Coronavirus (COVID-19) Policies Summary

The table below summarizes the confirmed immigration restrictions and/or concessions that jurisdictions around the world are currently imposing in an effort to
contain the novel coronavirus (COVID-19), for example entry or transit bans and mandatory quarantines for travelers from various jurisdictions and affected areas.

If a jurisdiction is not listed here, that means Fragomen cannot reliably confirm it is currently imposing restrictions or concessions of this type. The novel
coronavirus outbreak is a rapidly changing development, and this table is provided for reference only. In addition, this table does not attempt to cover other
developments that may be relevant to travelers, such as airline route cancellations, the closing of consular posts, or national travel advisories. Individuals
considering travel that could be impacted by the outbreak are advised to check for updates with their country’s consular posts if relevant and to seek case-specific
advice from their travel provider and immigration provider. Employers allowing their staff to work from home may need to complete additional labor law

Jurisdiction Policies

• Land borders are closed to travelers. Individuals will not be able to travel by car to and from Albania, Greece, Kosovo, Montenegro
Albania
and Northern Macedonia.

Angola • Suspension of all travel in and out of Angola for 15 days from March 21, 2020.

• Entry ban:
o Entry ban for non-resident foreign nationals until March 31, 2020.

• Quarantines:
o Isolation for all nationals and residents in Argentina until March 31, 2020.
o Isolation for at least 14 days for all nationals and residents arriving to Argentina.

• Restrictions:
o Suspension of submission, processing and issuance of all immigration applications in Argentina until March 31, 2020.
Argentina
o Suspension of all services and processes at the National Immigration Directorate (DNM), national registry office (Registro
Nacional de Reincidencia), Social Security Agency and RENAPER until March 31, 2020.
o Suspension of document apostille and legalization until March 31, 2020.
o Suspension of issuance of visas and temporary or transitory residence permits at any Argentina consular post until further
notice.

• Concessions:
o Extension of validity period for an additional 30 days, of all official residence and/or work authorization permits of foreign
nationals expiring on or after March 17.

• Entry ban on all foreign nationals, with the exception of residence permit holders, family members of Armenian nationals and
diplomatic staff.
Armenia
• Quarantine or self-isolation for travelers who visited Austria, Belgium, Mainland China, Denmark, France, Germany, Iran, Italy, Japan,
the Netherlands, Norway, South Korea, Spain, Sweden, Switzerland or the United Kingdom in the 14 days prior to entry.

Aruba • Entry ban for foreign nationals through March 31, 2020.

Jurisdiction Policies

• Effective 21:00 AEDT March 20, 2020, entry ban for non-citizens and non-residents, except Australian citizens, permanent residents
and their direct family members, and New Zealand citizens who are usually resident in Australia.
• Self-isolation for 14 days for the exempt travelers listed above.
• Specific information about exemptions:
o Immediate family members of Australian citizens and permanent residents – this is limited to spouses (married or de facto),
legal guardians and dependants, for example, dependent children. These family members must obtain/hold an appropriate
temporary visa to enter Australia (for example, Visitor visa) and must present appropriate evidence of the relationship, such
Australia as marriage certificate, evidence of de-facto relationship such as shared finances or property, birth certificate or birth
certificate for children. Importantly, these immediate family members are also required to undertake an additional pre-
clearance step by submitting an online enquiry form prior to travel to Australia.
o Holders of Temporary Partner (subclass 309 or subclass 820) visas or Dependent Child (subclass 445) visas qualify under
the exemption.
o New Zealand Citizens who are usually resident in Australia – where seeking to enter Australia, such New Zealand citizens
must carry proof of residency in Australia (driver's license or documents in relation to residency such as recent utility bill or
bank statement to evidence Australian address).

