Senior Program Associate: Building Codes

Assistance Project
The Building Codes Assistance Project (BCAP) is seeking a motivated and experienced Senior
Program Associate to support our national program in increasing the adoption, implementation
and utilization of energy-efficient building codes and standards. The Senior Associate selected
for this position will conduct research, collect information, perform analysis and conduct
outreach to a variety of stakeholders including state government officials, local building
departments, and construction professionals.

Job responsibilities also include evaluating energy efficiency programs and policies,
interviewing key stakeholders, and producing information and materials that present analysis and
data tailored for a variety of audiences and for use in various outreach mechanisms (e.g., reports,
factsheets, OCEAN website (www.bcap-ocean.org), conference presentations, newsletters,
workshops).

The successful candidate will have experience delivering presentations and/or training and
managing their own work, including budgets and schedules. Experience in energy efficiency in
buildings, knowledge of building systems and construction, building science, and building
energy modeling is preferred. S/he will be self-motivated and able to work independently, as
well as with a team. This position provides career advancement opportunities. Moderate travel
within the U.S. will likely be required.

This position will be located in the Washington, D.C. main office or in the Albany, NY area.
The specific tasks of the Senior Program Associate will include, but not be limited to, the
following:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Conduct research, compile data, and perform qualitative and quantitative analyses on
domestic local and state energy efficiency policies, regulations, and programs for
buildings to produce reports, case studies, fact sheets, op-editorials, reference sheets, etc.
Conduct outreach to national partners, state and local governments, and a variety of other
stakeholders; provide technical and implementation-related assistance on energy codes.
Prepare customized analyses to address unique state and local needs and provide targeted
recommendations.
Develop high-quality resources (presentations, written materials, information for various
media and the Internet) to communicate the BCAP message on energy efficient buildings
to government officials, builders, code officials, industry, public interest groups and
others.
Deliver presentations for different audiences to explain the programmatic and technical
aspects of energy codes and advocate for state/local action.
Work with a team on the development of funding proposals for federal and states
governments, foundations, and other funding organizations and agencies.
Requirements

The successful candidate must have a bachelor’s degree in a relevant field (e.g., energy
management, architecture, or engineering) plus three years of professional experience
(Masters Degree may be substituted for 2 years). At least one year of relevant experience
in the fields of construction, code enforcement/review, building science and/or energy
efficiency is required.
In-depth knowledge of building operations is desired.
Demonstrated strong qualitative and quantitative analytical skills. Experience with
building energy modeling software such as DOE-2, REMRate and others is a bonus.
Demonstrated success in communications such as interviewing, partnership-building, or
public speaking is required. Excellent research and writing skills; a writing sample will
be required.
Demonstrated experience editing and producing high-quality deliverables. Examples of
previous work products required.
Self-motivation and commitment to ensuring completion of high quality deliverables on-
time and on-budget.
Interest in energy efficiency, buildings, the environment, and consumer protection.
Ability to work independently and in a team, responding to deadlines in a dynamic
environment requiring skills in juggling multiple tasks.
Strong computer and internet skills – Microsoft Office Suite (Word, Excel, PowerPoint,
Publisher) is required; additional experience, i.e. Adobe Photoshop, is a plus.

BCAP is an organization within the Alliance to Save Energy (Alliance). The Alliance offers an

the American Council for an Energy-Efficient Economy (ACEEE) and the Natural Resources
Defense Council (NRDC). BCAP works in the United States and internationally to promote
and accelerate the development, adoption, and implementation of energy efficient construction
codes and standards.
