CONGRESS AFTER THE ELECTION OF 1860

Using the chart listed below determine which side had the
political advantage in Congress. The following information will
help you determine the status of Congress.

Look at the chart and count the number of senators against


slavery (Free states), senators for slavery (slave states).
Please note the following about Border States:

Delaware – one senator for slavery, one senator against slavery,


one representative against slavery

Kentucky – one senator was for slavery, one senator against


slavery, five representatives for slavery, and five
representatives against slavery

Maryland – one for slavery, and one against slavery, three


representatives for slavery, three representatives against
slavery

Missouri - one senator for slavery and one senator was neutral
on the issue of slavery (these were known as members of the
Unionist Party), five representatives for slavery, one
representative against slavery, one representative neutral

Virginia – one senator for slavery, one senator against slavery,


twenty-one representatives for slavery, seven representatives
against slavery, and three neutral.
