFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to
Arkansas and 2 to Texas), inclUding commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

Operations in the New Orleans region:


The German led and Luxembourg supported THW team continues to work closely with the
local authorities as well as with US forces and is housed on US Naval vessel Shreveport
together with the Dutch team. The THW team have 12 major pumps operating in St
Bernard and Jefferson parishes. In addition to this, the team is undertaking a variety of
smaller scale pumping activities in the New Orleans area and has helped to return to use
of at least 3 permanent pump stations so far. The team have also been contributing to
contingency planning to deal with the heavy rainfall anticipated in the next few days. The
Washington Times on Sept 15 ran an article on THW work with interviews of the team
members,
A French diving team arrived in the New Orleans area on Tuesday (13th Sept) and is
working in collaboration with the US Navy. The team has been split into two. One team
has been helping identify and unblock marine channels whilst the other has been
conducting underwater searches and the recovery of bodies. Team leader M. Amault
reports they are due to move on to work in the Gulfport area tomorrow.
The Dutch pumping team is conducting operations in Plaquemines parish, the team
consists of five experts, three pumps of 50 cubic metres flow per minute, and
transportation. The team is now located on board US Naval vessel Shreveport.

1. ESF 1 - Transportation
At this time, no additional support is needed ESFI noted that the majority of the
items in the matrix were of a military nature and pose their own limitations and
compatibility issues for staff on the ground. ESF 1 asked that NorthCom review the
military items.

2. ESF 2 - Telecom and IT


Nothing needed at this time.

3. ESF 3 - Public Works and Engineering'

The USACE is in a position to accept generators if they meet tech specs and are large.
They do not want small generators. Generators must be 20KW and larger and match US
voltage standards and frequency (they must be 60 hertz, not SO hertz). ESF 3 made this
match based on the line item from Italy (page 1).

Pumps - It looks like Netherlands and Germany have dewatering pumps. t!SACE appreciates the
offers. However, they are expecting that 62 more large pumps will arrive in New Orleans
tomorrow. It is worth going back to Germany and Netherlands to ask what is the capacity
of the pumps and
how soon could they arrive here. Based on that information ESF 3 can
make an informed decision. Note: The combined capacity of the newly arriving 62 pumps is
1800 cfs.

No additio~al assistance is needed. Domestic capacity exists. However, they may revisit
this in the coming days if offers come in from New Zealand and Au~tralia Note: If they
were to accept teams from New Zealand and Australia it would only be for training
purposes. It sounds like both of these countries have done joint training with US
Firefighters.

5. ESF 5 - Emergency Management

This ESF is about reporting, .so matrix does' not apply.

6. ESF 6 -.Mass Care. Housing, and Human Services

There are multiple positive responses pertaining to the American Red Cross. Please let us
know if we need to work on these issues or if they are being handled directly by
International Services--of,--the Alllerican Red Cross .'

7. ESP 7 - Resources Support

I understand that GSA has identified some needs, but I haven't seen the list yet. I also
understand that those GSA needs have not been vetted yet throug~ NRCC. I'll write back in
a separate e-mail on this ESF.

S. ESF 8 - Public Health and Medical Services

No requirements at this time for personnel or supplies They need to wait for additional
assessments to come back. Please note that the public health mission is jus~ beginning .
and it is impossible to identify needs at this stage.

9. ESF 9 - Urban Search and Rescue

No requirements at this time.

10. ESF 10 - Hazmat

This ESF is interested in Denmark's water purification units. They have asked for
technical specifications. We will print the specs on the website listed, but any
additional information you have would be welcome. They are also interested in Japan's
water purification units
in Florida. Please get the tech specs from the units in Florida.

ESF 11 - Agr1cul~ure and Natural~s~rce

This ESF is also interested in generators, but they too are. concerned about voltage .. See
comment above. If tech specs can be met, they will.consider for farmers.

12. ,ESF 12 - Energy

Also interested in generators. They understand that Japanese generators


are already in Miami. Can OFDA logs look into this and see if they are
compatible with specs listed above, if so, ESF 12 will take them~ Best
yet would be in the generators were truck pulled.