Jurisdiction Policies

• Entry ban:
o Most non-EU nationals are banned from entering Schengen Area member countries or Bulgaria, Croatia, Cyprus and
Romania through April 15, 2020 (extendable). Entry remains permitted for EU nationals, UK nationals, nationals of Schengen-
associated countries (Norway, Iceland, Liechtenstein, Switzerland) and their family members, EU long-term residence permit
holders, those holding other types of EU or national residence permits or long-term visas, among others. There may be some
variances on the implementation of these measures among EU countries. Click to read more.
o Entry ban for non-resident / non-visa holder foreign nationals for entry by air through April 11, 2020, 0:00 am (renewable).

• Closures:
o Most immigration offices around Austria are closed. No date has been set for re-opening.

• Quarantine:
o 14-day quarantine for Austrian nationals, visa / permit holders and EU national registered residents arriving by air.

• Restrictions:
o Biometrics appointments are cancelled until further notice.
o Visa and permit applications not being accepted except in family-related hardship cases.
o Land border checks are possible – check this site for updated information.
Austria
• Concessions:
o Approved permits are currently being mailed to applicants since in-person collection is not possible.
o Permits expiring in the upcoming weeks need can be filed by email or mail.
o Foreign nationals holding a work and residence permit can work from home if there is a respective agreement with the
employer.
o Minimum salary requirements can be pro-rated if employees must be placed on unemployment partially or fully. The agreed
salary must be kept on a pro rata basis. This does not apply to Blue Card EU and Red White Red Card holders as their
declared salary must be kept as stated in the application.

• Medical certificate:
o Through April 11, 0:00 am, all travelers entering by air must present a medical certificate in German or English, issued no
more than four days before entry, showing negative results for COVID-19. Alternatively, travelers will be quarantined for 14
days. The form for the medical certificate is available here.
o Through April 3, 12:00 noon, all travelers entering across land borders from Germany, Hungary, Italy, Liechtenstein, Slovenia
and Switzerland must present a medical certificate in German or English, issued no more than four days before entry,
showing negative results for COVID-19. Austrian nationals or permanent residents may alternatively be quarantined for 14
days, or until negative test results come in.
o Non-EU nationals entering by other means than air from any country subject to a travel warning must present a medical
certificate in German or English, issued no more than four days before entry, showing negative results for COVID-19.

o Entry ban for nationals of Mainland China and Iran without a visa.
o Entry ban for Russian nationals, except truck drivers.
o Entry ban for the cities Baku and Sumgait and the Absheron region.

• Restrictions:
o Closure of border with Georgia until March 24, 2020.
Azerbaijan
• Suspensions:
o Suspension of visa applications through Azerbaijan Embassies or General Consulates and closure of immigration department
until March 29, 2020.
o Suspension of initial and renewal Work Permit, Temporary Permit, Permanent Permit and other related documents until
March 29, 2020.
o Suspension of e-visa issuance for 45 calendar days from March 13, 2020. Visa nationals must apply to consular posts after
March 28. Applicants may be required to present medical certificates confirming negative test results for COVID-19.

• Entry ban:
o Entry ban for non-resident foreign nationals who have visited Mainland China, Iran, Ireland, Italy, South Korea, or any country
in Europe within 20 days prior to entry.
Bahamas
• Quarantine:
o Quarantine for up to 14 days for Bahamian nationals and residents returning from Mainland China, Iran, Ireland, Italy, South
Korea, any country in Europe, or from any country reporting coronavirus transmission.

Jurisdiction Policies

• Entry ban:
o Entry ban for travelers who have been to Iran, Iraq or Lebanon in the 14 days prior to travel to Bahrain. This does not apply to
nationals of Bahrain and other GCC countries, foreign residents in Bahrain and those with a special approval from the
Ministry of Interior, who will be subject to a quarantine.

• Restrictions:
o Travel ban on nationals of Bahrain travelling to Iran.
Bahrain o Border crossing at the King Fahad Causeway, linking Bahrain with Saudi Arabia, has been closed.
o Suspension of visas-on-arrival for all travelers (all travelers must have a pre-arranged visa for travel to Bahrain) with the
exception of diplomats).
o Issuance of residence visa stickers (both new and renewals) is limited to foreign nationals in select positions only if they must
travel internationally; otherwise, paper visa prinouts will serve as permits until further notice.

