1. DFRT Authority. The category name Air Dispatcher (AD) (ECN 099) and pay grade allocation
are contained in reference A and commence WEF 18 Mar 10. The previous Determinations,
references B to D, concluded on 17 Mar 10.

No Detriment Clause

2. A member is qualified for worn rank as at the effective date of the DFRT Determination,
however for this category the requirements of Implementation Plan (GORPS 2009) No. 7/10 Air
Dispatcher (ECN 171) remain extant.

3. Soldiers are not required to meet newly introduced requirements for current skill grade and worn
rank. During the currency of the member’s Personnel Advisory Committee (PAC) clearance, the
member is required to meet the promotion requirement for the next rank as specified in the
Employment Specification (ES) at the time of the PAC.

General

4. Classification. The employment is classified as:

a. Employment description An Air Dispatcher (AD) (ECN 099) is an Australian Regular


Army (ARA) or Army Reserve (ARes), Royal Australian Corps of Transport (RACT)
soldier who packs, rigs, loads/unloads and dispatches stores and equipment for air
movement (including air drop, airland and helicopter external lift) and who manually
dispatches cargo from aircraft while in flight. The Supervisor Aerial Delivery (SAD) may
also be employed as a Project Officer Aerial Delivery (POAD) for aerial delivery and
external lift projects once ADPO/ISO 9001 qualified. Additionally, all personnel employed
in this employment category hold the basic driver competencies.

b. Function. The function of an AD (ECN 099) is to conduct RACT aspects of air transport
logistic support. A detailed description of each sub-function is as follows:

(1) Air Dispatcher Grade 1 (ARA) (ECN 099-1);

(2) Air Dispatcher Grade 2 (ARes) (ECN 099-2);

(3) Air Dispatcher Grade 3 (ARes) (ECN 099-3);

(4) Air Dispatcher Grade 4 (ARA/ARes) (ECN 099-4);

(5) Air Dispatcher Grade 5 (HRR/ARA) ECN 099-5;

(6) Air Dispatcher Crew Commander Grade 1 (ARes) (ECN 099-6);

(7) Air Dispatcher Crew Commander Grade 2 (HRR) (ECN 099-7);

(8) Air Dispatcher Crew Commander Grade 3 (ARA) (ECN 099-8);

(9) Aerial Delivery Supervisor Grade 1 (ARes) (ECN 099-9);

c. Tasks. A list of tasks is in annex A.

d. Sponsor. The sponsor of the AD (ECN 099) Employment Category is the Commandant
Army Logistic Training Centre (COMDT ALTC).

e. Where employed. The AD (ECN 099) is predominantly employed within 9th Force
Support Battalion (9 FSB), Air Movements Training and Development Unit (AMTDU),
Special Air Service Regiment (SASR) and 2nd Commando Regiment (2 Cdo Regt). They
can be deployed with a wide variety of units throughout the Army and with other services
of the ADF.

f. Rank and Pay. The AD (ECN 099) category is structured over fourteen Skill Grades and
six Pay Grades, with the ranks for employment range from Private (PTE) to Warrant
Officer Class One Tier B (WO1). The Rank, Skill Grade and Pay Grade for this category
are as follows:

5. Age. The minimum age for entry is 17 years and the maximum age for entry is 55. In 2007 the
Compulsory Retirement Age (CRA) was raised to 60 for ARA and 65 for ARes. The maximum age for
entry is to comply with the addition of Initial Minimum Period of Service (IMPS). IMPS is to be served
before attaining CRA.

6. Education. Completion of Australian Year 9 education (or equivalent) with passes in English
and Mathematics. Enlistment standard education is required.

7. Medical. Current requirement is in accordance with reference P.

8. PULHEEMS. The PULHEEMS table for AD (ECN 99) is:

9. Psychological. No psychological assessment other than that conducted during basic training is
required for a soldier in this category. All applicants for trade transfer to this category are to undergo a
Psychological Review, and additional psychological assessment may be required.

10. Offence History. Soldiers with an extended history of service and/or civilian offences may be
unsuccessful in applying for transfer. All cases will be individually managed by SCMA.

11. Security clearance requirement. The minimum security classification for this employment is
RESTRICTED. POAD may require clearance to SECRET while posted to AMTDU.

12. Transfers into employment. All applicants for trade transfer to this category are to undergo a
Psychological Review and additional psychological assessment may be required. Potential lateral
enlistment’s assessed with appropriate qualifications, generally enter the employment category stream
at a prescribed rank and will normally be required to undertake some form of refresher training prior to
appointment.

13. Ab-initio and category transfers will generally enter to category stream at the Initial Employment
Training (IET) level and be required to complete the IET Courses. Category transferees who hold rank
prior to a transfer will generally be required to revert to PTE upon successful completion of IET,
however each category is to assess the individual on their merits.

14. Language Other Than English (LOTE). All soldiers in this category are encouraged to develop
Army’s language capability, either through a short language course of General Language course.
Soldiers are to identify to their Career Manager (CM) their willingness to sit the Language Aptitude
Test and/or be considered for language training. Soldiers with previous language experience, either
through school, university or in the family environment, including aboriginal languages, are
encouraged to register their ability using the Application for Recognition as a Claimed Linguist – Army

15. Initial Minimum Period of Service The Initial Minimum Periods of Service (IMPS) for Ab-initio
recruits for this employment category is identified in the Chief of Army Determination on IMPS
available on the DGPERS-A website, http://intranet.defence.gov.au/armyweb/Sites/DGPERSA/ .
Reference E is only to be used for generic advice.

16. Return of Service Obligation A soldier may elect to trade transfer to this employment
category. If a soldier elects to trade transfer to this category, a Return of Service Obligation (ROSO) is
required. The length of ROSO is identified in the Chief of Army Determination on Return of Service
Obligation available on the DGPERS-A website,

prior training, this ROSO may be served concurrently. Reference H is only to be used for generic
advice.

17. Other special requirements. ARA members entering this category may be required to attend
parachute training (unit needs). AD (ECN 099) is open to females; but there are restrictions within
infantry and Special Forces units in which they can be employed.

18. Feeder categories. Feeder categories for this employment category may be drawn from lateral,
ab initio and Trade Transfers.

19. Prior training. Soldiers must have completed recruit training at Army Recruit Training Centre
(ARTC). On completion of Recruit Training an ARA AD (ECN 099) must attend a Basic Driver Course
(prior to commencing IET Basic Air Dispatch Cse).

20. Formal qualifications. No formal qualifications are required for entry to this category.

21. Recognition of Current Competencies (RCC)/Recognition of Prior Learning (RPL).


Applications for RCC/RPL will be determined on a case-by-case basis by the Trade Testing Authority
(TAA) and ECS at ALTC, as per reference U. This policy is applicable to all courses conducted at
ALTC, or competencies/qualifications granted by ALTC.

