Objectives - Facilitate cost-effective and efficient humanitarian operations through coordination of
demand-driven logistics common services, technical expertise for the elimination of
logistical constraints, provision of updated GIS products and dissemination of timely
and relevant logistics information.
Beneficiaries Total: 68 The services benefit all humanitarian organizations operating in Northern
Sudan. As of October 2010, 68 UN, governmental, non-governmental and civil society
organizations use UNJLC Logistics Coordination services. and, therefore, indirectly all
populations receiving support from the humanitarian community.

Needs

The humanitarian community needs dedicated resources for coordinating logistics common services, disseminating
relevant and timely logistics information and maps that help streamline and coordinate logistics activities. These
resources require both technical expertise as well as knowledge of the specific operating environment. It is also
advantageous that such a resource be placed at the centre of WFP where it can leverage the logistics expertise and
capacity of the agency with the largest logistics operations in the country.

UNJLC’s logistics activities are demand-driven, based on the expressed requirements of the humanitarian community
and are all provided free-of-charge. Comprehensive surveys of the humanitarian community are used to define UNJLC ’s
strategic direction and ensure the needs of service users continue to be met in a timely, efficient and effective manner .
Specific activities and functions are then tailored to meet the varying demands of the humanitarian community across the
full range of field operations. This is achieved through close liaison between the humanitarian community and UNJLC
logistics officers across Northern Sudan, in particular Khartoum and Darfur. In 2010, 68 organizations benefited from
UNJLC services including UN agencies, national and international NGOs, international organizations, government
ministries, civil societies, and community-based organizations.

Activities

- Maintain close relationships with humanitarian partners to ensure logistics common services, coordination, mapping
and information needs continue to be met.
- Meet the needs of the humanitarian community for logistics common services, coordination, mapping and information
with respect to the upcoming Referenda to include contingency planning and response.
Logistics Common Services
- Assess need for logistics common services and develop appropriate implementation strategies.
- Implement, facilitate and coordinate logistics common services for the humanitarian community, including common
transport (air, land, river) and common warehousing services based on needs of the humanitarian community.
Logistics Assessments
- Undertake logistics assessments researching topics of common interest to the humanitarian community, such as river
and rail transport, and investigating infrastructure bottlenecks.
- Identify and recommend solutions to logistical constraints impeding the delivery of humanitarian goods and services (for
example, customs).
Logistics Information Services
- Compile, analyze and disseminate timely and relevant logistics information in support of operations and program needs
of the humanitarian community.
- Convene regular logistics coordination meetings and ensure follow-up on action points.

- Respond to all requests for logistics information.
Logistics Mapping Services
- Produce standard logistics maps for Darfur and support logistics mapping needs throughout North Sudan.
- Coordinate and share GIS information with partner agencies bilaterally including OCHA, UNAMID, and UNMIS etc.
- Participate in and share GIS information with the IMWG.
- Respond to all requests for specific logistics maps.

Outcomes

The project contributes towards both sector objectives by strengthened coordination, improved information management
and common transport services and mapping services.

Specific Outcomes:
- Improved common services available to the humanitarian community, effectively targeting their prioritized aggregate
needs.
- Relevant and timely logistics information is readily available and disseminated to the humanitarian community.
- Partnerships in logistics are strengthened, effectively supporting information sharing, coordination and prioritization of
services.
- Design and development of relevant and timely GIS-related logistics products.
