Learning Outcome:
The object of this course is to apprise the students about the system of
local self-government prevalent in Pakistan. The course will cover
different systems of local government in Pakistan, i.e., the system of Basic
Democracies, Rural Development Programme, the Local Government
System under 1979 Ordinance and Devolution Plan, 2000.
Objectives:
After studying this course, the students will be able to:
 understand the basic concepts of local government
 comprehend historical perspective of the development of
local self-government in Pakistan
 -make a comparative analysis with the systems prevailing
in UK and USA
Syllabus:
Meaning, scope, nature and approaches to the study of local
government, need of local government, etc,.
Colonial heritage and evolution of local government Punchayat
system.
Functional structure of local government in Pakistan; social work
and voluntary service at local level powers and functions.
Planning, development and budgeting in local self government.
Source of Income.
Problems and issues of grass root democracy in Pakistan.
Local Self Government, relation with provisional and central
government.
Local Self Government during East India Company and British
Raj.
After Partition / Independence, Local Self government, in
1947-1958.
“Basic Democracies”; by Ayub Khan in 1959.
“People’s local government”; by Z.A. Bhutto in 1972.
Local Self Ordinance by Zia-ul-Haq in 1979.
Local Self government during Benazirs period and Nawaz Sharif’s
