ADVERTISEMENT FOR RECRUITMENT OF CONSTABLE I.T.OPERATORS/COMPUTER


OPERATORS (MALE/FEMALE) IN INFORMATION TECHNOLOGY AND TELECOMMUNICATION
WING OF PUNJAB POLICE.

Applications are invited from both Male and Female candidates for filling up of the temporary vacancies of 100
Constables I.T operators/Computer Operators (Male/Female) in Punjab Police Information Technology &
Telecommunication Wing. As per instructions issued by the Government from time to time, 25% seats for
Scheduled Castes/Scheduled Tribes, 12% seats for Backward Classes, 13% seats for Ex-Servicemen, 2% seats for
wards of Police personnel & 1% seat for Wards of Freedom Fighters are reserved.

Note:
i. As per State Govt. instructions recruitment against 3% vacancy reserved for sports persons shall be
carried out separately for which a separate advertisement shall be given. However, the sportsperson
can also apply in this open recruitment.

ii. As per Punjab Police Act-2007, the selected candidates so recruited shall not be transferred out of
Information Technology and Telecommunication Wing of Punjab Police.

iii. These posts can be increased or decreased as per requirement.

iv. For Ex-servicemen: In accordance with Govt. instructions issued vide No.G-S-R-
11/Const./Arts, 309, 234 & 318/82 dated 02.02.1982 where an Ex-Servicemen is not available
for recruitment against a reserved vacancy, such a vacancy shall be reserved to be filled in by
recruitment of the wife or one dependant Child of an Ex-Serviceman who has neither been recruited
against a reserved vacancy as prescribed under the Punjab Recruitment of Ex-Servicemen Rules
1982.

v. For wards of Freedom fighters: Son and Grandson of Freedom Fighter- Wards of those
freedom fighter will be eligible who have either been granted a freedom fighters pension from the
Punjab Govt. or have been awarded Tamra Patras for their political sufferings during pre-
independence freedom movements. The Deputy Commissioner of District to which a
freedom fighter belongs to will be the only competent authority to provide an eligibility certificate
to this effect, i.e. for the grant of all types of those concessions to a freedom fighter or his wards.

vi. For wards of Police Personnel: In accordance with Govt. instructions issued by Deptt. of
Home Affairs & Justice vide No.1(211)94-2H(I)/10176 dated 11.6.1996 wards of police
personnel belonging to the following categories shall be covered:-
a) Who have suffered casualty of one or more of the following relatives on the anti-terrorist
front: (a) Father (b) Mother (c) Sister/Brother (d) Son/daughter (e) Any other dependant family
member.
b) Who have suffered permanent disability on account of action against terrorists or attack by
terrorist.
c) Who have been awarded President’s Police Medal for Gallantry or Police Medal for Gallantry
for showing bravery in action(s) against terrorists.
d) Who have taken part in at least 3 encounters with terrorists.
e) Who otherwise in the opinion of the Director General of Police have been in forefront of
fight against terrorism (Children means dependent son, daughter, brother and sister or any
other dependent family member).

vii. If married, the candidate should not have more than one living wife.

viii. Person dismissed from Govt. Service or Convicted in any criminal case are not eligible.

1. SCALE OF PAY:
Pay Band- 2 = Pay Band 5910-20200+Grade pay Rs. 1900. The posts shall also carry other allowances
as admissible under Govt. instructions/ rules. The selected candidates will be included under Defined
Contributory Pension Scheme of the State Govt.

2. PLACE OF DUTY: Selected candidate(s) can be deployed anywhere in Punjab, India and even

abroad.

3. NATIONALITY: Applicant should be a citizen of India.

4. ELIGIBILITY CONDITIONS:-
i. Age:
a) 18 to 27 Years as on 01/01/2011. Upper age limit relax able by 5 years in case of
candidates belonging to SC/ST & Backward classes.
b) Ex-servicemen shall be given relaxation in the upper age limit by 3 years plus the
number of years of service rendered in the defence forces. However, break in army
service and re- employment should not exceed 24 months.

ii. Physical Standard:-


For Male:
Height :( Minimum): 5’ 5”

For Female:
Height Minimum: 5’ 1”

iii. Educational Qualifications :-


The minimum educational qualification will be:

Either 10+2 from the State Board of Education/Any Recognized Board and one Year Computer
Operator Programming Assistant (COPA) Course from Industrial Training Institutes (ITI) & also
should have undergone 1 Year Apprenticeship (Industrial Training).
OR
Matriculation from the State Board of Education/ Any recognized Board and Diploma in
Computer Engineering/Information Technology (Duration 3 Years) from a recognized State
Polytechnic Institute/College.
OR
10+2 from the State Board of Education/ Any Recognized Board or University and ‘O’ Level
Computer Course from the Department of Electronics and Accreditation of Computer Courses
(DOEACC) OR One year certified Computer Course in Computer / IT / Hardware / Networking /
Software Application/Web Technologies/Server approved by All India Council of Technical
Education (AICTE), State Technical Board of Education or National Council for Vocational
Training (NCVT) etc.
OR

10+2 from the State Board of Education/Recognized University and B.Sc.(IT) or BCA or
Postgraduate Diploma in Computer Application (PGDCA) or similar or higher qualifications
related to Information Technology from recognized university.
Note :-
i. Passing Punjabi Language examination at the level of Matriculation is compulsory in all
the above mentioned qualifications. In case, the candidate has no t passed Punjabi up to
Matriculation standard, he/she has to pass M a t r i c l e v e l P u n j a b i l a n g u a g e e x a m
within 01 year of selection.
ii. Candidates appearing in final year examination in BSc(IT), BCA, MCA or PGDCA etc can
also apply subject to completion of their degree at the time of interview.
iii. The decision of Chairman of Recruitment board will be final and binding regarding the
equivalent eligible educational qualifications of the candidates.