• Quarantine:
o Quarantine for all travelers arriving in Bahrain.

Bangladesh • Suspension on visas-on-arrival for Mainland Chinese nationals.

• Restrictions:
o None, Belarus authorities continue to operate as normal.

Belarus • Concessions:
o Foreign nationals can extend their stay up to 90 days and beyond if required. Applicants must contact the unit of citizenship
and migration at their place of registration.
o Foreign nationals with cancelled flights can obtain an exit visa at Minsk National Airport if required.

Jurisdiction Policies

• Entry ban:

Belgium
o All non-essential travel abroad is banned.

• Concessions:
o Fragomen has secured the possibility of submitting work authorization applications by e-mail in all three regions in Belgium
(Brussels, Flanders and Wallonia). Previously all applications had to be submitted via regular mail. All three regions have also
confirmed that they have taken measures to ensure continuation of service.
o Foreign nationals who cannot leave Belgium because of force majeure and whose residence authorization is about to expire,
can apply for a temporary extension of stay in Belgium, in principle, for up to 90 days. This system already existed but the
federal immigration office has now updated the instructions on how to apply for the extension.

• Entry ban:
o Entry ban for foreign nationals, except residents of Bermuda (and their dependents with permission to reside in Bermuda),
crew members of a cargo or commercial aircraft or cargo ship, or persons with written permission from the Quarantine
Authority of Bermuda to enter.
Bermuda
• Quarantine:
o Self-quarantine for 14 days from arrival for all individuals entering Bermuda. Only individuals without symptoms of coronavirus
will be allowed to depart Bermuda during the 14-day quarantine period.

• Entry bans:
o Entry ban for non-resident foreign nationals until March 31, except authorized members of diplomatic missions or international
organizations.
Bolivia o Until then, entry ban for non-resident foreign nationals arriving from Iran, the United Kingdom or any Schengen country.

• Quarantines:
o Isolation for 14 days for all travelers entering Bolivia.

Herzegovina
• Quarantine:
o 14-day quarantine for all travelers.

• Entry ban:
o Entry ban for foreign nationals traveling from Austria, Belgium, Mainland China, Denmark, France, Germany, India, Iran, Italy,
Japan, Netherlands, Norway, South Korea, Spain, Sweden, Switzerland, the United States and the United Kingdom.

• Quarantine:
Botswana
o Quarantine for 14 days for nationals and residents of Botswana returning from high-risk countries.

• Restrictions:
o Visas already issued to foreign nationals from high-risk countries have been revoked.
o Issuance of visas to foreign nationals from high-risk countries has been suspended.

• Entry ban:
o Effective March 23, entry ban for 30 days for nationals of Australia, Mainland China, Iceland, Japan, Malaysia, Norway, South
Korea, Switzerland, United Kingdom or any member state of the European Union traveling to Brazil by air, except Brazilian
nationals and foreign nationals holding a Brazilian residence authorization.

• Restrictions:
o Closure of land borders with Argentina, Bolivia, Colombia, Guiana, French Guiana, Paraguay, Peru and Venezuela until April
Brazil
2, 2020 for all non-resident foreign nationals, except those entering for humanitarian or international organization missions,
employees of the Brazilian government and personnel carrying cargo.
o Federal Police offices in Araranquara, Santos and Campinas closed until further notice; Federal Police offices in Sao Paulo
and Rio de Janeiro working with reduced staff and accepting applications only for exceptional cases (e.g., due to health
concerns or imminent travel).
o Foreign nationals entering the Federal Police office in Sao Paulo for any service must be accompanied by an authorized
licensed attorney and/or authorized licensed translator.

