TECHNICAL SPECIFICATION FOR GAS INSULATED METAL CLAD


22/33kV GAS INSULATED SWITCHGEAR

B2.1 Scope
This specification describes the metal clad gas-insulated medium voltage
switchgear for indoor application to be required for this project in configuration
and amount of panels as set out in the separate details and single line diagram
(diagrams).

B2.3 Design Criteria:


B2.3.1 Rated Normal Currents
The rated normal currents of components are stated in the Technical data and
shall be valid for 40° C.
B2.3.2 Temperature limits and environment
For equipment located indoors, it shall be designed to meet its specified current
rating with an ambient temperature of 40° C.

B2.3.3 Internal arc fault test:
Equipment has to be tested with internal arc faults to ensuring operator safety.
The ability of the enclosure to withstand pressure shall fulfil the requirements of
European standard 50068.

B2.4 Panel Housing Description:


B2.4.1 General
The switchgear shall be an indoor gas-insulated and metalclad cubicle design
with single busbar system as per scope. It shall be suitable for local and remote
control.
The switchgear shall be designed to ensure optimum continuity and reliability of
supply as well as safety for operation.
The switchgear shall be partitioned both between the busbar to the circuit
breaker and from panel to panel. The busbar connections between each panel
shall be of the plug-in/ bolted type. The switchgear assembly shall be such that
there is no need of any Gas handling at site. Pressure relief duct on top of the
switchboard is required.

Mimic should be provided on the door through semaphore indicators or


mechanical linkage. All the basic mechanical on/off of circuit breaker, isolator &
earth switch operation, manual spring charge of CB must be possible.

SF6 gas handling at site is not acceptable.

The bus bars shall be extensible on both sides without requiring any gas work.

The power cables shall be fed in from the bottom and connected by plug
connectors.
A free slot at the panel back shall be available for cable testing and current and
voltage injection.
A leakage rate of max. 0.25% per annum is required. The gas tanks should
therefore be manufactured according to the latest technology and manufactured
from stainless steel and welded by laser. Gas tanks shall be manufactured from
3mm thick stainless steel.
The switchgear is to be designed in such a way that all high voltage parts with
the exception of cable plugs are located in an insulating inert gas, in order to
avoid environmental influences such as humidity, dust and otherwise polluted air
to prevent entry of metal and gumming of greases. The panels must safely
withstand at least the rated lightning impulse voltage even when the gas pressure
falls to atmospheric level.
For operator safety the switchgear must have an active and passive protection
system against internal faults in each partitioned compartment.
In case of an internal fault the active system (in combination with the BAY
PROTECTION AND CONTROL UNIT) has to switch off all feeding circuit
breakers in a sufficiently short time, which is approx. 100 ms. The pressure
detection is to be done by temperature compensated pressure sensors.
The passive safety section shall ensure that hot gases are guided via pressure
relief disks of each unit concerned. The temperature-compensated sensors for
pressure measurement must also permanently monitor the relevant gas
compartment. Provision must be made for action to be taken when the upper or
lower threshold is exceeded, leading to a drastic reduction in damage and
internal arc faults.
The entire system is to be monitored with the aid of the sensors. It shall be
possible to deduce appropriate maintenance operations from this monitoring
system.
B2.4.2 Panel design and compartments
The switchgear panels are to be partitioned into compartments as follows:
1. Bus bar I module (Three/Single Phase) GIS compartment
(incl. built-in 3 position switches)
2. Core module with built-in circuit breaker and combined GIS compartment
current and voltage sensors (or conventional CT’s and
PT’s (if applicable)
3. Cable termination compartment AIS compartment

GIS = Gas Insulated Switchgear AIS= Air Insulated Switchgear
Important.
For future up rating it must be possible to exchange panels or circuit breakers
within an erected switchboard.
For this, each unit shall be provided with facilities (“repair openings”) which
will grant access to HV parts, thus allowing purchaser to conduct repairs inside
the gas tanks at site, maximizing availability of the switchboard.