Regarding 2 Canadian Electrical Teams, its a go (Manitoba and ontario). I am working on a


point of contact for both teams. ESF 12 is comfortable with Canadian Teams because US and
Canadian system are similar and they work together under'existing agreements. Please go
back to Canadians and confirm that labor and the equipment they bring with them is free
(meaning FEMA doesn't need to reimburse them under the Stafford Act). The current
~ ~'thinking is that both teams would work on municipal or city power systems (concentrating
on rural areas) in Mississippi or Louisiana (Alabama seems to be making lots of progress).
~Please move forward with this item (but answer my question above). I will get back to RMT
with a POC either in NRCA or American Public Power
Association.

ESF 12 is willing to consider the power team from Northern Ireland but they need more
information because they aren't familiar with how the system works there:
Questions: . .
- What are the teams (power plant, line crews, or substations - or a combination)?
- What are the basic capabilities? generati~n, transmission, high voltage, distribution,
etc.
- How many of them?

ESF 12 would also like to move forward with. the Spanish offer of petroleum reserves .
It's a go, but please ask the following questions:
Questions:
- How much petroleum?
- Where is it located? (then they can make a decision on where to send
it)
- Is it crude or product?

Again, no matter what the answers are ... they want it.

13 - 15 nothing needed on ESFs 13 -15.

Other:

We have been informed that MREs are considered an agricultural commodity/food stuff. As
such, we need to hav~ appropriate permits - either from FDA or APHIS (USDA) (not sure
which one). John Boyle is following up on this. Maybe someone from Customs can help us
navigate this process to avoid distribution de~ays once the commodities arrive tonight?

I have two questions:

1/ Hurricane Katrina - The Econ Officer received an Italian Euro


check made payable to "the Mayor of New Orleans" although written

in Italian. The amount is 300 Euro and it does not specifically state the
Mayor's name Ray Nagin. What can we do with this check?

a) Forward to the Mayor - Do you have an address?


b) Kindly ask that it be returned and reissued in the name of the
American Embassy or Department of State?

Currently it is a three party check and I don't see how we can accept
it. I do have the September 7th ALDAC cable in front of me. I have
already inquired whether this is a donation from a foreign government
or personal donation.

2/ The Ambassador (and DCM) will not infrequently host "sponsored"


events at their official residences. The instances when we may accept
"gifts for representational purposes" are described in 2 FAM 960.

Can we charge a "wear and tear" charge that would be included in the
amount that companies and organizations fund when we accept a gift
for representational purposes? The general rule we follow is that the
company funds are used to offset actual cash outlays for food,
beverages, servers, etc. The idea of a wear and tear charge would be
to reflect the longer term cost of replacing/repairing furniture,
furnishings and equipment that are used in putting on these events. Is
such a charge allowable and if so, how should it be collected?
Are there other organizations in the Department that should be
consulted?

I can only say that when I spoke with the Civil Protection Advisor for the City of Milan back in early
September, I told them about the requirement that the generator function on 60 cycles instead of
50. So they knew that part from the beginning. .

It looks like there is now interest in taking the Milan city government up on its offer
to supply a generator. See the email chain below. The guidance we have is to find
a POC that the U.S. military can speak with directly about the exact specifications of
the generator. We also have some options for shipping the generator to the U.S.
(also in the email chain below).

Based on my experience with an offer by a Rome-area company to supply high-


capacity water pumps, it is quite possible that the Army will still decline the offer
once they learn more about the technical specifications. I am no electrician, but my
guess is this generator is built to supply European-standard current rather than U.S.
current and thus may not be what they are looking for.

How should we proceed? Do you have a POCwe can give to the Capt. Mason?

OK, well, based on Larry's points, perhaps we could do the following:

1) Greg: See, discretely, what the specs are / whether the Italians have spent
money to convert the generator to US stnds. It would also be helpful to get
the contact info of an English-speaking POC in Milan so Capt. Mason and the POC
can discuss details/logistics as needed.
2) Nick: Care to call Capt. Mason, let him know the offer is still out there, but we'd
like to know exactly what they think they need (specs & timeframe)? You might
indicate that transport may be an issue, so would Capt. M. be amenable to calling
DHS, etc.. to see if they'll "volunteer" to take the generator to the US, if Italy can't
cover?
3) Mike/John: Any suggestions as to Customs Service POCs who might help Capt.
Mason if/when needed? I

Again, seems to me the key here is to help arm both the City of New Orleans and
the City of Milan with info that ,will allow them to finish making the necessary
arrangements, if both parties really want to. I think we can tell each of them that's
our approach at present (keeping the DOD option, if any, in our back pocket for
now).