22. Career profile. The career profile of AD (ECN 099) is detailed in annex B.

23. Career flow chart. The career flow chart for AD (ECN 099) is detailed in annex C.

24. Follow-on categories. The follow-on category for this employment is Regimental Sergeant
Major (RSM) (ECN 350) WO1.

25. Competency statements. A list of formal training and competency statements required for AD
(ECN 099) by rank are listed at annex D.

26. Competency Log Books (AD223). The Competency Log Book (CLB) is to be issued to all
soldiers at the start of their first appointment or recruit training. It will provide a record of qualifications
gained throughout their career. The CLB will also be used to record the competencies and
qualifications gained through On-The-Job Training (OJT), on-the-job Experience (OJE) and any other

formal military training. Once qualified a parachutist is to ensure the PH 260 Parachutist Log Book is
correctly completed at the end of each descent.

27. Accreditation. Accredited qualifications available to soldiers in this employment category are
detailed in reference J and are available at the accreditation website, http://www.defencequals.edu.au
Accreditation available to AD (ECN 099) soldiers who complete the competencies:

a. Air Dispatcher Grade 3 (ECN 099-3). On completion of prior training, Basic Drivers
Course and being classified as Private Proficient (PTE (P)), the requirements for the
qualification of TLI30207 Certificate III in Transport and Logistics (Road Transport) are
satisfied;

b. Air Dispatcher Grade 4 (ECN 099-4). On completion of IET Air Dispatch Basic Course
and being classified as PTE (P), the requirement for the qualification of TDA30403
Certificate III in Transport and Distribution (Aviation Ground Operations and Service) are
satisfied;

c. Air Dispatcher Grade 5 (ECN 099-5). On completion of IET Air Dispatch Basic Course
and being classified as PTE (P), the requirement for the qualification of TDA40403
Statement of Attainment towards the Certificate IV in Transport and Distribution (Aviation
Ground Operations and Service) are satisfied;

d. AD Crew Commander Grade 1 or 3 (ECN 099-6 or 099-8). On being promoted to the


rank of Corporal (CPL) and achieving a satisfactory Performance Appraisal Report (PAR)
(AC 833-22); or in the case of Reserve members, having satisfactorily demonstrated the
required competencies, the requirements for the qualification of TDA 30403 Certificate III
in Transport and Distribution (Aviation Ground Operations and Service) are satisfied;

e. AD Crew Commander Grade 1 or 3 (ECN 099-6 or 099-8). On being promoted to the


rank of CPL and achieving a satisfactory PAR (AC 833-22); or in the case of Reserve
members, having satisfactorily demonstrated the required competencies, the
requirements for the qualification of TDA40403 Statement of Attainment towards
Certificate IV in Transport and Distribution (Aviation Ground Operations and Service) are
satisfied;

f. Aerial Delivery Supervisor Grade 1 or 2 (ECN 099-9 or 099-10). On being promoted to


the rank of Sergeant (SGT) and achieving a satisfactory PAR (AC 833-22); or in the case
of Reserve members, having satisfactorily demonstrated the required competencies, the
requirements for the qualification of TDA40403 Certificate IV in Transport and Distribution
(Aviation Ground Operations and Service) are satisfied; and

28. Authorisation. The Employment Category Testing Authority (ECTA) for this category is the
Commanding Officer (CO)/Chief Instructor (CI) of the Army School of Transport (AST).

Employment Conditions

29. The Employment Conditions for the employment of AD (ECN 099) is detailed in annex E. The
conditions identify the work value of this employment and describes:

a. responsibilities in the supervision and training of personnel and management of


resources,

b. consequence of error,

c. environmental conditions, and

d. regulation of the technical integrity of land material.

30. List of equipment. The major items of equipment used by the AD (ECN 099) includes, but is
not limited to those described in appendix 1 to annex E.

31. Immediate supervisor. The immediate supervisor of the PTE (ECN 099) is the CPL (ECN
099). For the CPL (ECN 099) it is the SGT-WO (ECN 099) and for the SGT-WO (ECN 099) is the unit
operations officer. The immediate supervisor of the unit operations officer is the unit commander.

32. Career Management Guidance. Career Management Guidance describes the AD (ECN 099)
employment category structure and outlines the procedures for the management of those personnel
within the category structure in order to provide guidelines to commanders and career managers. The
Career Management Guidance is detailed in annex F.

Miscellaneous

33. Date of most recent job analysis/survey. This ES is based on a category validation
conducted in Oct 09 as detailed in reference A.

34. Miscellaneous information. At all category qualification levels, soldiers are required to
demonstrate competency to job standard IAW the assessment criteria defined. Assessment of this
competency will be on all courses and assessments; the soldier is to satisfy all standards under the
conditions given for each training objective.

1. The Air Dispatcher (AD) (ECN 099) is required to possess a variety of technical and non-
technical skills with specialisation in air logistic operations. Category progression involves a
commensurate increase in technical knowledge and responsibility for the completion of category
related tasks. The main tasks performed by an Air Dispatcher are as follows:

a. Air Dispatcher Grade 1 & 3 (ECN 099-1 & ECN 099-3) are in appendix 1;

1. As an Air Dispatcher Grade 1 (ECN 099-1) an ARA PTE who has completed the current IET
RACT Driver Course

a. Perform some of the duties of a Driver (ECN 274-1) with either of the following vehicles;

(1) Driver Light Vehicle GS Course (C2); and

(2) Driver Medium Rigid Vehicle Course (MR2).

2. An Air Dispatcher Grade 3 (ECN 099-3) is an ARes PTE who has completed one of the driver
(courses) stated above and the IET Basic Air Dispatch Course

AIR DISPATCHER GRADE 2 (ECN 099-2)
1. The tasks performed by an Air Dispatcher Grade 2 (ECN 099-2) are:
a. Prepare load items for airland / movement:
(1) prepare vehicles in accordance with current instructions;
(2) check vehicles for faults;
(3) strip vehicles and calculate the centre of gravity;
(4) tie knots and restrain loose items;
(5) pack and prepare loose items;
(6) describe aircraft roles and capabilities;
(7) identify and label dangerous cargo;
(8) calculate restraint criteria;
(9) build up cargo pallets and apply restraint equipment;
(10) protect cargo from the weather and other environmental conditions both in the
hanger and tarmac areas;
(11) interpret written and verbal instructions;
(12) use weighing devices;
(13) mark airland loads; and
(14) compile airland documentation.
b. Plan, prepare and compile airdrop load documentation including cargo and passenger
manifests and Dangerous Goods (DG) documentation.
c. Load military/civil aircraft:
(1) comply with airfield/aircraft discipline requirements;
(2) apply aircraft weight and balance principles;
(3) calculate load spreader requirements;
(4) use load spreaders when required;
(5) load all military/civilian aircraft for airdrop;
(6) load 463L pallets;
(7) load air drop stores into aircraft;
(8) guide vehicles on/off aircraft;
(9) load/drive vehicles into aircraft;
(10) operate and apply lashing devices;
(11) position vehicles and stores over a flight station in an aircraft; and
(12) assist with pre-flight inspections.
d. Use Aerial Delivery Equipment (ADE):
(1) identify and operate ADE;
(2) identify parachutes, threads and cords; and
(3) interpret from publications the ADE required for a task.
e. Rig airdrop loads:
(1) determine types and methods of airdrop;

continuum.