For future upgrading or repair, it must be possible to add panels on the side of
switchgear without gas work
B2.4.3 Main GIS modules arrangement and functionality
Each panel shall have a gas-insulated core module and a gas-insulated busbar
module.
The core module is to contain the stationary mounted vacuum circuit breaker;
the instrument sensors for current and voltage (or the conventional CT’s) and the
cable sockets shall be installed in this module.
The busbar module is to contain the busbar and the 3 position switch. Busbar
shall be three phase/single phase type

B2.5 SF6 Gas:


Under normal operating conditions it shall not be necessary to treat the
insulating SF6 gas between major overhauls. Self-sealing vacuum couplings
shall, however, be provided on each individual equipment module to facilitate
cycling and recharging. In the circuit breaker enclosure, where the arc will
generate gas decomposition products, a permanent efficient filter shall be
installed to remove any residual impurities in the gas. The filter shall be effective
for the duration of time between major overhauls.
The supplier shall provide full details of the SF6 gas operating pressures, dew
point, and acceptable level of moisture and pressure/temperature characteristics.
He shall also provide recommendations and procedures for gas monitoring and
treatment of gas which has deteriorated in service.
The Contractor shall provide the initial quantity of gas to enable the switchgear
to be put in service. He shall also provide an additional 10% gas. Suitable
storage facilities for the additional gas shall be provided. The gas supplied shall
comply with the recommendations of IEC Publication 376.

Main AIS compartment arrangement and functionality


Each panel shall have a cable connection compartment and a low voltage
compartment.

The cable connection compartment is to contain the cable sockets accessible


for fitting of the medium voltage cable plugs and the cable sockets which can
also accommodate the plug-in voltage transformers if applicable.
The low voltage compartment is to contain the switch operating mechanisms
and all secondary equipment including a BAY PROTECTION AND CONTROL UNIT.
The low voltage compartment must be a self-contained unit with its own front
door incorporated in the switchgear panel. It is to contain the operating
mechanisms, the BAY PROTECTION AND CONTROL UNIT and the plug connectors
for the auxiliary power and communications.
All operating mechanisms have to be motorized. Manual emergency operation
and mechanical position indicators shall also be provided.
Installation facility
The panels are to be delivered to site as factory assembled, tested units. After
panels (or panel assemblies) have been bolted / plugged in together and the
power and control cables are connected, the system must be ready for operation.
External coating or painting on the switchgear panels
The visible metal sheets of the switchgear panel enclosures must have an
external coat of paint, very light gray, and color RAL 7035 / Manufacturer’s
Standards.
Other metal parts are to be either stainless steel, or suitably coated or painted to
prevent rust or corrosion, depending on the material.
Degree of Protection
The equipment shall be metalclad as defined in IEC 60298.
The degree of protection shall be at least IP65 for gas compartments and IP4X
for the supporting frames, low voltage and other compartments.
1. Circuit breakers :
The circuit breakers shall be vacuum type and comply with latest amendments of
IEC 62271-100 & 622271-200.
The stationary mounted circuit breakers shall be fully type-tested. Test
certificates, as evidence of successful completion of type tests shall be submitted
with the tender.
The circuit breakers must be maintenance free for life under normal operating
conditions to DIN VDE 0670 part 1000.
All circuit breakers shall be routine tested in accordance with the latest
amendments of IEC 62271-100 & 622271-200.
The circuit breaker shall be equipped as follows:
1. With stored energy spring mechanism for motor charging and emergency
manual operation
2. With mechanical push buttons for closing and opening
3. With mechanical indicators for switch position and mechanism position
4. With mechanical counter

7. Detection of the switch positions is to be performed by wear and tear-free
proximity sensors.
2. Isolators and earthing switches :
Isolators combined with earthing switches (3 position switches) shall be motor
operated. In cases of emergency, manual operation must be possible.
Detection of the switch positions is to be performed by wear and tear-free
proximity sensors (Optionally with auxiliary switches).
The earthing position for all 3 phases must either be visible or directly detectable
at the main contacts.
Disconnector shall be motor operated, however manual operation of the isolator
shall also be provided.
3. Voltage and current sensors or conventional instrument transformers :
Combined modern voltage/current sensors to IEC 60044-1 and IEC 60044-2
(with high linearity over the entire working range).With sensors, changing of
primary current rating (within breaker rated current) and changing of feeder type
(cable, transformer etc.) is possible by software change only.

