LPPO IMPLAN 19/2017 “LAGUNA STRATEGIC PLAN”

I. REFERENCES:

a. OPLAN “LAGUNA SHIELD/ER (Emergency Response) 911 (The


Laguna Joint Peace and Security Coordinating Center)” - LPPO Public
Safety and Security Plan;
b. LPPO IMPLAN 51/2016 (LOCK-DOWN SYSTEM);
c. LPPO REVISED IMPLAN 33/2015 “Provincial Integrated Police
Checkpoint” (LPPO PIPC)
d. OPLAN “AVENGERS” 05/2012 to NHQ LOI 45/2011 (PATRULYA NG
PULIS).
e. Police Operational Procedures;
f. Laguna Joint Peace and Security Coordinating Center; and
g. Verbal instruction from the Provincial Director to intensify the peace
and security operations in the province of Laguna.

Task Organization (Annex “A”)

II. PURPOSE:

This IMPLAN provides the guidelines and procedures to be undertaken by


Laguna PPO together with all City/Municipal Police Stations, PPSC and other Law
Enforcement Agencies to effectively thwart and prevent (SPILL-OVER) crimes that
may occur within the province of Laguna and to neutralize the offenders.

III. SITUATION:

Criminality is one of the major problems facing our country today that
hampers progress and Laguna province is not spared of this problem. Although,
current statistics on crime shows significant decrease in Laguna province, which can
be attributed to the successful implementation of the existing OPLANS, there is still a
need to strengthen the police operations for crime prevention, control and
suppression by employing all aspects of police works. Likewise, this pro-active
success shall be maintained and sustained by safeguarding Laguna province
boundaries and ensuring the apprehensions of criminals/would-be criminals in AOR.
In doing so, an atmosphere of peace will be created thereby ensuring stability and
further development in our province.

The Laguna PPO being the provincial government’s primary institution in


maintaining the peace and order shall be the lead agency in the campaign against
criminality in the area, thereby instituting a pro-active campaign within CPS and MPS
to ensure the implementation of IMPLAN LAGUNA STRATEGIC PLAN.

IV. MISSION:

Laguna PPO, in coordination with the different police stations, and the
Provincial Government of Laguna with the utmost support of the community shall
take a more aggressive posture of police operation against the criminals and shall
enforce the law, arrest criminal elements involved in all forms of crime and
implementation of different police interventions in making this province, a safer
community to live and do business.

V. EXECUTION:

A. CONCEPT OF OPERATION:

1) Intensification in the implementation of the following OPLANs and


IMPLANs:
a. LPPO IMPLAN 51/2016 (LOCK-DOWN SYSTEM). The
primary mandate of this IMPLAN is the conduct of
checkpoint/chokepoint operations at strategic locations along
the route within AOR going to and from nearby provinces.
Checkpoints/chokepoints shall likewise be established in
Strategic Security Control Points (SSCPS) during dragnet
operations in order to safeguard the province from criminal
elements from the neighbouring areas and ensure the arrest
of suspects involved in recent crime incidents.
b. OPLAN “AVENGERS” 05/2012 to NHQ LOI 45/2011
(PATRULYA NG PULIS) Operational guidelines and policies
in the deployment of uniformed personnel assigned to
administrative function at the PPO, and levels of police
offices and stations to perform limited beat patrol duties, in
addition to their usual tasks, for maximum police visibility as
well as to intensify law enforcement operations, anti-
criminality campaign and public safety services.
c. LPPO UPDATED OPLAN 27/2016 “PULIS SA
BARANGAY-LS” one policeman shall be designated per
barangay, however, in cases where the number of
barangays exceed the number of the Police personnel of the
MPS/CPS, a scheme of clustering the barangays shall be
employed.
d. LPPO IMPLAN “Provincial Integrated Police
Checkpoint”-as an initial implementation of PIPC, Laguna
PPSC will establish Integrated Checkpoint Operations with
fixed structures and manned 24 hours a day in Siniloan, San
Pedro and Bay, Laguna to include the RPSB based in
Kalayaan, Laguna to thwart any lawless criminals coming
in/out the province.
e. OPLAN “LAGUNA SHIELD/ER (Emergency Response)
911 (The Laguna Joint Peace and Security Coordinating
Center)”- LPPO Public Safety and Security Plan. This
OPLAN provides the guidelines and procedures to be
undertaken by Laguna PPO together with the respective