Jurisdiction Policies

• Entry bans:
o Entry ban for Mainland Chinese nationals from Hubei Province and those with Mainland Chinese passports issued in Hubei.
o Entry ban for foreign nationals who has visited Hubei, Zhejiang or Jiangsu Provinces in Mainland China, Iran or Europe
(including United Kingdom) within 14 days of arrival in Brunei (Brunei nationals and Permanent Residents are exempted).

• Quarantine:
o Self-isolation for 14 days for citizens and permanent residents of Brunei seeking to return to Brunei from Mainland China.
Brunei o Self-isolation for 14 days for citizens and foreign nationals travelling to Brunei.

• Restrictions:
o Exit ban for Brunei citizens, permanent residents, and foreign nationals holding valid Identification Cards (ICs), except in
cases of medical treatment, attending court hearings, or continuing studies overseas. Such travels are subject to approval
from the Prime Minister's Office and a travel application must be sent via e-mail to travelapplication@jpm.gov.bn (along with
scanned copies of relevant documentation). This includes travel via road to and from Temburong (Brunei's easternmost
district).

• Entry ban:
o Most non-EU nationals are banned from entering Schengen Area member countries or Bulgaria, Croatia, Cyprus and
Romania through April 15, 2020 (extendable). Entry remains permitted for EU nationals, UK nationals, nationals of Schengen-
associated countries (Norway, Iceland, Liechtenstein, Switzerland) and their family members, EU long-term residence permit
holders, those holding other types of EU or national residence permits or long-term visas, among others. There may be some

Bulgaria
o Entry ban for non-resident foreign nationals – including EU nationals and EU permit holders – arriving from Bangladesh,
China, France, Germany, India, Iran, Italy, Maldives, Nepal, Netherlands, South Korea, Spain, Sri Lanka, Switzerland, United
Kingdom. Family of Bulgarian nationals are exempt.

• Restrictions:
o Land border checks are possible – check this site for updated information.

Cambodia • Entry ban for visitors from Italy, Germany, Spain, France, and the United States through April 15, 2020.

• Entry ban:
o Bar to entry via air to Canada.
o The US-Canada land border is closed to all “non essential” travel, which is defined as travel for the purpose of tourism and/or
recreation.
o Bar to entry does not apply to: Canadian citizens and their immediate family members, Canadian permanent residents and
their immediate family members, diplomats and their immediate family members, flight crew, temporary foreign workers,
international students (and those approved for a study permit as of March 18th), those approved for permanent residence
status as of March 16th, healthy individuals coming to work in the areas of health care or critical infrastructure, or truck
drivers, mariners and railroaders.
o Foreign nationals who have resided only in Canada and/or the United States for a minimum of 14 consecutive days can fly to
Canada if the flight is a trans-border flight (US direct to Canada).
o Foreign nationals not holding a work permit who can prove to Canadian border officials that their work is “essential” may be
able to enter via land border.

• Quarantine:
o Mandatory self-isolation for 14 days for all travelers entering Canada except those who are healthy and work in the areas of
health care and the movements of critical goods, and on critical infrastructure projects.

• Restrictions:
o Ban on docking of boats carrying more than 500 people at Canadian ports until July.
Canada
o Effective March 18, all incoming flights, except those departing from the United States, Mexico and the Caribbean, will be re-
routed to an international airport in Montreal, Toronto, Calgary or Vancouver.
o Travelers showing symptoms of the coronavirus prior to boarding a flight to Canada will not be permitted to board, regardless
of citizenship. Travelers found to have the virus will be barred from airline travel for a minimum of 14 days and must show a
medical certificate showing they no longer have it before being able to board a plane.

• Concessions:
o Foreign nationals in Canada whose statuses have or will expire imminently can still apply to extend their status inland through
an extension application (if they are still in status), a restoration application (if their status expired within the past 90 days) or a
temporary resident permit application (if their status expired more than 90 days ago). If they choose to exit Canada the bar to
re-entry may apply.