Reference your question: does the USG have resources available to transport it
(Generator)?

The closest U.S. Facility to Milan is Vencenza Italy, which hasa near by air field for
its 173d·Airborne unit stationed there.
lt.thls was a private contribution from a U.S. IO/NGO to a Nation for purely
Humanitarian Assistance (HA), the Denton Act (former U.S. Senator Denton) would
kick in for the transport request through DoD to transport the hypothetical Food or
material to designated Country deemed in the interest of the U.S.

In this circumstance, which is in the interest of the U.S. Government, The U.S.
Embassy Rome would request their Defense Attache to quire 000 on the generator
.transport.

I I imagine if approved, the generator would be palletized in vencenza and travel to


Germany then on to U.S. The cost to U.S. Government is fairly negligible due to the
fact it is transported as "opportunity" cargo along normal Air Force logistical routes
to and from the U.S. All of the above, of course, is ready if the package is not borne
by Italians. I can envisage the Italian Techs departing on Commercial air and the
U.S. with its Global reach Air Force show good faith transport of Generator.

Another avenue of approach is for Louisiana to approach DHLlParcel


PostiFEDEX for gratis transport and take the PUblicity. 1\ all depends how fast
you want the generator, who takes credit for it and how responsive we are to a
willing Ally and Community Leader with influence in the Region.

Nothing further on this offer since my email in early October. I believe this
offer is still on the table. Please let us know exactly what specs they need
and we will call the Milan City Government. In addition to the specs,
another key question is whether Milan will pay for the shipment of this
generator to the United states. This issue was never clarified. Do we need
them to donate AND deliver the generator, or does the USG have
resources available to transport it?

Further to my inquiry (prompted by a call from a Capt. Mason of the


N.O. Emergency Operations center' last week), I've now found
what seems to have been the basis of Capt. Mason's call
(requesting specs on the offered generator/s).

Since it sounds like the EOC down there is indeed still interested in
the offer, perhaps the way to proceed is to put Capt. Mason and the
City of Milan in touch with one another (and to provide both with
whatever POCs we have for U.S. Customs).
We could handle this as we did the Macedonian blankets. where
we (the desk) hooked up the Lousiana Gov's office and the
Macedonians to sort out details and get some 40,000 needed
blankets to the local level.

Certainly, we need to get back to the good captain (and Milan,


looks like) out of courtesy.

Hello from Italy. The Mayor of Milan, Gabriele Albertini" has


offered to donate a "soundproof power generator in container" to
s, the City of New Orleans. In addition, Milan is offering technicians
from the city power utility to help with the delivery and operation of
the generator. We have no indication of the size of this generator,
the type of current produced (i.e, 110v or 220v), or whether Milan is
willing to pay for delivery. We will press for more details if FEMA or
local authorities are interested in accepting this donation .

.This donation is likely to come up in a meeting tomorrow between


Albertini and Ambassador SpoglL Pending further guidance from
the working group, the Ambassador will thank the city of Milan for
this generous offer and (if needed) say that USG experts are
evaluating the offer against current needs in the disaster area.

I can only say that when I spoke with the Civil Protection Advisor for the City of Milan back in early
September, I told them about the requirement that the generator function on 60 cycles instead of

It looks like there is now interest in taking the Milan city government up on its offer
to supply a generator. See the email chain below. The guidance we have is to find
a poe that the U.S. military can speak with directly about the exact specifications of
the generator. We also have some options for shipping the generator to the U.S.
(also in the email chain below).

Based on my experience with an offer by a Rome-area company to supply high-


capacity water pumps, it is Quite possible that the Army will still decline the offer
once they learn more about the technical specifications. I am no electrician, but my
guess is this generator is built to supply European-standard current rather than U.S.
current and thus may not be what they are looking for.

How should we proceed? Do you have a POC we can give to the Capt. Mason?

