New Brigade Commander installed in Davao del Norte

Colonel Domingo J. Tutaan Jr. relinquished his post as Commander of the 1001st
Infantry Brigade to Colonel Lysander Suerte through a simple change of command
ceremony held at the Brigade Headquarters located at Bgy Nueva Visayas, Sto. Tomas,
Davao Del Norte, yesterday, December 6, 2010.

Col Tutaaan, who will assume as Chief of AFP Human Rights Office in General
Headquarters, Camp Aguinaldo, expressed his heartfelt gratitude to the men and
women of 1003rd Infantry Brigade, to the civilian residents, local government officials
and stakeholders who supported his cause for peace and development. “I am very
grateful because the partnership that we had yielded positive results,” he said. “It has
been my honor to be part of Davao Del Norte, and being part of the people’s lives of
Davao Del Norte,” he added.

THE NEW COMMANDER. Col. Lysander Suerte, the Chief of


Staff, 10ID receives the unit flag as he assume his post as the
newly installed 1003rd Infantry (Raptor) Brigade Commander
through a ceremony held at 1003rd Infantry Brigade
headquarters, Sto. Tomas, Davao Del Norte on December 6,
2010.
In his stint, Col Tutaan was able to deploy 127 nine-man Peace and
Development Teams (PDTs) in 112 Barangays in Davao Region. PDTs are composed
of disciplined soldiers who underwent lectures on civil-military operations (CMO),
human rights and International Humanitarians Law. He said that soldiers are in the
locality not only to protect but to serve the people in the community. This outreach
program resulted to the rescue of 14 individuals from the bondage of the CPP/NPA, two
of them are minors. His effective leadership led to the signing of manifesto emphasizing
the commitment of partners and stakeholders to the conduct of peace and development
outreach program in the communities.

congratulates both outgoing and incoming Commanders of 1003rd Infantry Brigade. “Col.
Domingo Tutaan Jr. may have only served as Brigade Commander for a very short of
time but his accomplishments served as important pillars in PDOP.” General Segovia
said.

Colonel Lysander A. Suerte, formerly asigned as Chief of Staff of 10ID, took over
as the new 1003rd Brigade Commander. He said, “I am accepting my duty as the 1003rd
Brigade Commander and I will continue the programs started for Lumads by my
predecessor.” A firm believer in the strength of unity and partnership in all undertakings,
Col Suerte then revealed his strategy. “Sisikapin kong maging katulong ng
pamahalaang local upang mapalaganap ang kapayapaan at kaunlaran sa ating lugar,”
he declared.

Representing the Province of Davao del Norte to the change of command


ceremony was Vice Governor Victorio Suaybaguio. In response to the call of the new
Brigade Commander, he said, “Kung may magandang ugnayan walang rason na hindi
natin maibigay ang kailangan ng ating mga kababayan.” He emphasized that good
relationship among the national government agencies, local government units, civilian
populace and the AFP is very important in achieving peace and development.