• Other updates
o Temporarily, all Labour Market Impact Assessments (LMIAs) issued by Employment and Social Development Canada
(ESDC), will be nine (9) months in duration.
o Canada Visa Application Centres temporarily closed: Austria, China (Wuhan only), France, Italy, Iraq, Israel, Kuwait, New
York, Peru, the Philippines, Romania, Spain and Venezuela.
o Various inland processing centres are working with minimal staffing levels and processing times will thus increase.
o Biometrics collection offices are temporarily closed both domestically and abroad. Applicants now have a 90-day period in
which to provide evidence of submission

o IRCC officers abroad have been instructed to provide applicants with 90 days to produce any additional required documents
as part of their application
o Immigration Canada’s Client Support Centre telephone line is unavailable until further notice. All inquiries must be made via
webform.
o Canada Post is experiencing delays, which will affect the timely issuance of work permit extensions and other original status
documents sent by mail from inside Canada.

• Entry bans:
o Entry ban for non-resident foreign nationals to Chile until April 2. The government may extend the ban if necessary. Foreign
nationals holding a visa-in-process receipt issued in Chile are exempt from the ban.

• Quarantines:
o Possible quarantine for 14 days for all individuals arriving in Chile.
Chile
• Restrictions:
o Suspension of all visa processing and issuance at all Chilean consular posts until further notice.
o Suspension of services and issuance of police clearance certificates and Chilean identity cards at the Civil Registry office,
except for urgent cases, until further notice.
o Suspension of permanent residence and visa registrations, and issuance of tourist card duplicates, permanent residence
validity certificates and travel certificates due to closure of the International Police Department (DPI) until further notice.

Suspension of visa processing and issuance at all Colombian consular posts until further notice (except for certain courtesy visa
applications).

Until March 23, 2020:


o Entry ban for all non-resident foreign nationals to Colombia.
o Mandatory isolation for 14 days for all arriving Colombian nationals and foreign residents (those with migrant, resident, courtesy
or diplomatic visas).
Colombia
Effective March 23, 2020:
o Entry ban for 30 days for all individuals (including Colombian nationals and residents). Exemptions apply only for humanitarian
reasons or cases of force majeure with prior authorization from Migracion Colombia and civil aviation authorities, and cargo crew
and personnel.
o Mandatory isolation for 14 days for all arriving individuals exempted from the entry ban.

Effective March 14
o Quarantine for all individuals in Colombia until April 13.

Jurisdiction Policies

• Entry ban:
o Entry ban for all non-resident foreign nationals to Costa Rica until April 12 at 11:59 pm (local time). Exempt from the ban are
foreign nationals holding a valid temporary or permanent residence, short-stay visa or special category visa and foreign
nationals who have filed applications for temporary or permanent residence, short-stay visas or special category visas.
Foreign nationals should travel with their valid ID cards or their application filing receipt issued by the General Immigration
Institute (subject to discretion of airline personnel).

• Quarantine:
o Self-isolation for 14 days for all individuals entering Costa Rica until April 12 at 11:59 pm (local time).

• Restrictions:
o Suspension of submissions of all immigration applications authorizing work and residence in Costa Rica at the General
Immigration Directorate until May 17, 2020.
o Suspension of all attorney appointments at the General Immigration Directorate, which will be rescheduled after May 18,
2020.
Costa Rica o Suspension of in-person applications for migratory status certificates, which must be requested via e-mail and will be issued
digitally.
o Suspension of short-stay permit registrations, renewals and change of status applications at the General Immigration
Directorate.
o Suspension of issuance of initial and renewed identity cards (DIMEX) at the General Immigration Directorate (with the
exception of renewals of residence permits based on marriage); all appointments will be rescheduled after May 18, 2020. All
requests during this time must be filed at a Banco de Costa Rica or Correos de Costa Rica branch.
o Suspension of entry visa processing and issuance at all Costa Rican consular posts.