Reference your question: does the USG have resources available to transport it
(Generator)? .

The closest U.S. Facility to Milan is Vencenza Italy, which has a near by-air field for
its 173d Airborne unit stationed there.
If this was a private contribution from a U.S. ID/NGO to a Nation for purely
Humanitarian Assistance (HA), the Denton Act (former U.S. Senator Denton) would
kick in for the transport request through 000 to transport the hypothetical Food or
material to designated Country deemed in the interest of the U.S.

In this circumstance,. which is in the interest of the U.S. Government, The U.S.
Embassy Rome would request their Defense Attache to quire 000 on the generator
transport.

I imagine if approved, the generator would be palletized in Vencenza and travel to


Germany then 0!1 to U.S. The cost to U.S. Government is fairly negligible due to the
fact it is transported as "opportunity" cargo along normal Air Force logistical routes
to and from the U.S. All of the above, of course, is ready if the package is not borne
by Italians. I can envisage the Italian Techs departing on Commercial air and the
U.S. with its Global reach Air Force show good faith transport of Generator.

Another avenue of approach is for Louisiana to approach DHUParcel


PostJFEDEX for gratis transport and take the Publicity. It all depends how fast
you want the generator, who takes credit for it and how responsive we are to a
willing Ally and Community Leader with influence in the Region.

Further to my inquiry (prompted by a call from a Capt. Mason of the


N.D. Emergency Operations Center* last week), I've now found
what seems to have been the basis of Capt. Mason's call

Since it sounds like the EOC down there is indeed still interested in
the offer, perhaps the way to proceed is to put Capt. Mason and the
City of Milan in touch with one another (and to provide both with

we (the desk) hooked up the Lousiana Gov's office and the
Macedonians to sort out details and get some 40,000 needed

Hello from Italy. The Mayor of Milan, Gabriele Albertini" has
offered to donate a "soundproof power generator in container" to
the City of New Orleans. In addition, Milan is offering technicians
from the city power utility to help with the delivery and operation of
the generator. We have no indication of the size of this generator,
the type of current produced (i.e. 110v or 220v), or whether Milan is
willing to pay for delivery. We will press for more details if FEMA or
local authorities are interested in accepting this donation.

This donation is likely to come up in a meeting tomorrow between


Albertini and Ambassador Spogli. Pending further guidance from
the working group, the Ambassador will thank the city of Milan for
this generous offer and (if needed) say that USG experts are
evaluating the offer against current needs in the disaster area.

John Bass, Deborah McCarthy and EUR met this afternoon. PGI and S/ES will work together (though clear that
EUR is taking this over) to push action/decisions through the bureaucracy. .

MREs:

Step one: I've already made the pitch to OFDA atthe working level to accepUwarehouse European MREs (approx
350K rations; 330K from UK, balance from Russia, Germany, Spain and France) for future emergency food .
assistance contingencies. This is least expensive option for State. L is checking with AID Legal on possible "Buy
American" and other possible problems. OFDA may not have warehouse capacity to accept. If we want to
press this strongly, we may need to ask EUR FO to call AID.

Step two: If OFDA resists above or if EUR FO wants not to lose time on above, ACE could take all 350K MREs
and cover surface shipping costs from Little Rock to ACE-served region and distribute the MREs as part of ACE
humanitarian programs. ACE funds cannot cover warehousing costs in US, and ACE would be unable to act in.
time to move MREs before OFDA's lease at the USDA's Little Rock warehouse expires October 8. ACE can turn
attention to this first week of November.

Little Rock warehouse (two options): (1) State presses USDA to allow MREs to stay in place four-six weeks until
ACE can act. USDA will push back hard because warehouse is full, and it has competing needs. USDA has .
cited $15K1monthly charge to OFDAIFEMA. State might need to press USDA to waive, or press latter to pay; (2)
State asks USAF to accept transfer of MREs to an empty warehouse in Little Rock. PGI is seeking details on the
facility .. Unclear what, if any, lease costs USAF would ask. Welcome your steer between the two options.
We'll take this up at the working level, but may need EUR FO help.