EMPLOYMENT CONDITIONS

Responsibilities

1. Management of stores, equipment and finance. The responsibilities of the Air Dispatcher
(AD) (ECN 099) for stores and equipment are as follows:

a. AD (PTE) – are responsible for the maintenance and servicing of the equipment assigned
to them. They are responsible for the receipt and security of stores (including attractive
stores and valuables) during rigging and transhipment.

b. AD (CPL/WO1) – have similar responsibilities as the AD (ECN 099) PTE but at a higher
level including being responsible for the safe custody of local purchase documents and all
stores/aerial delivery equipment (ADE) issued to enable them to complete specific tasks.
They are also responsible for compiling, registering and acquit all required supporting
documentation.

2. The list of equipment is in appendix 1.

3. Supervision of subordinates. The degree of supervision of the AD by rank is as follows:

a. Air Dispatcher Grade 3 and 4 (ECN 099-3 &-4) (PTE-LCPL) - may be responsible for the
supervision of unskilled personnel allotted for specific AD tasks.

b. AD Crew Commander Grades 1 - 3 (ECN 099-6,-7 &-8) (PTE – CPL) - will invariably
supervise a crew of four to six Air Dispatchers.

c. Aerial Delivery Supervisor Grade 1 & 2 (ECN 099-9 &-10) (CPL – WO2) - may be
responsible to supervise a section of Air Dispatchers as a CPL – WO2, during specialist
rotary wing operations, airdrop operations and during deployments and a troop as a
Warrant Officer (WO). When posted to a training establishment, a Supervisor Aerial
Delivery (ECN 099-8&-9) will be required to supervise PTE and Junior Non-
commissioned Officer (JNCO) trainees.

d. Aerial Delivery Project Officer (ECN 099-11) (SGT – WO2) - may be responsible to
supervise a number of Project Officers as a SGT – WO2, during specialist rotary wing
operations and airdrop operations during aerial delivery trials.

e. Aerial Delivery Chief (ECN 099-11A / B) (WO1) - may be responsible to supervise a


number of Project Officers as a WO1, during specialist rotary wing operations, airdrop
operations and airland evaluation.

4. Training. The responsibilities of Air Dispatcher for training by rank are as follows:

a. Air Dispatcher Grade 3 and 4 ECN 099-3 &-4 (PTE-LCPL) - may infrequently be required
to instruct other unit or service personnel in the use of unit equipment

b. AD Crew Commander Grades 1 - 3 (ECN 099-6,-7 &-8) (PTE – CPL) - will be responsible
to assist with the OJT of crewmembers, including vehicle and Materiel Handling
Equipment (MHE) operators. An AD (ECN 099) CPL may also be employed as an
assistant instructor for driver training on unit conducted courses and as an instructor at
Air Movements Training and Development Unit (MTDU in support of Basic Air Dispatch
Courses. An AD (ECN 099) CPL may also be posted to Army Logistic Training Centre
(ALTC) or Army Recruit Training Centre (ARTC) as an instructor.

c. Aerial Delivery Supervisor Grade 1 & 2 (ECN 099-9 &-10) (CPL – WO2) - will be
responsible to supervise and/or conduct On-The-Job Training (OJT) at the sub-unit and
individual level. CPL – WO2 (ECN 099) may also be required to instruct other unit or

Service personnel in the use of Aerial Delivery Equipment (ADE). CPL – WO2 (ECN 099)
may be employed at AMTDU as an instructor or as a unit training SGT/WO with
responsibility for currency training and all corps skills training. The SGT may be posted to
Army Recruit Training Centre (ARTC) or Royal Military College (RMC)/Australian
Defence Force Academy (ADFA) and the WO may be posted to ALTC or a Recruit
Training Centre (RTC) as an instructor or a training developer, or as a Squadron
Sergeant Major (SSM), Company Sergeant Major (CSM) or Wing Sergeant Major
(WSM). Aerial Delivery Project Officer (ECN 099-11) (SGT – WO1) - will be responsible
for conducting Aerial Delivery Project Officer training.

d. Corporals, Sergeants and Warrant Officers are required to conduct collective training in
order to train elements of the unit appropriate to their rank and specialisation. Senior
members of the unit are required to conduct the ongoing development of individuals
within their scope of responsibility and instructor qualifications.

5. Regulation of the technical integrity of land materiel. All technical personnel working with
land materiel are accountable for their technical decisions and advice. They are to act reasonably and
responsibly and know their limitations. They are not to offer, or be required to make decisions, or
provide advice outside their area of competence. Personnel performing technical functions are to
make full use of the technical support network and other specialist advisers to ensure their decisions
are informed and sound. Technical personnel are to seek and be provided with opportunities to
undertake professional development and develop required competencies. Detailed regulatory
guidance is available in reference S. Additional requirements are detailed in annex E.

6. Consequence of error. The consequence of error for the AD category involves the following:

a. Safety of others. Inappropriate decisions made by an AD whilst operating around or


inside an aircraft may result in loss or damage of the aircraft and injury, trauma or death
to personnel. Non-compliance with Dangerous Goods (DG) codes may result in serious
incidents causing environmental damage and or injury or death to others.

b. Effect on the unit's mission. Errors by individuals can have significant effect on the
successful achievement of an operation or mission. Any of the above listed errors may
result in the destruction of vital equipment and the death or serious injury of personnel.

c. Effect on SF mission. Individual or collective error will prejudice achievement of the


mission and may result in unacceptable casualties to own troops or civilians. It may also
have negative effects on the operation and may cause complete abandonment of the
mission. A failed mission may have detrimental impact at operational and strategic levels.
Errors relating to the protection of operational security can result in the mission being
compromised, forces being captured and unacceptable casualties to own troops. Errors
in judgement in relation to Rules for Engagement (ROE) and/or Laws of Armed Conflict
(LOAC) may have legal repercussions up to and including the international level.