LGUs, concerned national and provincial
departments/agencies and police stations to jointly undertake
aggressive campaign on peace and security in the province
of Laguna.
f. LPPO “OPLAN ONE FOR ALL” requires specific objectives,
timely and accurate intelligence, effective strategies and
tactics, rapid deployment of resources, relentless follow-up
and assessment, multi-stakeholder review and evaluation the
efficient and effective barometer of the people’s needs
expectations to attain positive results.
g. UPGRADED LPPO OPLAN “SITA-LS” This Oplan provides
the guidelines and procedures to be undertaken by Laguna
PPO together with the respective police stations to effectively
thwart and neutralize motorcycle riding-in-tandem incidents
and other related crimes that may occur within the Province
of Laguna.
h. Continuous implementation of “Pulis Patrol, Alerto 24”
Project. This project was developed to improve crime
prevention by making our streets safer through the
deployment of more uniformed personnel on the streets. All
city and municipal police stations are directed to turn-on
your respective patrol car/mobile’s siren on every hour,
in accordance with the Philippine Standard Time. This is to
ensure that police personnel are awake during their tour of
duty. Further, deployment of personnel and mobility should
be along major thoroughfares and other strategic places in
relation to crime prone areas.
2) This initiative will contribute to curb crime incidents within Laguna
province.
3) Establishment of PNP units in crime prone areas (Project “Pulis sa
Barangay”).
4) Deployment and tasking of force multipliers and NGO’s.
5) Submission of periodic reports for assessment and proper
disposition.
6) Intensify the implementation of OPLAN Bulabog.
7) Conduct regular patrolling specially in places of convergence.
8) Regular conduct of mobile patrol in remote areas.
9) Conduct of provincewide checkpoint depending on the weekly
Lambat-Sibat assessment and evaluation for the crime prone
hours.
10)Enhancement of records filing.

b. Tasks:

1. DPDO
a. Designated as the Commander and over-all supervisor of the
IMPLAN; and
b. Perform other tasks as directed.

2. Chief, PHRDD
a. Issue appropriate orders to all personnel who will be part of this
operation; and
b. Perform other tasks as directed.

3. Chief, PIB
a. Strengthen intelligence operations and case build-up to identify
possible motorcycle theft personalities and criminal groups and
personalities operating within Laguna;
b. Provide the different police stations with available holdings/list of
target personalities in the province;
c. Maintain a database of criminal groups and personalities;
d. Validate reports gathered through feedback mechanism;
e. To send their District Team in their area of concern;
f. Direct the operating Team Leader/s of CPS/MPS to submit after
operation report to Secretariat (POPB-LES) NLT 12 hours after the
conduct of operation; and
a. Perform other tasks as directed.

4. Chief, POPB
a. Monitor the implementation of this IMPLAN;
b. Designated as Secretariat who will consolidate and submit
accomplishment report to ROPD;
c. Consolidate the Weekly Duty Detail of checkpoint/chokepoint in
every station for submission to ROPD;
d. Update records on a weekly basis;
e. Evaluate City/ Municipal station accomplishments on a weekly
basis;
f. Duty PTOC is responsible in the monitoring of significant incident
(dragnet operation); and
g. Perform other tasks as directed.

5. Chief, PLB
a. Provide transportation and POL requirement to the TG and Duty
Officers to conduct inspection of Integrated Checkpoint Operations
(if and when necessary); and
b. Perform other tasks as directed.

6. Chief, PCRB
a. Provide for and will be in the forefront in the conduct of PCR
activities such as information dissemination, solicitation of
cooperation from the government and private agencies/corporations
and NGOs through public-private partnership; and;
b. Perform other task as directed.

7. Chief, PIDMB
a. Assist in the investigation and filing of appropriate criminal charges
against the arrested personalities;
b. To create Area Management Investigation Team (AMIT) to address
the investigation of cases of the 4 Districts of Laguna;

c. Submit list of AMIT for issuance of orders;
d. Submit detailed report of all crimes to C, POPB-LES for evaluation
and assessment; and
e. Perform other tasks as directed.

