On September 23, 2010 the first session of congress was convened by the united free
Republics of the re-inhabited united States of America. All of the actions that were necessary to
complete the seating of the Executive, Legislative and Judicial branches of the Republic
government were successfully accomplished. This was completed by more than the required two
thirds majority vote of “We the People” on the land of the independent (States) Republics.
Delegates from more than 42 free Republics (States) attended and officers for all three branches of
our government have been officially sworn into office. Our Republic government is officially re-
inhabited and staffed for the first time since 1868 by the will of “We the People” on the land of the
independent free (State) Republics.
The borders of our re-inhabited Republic stretch from the Canadian Border on the north
side to the Mexican border on the south side. The eastern border is the Atlantic Ocean and the
western border is the Pacific Ocean. The Alaskan and Hawaiian Republics have been added by
request of the lawfully elected delegates of their people. We realize that there are some territories
that are not included such as the District of Columbia and some areas owned by the British Crown
which are to be determined. Possession and any disputes over lands and property will be settled
peacefully and with honor and integrity by the lawfully elected leaders of the Republic.
The District of Columbia is of particular concern to us as it is the seat of the UNITED
STATES corporate government. We believe that it was unlawfully conveyed, without the consent of
“We the People” to the International Monetary Fund in 1944 by the Bretton Woods Agreement. The
“UNITED STATES” was unlawfully established by the forty-first congress in 1871 by deceptive
means and without proper consent from “We the People” on the land of the free American
Republics (States). The American people were placed under involuntary servitude by a “Legal”
system of laws that have continually violated the “Constitution for the united States of America”,
“Bill of Rights” and “Declaration of Independence” that were established by our founding fathers in
the years 1776-1791. The corporate constitution was changed from the original form. Amendments
were added and removed and the people were never asked for their consent. A Democracy
(Socialism) has replaced a Republican form of government. The government has no authority to
perform any change to the Constitution without the consent and vote of “We the People” on the
land of the free Republics (States). Since 1871, the abuses of this corporation upon both the
international community as well as the American people are inestimable in number and
unconscionable. Congress has repeatedly violated their oaths of office, fiduciary responsibilities,
and in many cases committed treasonous acts against “We the People” of the united States of
America and the world.

 We realize that many of these offenses should by right be punishable by law, but we wish to
practice a policy of forgiveness and peace. Anyone who has participated in these type of actions
against the international community or “We the People” on the land of the American continent may
repent, cease their unlawful behavior and be accepted in peace by the people on the land of the free
Republics. It is not our policy or desire to hinder, harass, or otherwise interfere with the “UNITED
STATES” corporate government. We peacefully require that all of their agents, officers, employees,
contractors or anyone who represents the “UNITED STATES” corporation or any of its subsidiaries
remain within the lawful territorial borders of the District of Columbia and do not trespass on our
lands or against the people of our lawful nation, free Republics, national borders, or territories. “We
the People” of the Republic of the united States of America, by this notice, formally withdraw any
consent whether voluntary, actual or implied and formally rescind and rebut any type of contractual
agreements, that “We the People” of the free re-inhabited Republics have, or are presumed to have,
with the “UNITED STATES” corporate government. We no longer give our consent for the “UNITED
STATES” corporation or any of its employees, agents, contractors or representatives of any type to
use any of the lands, national parks, real estate, resources, natural resources, air, water,
infrastructure, properties, structures, public buildings, interstate highways, roads, by ways, alleys,
right of ways, bridges, trestles, beachheads, shores, shipping lanes, navigable waters, lakes, rivers,
ponds, caves, underground structures, underground facilities, underground weapons, underground
storage, space above to the highest height or beneath to the lowest depth within our national
boundaries, military men and equipment, munitions, explosives, guns, ammunition, firearms,
artillery, weapons, futuristic weapons, technologies, stocks, bonds, mother bonds, birth
certificates, CAFR funds, vehicles, ships, boats, any watercraft, any aircraft, train railways, trains,
ships, vessels of any type, any other conveyance, or any other thing within our national and/or
territorial borders that was purchased, developed or leased with funds that were derived from any
assets within our territorial borders or from revenues received from our people within our borders.
The use of any of these cannot be used for any purpose without the express written consent by a
two-thirds majority vote from our elected officials in congress and signed by the President of the
Republic of the united States of America. We require that all of your agents, contractors,
employees, officers, or representatives of any type of the “UNITED STATES” corporation vacate our
lands and borders, surrender all tangible items as described above to the Republic and stop all
interactions of any type with the people within thirty (30) days of this Decree and Declaration. An
extension of time may be given upon request and consent of a two-thirds majority vote of our
congress and our President. The American people have a free choice to belong to any type of
government they want. We will let them decide and will not intimidate or coerce them. We are a
fledgling nation without protection of a military or law enforcement at this time. We are formally
requesting for assistance from the United States military, United States Federal law enforcement
agencies, State and local Law enforcement agencies, and Homeland Security, as well as foreign
militaries, if necessary, to come to our aid to protect our borders and our people in this time of
need. Many of these agencies are partially funded by the taxpayers who are making this request.
We are gravely concerned that the “UNITED STATES” corporation may try to violently quash the
newly established dejur (provisional) government of the united States of America. We have the
lawful Right to Exist by law and treaty, and we ask for assistance and protection from all nations
that our lawful Republic has been in treaty with past or present. We have not created a new
government. We have re-inhabited the existing Republic that lay abandoned for many years. This
Republic is protected under the aforementioned law and treaties.

 In summary, we believe that the “UNITED STATES” corporate government is bankrupt,
insolvent and can no longer meet the fiducary obligations it has to “We the People” of America or
to the nations of the world. We the people on the land of the re-inhabited free Republics have the
lawful Right to Exist as a free people. This fact is supported by the “Constitution for the united
States of America”, the “Bill of Rights”, and “The Declaration of Independence”. These documents
established a nation of free people on the land of America and we operated as such until the fraud
began by the ‘UNITED STATES” corporate government in 1871. Our intent is to peacefully operate
a lawful Republican form of government, institute a lawful banking system funded by real
substance, operate in international commerce as a free nation, create and settle debts, coin lawful
money, operate a lawful treasury, operate a lawful Post office, establish lawful courts, establish
lawful law enforcement, establish a lawful military and militia. We intend to establish the fact that
many of the people of our country can and will do honorable business and establish the American
image of truth, honesty, integrity, and honor around the world. Our plan is to rebuild our economy
and support other economies around the world. We will allow our military to withdraw from
unnecessary conflicts around the world and promote world peace and prosperity. It is our intent to
allow military men to run the military and keep politicians out of their business. We intend to follow
God the Creator’s command to feed the hungry, clothe the naked, and care for the sick, irrespective
of creed, religion or race. This documented Declaration and Decree officially dissolves all of the
bands and contracts that bind us as “We the People” to this “UNITED STATES” corporate
government or any of its subsidiaries, agents, contractors, or representatives of any type. We
formally accept the contracts of the “Constitution for the united States of America” the “Bill of
Rights” and the “Declaration of Independence” all circa 1776-1791 as our law. We Declare and
Decree that this is the intent of “We the People” on the land of the free Republics of the united
States of America to be free upon our land and live in peace with our neighbors and other countries
around the world. We formally request that the United States Military protect our Republic, our
borders, and our people; if they fail, we call upon the nations of the world to help us under the
direction of our selected United States military commanders to that together we will end the tyranny
that has been perpetrated on the free American people and the world by the unlawful actions of the
“UNITED STATES” corporate government. It is our God given unalienable Right to Exist. This is
our cry and our prayer for help from a peaceful people.