Environmental Conditions

7. Working conditions. The AD will regularly be required to:

a. operate by day and night and in all weather conditions;

b. operate in barracks, in stores rigging areas which may be in hangers or some from of
building accommodation;

c. operate in the field under tentage erected in the open;

d. operate in aircraft as aircrew;

e. frequently manually lift and carry stores and equipment in excess of 25 kg;

f. frequently operate in close proximity to aircraft, thereby subject to the stresses associated
with high dust levels, aircraft exhaust fumes, airborne and extreme noise levels; and

g. frequently use hand operated power tools and materiel handling equipment (MHE).
These are inherently dangerous particularly when used for extended periods with limited
rest, when operating in a field environment and under reduced lighting.

8. Most demanding employment conditions. The most demanding employment condition for AD
(ECN 099) is as follows:

a. Air Dispatcher (ECN 099) (PTE – CPL) – the most demanding condition involves rigging
complex loads and dispatching them in turbulent and often extreme climatic conditions.
This may be for protracted periods by day and night where the environment of threat
requires the provision of protective measures to vehicles, aircraft and unit deployment
areas; and

b. Aerial Delivery Supervisor (ECN 099) (SGT – WO1) – the most demanding condition
involves planning, conducting and controlling detachments involved in 24 hour
airdrop/land rigging and dispatch operations. This may occur in an environment of threat,
for extended periods of time, whilst fatigued and having to maintain safety procedures
and the adherence to a number of detailed air transport regulations.

9. Hazards. The AD is regularly exposed to a range of hazards. The potential consequences from
exposure may cause serious or prolonged injury. The hazards of the employment are:

a. Non-combat. During non-combat operations, the duties of the AD are very similar to
those undertaken during conflict. The hazards listed below are increased during times of
restricted visibility or in darkness:

(1) death, injury or permanent incapacity may result from a wide range of incidents
involving motor vehicles, specialist vehicles, MHE and fixed and rotary winged
aircraft (incidents may result from vehicle and aircraft crashes, propeller or rotor
contact and accidental movement or malfunction of in flight loads);

(2) hearing damage resulting from the extreme and sustained noise levels associated
with working in close proximity to operating aircraft;

(3) back injuries resulting from the constant bending to lift and then carry the heavy
weights often associated with rigging and Drop Zone (DZ) clearance operations;

(4) death, injury or permanent incapacity and mental trauma associated with
parachuting incidents;

(5) major and minor cuts, abrasions, contusions and strains associated with the
frequent, prolonged use of power tools (especially power saws), vehicles, MHE
and ADE during rigging operations and equipment maintenance work;

(6) exposure to dangers from descending rotary wing aircraft, especially when vision is
limited due to dust and flying debris or while operating from an unstable platform
during external lift operations; and

(7) prolonged exposure to excessive noise and direct and reflected sunlight when
operating from airfields.

b. Combat. The AD would be exposed to the combat zone in the replenishment of supplies
during airland and airdrop activities and would be subject to the following battlefield
hazards:

(1) Exposure to air, artillery and/or ground assaults; and

(2) Vulnerability to injury or death as a result of mine incidents.


10. Social environment. The member will have regular contact with public and other service
personnel. They must maintain effective personal relationships within the unit/sub-unit and nurture
relationships with other Corps and categories. The social environment of the AD (ECN 099) requires
them to:

a. work frequently as an individual operator for long periods of time often outside normal
working hours (limited supervision);

b. maintain frequent contact with senior ranks including those of other corps and services,
requiring tact and discretion;

c. maintain frequent contact with civilian Defence employees (drivers, freight handlers, etc);
and

d. maintain a high standard of professional behaviour and driving skills as a result of


constantly being in the 'public eye'.

11. Physical demands. The AD category requires a degree of physical endurance and strength for
the operation of vehicles and equipment. The employment involve sitting, standing, bending and
crouching, walking, running, entering and alighting from vehicles and regularly lifting objects weighing
over 25 kg. The nature of the employment dictates that these physical demands are often required
over long working shifts with little respite.

12. Additional physical demands which are placed on AD (ECN 099) personnel are:

a. They may be involved in extended load rigging programs, which may typically include the
preparation of ammunition, water, POL and rations for airdrop. Under these
circumstances, an individual can expect to perform 16 x 25 kg per hour lifts through a
one-metre height over a total period of eight hours. During load rigging, ADs will be
required to lift parachutes weighing 115 kg to a height of 1.8 m at a rate of one lift per
hour as part of a team of four to six personnel. A team of two persons will lift six
parachutes per hour each weighing 60 kg to a height of 1.3 m.

b. During loading operations, as part of a team of eight, the AD pushes a load weighing up
to 17 t along a 15 m roller conveyor.

c. When participating in manual airdrop operations as a member of an air dispatch crew of


four, the AD manually restrains loads of up to 200 kg inside the confined space of an
aircraft cargo compartment often in turbulent conditions and against potential vertical
forces of 4g for short periods.

d. During DZ clearance operations, the AD will recover parachutes and ADE weighing up to
200 kg when wet. This typically involves a four man team progressively stuffing a 30 m
diameter parachute into a bag, lifting the bag to a height of 0.25 m and dropping it in
order to compress the parachute in the bag. Approximately 15 repetitions of this
operation are required per parachute. Up to six such parachutes may be dropped per
aircraft. Using other types of parachutes, the weights may reduce; however, the number
of recovery operations increases. For example, up to 18 smaller parachutes, each
weighing 10 kg when wet, may be dropped per aircraft.

e. Helicopter external lift operations require the AD, working in teams of two, to manually
attach slung loads to the helicopter lift hook. In order to do so, the crew must endure rotor
downwash of up to 160 km/h while standing exposed on top of the load item. Typically,
an AD would complete up to 10 such hook-ups per day when acting in support of units
moving by air.

f. Parachuting places major physical exertion, stress and shock upon the AD’s body during
deployment of the canopy and twisting exertion in flight with the heaviest impact on
landing.

13. Physical skills. The AD requires the following physical skills:

a. dexterity and developed technical skills to correctly and safely use ropes, straps, cargo
restraining devices and tarps used to secure loads;

b. coordination and spatial awareness to manoeuvre heavy vehicles both in built-up areas
and in the field environment, especially during night operations and in heavy traffic;

c. good hand/eye/feet coordination whilst driving and working with MHE, associated tools
and equipment;

d. sound mechanical aptitude and ability to maximise a vehicle's capabilities through the
correct application of driving skills and effective use of ancillary equipment; and

e. physical strength and endurance to manually handle heavy weights for prolonged
periods.