• Concessions:
o Automatic extension of the validity period for expiring police clearance and birth certificates, which will be considered valid
until July 17, 2020.

o Blanket automatic renewal of immigration status for all foreign nationals whose status (all permission types, including visitors)
are due to expire from March 29-May 20, 2020. Dependents are covered. These permissions have now been automatically
renewed by the Minister for Justice for a period of two months. The renewal of permission is on the same basis as the
existing permission and the same conditions attach. Written renewal applications (for those cases which require them - not all

Mexico lawful permanent residents, business travelers, and those with valid U.S. travel documents are exempt from the border restrictions.

passes or Singapore permanent residence status and prosecution under the Infectious Diseases Act.
o Returning Singapore residents and long-term pass holders who visited Hubei province (Mainland China) in the last 14 days
prior to entry will be subject to a 14-day quarantine.

• Restrictions:
o Work pass holders of all nationalities, their dependents and those with IPAs entering Singapore will require the Ministry of
Singapore Manpower (MOM)’s pre-approval. All affected work and related pass holders must secure the pre-approval prior to
confirming their flights to Singapore. Work and related pass holders who arrive in Singapore without MOM pre-approval will
have their passes revoked and the company’s work pass privileges suspended.
o MOM will only allow the approve the entry/return of work pass holders, including their dependents, for those providing
essential services, such as in healthcare and transport.
o Short-term visitors who are ASEAN nationals will also be required to submit information on their health condition to the
Singapore’s Ministry of Health (MOH) for clearance before their intended date of travel. Visitors who arrive in Singapore
without MOH's approval will be denied entry into Singapore.
o Suspension of new visas to those with Chinese and Iranian passports. Previously issued short-term and multiple-visit visas to
Chinese and Iranian passport holders are also suspended.
o MOM is rejecting new work pass applications for foreign workers from Mainland China until further notice. Renewal
applications for existing work pass holders are not affected.

• Concessions:
o For six months starting March 2, 2020, companies in the manufacturing and services sectors will be allowed to hire existing
Mainland Chinese national Work Permit holders who are in Singapore, with the agreement of their current employer.
Currently, Mainland Chinese national Work Permit holders must leave Singapore before they can qualify to work for
companies in Singapore. Under this temporary policy, existing Mainland Chinese national Work Permit holders may apply for
a new work permit to work for another employer without leaving Singapore. This scheme already exists in the construction,
process and marine sectors.

• Restrictions:
o On March 20, 2020, South African Airways announced that it will immediately suspend all international operations until May
31, 2020 into and out of OR Tambo International Airport.
o Travel ban of South African nationals to high-risk countries.
o Visas already issued to foreign nationals from high-risk countries have been revoked with immediate effect.
o Visa exemption for nationals of Singapore, Hong Kong and Portugal withdrawn. These nationals must apply for a visit visa

o The South African High Court is not accepting documents for legalisation purposes. This includes education certificates, birth

South Africa
o South African Qualifications Authority (SAQA) is temporarily not verifying education certificates, required for legalisation of
education documents for specific embassy requirements.
o Closure of some Home Affairs offices.

• Concessions:
o Foreign nationals in South Africa from a country affected by COVID-19 outbreak whose temporary residence visa is due to
expire or has already expired can re-apply for such a visa, and visas valid until July 31, 2020 will be issued to such
applicants. Where an applicant cannot meet one or more of the prescribed requirements, they can apply to the Minster of
Home Affairs for a waiver. Change of status applications will not be allowed.
o Foreign nationals in South Africa from a country affected by COVID-19 or who needs to transit a country affected by COVID-
19 to reach their destination who hold a temporary residence permit which expired since December 1, 2019 and those that
will expire up to March 31, 2020 can re-apply for such a visa without submitting a FORM 20 (authorization to remain in
country pending an application for status).
o Mainland Chinese nationals under an intra-company transfer visa whose visa is expiring within the next six months can re-
apply for a visitor's visa with authorization to work (Section 11(2) visa), which will be valid for up to 180 days.
o Mainland Chinese nationals whose visitor's visa has reached maximum validity and would usually not be renewable, can
apply for the same visa with the same conditions valid for up to 90 days.
o Mainland Chinese nationals who are temporary residence holders in South Africa with visas which expired up to and including
December 1, 2019 or that will expire by February 29, 2020 can submit a simplified renewal application without completing a
Form 20, which is a form that allows the foreign national to stay in South Africa while their visa application is pending.