8. COPs of San Pedro, Binan, Sta Rosa, Calamba, Alaminos, San


Pablo, Luisiana, Famy and Mabitac Police Stations
a. Establish Checkpoint/Chokepoint Operation at the established
Strategic Security Control Points (SSCPs) in the provincial
boundaries to apprehend/neutralize lawless personalities in
respective AORs;
b. Strengthen counter intelligence operations and case build-up to
identify possible criminal groups and personalities operating in
respective AORs;
C. Provide higher headquarters with available holdings/list of target
personalities in respective AORs and maintain a database of
criminal groups and personalities;
d. Validate reports gathered through feedback mechanism;
e. Solicit coordination and participation of the Local Government
Executives and officials, other concerned government agencies and
the community to ensure the success of the IMPLAN;
f. Initiate the conduct of PCR activities such as information
dissemination, solicitation of cooperation from the government
and private agencies/corporations and NGOs to gain the support of
the community;
g. Submit After Operations Report to the Secretariat/POPB-LES) NLT
12 hours after the conduct of operation; and
h. Perform other tasks as directed.

9. Area Management Commander (AMC)


a. Responsible for the implementation of this IMPLAN;
b. The AMC shall stay within their respective district when there is
incidents to supervise the implementation of dragnet operation
within the districts;
c. All matters that requires immediate action shall be relayed to the
Laguna PPO Command Group, Staff and PTOC;
d. Conduct inspection to beat/mobile patrol, checkpoint /chokepoint
operations within their respective AOR;
e. In case of sensational eventualities or significant incidents the Area
Management Commander shall go to the crime scene to supervise;
f. Focal person during the implementation of SIMEX in their
respective districts;
g. To ensure the deployment of personnel during dragnet operations;
and
h. Perform other tasks as directed.

10. ALL Chiefs of Police


a. Establish mobile and checkpoints/chokepoints at the designated
SSCPs that would easily block/intercept criminals;
b. Deploy personnel to conduct patrols to crime prone areas or to
thickly populated areas within their respective AORs;

c. Organize teams to track down suspects when the need arises; and
d. Perform other tasks as directed.

11. CC, LPPSC


a. Provide two (2) teams to be on standby as Special Reaction Team
(SRT);
b. The following are the responsibilities of SRT.
 Respond to incidents that exceed the capabilities of standard
police resources;
 To assist the station during High risk search and arrest warrants,
as well as cases where individuals have barricaded themselves
in a building and weapons are known to be present;
 Support at high-risk incidents, including drug raids, warrant
service, barricaded suspects, hostage situations, Riots, Civil
Disturbances, Wanted or escaped prisoners, Dignitary
protection, Emotionally Disturbed Persons, Search and Rescue;
and
 To ensure a safe, non-violent resolution to abovementioned
situations.
c. Provide additional manpower to Police Stations when the needs
arises and upon request; and
d. Perform other tasks as directed.

13. Area Management Investigation Team (AMIT)


a. To provide assistance to the station investigators for timely
resolution of the crimes that transpired in their AOR;
b. Help in the airtight preparation/filing of cases
c. Upon the order of the Provincial Director, the AMIT investigator will
immediately proceed to the place of incident.
d. Once present at the place of incident, coordinate/collaborate with
stations’ investigator
e. Make assessment and provide assistance to the stations’
investigator which are not limited to the following:
1) Preserving the crime scene
2) Processing of the crime scene
3) Securing of possible witness
4) Facilitate the taking of the witnesses’ testimony
5) Direct station’s investigator to comply relevant/necessary
procedure in order to complete the documentation of the case
6) Review case folder/documents before the filing of the case
f. Inform the Provincial Director or Chief PIDMB for any development
of the investigation
g. Follow up investigations should be carried by stations investigator
with concurrence of AMIT investigator.

VI. COORDINATING INSTRUCTIONS:

1. All reports pertaining to the implementation of this IMPLAN shall be


submitted to Commander (Attn: TG Secretariat/ POPB-LES).
Subsequently, monthly accomplishment reports shall be submitted to
the ROPD every 1st day of the following month;
2. The PNP Operational Procedures shall be strictly observed and
followed in all operations.
3. Close collaboration and coordination with LTO, LEAs, LGUs and
other support groups is a must.
4. Respect for Human Rights is of paramount importance in all
operations.
5. Lateral coordination is encouraged.
6. All operations shall be personally supervised by their respective
COPs.
7. All other applicable LOIs, Memoranda, MOA/MOUs and Circulars not
in conflict with this IMPLAN are still in effect.

VII. ADMINISTRATIVE AND LOGISTICAL SUPPORT

a. All tasked units shall initially support its operational requirements.


b. Additional support will be provided subject to the availability of funds.

VIII. EFFECTIVITY:

This IMPLAN takes effect immediately upon approval.