14. Mental demands. The mental demands of the employment are as follows:

a. Complexity and judgement. The complexity of the employment and the judgement
required are as follows:

(1) Air Dispatcher Grades 4 and 5 (ECN 099-4 &-5) PTE are required to:

(a) exercise judgement when engaged in flying duties and anticipate and
prevent potential incidents and accidents;

(b) exercise judgement when parachuting; and

(c) display mechanical aptitude in order to understand aircraft equipment, to


operate B and D vehicles and to implement load extraction sequences.

(2) AD Crew Commander Grade 3 (ECN 099-7) CPL in addition to the PTE are
required to exercise judgement when in command of an Air Dispatch crew engaged in
flying or rigging duties.

(3) Aerial Delivery Supervisor, Aerial Delivery Project Officer and Aerial Delivery Chief
(ECN 099-10, 11, 11 A / B) SGT - WO1 are required to:

(a) exercise judgement to a high degree, as they may be required to


concurrently supervise a number of AD crews during intense combat
operations whilst also providing technical guidance and advice to supported
units;

(b) exercise judgement in the allocation of personnel to tasks and in the broader
personnel management functions associated with their position; and

(c) authorise the carriage of non-cleared loads by helicopters using external lift
techniques, requiring them to rely solely on their professional judgement, as
they cannot refer to rigging diagrams.

(d) in the development area exercise analytical and technical skills in the
production of new aerial delivery systems and rigging procedures.

b. Scope of action. The scope of action of the employment is as follows;

(a) AD (ECN 099) PTE has limited scope for independent action because they
are directly supervised at all times and constrained by orders and safety
regulations.

(b) AD (ECN 099) CPL-WO1 has considerable scope for independent action
when supervising tasks in support of units and formations in remote locations
whilst detached from their parent unit.

c. Communication skills. The communication skills required are as follows:

(1) Air Dispatcher Grades 4 and 5 (ECN 099-4 &-5) PTE must have the ability to
understand written and verbal orders and must have basic mathematical skills
necessary to complete centre of gravity and load spreader calculations.

(2) AD Crew Commander Grade 3 (ECN 099-8) CPL must be able to prepare and
present oral orders and after task reports. They must have sufficient mathematical
skills to complete restraint criteria, aircraft weight and balance and parachute
calculations.

(3) Aerial Delivery Supervisor, Aerial Delivery Project Officer and Aerial Delivery Chief
(ECN 099-10, 11, 11 A / B) SGT - WO1 must have the ability to communicate the
technical requirements to subordinates and to explain operational aspects of aerial
delivery to supported units as required. In addition, they must have sufficient skills
to enable them to produce written orders, instructions and signals. They must also
have sufficient oral communication skills to issue and relay verbal orders, complete
calculations relating to aircraft weight and balance, load centre of gravity, load item
restraint and load spreader requirements. In the development field provide subject
matter expert (SME) advice to Engineers and key stakeholders in the conduct of
Aerial Delivery trails.

15. Distastes. The AD (ECN 099) may regularly be exposed to the following distasteful
circumstances; the possibility of injury or death from a wide range of incidents involving specialist
equipment, aircraft or while parachuting.

CAREER MANAGEMENT AND PROGRESSION

5. Employment Description. An Air Dispatcher (AD) (ECN 099) is an Australian Regular Army
(ARA) or Army Reserve (ARes), RACT soldier who packs, rigs, loads/unloads and dispatches stores
and equipment for air movement (including air drop, airland and helicopter external lift) and who
manually dispatches cargo from aircraft while in flight. The Supervisor Aerial Delivery (SAD) may also
be employed as a Project Officer (PO) for aerial delivery and external lift projects once ADPO/ISO
9001 qualified. An AD also holds some driver proficiencies. Career progression and promotion is
dependent upon soldiers:

a. demonstrating a high level of technical and tactical ability;

b. gaining sufficient experience;

c. demonstrating potential for increased responsibility; and

d. gaining appropriate qualifications.

6. Promotion policy and procedures are outlined in reference J and it is not appropriate to restate
those policies in this document. Promotion is based on merit. The aim of the following sections is to
provide clear guidance and a common Corps policy for use by the Career Manager (CM) RACT Corps,
Commanding Officers (CO), Officers Commanding (OC), Regimental, Squadron and Company
Sergeant Majors (RSM/SSM/CSM) in their career management deliberations and decisions
concerning all soldiers.

7. Career profile tables which summarise the category/pay and promotion requirements for AD
(ECN 099) are in annex B.

OTHER RANK CAREER PROGRESSION AND POSTING POLICY

8. The specific employment a soldier must do upon their initial posting will be dependent upon unit
needs but they should be employed in their base category in order for them to be given the opportunity
to reinforce the lessons given and to build experience.

9. The posting of soldiers who have not yet completed their promotion subjects should be closely
managed by the losing and gaining units to ensure soldiers are not disadvantaged by having to re-
establish their priority for courses in their new unit. As a minimum, losing units are to provide gaining
units information on individuals. This should include:

a. experience,

b. qualifications gained since Initial Employment Training (IET),

c. position on the losing units priority list for Junior Leaders and Subject 4 for CPL, and

d. a recommendation on future employment.

10. Gaining units are to identify the date this information is required in order for manning
deliberations to be taken without disadvantaging the incoming soldier. There is an increasing
requirement for soldiers to be posted to non- Corps units. In order for these soldiers not to be
disadvantaged, prior to proceeding on posting, RSMs and SSMs of RACT Corps units within regions
should be prepared to offer advice to non-Corps Unit Commanders.

11. Provision exists for managers of soldiers at unit/sub-unit level to amend and/or update an
individual’s skill grade through Form AC 163 “Personal Particulars – Skill Grade, Pay group and/or
Unit Position Changes.”

12. Soldiers who are acting in a higher position need to be remunerated for their responsibilities in
accordance with Higher Duties Allowance (HDA) IAW PACMAN.

CAREER PROGRESSION AND POSTING POLICY

AIR DISPATCHER GRADE 1 (ARA) (ECN 099-1)

13. Initial Employment Training. On completion of recruit training the (ARA), AD PTE is to
complete the current IET RACT Driver Course, conducted by Army Logistics Training Centre (ALTC),
Puckapunyal. In the future the driver training will be modulised in order to only train personnel in the
skills required to operate vehicles. The future modulised driver training will consist of two modules with
either Driver Light Veh GS Cse (C2) & Driver Medium Rigid GS Cse (MR2) or Driver Medium Rigid GS
Cse (MR2) & Driver Heavy Rigid GS Cse (HR2). Modularised driver training is to be introduced by 11
Sep 11. This employment category is currently not suitable for ARes soldiers due to the extended
training liability which includes the IET AD Basic Course and the driver modules.