Larger policy decision: If the Department takes the ACE option, is it prepared on policy, legal liability and public
diplomacy fronts to distribute to third countries MREs that the USG would not accept itself because of BSE
concerns? It's almost like the Uigher question. SES is asking L to look at the liability issue. The policy and
public diplomacy issues require FO (and maybe higher) consideration. .

Italian meds:

AID, ACE and American NGOs, in general, do not/cannot distribute medicines that are not FDA-approved. The
only option is either to return the kits entirely to Italy, or to remove usable portions of the kits for distribution in
third countries, and dispose of the medicines. .

PGI has asked OFDAto invite its American NGO partners to go to Little Rock and inspect the medical kits, and
then propose that the NGOs repackage whatever usable portions into new medical kits for distribution in third
countrles.. .

For both the MREs and Italian mecs, all agreed that we would need to work these approaches closely with the
dorior countries.

The attached emails contain some info on Holy See efforts re: Katrina. U.S.":based Catholic
Charities (the American branch of Caritas) also provided a ton of assistance, both human and
material. To date, Catholic Charities USA has distributed more than $9.4 million to 50 local
Catholic Charities and other Catholic organizations responding to the needs of families affected by
Hurricanes Katrina and Rita .

I just spoke with Alain. The pope did give some $300K to the victims via the Archbishop of New Orleans from
pontifical council Cor Unum, but because the money was the "personal and symbolic" contribution of the pope, we
can't thank gov't-gov't for that j presume. what the vatican did do was issue a global call via bishops (and other
mechanisms?) for contributions ..Catholic Charities USA had gathered $15 million as of 9/15, not including Sunday

I spoke to a Washington FDA official. He thought our request was reasonable. but will need to check on what FDA
personnel remain in Little Rock and ensure his hlqher-ups are okay (he didn't anticipate problems). He will tell me

On who pays to dispose: he thought it would be FEMA - possession is 9/10ths ..... We're not there yet, though; we need
to get the FDA inspection above and then take it up with the Italians.

Alan tells me that FDA officials believe the Italian meds are totally unusable - by ngos or others. they were exposed to
the elements and heat; even the gauze etc wouldn't be worth it.

alan is going to go back to be sure someone really eye-balled the stuff. he's also going to check on disposal (and who
pays -- dhs, whatever...) .

then. i think (and alan agrees) that we need to come clean with the italians; tell them we blew it; deeply appreciate and
regret handling of this; and let them know about disposal.

the flip side is just to dispose of it and not come clean. i'm willing to be persuaded, but...

Italian civil Protection Agency contacted Embassy Rome late
on September 1 to offer assistance in the wake ·of Hurricane
Katrina. Italy is ready to fly to the united States as early

specified, but are said to be available in substantial

2. The GOI is now awaiting a statement from the USG regarding

Subject: Milan City Government offers generator to New Orleans

Hello from Italy. The Mayor of Milan, Gabriele Albertini" has offered to donate a "soundproof power generator in
container" to the City of New Orleans. In addition, Milan is offering technicians from the city power utility to help ..
with the delivery and operation of the generator. We have no indication of the size of this generator, the type of
current produced (i.e. 110v or 220v), or whether Milan is willing to pay for delivery. We will press for more details
if FEMA or local authorities are interested in accepting this donation. .

This donation is likely to come up in a meeting tomorrow between Albertini and Ambassador Spogli. Pending
further guidance from the working group, the Ambassador will thank the city of Milan for this generous offer and (if
needed) say that USG experts are evaluating the offer against current needs in the disaster area.

1. In addition to two C-130aircraft (currently flying to
Andrews Airforce Base), the Gor has dis~atched a Falcon 50
business jet to transport six relief officials. The Falcon
50, registration 1-2129, was scheduled to depart Rome's
ciampino airport at 12:00z on September 5 and arrive at
Andrews at 00:552 on September 6 after a refueling stop at
Gander, Newfoundland. we understand the flight actually
departed late from Rome, so arrival may be· similarly delayed.
2. We understand that Italy has already received clearance
for both the C-130s and the Falcon 50 via its washington
Embassy and/or military channels. The followin~ six Italian
officials arrivin~ on the Falcon 50 will seek vlsa-waiver
entry into the Unlted States based on Ref A guidance. (Note:
Embassy emailed this list to the task force september 4 (Ref
B). we understand it has already been forwarded to DHS (Ref

September 2 recognizing the Italian offer and expressing U.S.
appreciation.

