was determined to be deceased, three
people were found to be incarcerated
or on probation, and one person is
believed to be living out of state.
Of those whose photos were pub-
lished in The New Mexican, at least
27 have either been arrested, surren-
dered or are deceased (one).
The publicity spurred numerous
people to turn themselves in “to pre-
vent further embarrassment,” said
Lt. Eric Garcia, spokesman for New
Mexico State Police.
He believes that family members
were prompted to send text messages
and e-mails or make phone calls say-
ing, “Fix it. Fix it now” after seeing
photos of their relatives.
Magistrate Judge Richard Padilla
called the program advantageous to
the courts, the community and law
enforcement, and cost-effective.
He just wishes he were seeing more
of a decline in the number of drink-
ing-and-driving cases. “People are still
thinking, ‘I can have a few and drive
home.’ We’re trying to give them the
message that if you are going to be
drinking, don’t drive.”
Padilla said he supports a proposal
by ignition-interlock advocate Dick
Roth to close a loophole that allows
some people to avoid getting the
device after a DWI offense by claim-
ing they don’t have a car.
He said he was in favor of putting
people convicted of drinking and driv-
ing on electronic sobriety monitoring
if they claim they have no vehicle. “I
guarantee you they’ll (choose to) get a
car,” he said.
So far, this legislation has not been
introduced.
Garcia said last year’s total number
of DWI arrests by state police (356)
was about 100 more than the previ-
ous year, and he attributed that to the
agency targeting high-crash areas and
listening to complaints from the pub-
lic about how drivers circumvent DWI
checkpoints.
Operation Descansos is funded by a
federal grant of $58,000 that covers the
cost of planning and overtime for the
officers involved.