14. Remuneration for Air Dispatcher Grade 1 (ARA) (ECN 099-1). As this grade does not provide
the full range of Air Dispatcher competencies is not intended that soldiers remain at this grade for
extended periods. Once they have completed the current IET Driver RACT Course they will be
remunerated on Pay Grade 2. Upon transition to the future modulised driver training model soldiers
will be remunerated at Pay Grade 1 as they do not complete the full IET Driver Course.

15. Postings for Air Dispatcher Grade 1 (ARA) (ECN 099-1). On completion of the IET Driver
RACT Course or future modulised driver training the ARA soldier will complete the IET Basic Air
Dispatch course conducted at AMTDU, RAAF Richmond before being posted to a unit as an Air
Dispatcher Grade 4 (ECN 099-4).

16. Promotion courses for Air Dispatcher Grade 1 (ARA) (ECN 099-1). No promotion is to be
considered or authorised until the soldier has successfully completed the full requirements of Air
Dispatcher Grade 4 (ECN 099-4).

AIR DISPATRCHER GRADE 2 (ARes) (ECN 099-2)

17. Initial Employment Training. On completion of Army Reserve Recruit Training, AD (ECN 099)
PTE is to complete the IET Air Dispatch Course, conducted by Air Movements Training and
Development Unit (AMTDU), RAAF Richmond.

18. Remuneration for Air Dispatcher Grade 2 (ARes) (ECN 099-2). As this grade does not
provide the full range of IET competencies, or the full ECN 099-4 it is not intended that soldiers remain
at this grade for extended periods. Once they have completed the IET Air Dispatch Course they are to
remain on Pay Grade 1 until successful completion of two driver modules of the IET Driver RACT
Courses, at which point they become ECN 099-4 and remunerated on Pay Grade 2.

19. Postings for Air Dispatcher Grade 2 (ARes) (ECN 099-2). On completion of the IET Air
Dispatch Course the ARes soldier will normally return to the unit to which they were recruited. As this
grade does not provide the full range of IET competencies, vide DI (A).

20. Promotion courses for Air Dispatcher Grade 2 (ARes) (ECN 099-2). This grade is for ARes
PTEs only. No promotion is to be considered or authorised until the soldier has successfully completed

24. Promotion courses for Air Dispatcher Grade 3 (ARes) (ECN 099-3). This grade is for ARes
PTEs only. No promotion is to be considered or authorised until the soldier has successfully completed
the full requirements of Air Dispatcher Grade 4 (ECN 099-4)

AIR DISPATCHER GRADE 4 (ECN 099-4)

25. Initial Employment Training. On completion of recruit training, the Air Dispatcher Grade 4
(ECN 099-4) is to complete the following ARA and ARes training:

a. IET Air Dispatch Course. The course provides Air Dispatcher Grade 1 (ECN 099-1) ARA
soldiers with the initial employment level as an AD Private (ECN 099-4) to perform duties
within 176 AD Sqn; and

b. Driver Module 2. This module provides Air Dispatcher Grade 3 (ARes) soldiers with the
remaining requirements for employment as an Air Dispatcher Grade 4 (ECN 099-4).

26. Remuneration for Air Dispatcher Grade 4 (ECN 099-4). On completion of driver training and
full IET, soldiers are issued with their Competency Log Books (CLB) and are fully qualified for Air
Dispatcher Grade 4 (ECN 099-4) and are remunerated at Pay Grade 2.

27. Postings for Air Dispatcher Grade 4 (ECN 099-4). An Air Dispatcher Grade 4 (ECN 099-4)
should be posted to 176 Air Dispatch Squadron (176 AD Sqn) to enhance those skills received
through formal training. The duration of postings is normally two to three years and it is not uncommon
for soldiers to receive back to back tenure within the same unit. Air Dispatcher Grade 4 (ECN 099-4)
may also be posted to the following units:

a. AMTDU, RAAF Richmond;

b. Special Air Service Regiment (SASR); or

c. 2nd Commando Regiment (2 Cdo Regt).

28. Career Development Courses for Air Dispatch Grade 4 (ECN 099-4). To progress to Air
Dispatcher Grade 5 (ECN 099-5), an Air Dispatcher Grade 4 (ECN 099-4) ARA soldier is required to
successfully serve a minimum of 12 months On-The-Job Experience (OJE) as an Air Dispatcher
Grade 4 (ECN 099-4).

AIR DISPATCHER GRADE 5 (ARA) (ECN 099-5)

29. Promotion courses for Air Dispatch Grade 5 (ECN 099-5). After gaining 12 months
experience in primary category as an Air Dispatcher Grade 4 (ECN 099-4), soldiers may be
considered for attendance on promotion courses. It is desired that the Subject Four Corporal
Advanced Air Dispatch Course prior to attending the Junior Leaders Course.

30. Promotion to Lance Corporal (LCPL). Air Dispatchers may be promoted to LCPL after
completing a Minimum Time In Rank (MTIR) of 12 months post IET. There is no requirement to
complete career development courses in order to be promoted to LCPL; however completion of
Subject 4 CPL Advanced Air Dispatch Course or Junior Leader Course is highly desirable. Soldiers
who have not attended the Subject 4 CPL Advanced Air Dispatch Course or Junior Leader Course

prior to promotion to LCPL are to attend the Subj 4 CPL Advanced Air Dispatch Course or Junior
Leader Course within 12 months of promotion to LCPL.

31. LCPL is the first level of command and will involve the command of personnel and equipment.
Although it may be desirable that LCPLs are employed initially as a Section Second-in-Command
(2IC) upon their promotion, in many instances this may not be possible. There are a variety of other
positions in which LCPLs may be employed. LCPLs should remain within the unit they are promoted in
for nine months, where possible. When posted, unit documentation should accompany the soldier
detailing experience gained and recommendations for future employment and training.

32. Postings for Air Dispatcher Grade 5 (ECN 099-5). AD (ECN 099) male soldiers in the
category are to expect a posting to 2 Cdo Regt or SASR. An Air Dispatcher Grade 5 (ECN 099-5) may
be posted to the following units:

a. 176 AD Sqn;

b. AMTDU, RAAF Richmond;

c. SASR; or

d. 2 Cdo Regt.

33. Career Development Courses for Air Dispatch Grade 5 (ECN 099-5). To progress to AD
Crew Commander Grade 3 (ECN 099-8), an Air Dispatcher Grade 5 (ECN 099-5) is required to
successfully complete the following courses (in any order):

a. Subject 4 CPL Advanced Air Dispatch Course;

b. Mack Conversion Course;

c. C Vehicle Operator 5t Course;

d. TALU or TACLOP Course; and

e. Dangerous Goods Pack/Accept Air Course.

34. Remuneration. On completion of serving 12 months OJE they are fully qualified for Air
Dispatcher Grade 5 (ECN 099-5) and are remunerated at Pay Grade 3.