2. Miozzo phoned Econoff the morning of September 4 to convey


that the GOI had received word via its Embassy in Washington
that the USG would accept Italy's offer to airlift relief
supplies. Miozzo said the Italian Embassy was in direct
contact with FEMA regarding the flights. The GOI has two
C-130 aircraft loaded and ready to go as early as the
afternoon of September 4. Italy, Miozzo added, will also
send a "Falcon" jet with some experts to coordinate the
delivery. Altogether, the GOI expects to send 10 experts
along with the aid delivery.

3. Miozzo statedthat theGOI is 5tH! awaiting word on what


airport the supplies should be flown into. Econoff said the
Embassy had not received any information on this question and
that such guidance would most likely be transmitted directly
from FEMA via the Italian Embassy in Washington.

4. Miozzo also asked about visa requirements for the 10


Italians, some of whom have official passports, while others
have private ones, Econoff. drawing on Ref B guidance.

for officials traveling to the U-S. in connection with
hurricane relief operations. (Note: Italy is a visa waiver

I think the term "first aid kit" might not be accurate. Its looks like Italy is sending 4
pallets with a wide variety of medicine and medical supplies. It might me more accurate
to call this a shipment of medical supplies suitable for a field hospital or first aid
station.

The list of items, primarily medicines, is 26 pages long. Among the things included:

antibiotics
painkillers
sodium solution
sedatives
oxygen masks
a defibulator
surgical supplies
bandages, gauze
gloves
syringes

Italian officials are telling us that the pilots of the C-130s have a copy of this list.

Please let me know if you would like a more details.

A couple of significant changes were noted on th~ 4·5 Sept ovemight shift.

• The DOS TF is no longer wailing for FEMA, but is now accepting foreign govemment offers of
assistance that meet the FEMA priorities listed in the unclassified DOS ALDAC cable sent just after
midnight 4 Sept. Regional bureau reps did several cables to US embassies in donor country capitals
accepting offers of money, MRE's etc., but deferring for now offers of people.

• DOS is no longer waiting on FEMA to accept military to military items, as l1Jghlighted below.

• The most immediate barrier to quick arrival of assistance that meets FEMA's priorities seems to be the
new OFDA - USAID task force in Arlington. This TF is supposed to discuss and agree with donor
countries on the technicaillogistic aspects of accepted donations, including destinatlon(s). They operate
only 8am to 8pm, limiting the hours they can reach POCs in donor countries outside this hemisphere.
They also do not follow a regular procedure to inform DOS once agreement is reached - e.g., they failed
to advise the DOS TF after they apparently agreed with the Italian Embassy on Andrews AB as the
destination for two Italian planes at 0400 on 6 Sep. I revised slide 7 of Grey Frandsen's power point
slides on the new Katrina evaluation/acceptance/receipt processes to stress the need to advise DOS of
the agreements (step 5) to facilitate diplomatic air/ship clearances (step 6). Anyone who talks to the
OFDA - AID task force should stress this point.

• Luis is.following up on two pending issues. The first is to confirm that the USDA - AID TF did agree with
the Italian DATI on Andrews as the destination (above). (The DATI told me he already had the A
clearances he needed for Andrews.) The second is to call the German POC to determine whether the
request for diplomatic clearance received yesterday was a renewal of the approval for the second A310
flight to Pensacola with 10 x tons of MRE or was for a third flight.

• A JCS Engineering Rep advised about 0300 that the Army Corps of Engineers would very likely
articulate by COB 6 Sep a requirement for the 10 very large water pumps (and 50 total operators) offered
by Germany. Transcom is working on ways to move the pumps, and is even considering taking up the
Russian offer to use an IL 124. .

Media Event Wednesday featuring German pump operators and Corps of Engineers: Ambassador
Sullivan will travel to New Orleans and thank the German pump operators. Also present will be senior Corps of
Engineers officers; Mayor Nagin has also been invited to attend or send a representative. PA and FEMA public
relations office have arranged for a media group of international and domestic media to travel to New Orleans
to a site. where the team in engaged in dewatering operations.