Conventional inductive voltage and current transformers according to IEC
60044-1 and IEC 60044-2 shall be applied and designed according to metering
and protection requirements.

Current Transformer (Tentative Requirement)


The current transformers shall be provided of suitable ratings. Feeder current
transformers - if any - have to be placed on the line side of the circuit breaker.

Connection to earth potential to be foreseen outside of the gas-filled clad


compartments. Thus, dielectric stress does not occur. The transformer ratio, the
accuracy class and the performance load to be selected to suit the application
requirements.

CT burden shall be provided as per relay and metering requirement and bidder to
substantiate this with suitable calculations during detail engineering with CT VT
Burden calculation.

Voltage Transformer (Tentative Requirement)

The voltage transformers shall be inductive metal-enclosed transformers, located


outside of the clad gas compartments. They are installed with pluggable
connections using an inner-cone type system and are fitted with a disconnecting
device/switch. If the disconnecting device is in the “Earth” position, the voltage
transformers shall remain in position during voltage tests. During voltage test,

the primary of the voltage transformer is earthed. Ratings of VT shall be


discussed during detailed engineering.

4. Cable Terminations :
The design of the switchgear shall permit easy access for the installation and
termination of XLPE power cables. The incomer shall be having provision to
accept five (5) nos. of 3-core, 400 sq. mm XLPE cables or 4 Nos. of 3-core, 630
sq.mm. XLPE cable. The outgoing feeders shall be suitable for accommodating
2 x 400 sq. mm XLPE cable.
The cable connection has to be done by cable sockets and plugs to DIN 47 637
of the inner cone type in the size 2 or 3 for faster installation work. Suitable
plugs for termination of cable/s of outgoing feeders shall also be included in the
scope of supply.
Facilities for easy cable testing including cable voltage test and fault location
and for primary current injection, with busbar live, are required.
5. Interlocking features :
In order to ensure proper operation and to prevent dangerous situations and
maloperation, a series of interlocks must be provided to protect the operators and
the switchgear itself.
Fundamentally, the protection against maloperation is to be effected by software
in the panel unit.
Electromechanical or software based interlocking is acceptable.
The following interlocking dependencies must be provided:
• Limit position blocking of the switching devices
• Interdependence of disconnector and earthing switch in the same panel
• Interdependence of the disconnector and the circuit breaker in the same
panel.
• Interdependence of the circuit breaker and the earthing switch in the
same panel.
• Dependence of the disconnector on the bus coupler circuit breaker and
vice versa.
6.0 Earthing:
Earthing for 33/22 KV GIS panels is also in the bidder’s scope and the Earthing
for the switchgear panel has to be connected to the sub station earth. Earthing
shall be provided as per latest amendment of IEC applicable and earthing
resistance for the complete sub station shall be less than 1 ohm.

7.0 Protection and Control System

The offered Feeder Protection Relay should be completely numerical with


Protective elements realized using software algorithm. Hardware based
measurement shall not be acceptable. Numerical Relay shall be designed for the

protection, control, measurement and supervision of substations. The relay in


general shall comply with the following requirements:

Technical requirement:
- The relay shall be suitable as the station DC voltage requirement.
- Relays shall be suitable for flush mounting/modular type.
- The CT terminals of relays should not be of plug in type. The relay shall have
provision for minimum 4 CT inputs. (3 Nos. for phase fault & 1 No. CT input
for Earth fault).
- The relays shall have modern mimic or graphical displays.
- The relay enclosure shall be dust proof having degree of IP 54 protection when
mounted on a panel.
- The relay should withstand the ambient temperature up to + 50° C and relative
humidity < 95% RH.
- The relay shall have two separate communication ports. The front
communication port shall be Ethernet/USB/RS232 based used for local
communication with Laptop and the rear port shall be RJ45 for Remote
communication on IEC 61850. Vendor shall submit KEMA certificate for the
same. Numerical Relay shall have native IEC 61850 based design and
construction. Numerical Relay shall support high speed horizontal peer-to-peer
GOOSE Communication
- Relay shall have minimum 14 Nos. freely configurable binary inputs for trip
circuit supervision and min. 7 nos. digital outputs including watch dog contact..