o Entry ban for all travelers from third countries outside the Schengen area entering Switzerland through April 15, 2020 (with
the possibility of extension). Entry remains permitted for nationals of Schengen-associated countries (Norway, Iceland,
Liechtenstein) and their family members, long-term residence permit holders, and those holding other types of national
residence permits or long-term visas, among others.
o Entry ban for all travelers from the following countries belonging to the Schengen area: Austria, France, Germany, Italy, or
Spain. Exceptions apply to Swiss nationals, Swiss residence permit holders and cross-border workers. Travelers in a situation
of absolute necessity may be exempt.

• Restrictions:
o Schengen border controls at all internal borders will be re-introduced.
o Suspension of the issuance of Schengen visas for a period of 90 days from today. Issuance of national visas will be limited to
exceptional cases only, including visa national family members of Swiss nationals or specialists working in the healthcare
sector.
o Effective until June 15, 2020, the suspension of processing of all initial applications for work and residence permits for foreign
nationals and for service provider and trainee applications for nationals of EU/EFTA countries, except for specialists in the
Switzerland healthcare sector. These applications, as well as applications for EU/EFTA nationals (except for Austrian, French, German,
Italian and Spanish nationals) entering into a local Swiss employment contract will continue to be processed.
o Travellers from Austria, France, Germany, Italy and Spain choosing to use air transportation are restricted to using the
national airports of Zurich, Geneva or Basel.
o Suspension of visa stamping of Swiss national or Schengen visas for approved or soon to be approved work and residence
permits for non-EU/EFTA nationals travelling from a risk country (Germany, France, Austria, Italy, Spain and all third
countries outside the Schengen Area) until June 15, 2020, which will result in these foreign nationals being unable to work in
Switzerland.

• Concessions:
o All applications for initial work and residence permits for non-EU/EFTA nationals filed and pending with the State Secretariat
for Migration (SEM) by March 18, 2020 are expected to be processed as usual. Applications filed after March 18, 2020 or that
have been transferred to the SEM after that date will have to be withdrawn or the authority will suspend them for the time
being.
o Visa nationals already in possession of a Swiss national visa of Schengen visa will be able to obtain a new visa free of charge
once the travel restriction is lifted. This applies to travelers from high risk countries only. Travelers not based in high risk
countries will need to obtain their visa through the normal process.

o Suspension on entry permit issuance for Hong Kong SAR and Macau SAR residents. Those who entered prior to this date
must self-isolate for 14 days in Taiwan.
o Suspension of e-gate entrance for all travelers without valid household registration in Taiwan, which includes foreign nationals
as well as TRC holders from Mainland China, Hong Kong SAR and Macau SAR.
o Suspension of issuance of entry visas by the overseas Taipei Economic and Cultural Office for foreign nationals who have
visited or resided in Mainland China, Hong Kong SAR or Macau SAR in the 14 days prior to February 7, 2020.
o No ban or mandatory quarantine for travelers from Austria, Bahrain, Belgium, Czech Republic, Denmark, Estonia, France,
Germany, Greece, Hungary, Iceland, Ireland, Kuwait, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, the Netherlands,
Norway, Poland, Portugal, Slovak Republic, Spain, Sweden, Switzerland and the United Kingdom. However, they will be

• Entry bans:

countries. Foreign nationals coming from or transiting through these countries who refuse to return to their port of origin will
be subject to 14-day mandatory quarantine from the moment of entry to Timor-Leste. The government of Timor-Leste has yet
to confirm the location of quarantine facilities. The Council of Ministers will review the travel restriction and quarantine policy
Timor-Leste
every two weeks.
o Entry ban for foreign nationals who have traveled or transited through other parts of Mainland China in the four weeks prior to
March 11, 2020 unless they have a medical report with a photograph issued by an internationally recognized medical
institute.
o Closure of land border with Nusa Tenggara Timur (NTT), Indonesia for two months from March 11, 2020.

