Under t e r m s o f t h e a g r e e m e n t s i g n e d i n Nov. 1 9 6 7 ,
r e s p o n s i b i l i t i e s f o r t h e p r o g r a m were d i v i d e d a s f o l l o w s :

The l a u n c h f a c i l i t y , c a l l e d S a n Marco, i s a l a r g e p l a t f o r m
d e v e l o p e d by t h e U.S. Armed F o r c e s as a n o c e a n d o c k . A second
s m a l l e r p l a t f o r m c a l l e d t h e S a n t a R i t a which l o o k s l i k e a "Texas
Tower" o f f - s h o r e o i l d r i l l i n g r i g , i s l o c a t e d a b o u t 5 0 0 y a r d s
f r o m t h e San Marco p l a t f o r m . It c o n t a i n s t h e c o n t r o l - and o p e r a t i o n s
c e n t e r , r a n g e e q u i p m e n t and t e s t rooms. The two p l a t f o r m s a r e
c o n n e c t e d by u n d e r w a t e r c a b l e s .
T h r e e d i s t i n c t i n s t r u m e n t s a r e c a r r i e d by t h e s a t e l l i t e ,
t h e p r i m a r y o n e b u i l t by t h e I t a l i a n e n g i n e e r s and two a d d i t i o n a l
i n s t r u m e n t s p r o v i d e d by t h e U n i t e d S t a t e s . Information obtained
from t h e s e should e n a b l e s c i e n t i s t s t o understand b e t t e r t h e
complex mechanisms a f f e c t i n g t h e u p p e r a t m o s p h e r e and d e v e l o p a
more a c c u r a t e model o f t h e u p p e r a t m o s p h e r e .
Much r e m a i n s t o b e l e a r n e d a b o u t t h e E a r t h ' s u p p e r
atmosphere. It i s a r e g i o n where v a r i o u s t y p e s of p a r t i c l e s ,
s u c h a s n e u t r a l atoms and m o l e c u l e s , i o n s , f r e e r a d i c a l s and
e l e c t r o n s , i n t e r a c t with each o t h e r . S o l a r h e a t i n g and o t h e r
phenomena s u c h a s e l e c t r o m a g n e t i c d i s t u r b a n c e s , c r e a t e c h e m i c a l
r e a c t i o n s under c o n d i t i o n s t h a t a r e d i f f i c u l t , i f n o t impossible,
t o reproduce i n a t e r r e s t r i a l l a b o r a t o r y .

o c c u r r i n g , p e r h a p s a s a r e s u l t o f a t m o s p h e r i c t i d a l m o t i o n s , and

Scout i s NASA's o n l y s o l i d p r o p e l l a n t l a u n c h v e h i c l e w i t h
o r b i t a l c a p a c i t y . The f i r s t - d e v e l o p m e n t Scout was l a u n c h e d
J u l y 1, 1960. The SM-C m i s s i o n i s e x p e c t e d t o be t h e 7 3 r d S c o ~ t
l a u n c h . S i n c e t h e S c o u t was r e c e r t i f i e d i n 1963, t h e l a u n c h
v e h i c l e h a s a t t a i n e d a 94-per c e n t s u c c e s s r e c o r d .