Protection Requirements:
Relay shall be suitable for providing the following protections:
1. Directional/Non-Directional over Current Protection (50/51/67)
2. Directional/Non-Directional Earth-Fault Protection (50N/51N/67N)
3. Under Voltage & Over Voltage (27 & 59)
4. Transformer differential (87T)
5. Restricted earth fault (64R)
6. Master Trip protection to be provide in separate relay
7. Trip circuit supervision for supervising maximum 2 trip coils.

Display & Indication:


All numerical relay shall have keypad / key to allow relay settings and relay
configuration from relay front. It should be possible to carry out the settings and
configuration of relays on line. Relays shall be operative in harsh environment.

Large Graphical or Mimic displays/ LCD display 60mm x 60mm and min. 7 nos.
configurable LED’s to facilitate better readability of display data & fault
identification.

The relays have at least seven programmable LEDs on relay front, which should be
freely assigned for different fault alarm / start / trip / binary input status etc.

The relay shall be able to display following measurement data:


a) Current measured on 3 Phases and neutral current.
b) Voltage measured on 3 Phases and neutral.
c) Negative sequence measurement
d) Residual Current measurement

Circuit Breaker Control & Monitoring:


Numerical Relay shall have control of one circuit breaker with dedicated push
buttons for opening & closing of circuit breaker. Interlocking scheme required by
the application shall be configurable in numerical relay.

The condition monitoring function of the IED constantly monitors the performance
and condition of the circuit breaker.

Software Security:
Relay shall be provided with password protection against unauthorized write
access. However, viewing of metering data, settings, and status and event data as
read only parameters should be without password protection. To protect the IED
from unauthorized access and to maintain information integrity, the IED is provided
with a four-level, role-based authentication system with administrator
programmable individual passwords for the viewer, operator, engineer &
administrator level. The access control applies to the front-panel user interface, the
web-browser based user interface & communication tool.

Disturbance, Event Recording & Data Storage:


Status, disturbance data and events shall be stored in non-volatile memory backed
up by battery. It should be possible to store minimum 50 events codes with date and
time stamp, last 4 fault records and last disturbance record.

When auxiliary power fails, it should be possible to see the latest state of display
when power is restored. In addition, in case of power supply failure lock out status
of the relay should be stored and kept in memory to allow the working of interlock
logic properly on restoration of the supply.

ENERGY METER

Static TVM energy meter shall be supplied with each switchgear panel.

8.0 Input Signal to SAS System


The following minimum digital input shall be provided through IEDs in the remote SAS
system:
i) Status of CB, Isolator.
ii) CB trouble
iii) CB operation/closing lockout
iv) Trip circuit faulty
v) Hand reset trip alarm status of relay
vi) Back-up overcurrent & earth fault protection Operated
vii) DC source fail.
viii) Transformer WTI/OTI alarm, WTI/OTI trip, Buchholz trip and Buchholz
Alarm.
9.0 Integration of IEDs with SAS of Remote Substation:
All protective relay (IEDs) shall be connected to Ethernet switch on IEC 61850
which shall then be connected to local SDH equipment by optical fibre cable for
integration to SAS server at a remote 132kV substation via WAN. It shall be
responsibility of the Contractor to connect up to the local SDH equipment.

SAS/SCADA at remote 132kV substation shall be in the scope of a separate


contract
Trivector meter are also envisaged to communicate with remote SAS/SCADA
through MODBUS to IEC 61850 protocol convertor and all wiring etc. shall be
in the scope of contractor

10.0 Tests:
All tests shall be carried out according to relevant IEC/IS standards.
Type tests
The metalclad switchgear shall be type tested at a recognised and well-reputed
test laboratory. Type test certificates shall be available for verification as
evidence of successful completion of type tests.
Routine tests
Tests shall be carried out according to IEC requirements. In addition to others,
the following tests apply:
1. Wiring and function tests
2. Equipment verification tests
3. Low voltage circuit insulation test
4. High voltage power frequency test
Factory inspection tests
Notification for factory tests along with list of proposed tests shall be submitted
as required.
Site tests
The site tests shall include the following but not limited to:
1. Power frequency withstand test (at 80% of the prescribed power
frequency withstand voltage)
2. Insulation resistance
3. Functional test of the fully installed and wired equipment delivered.