Tunisia • Entry ban for all foreign nationals (other than Tunisian citizens) due to border closures.

o Turkish work or residence permit holders are exempt from the entry ban but subject to quarantine.

Turkey • Restrictions:
o Turkish nationals are barred from traveling to Austria, Belgium, Mainland China, Denmark, France, Germany, Iran, Iraq, Italy,
Netherlands, Norway, South Korea, Spain or Sweden.
o Limits on applications at the Migration Directorate which oversees residence permit adjudication, Temporary Protection
Status and other immigration applications. Appointments may be cancelled without prior notice.
o Suspension of in-person applications at the Ministry of Foreign Affairs. There will also be limited appointments or complete
closures of visa services.
o Closure of land borders with Bulgaria, Georgia, Greece, Iraq and Iran.

• Concessions:
o Residence permit appointments through April 19, 2020 are automatically rescheduled to June.

o Exit ban for Ukrainian citizens.

• Concessions:
o Those who cannot leave Ukraine or could not access the State Migration Service to extend their stay or exchange their
temporary/permanent residence permit due to quarantine will not face administrative liability associated with these violations.

• Entry ban:
o For all travelers, regardless of nationality (including GCC citizens) other than nationals of the United Arab Emirates and
diplomats. Passengers traveling through the UAE airports are allowed to continue their journey, provided they have valid
documents for their next destination.

• Government closures and/or immigration processing freezes:


o Suspension of processing of the following applications: a) all new employment entry permit applications for foreign nationals
United Arab
who are outside of the UAE; b) all new residence entry permit applications for foreign nationals who are outside of the UAE;
Emirates
c) all new mission entry permit applications; and d) all new applications for a visit visa (for tourism, etc.). The suspension
includes all in-progress applications.
o Applications for individuals who apply for an employment or a residence visa while they are in the UAE in a visitor status will
be allowed to continue their process. Similarly, those who renew their visa in-country are not affected.

• Outbound travel ban:


o For nationals of the United Arab Emirates travelling to Iran and Thailand.

General visa, who would normally need to return to China to apply, can exceptionally apply within the United Kingdom if their

• The United States and Canada temporarily restrict travelers crossing the U.S.-Canada land border for “non-essential purposes”
through April 19 (extendable). The agency defines “non-essential” travel as travel that is considered tourism or recreational in nature.
U.S. citizens, lawful permanent residents, business travelers, and those with valid U.S. travel documents are exempt from the border
restrictions. However, it is possible business travelers could face additional scrutiny at the border while the new policy is being rolled-

• The United States and Mexico temporarily restrict travelers crossing the U.S.-Mexico land border for “non-essential purposes”. The
agency defines “non-essential” travel as travel that is considered tourism or recreational in nature. It is not known how Customs and
Border Protection officer discretion will be implemented at the Mexican border. Critical services, such as food, fuel, healthcare and
lifesaving medicines crossing the border will not be impacted by the agreement. The measure will be in place through April 19, at
which point it will be reviewed by both countries for potential extension.
• Foreign nationals who have been physically present in the United Kingdom or Ireland within 14 days before seeking admission to the
United States will be denied entry. U.S. citizens, lawful permanent residents, their spouses and children under 21, and certain other
family members are not subject to the travel restrictions, among other exemptions. Click to read more.
• All U.S. citizens, lawful permanent residents and exempt foreign nationals returning to the United States after visiting a Schengen
Area country, China or Iran within 14 days of entry into the United States will be required to travel through one of the following
