The regular meeting of the Hughesville Borough Council was called to order by Council President Fritz Newhart,
followed by the Pledge of Allegiance.

Senseman stated that the minutes were not accurate and council was approving them as if they were. He stated that
at the last meeting he spoke about a neighbor who was heating his home with a space heater rather than a furnace was
not mentioned. He also stated that the Special November 29th meeting did not advertise that council would vote on a
new mayor. Solicitor Langdon said the ad included ³General Business´ because often times something unanticipated
arises and is than able to be discussed or voted on. He said the mayor¶s appointment fell in that category.
Next he stated that there was no mention of the last 3 meetings and the fact that council postponed 3 times to make
Rod Smith police chief. He said he wanted to know why council was dragging their feet. The council president said that
council was waiting for a mayor appointment because it his department and his responsibility. They wanted his input
before that decision was made. Mayor Welsh said he is working hard on that process and an appointment will be made
very soon.
Sandra Crier introduced herself. She said this is the first meeting she has attended. She said she¶s considering the
vacancy on council.

J. Howard Langdon explained that an error was made at the November 29th meeting. When the
nomination for Frank Welsh as mayor was made, Fritz Newhart should have abstained from voting. In the absence of a
mayor the council president assumes the position of mayor until another mayor is appointed or elected. The mayor¶s
vote is only to break a tie vote. Since the roll call reflected a 6-0 vote the only change would be to make it a 5-0
decision. Mayor Welsh offered council an opportunity to redo the vote. Council declined.

ðV President Newhart said in the past council has given employees gift certificate for Xmas. Tom
Eddy moved, seconded by Jeff Berger. Motion passed. Ground Chuck was decided on and certificates
will be given to the 2 volunteers that help put up the Christmas lights.
ðV Dale Cahn said that the tree at 360 S. Main Street has been hit by a tractor trailer 2 times since
council¶s discussion as to whether or not have it cut back. The property owner didn¶t want to trim it back
because it would ruin the appearance of the tree.