AD CREW COMMNANDER GRADE 1 (ARes) (ECN 099-6)

35. Employment Training. To progress from Air Dispatcher Grade 4 (ARes) to AD Crew
Commander Grade 1 (ARes), an Air Dispatcher Grade 4 (ARes) is to complete a Dangerous Goods
Pack/Accept Air and Subject 4 CPL Advanced Air Dispatch course.

36. Postings for AD Crew Commander Grade 1 (ARes) (ECN 099-6). The AD Crew Commander
Grade 1 will be posted to 176 AD Sqn.

37. Promotion Courses for AD Crew Commander Grade 1 (ARes) (ECN 099-6). After gaining
experience in primary category as an AD Crew Commander Air Dispatch, soldiers may be considered
for attendance on promotion courses. Subject One (SGT) should be completed prior to attending the

40. AD Crew Commander Grade 2 (ECN 099-7) To progress from AD Crew Commander Grade 1
(ECN 099-6) to AD Crew Commander Grade 2 (ECN 099-7), selected personnel for HRR service are
to complete one of the following three courses:

a. In-Service truck aircraft loading/unloading platform (TALU/TACLOP); or

b. Heavy Rigid Vehicle (HR) Course; or

c. In-Service C/D Vehicle (Forklift) Course.

41. Remuneration for AD Crew Commander Grade 2 (HRR) (ECN 099-7). On completion of one
of the above courses an AD Crew Commander Grade 2 (HRR) (ECN 099-7) remains on Pay Grade 3.

42. Postings for AD Crew Commander Grade 2 (HRR) (ECN 099-7). The AD Crew Commander
Grade 2 will be posted to 176 AD Sqn.

AD CREW COMMANDER GRADE 3 (ARA) (ECN 099-8)

43. Promotion to CPL. In order to be promoted to CPL, Air Dispatcher Grade 5 (ECN 099-5)
soldiers must have completed Junior Leaders Course, Subject 4 (CPL) Advanced Air Dispatch Course
and the other four mandatory courses (in any order). In addition to course completion, soldiers must
complete the MTIR of two years before being considered for promotion to AD Crew Commander
Grade 3 (ECN 099-8) CPL Pay Grade 3.

44. Promotion to CPL is based on merit and is dependent upon unit vacancies. A soldier should not
spend all of their time as a CPL in a single unit. It is in soldier’s interest and the interests of the RACT
Corps that the soldier has a minimum of two postings as a CPL and should be given opportunities
within other Corps and non-Corps units.

45. All units are encouraged to identify suitable CPLs to be posted as recruit instructors although
SCMA and APA will determine who is posted. A CPL should not be posted to a Sergeant (SGT)
position until they have completed Subject 1 SGT, and Subject 4 SGT Supervisor Aerial Delivery
Course. A CPL can occupy a SGT position on HDA if the unit Commander considers them suitable.

46. Postings for AD Crew Commander Grade 3 (ARA) (ECN 099-8). AD Crew Commanders
Grade 3 (ECN 099-8) may be posted to the following units:

posting in primary category. The Recruit Instructor Course should be completed prior to posting.

49. Promotion Courses for AD Crew Commander Grade 3 (ARA) (ECN 099-8). After gaining
experience in primary category as a AD Crew Commander Air Dispatch, soldiers may be considered
for attendance on promotion courses. Subject One (SGT) should be completed prior to attending the

POSTAL OPERATOR TASK - RACT

52. All soldiers of the RACT are able to request the opportunity for a posting to a Postal Operator
position. This posting does not require a category transfer and it should be acknowledged that a
posting as a Postal Operator is expected for a minimum of two years and is considered a RACT
representational posting. Soldiers who take a posting as a Postal Operator must also have at least one
posting within category to substantiate their abilities for promotion to the next rank.

53. All nominations to SCMA are to be accompanied with a brief recommendation of the soldiers
capability against the following criteria from their unit CO/OC:

a. complete a minimum of 24 months previous experience in current RACT ECN;

b. complete a Basic Driver Course or C2 Course for Operator Movements (ECN 035)
soldiers prior to attending an Postal Operator Course;

c. display sound clerical, numeracy and computer aptitude;

i. meet the General Admission Score (GAS) for Postal Operator task.

54. Successful candidates must have the ability to work independently, unsupervised and have a
security clearance of Secret. The minimum rank for a posting as a Postal Operator is LCPL and
therefore must be Junior Leader qualified. Soldiers should be aware that they may be considered for a
future posting back to a Postal Operator position at a senior rank. The tasks required of a Postal

AERIAL DELIVERY SUPERVISOR GRADE 1 (ARes) (ECN 099-9) and

55. Promotion to SGT. In order to be promoted to SGT, AD Crew Commander Grade 1 (ARes)
(ECN 099-6) and AD Crew Commander Grade 3 (ECN 099-8) must complete Subject 1 (SGT) Course
and Subject 4 (SGT) Supervisor Aerial Delivery Course. In addition to course completion, soldiers
must complete the MTIR of two years before being considered for promotion to Aerial Delivery
Supervisor Grade 1 (ARes) (ECN 099-9) or Aerial Delivery Supervisor Grade 2 (ARA) (ECN 099-10).

56. Promotion to SGT is based on merit and is dependent upon unit vacancies. A soldier should not

64. Commissioning Scheme. All SNCOs and Warrant Officers are eligible to apply for the Army
Senior Non-commissioned Officer and Warrant Officer Commissioning Scheme as part of their career

commissioned Officer and Warrant Officer Commissioning Scheme.

AERIAL DELIVERY PROJECT OFFICER (ECN 099-11)

65. Promotion to WO2. In order to be promoted to WO2, Aerial Delivery Supervisor Grade 2 (ECN
099-10) must complete the Subject One (WO) Course and Subject Two (WO) CSS Course. In addition
to course completion, soldiers must complete the MTIR of three years before being considered for
promotion to Aerial Delivery Supervisor Grade 2 WO2 (ECN 099-10) or Aerial Delivery Project Officer
(ECN 099-11).

66. Employment opportunities within the RACT at the WO level and above are very competitive.

69. Other instructor positions. Soldiers being posted as instructional staff at ARTC, RMC or LWC
should complete one posting in primary category.

70. MTIR for Aerial Delivery Project Officer (ECN 099-11). The MTIR for Aerial Delivery Project
Officer (ECN 099-11) is four years before being considered for promotion to Aerial Delivery Chief WO1
or RSM. Completion of MTIR is not a guarantee of promotion. Career progression and promotion is
dependant upon a soldier:

a. completing MTIR;

b. demonstrating a high level of technical and tactical proficiency;

c. demonstrating potential for increased responsibility;

d. gaining appropriate qualifications; and

e. position availability.