5. Selection Process:
This would comprise of four phases as mentioned below.

i) Phase-I
Written Test:

Eligible candidates will have to compulsorily appear for the written test.
i. Written test will be held on 15.05.2011. Venue of written test will be in and around
Mohali. Exact venue, date and time of written test will be intimated by post and also
through website www.punjabpoliceindia.org
ii. Written paper will be of 100 marks consisting of Multiple choice questions on
Communication & Information Technology, Computer Hardware & Software,
General knowledge, environment, science, numerical aptitude, test of reasoning etc.
iii. Minimum qualifying marks in written examination will be 50% for General Category
and 45% for the candidates of Scheduled Castes/ Scheduled Tribes and backward
classes.
iv. If available candidates equaling ten times the number of seats offered in each category
in the order of merit based on the marks obtained in the written examination (who
otherwise have passed the Written Test) will be called for Physical Efficiency Test (PET).

ii) Phase-II
Physical Efficiency Test (PET):

The candidates qualifying in the written test as per criteria will be allowed to participate in
the physical efficiency test consisting of the following events:-

For Male
(i) (800 meters) race to be completed in 4 minutes (only one chance).
(ii) Long Jump (3 chances) 9 ft.
(iii) High Jump (3 chances) 3 ft.

For Female
(i) 400 meters race to be completed in 2 minutes (only one chance).
(ii) Long Jump (3 chances) 6 ft.
(iii) High Jump (3 chances) 2 ½ ft.

Note: A candidate must qualify in all the above 3 events. Failure to qualify in any one of the above events
of PET will render the candidate as disqualified.

For Ex-Servicemen:
800 meter Walk/Run to be completed in 6 minutes.

iii) Phase-III
Physical Measurement Test (PMT):

Qualified candidates from Phase II will be measured for height.

iv) Phase-IV
Interview:

i) Merit lists shall be drawn up separately for different categories. If available candidates
equaling at least three times the number of seats offered in each category in the order of merit
based on the marks obtained in the written examination only (Phase-II & Phase-III are
qualifying only and do not carry any marks) would be called for interview.
ii) The interview will be of maximum 15 marks. Candidates will be assessed on the basis of their
personal bearing, C ommunication skills, Knowledge of computers, Typing, General
Awareness and General level of intelligence etc.

6. Merit List:
i. Category wise merit list will be prepared based on the marks obtained by the candidates in the
written test and interview. Seats will be filled by the recruitment board as per the reservation policy
of the state government according to roaster points.
ii. Waiting list of 20% candidates (at least one candidate in each category) will be prepared. Waiting
list will be valid for one year or till next recruitment whichever is earlier.

7. Medical Test:
The candidate shall, before enrolment, be medically examined and certified physically fit for service by the
Civil Surgeon in accordance with provision contained in Rule 10.64 of Punjab Police Rules, 1934.

8. Disposal of Grievances: if any candidate has any grievance regarding physical tests, physical measurement,
written test etc he may appeal in writing to Chairman Recruitment Board IT & T wing, who shall give
decision on the spot. No appeal can be filed after the date of physical test/ physical measurement.

9. How to Apply: Candidates can apply in prescribed Performa in either of two ways.
i. OPTION 1:-
a) Application form can be obtained on any working day from 10 am to 5 pm from offices of
Commissioners of Police of Ludhiana, Jalandhar, Amritsar and all offices of the Sr.
Superintendent of Police of all the districts of Punjab by paying cash of Rs. 150/- (
Rupees one hundred and fifty only).
b) Candidates will be provided with two copies of cash receipt.
c) Original cash receipt is to be attached with duly filled application form and the second
copy of receipt will remain with the candidate for reference.
ii. OPTION 2:-
a) Application form can also be downloaded from the Punjab police website
www.punjabpoliceindia.org
b) Enclose a Bank Draft of amount Rs. 150/- to be made in the favour of “Chairman
Recruitment Board, (IT & T) Punjab” payable at Chandigarh from any Bank.
c) Write your name and address on the back side of bank draft.

10. Last Date of submission of Application Form: Application form filled in all aspect along with all
attested photo copies of necessary certificates/documents must reach the office of “Inspector General of
Police cum Chairman Recruitment Board (IT & T Wing), Office of Addl. Director General of Police
(IT & T Wing), Punjab Police Head Quarters, Sector 9, Chandigarh” by hand or by post from
05/03/2011 to 04/04/2011 till 5.00 pm on all working days. Filled application forms can also be deposited
by hand to the offices of Commissioners of Police of Ludhiana, Jalandhar, Amritsar and all offices of the Sr.
Superintendent of Police of all the districts of Punjab during the said period. Applications received after 5.00
pm on 04/04/2011 will not be considered.
