CONSULTANCY -1

1. TITLE:

Assessment of the impacts of the developments in telecommunications on the


attainment of the Millennium Development Goals (MDGs) in Nigeria

2. PREAMBLE:
The liberalisation of the telecommunication sector in Nigeria has been reported to be
having significant impact on the growth of the Nigerian economy. This sector has
witnessed a tremendous growth in terms of earnings to the government, increased
contribution to GDP, teledensity, increase in foreign direct investments, amongst others.

The telecom sector is presumed to provide new opportunities and frontiers across
businesses, social, economic and political settings. That is, the revolution which
accompanied the liberalization of the Nigerian telecommunications sector provided new
means for addressing people’s basic needs and enriching the lives of poor people and
communities in unprecedented ways through various services. It thus implies that an
improvement in the infrastructure and facilities of telecommunications will have a direct
effect on the well being of individuals in the country.

ICTs as catalyst and enabler to development is said to offer the developing world the
opportunity to ‘leapfrog’ several stages of development by use of “frontier” technologies
that are more practical, environmentally sound and less expensive than undergoing the
traditional stages and cycles of progress to the Information Society (United Nations ICT
Task Force, 2003).

The MDGs which has the paramount objective of reducing poverty and promoting
sustainable development is considered to be an improvement to the general well being of
people in developing countries of the world and as such the improvement in
telecommunications infrastructure should have some effects on these goals set by the
United Nations. This consultancy is thus necessitated by the need to assess how
developments in the telecoms sector have influenced the MDGs in Nigeria.

3. OBJECTIVE:
The broad objective of the study is to examine the extent to which developments in the
telecommunications sector of Nigeria has influenced productivity in other sectors of the
economy in relation to MDGs.

4. SCOPE OF WORK:
The assignment shall involve the following tasks:
a. To identify key developments in the telecommunication sector in Nigeria between
periods 2001 to date;
b. To establish the link between positive developments in the telecommunications
sector and improvement of productivity in other sectors in relation to the MDGs;
c. Based on findings on ‘b’ above, examine the impact of telecommunication on other
sectors using 2000 as a baseline
d. To benchmark the findings from Nigeria with other developing countries
e. To establish the constraints currently being faced by sectors within the confines of
the MDGs as regards the revolution of the telecommunication sector in Nigeria;
f. To make recommendations to the Commission on how to positively improve on the
level of impacts of the telecommunication sector on other sectors within the context
of the MDGs

5. DELIVERABLES
The Consultant shall deliver the following documents in accordance with the time lines,
which shall be specified in the work plan:
(a) An Inception Report detailing study approach/methodology and work plans with
time lines. In the event that the Inception Report is unacceptable, the Commission
reserves the right to cancel the award at no cost to it.
(b) Interim/progress report before and after completion of field survey
(c) Draft final report
(d) Final Report
The Consultants shall submit 5 copies of each relevant document and two (2) electronic
copies in Microsoft Office software format.

6. TIMEFRAME
The study shall be executed within an elapsed time of twelve (12) weeks effective from date
of confirmation of approval of inception report.

7. ADMINISTRATIVE ARRANGEMENTS AND RESPONSIBILITIES


For the duration o f its assignment, the consultant will:
(a) At all times report directly to the Commission and will be responsible for alerting the
Commission on all major issues pertinent to the successful execution of the
assignment.
(b) The Consultant is expected to be available until the completion of the assignment.
However, a Consultant whose work is satisfactory to the Commission may be recalled
where and when necessary to participate in future activities associated with this
particular enterprise/transaction.

8. CONDUCT OF THE CONSULTANT


(a) The Consultant will, at all times, be expected to carry out the assignment with the
highest degree of professionalism and integrity.
(b) The Consultant will be expected to conduct his/her duties in an open and transparent
manner.
(c) The Consultant will not, under any circumstance, take any actions or be seen to be
taking any actions, which may hinder or prevent the Commission from executing this
or any other transaction included as part of the industry development.
(d) The Consultant will study all the guidelines and policies of the Commission with
respect to the industry development initiatives, and will be expected to ensure that
the Transaction is concluded with the strictest adherence to all such policies and
regulations.
(e) The Consultant will not, under any circumstances, take any material decision
pertinent to this assignment without the express permission and written consent of
an authorised representative of the Commission.
(f) The Consultant will not, under any circumstances, discuss or reveal any information
regarding this transaction or any other transaction conducted as part of the
Commission’s industry development program, without the express written
permission of an authorised representative of the Commission.
