Background

The UNOPS Latin America and the Caribbean Office (LCO) provides management services for projects to
the provision of select services as required by our clients. Among the most commonly requested services
provided are Project Management, Project Supervision and Loan Administration, and Specific Management
Services in areas such as infrastructure, construction/rehabilitation and procurement.

Duties and Responsibilities


Under the operational supervision of the Administrative Officer in the Regional Office in Panama City and
the technical supervision of the Team Lead ICT, Global Service Centre in Copenhagen, the Information and
Communication Technology Associate is responsible for effective ICT management and support of the
Latin America and the Caribbean Office and the Project and Operation Centers in the region.

The specific duties and responsibilities of the incumbent would consist of those listed below, as directed by
the Administrative Officer and liaising as appropriate with the Team Lead ICT, GSC in Copenhagen:

IT Management and Administration


 Supervise information and communication services of LCO Regional Office;
 Support in the development of IT standards and strategies;
 Perform maintenance functions to ensure the security of IT operation at all times;
 Advise on Project Implementation on all activities involving IT;
 Provide consulting services, IT audit inspections and/or facilitate selection/deployment of software to
projects, seeking technical advice and support from ICT staff at HQs as required;
 Maintain inventory of all computer, telecommunication equipment, I/O devices and software existent in
the office ensuring compliance with registration and upgrades;
 Liaise with UNOPS Headquarters, Operation Centers and project offices to determine hardware and
software requirements;
 Lead the information technology and systems planning exercises undertaken in the office and represent
the office in those undertaken throughout UNOPS;
 Acting as UNOPS' liaison with the local UN partner agencies on issues relating to UNOPS ICT;
 Advice on procurement process related to hardware and software and establishes and maintains a
roster of potential suppliers.
 Assist in performing back-up programmes and ensure strict and timely implementation.
 Provide help-desk support for the Regional Office.
 Development and maintenance of the LCO regional website at www.unops.org

Network Administration
 Maintain the Local Area Network (LAN) and Wide Area Network (WAN) systems to ensure that Network
Operating Systems support databases, documents, resources and data files;
 Installation, upgrading and maintenance of LAN/WAN systems, including applications used in the
system;
 Management and maintenance of equipment and applications associated with electronic mail system;
 Administration of users, groups and permissions using Active Directory;
 Administration of Exchange based mail server;
 Administration of WAN environment (Internet, VPNs, PIX firewall);
 Maintenance of Cisco LAN/WAN equipment;
 Maintenance of video conference applications and PBX operations;
 Ensure proper security to the LAN by stringent management of the Firewall.

Telecommunication
 Perform proactive maintenance on telecom system to avoid disruption of service;
 Perform minor repairs on hardware equipment, as required;
 Receive, test and install telecommunication hardware.

Knowledge Management and Advisory Support


 Provide staff training and support on hardware familiarization and maintenance; software applications,
file management/maintenance and LAN/WAN systems;
 Advise management, clients and colleagues on subject matter expertise.
 Provide staff training on the UNOPS intranet on how to use it.

The Information and Communication Technology Associate is responsible to abide by security policies,
administrative instructions, plans and procedures of the UN Security Management System and that of
UNOPS.

Required Selection Criteria

Competencies
 In additional to UN/UNOPS core values/competencies, capacity for problem solving, attention to critical
details and innovative solutions;
 Strong team and client orientation, planning and organization skills necessary.
 Ability to work with accuracy under pressure and with minimum supervision.
 High degree of tact and discretion.
 Good interpersonal and communication skills.
 Strong knowledge of IT packages

Education/Experience/Language
 Secondary education required, Diploma or University Degree, preferably in information sciences,
computer sciences or engineering related field an asset.
 At least 6 years progressively responsible, job related experience in working in the field of information
technology and/or telecommunications and systems, preferably in an international environment.
 Good working knowledge of hardware/software, Microsoft Active Directory, Exchange 2000/2003,
Windows 2003, Windows XP, Office 2003 and Veritas backup
 Familiarity with UNOPS/UNDP/UNFPA’s configuration of PeopleSoft highly desirable.
 Fluency in Spanish and advanced knowledge of English are required
 Database management; web applications technology and technology training experience.
 Keen sense of ethics and integrity in dealing with clients and service providers.
 Meets timeline for delivery of products and services to clients
 Results-based and client services oriented, as well as excellent organization skills are a MUST;
 Demonstrated behaviour of professional and personal ethics, transparency and openness;
 Availability and capacity to bring practical solutions to problems raised on a very short
timeline/schedule.