Press release on Mexican Army Assistance: FEMA Joint Information Center put out press release detailing
Mexican Army contributions. TIC with PA assistance will continue to offer intemationaljournalists access to
stories, particularly those with an international component.

State Soutb presence: One CA rep Steve Sena departs tomorrow morning. We have informed FEMA PFO that
State will be phasing down its operations considerably from this Friday with remaining AID officers departing
Little Rock and the region and only consular/OFM officers and one PA officer remaining. Weare turning back
some office space to FEMA, but asking-that FEMA continue to provide systems and communications support.

CONSULAR ISSUES

Passport Office Meeting..We have made the necessary arrangements for a one-day meeting of visiting Passport
Office officials with New Orleans Passport Office employees in Baton Rouge Airport Conference Center
Wednesday.

Remains Recovery and Retrieval Update: Col. Mary Myers-confirmed at the RRRmeeting that the U.S.
military are largely withdrawn from the search effort in NOLA. Separately, Urban Search & Rescue (USAR)
reps noted that several out-of-state USAR teams (from Florida, Missouri, Nebraska and Pennyslvania) are
phasing out. There continue to be problems with how Kenyon personnel are handling human remains (HR)
they transfer to the St. Gabriel morgue. Dr. Cataldie, the Louisiana doctor overseeing the RRR effort, has
decided that remains may only be released to a Louisiana-licensed funeral horne; a workaround had to be
created over the weekend for release to an Alabama facility. Funeral homes must make appointments 24 hours
in advance before they can pick up HR from St. Gabriel. .

Flooding at Morgue: Hurricane Rita caused significant flooding at the St. Gabriel morgue, although this did
not directly affect morgue operations. Cons reps will visit the morgue as soon as possible to resume tracking
operations.

Morgue Checks: Cons rep Lamora spoke this afternoon with our contact at the morgue, who confirmed receipt

ofthe various lists of unaccounted for foreign nationals we have sent to her. Thus far, she has found no
additional matches beyond the four (one Briton, one Portuguese and two Brazilians) we knew ofas oflast
Thursday, 9/22.

IBM Project Update: Cons reps confirmed to FEMA that we will provide our combined list of still
unaccounted for foreign citizens to them in a standardized format that they' can then pass to ffiM for its project
(contracted by the State of Louisiana) to try to use a computer program to cross-check all on-line databases in
which Katrina-related individuals might be registered. The purpose of this project is to give the State as
complete a count as possible of the number of individuals affected.

No More Missing Japanese: The Japanese Embassy in Washington confirmed for us by phone this morning
that all but one of the Japanese citizens on their Louisiana list have now been accounted for. Coincidentally,
immediately after that call we received an e-mail from the American Red Cross (responding to our e-mail of last
weekjstating that they had located that same Japanese citizen, who had relocated to Texas. We passed this
information to the Japanese Embassy. This should mean that there are no more Japanese citizens unaccounted
for.

Italian List Update: In response to our request yesterday, the Italian Embassy in Washington forwarded a
somewhat shorter list of about 90 names (down from the previous count of 111) of Italian citizens whose
whereabouts are still unknown. We have redacted that list down to 49 in the hardest-hit parts of SE Louisiana
and passed it to our various contacts. We have asked the Italian Embassy for clarification on whether their lists
are driven by actual inquiries by these people's family/friends, or whether they are based solely on the
embassy's registration lists.

Mexico: Cons rep Sena placed another call to ICE rep George Robinson to follow up on our previous inquiry
on the 11 Mexican immigration detainees whose whereabouts remain unknown.

Honduras: Cons rep Sena.called the Louisiana State Commission on Law Enforcement to follow up again on
I . Ithe Honduran citizen who was supposedly in Louisiana custody prior to Katrina.

Nicaragua: The Nicaraguan honorary consul from New orleans Carlos Sampson, phoned to request our
assistance in locating Nicaraguan citizenl ,whose family reports he was in jail in Kenner'

prior to Katrina. According to the family:l . fNas due to be released on bail but then his release was Be
delayed when it was discovered he was in the U.S. illegally. His family has lost track of his whereabouts.