71. Remuneration. Aerial Delivery Project Officer (099-11) is remunerated at pay grade 5.

72. Progression to Regimental WO1. Aerial Delivery Supervisor Grade 2 (ECN 099-10) WO2s
must complete at least one regimental posting (two year tenure) as a Company Sergeant Major (CSM)
or SSM before progression to WO1 RSM. Prior to being considered for SM appointments it is highly
desirable that soldiers have had postings to representational appointments, 1RTB, RMC, LWC and
ADFA at CPL/SGT level. SCMA need to manage the regimental stream in accordance with Corps,
Policy 29 and should they be unable to fill these positions with soldiers who meet the required
postings they are to liaise with Head of Corps (HOC) for direction. Aerial Delivery Supervisor Grade 2
(ECN 099-10) or Aerial Delivery Project Officer (ECN 099-11) may be posted to the following WO2
regimental positions:

a. CSM/SSM at any of the CSSB Tpt Coy/Sqns (or Distr Coy);

73. Progression to WO1 Category. Soldiers need to be aware that in order to remain competitive
for promotion to WO1 within category, individuals, in conjunction with SCMA/APAs are to ensure they
have a broad range of experiences. An ideal mix would include postings to the following types of
positions:

a. an ARes/integrated unit (for ARA personnel) or to an integrated unit (for ARes personnel);

b. experience in various Land units;

c. a instructional appointment; and

d. a staff appointment on a Comd/Fmn/Unit HQ.

74. Commissioning Scheme. All SNCOs and Warrant Officers are eligible to apply for the Army
Senior Non-commissioned Officer and Warrant Officer Commissioning Scheme as part of their career
progression. Details pertaining to this scheme can be found in DI (A) PERS 47-8 – Army Senior Non-
commissioned Officer and Warrant Officer Commissioning Scheme.

AERIAL DELIVERY CHIEF WO1 (ECN 099-11 A / B)

75. Promotion to WO1 Category. The RACT promotes soldiers to WO1 in order to fulfil category,
appointments, and other WO1 vacancies. Selection for and promotion to WO1 is highly competitive.
Only those soldiers with consistently high performance reports are likely to be considered.

76. As a result of a number of accepted practices, the current WO1 flow is split into a number of
tiers. For each specific Corps these differ according to vacancies, qualifications, previous postings and
operational experience. The only RACT Category Tier B positions are CDI Defence and Corps
Employment Advisor, all other WO1 Category positions are Tier A. All RSMs will be paid higher Tiers
as they progress through each level of RSM appointment.

77. The positions and the flow through of personnel are dependent on service need and individual
availability. To ensure that the RACT has a sufficient pool from which to draw from, there is a
requirement for a suitable number of WO2 to be trained. CM SCMA will determine this requirement.

80. Category Posting for Aerial Delivery Chief (ECN 099-11 A / B) The Aerial Delivery Chief
(ECN 099-12A) WO1 Category will be posted to AMTDU Projects Flight into the Aerial Delivery Chief
position.. Other Category WO1 personnel will be classified as Aerial Delivery Project Officer (ECN
099-11) and they may be employed in the following positions within category:

a. Operations WO1;

b. AMTDU;

c. 17th CSS Brigade Headquarters; or

d. Corps Employment Advisor.

REGIMENTAL SERGEANT MAJOR (ECN 350) (WO1)

81. Appointment to RSM. The RSM course is now only for selected WO2/WO1 who are identified
for employment as an RSM in the next posting cycle. It should not be a promotion prerequisite unless
the only positions that the WO2/WO1 can be posted to are RSM positions. In order to be appointed to
RSM, Supervisor Aerial Delivery Grade 2 (ECN 099-10) must have completed the following

a. a minimum of one regimental posting as CPL/SGT;

b. a minimum of one regimental posting as a CSM or SSM; and

c. Regimental Sergeant Major Course.

82. Once a soldier has been promoted and posted into a WO1 Regimental position they are not
considered for other RACT category appointments, therefore remain in regimental/non regimental
appointments managed by the RSM CM.

83. Career Manager RACT position. Any RACT ECN WO1 may be posted as Career Manager
RACT (CM RACT), Soldier Career Management Agency (SCMA), Queenscliff. Soldiers posted as CM
RACT must meet the promotional requirements for progression to WO1 in category and/or
regimentally.

84. RSM Appointments: RACT has one Corps coded RSM positions at the Army School of
Transport, ALTC. On completion of the Regimental Sergeant Majors Course Supervisor Aerial
Delivery Grade 2 WO2 (ECN 099-10) may be employed into these or any other appointment allocated
to the Corps.

85. There are currently three levels of RSM appointments prior to the appointment of RSM-A. The
limited number of positions prevents RSMs always moving upwards towards RSM-A. Once appointed
to the Regimental stream the CM for RSM will present RSM’s each year for different level
appointments. Should an RSM be unsuccessful for another RSM appt at level or higher the RSM’s CM
will place the soldier in other WO1 non category positions.

86. There is a finite number of WO1s and RSMs in Army. CM RACT manages the WO1’s category
up until they are appointed as an RSM, once this occurs the management of these soldiers is
controlled by CM for RSM’s. Once an RSM is selected for level two appointments it is highly unlikely
they return to a level one appointment but be employed in other non category WO1 appointments.

87. Remuneration. Remuneration is in accordance with pay tables for WO1 pay grades.

88. Commissioning Scheme. All SNCOs and Warrant Officers are eligible to apply for the Army
Senior Non-commissioned Officer and Warrant Officer Commissioning Scheme as part of their career
progression. Details pertaining to this scheme can be found in DI (A) PERS 47-8 – Army Senior Non-

Introduction

1. The transfer between the Active Reserve (ARes) and the Regular Army (ARA) will always be
dependant on the needs of the Army. A number of factors should be taken into account when the CM
RACT considers a request to transfer from the ARes to the ARA. These factors should include, but not
be restricted to, the applicants’ qualifications, PES and reporting history. Transfer to the ARA is not an
automatic procedure.

2. It is recognised that RACT training and qualification requirements for ARes and ARA are the
same. The CM RACT, through the RACT Employment Category Management section, is to ensure
that the member transferring to the ARA is competent to do the job, with minimal training liability.

Non RACT transfers

3. The above procedures will be applied to non RACT with an increased emphasis on any
comparable equivalent competencies. Their rank and seniority will also be taken into consideration.

Competency and Currency.

4. Each request for transfer will be considered on its merits based on competency achievement
either through training or OJE/OJT. The process of demonstrating competency achievement is
detailed in reference A.

Administration procedures

5. All administrative procedures are to be in accordance with references A and B.
