Definitely doable, What we would do is put together an ITRR team in conjunction with our counterparts in the
police and campus security for snch a seminar, If you want to include all emergency selvices, we would invite
the other Israeli emergency selvices as well. We would include case studies dealing with acl'vel'sarial planning,
using keysources, emergency response, command and control, perimeter and layered security, all dealing with
educational institutions, We would end the day with a tabletop, When we do tabletops ofthis nature, we break
the Israeli SMEs up into the breakout groups, so there is an exchange of information even at the "playing stage",

In short, yes, Would love to work with the Commonwealth on another project.

To build upon Mike's concept, there is a NY model called, Operation Safeguard/Operation Nexus. This conc(
is very similar to other global programs. In short, the concept says, we should be able to outreach to the vario
sectors, bring them in for coffee and donuts and present them with a presentation that explains their role in th
intel cycle. We explain to them what the adversary may be doing to "use" the specific sector. Not just to targe
the CIKR, but how the adversary plans, trains, recruits .. .all in relationship to the specific sector.

This training can be 1 hour to save them time and can be done at their facility. We would give them a busines
card with a number to call, an email to send for anything that is not an emergency and meets the "shopping Ii:
of suspicious indicators and warning signs that we submitted to them.

I think the important thing, like you mentioned, is to make them a part of the process. How we do that, is by
explaining why, specifically, they need to. This may not answer all the issues, but if we pull them in as such,
may get them more involved and have a stake in the material being sent to them.

ITRR Colleagues,

As I have repeated many times, we are extremely pleased with the product ITRR has developed/delivered thus far - a
superb job by all involved - whoever they are!

The piece that we still miss, however - and have no ability or authority to fix - is the Input from the ground level
stakeholders here in PA. This group comprises three major elements associated with our CIKR:
• local first responders
• owners/operators/security directors of our CIKR
• sector-specific associations/informal working groups associated with the 18 sectors of CIKR

Thus far, these three groups have received both raw and processed intelligence from ITRR; they understand that any
follow-up actions are totally up to them.

I have also informed each recipient of the PIB previously that their input is just as valuable in assisting your analysts al
researchers to validate their own thesis, predictions and trends/patterns (i.e., where they were right and where they
were incorrect).

My assessment thus far: UNSATISFACTORY


I am not pleased with what I have received from the field but I know it's neither a result of your efforts nor caused by
personality/Southern drawl. We'll continue to attempt to cultivate these relationships and trust in order to facilitate t
flow of information from these groups to the TAM-C via this office. Consider this another task for the person you wis~
add to the upcoming contract.

I've also been thinking about sources for the PIB that deal with areas that don't get top priority in intelligence or med
reporting. Some of the executive agencies responsible for infrastructure and key systems put out their own
announcements of developments or threats that don't necessarily go through the FBI or DHS so the latter two may nc
have to be relied upon to get the kind of reporting we want. For example, I rarely if ever receive anything relating to.
other than the usual product recall notices. But there may be some internal, security-related issues out there that we
don't see. I'll ask our Sector-Specific Working Group Chairpersons if they are receiving anything related to security bu'
am not optimistic about getting anything for a number of reasons.

There are some pretty good providers like ASIS, Ag Security. com (http://www.ag-security.coml). InfraGard
(http:/(www.infragard.net/) (FBI-sponsored), various energy organizations, etc. Hopefully I can use my CIP Advisory
Group to provide you some internal, security-related data that may be of interest.

I feel there is valuable, untapped information out there that may be of use to your analysts/researchers and want. I'll
keep you informed if and when we see progress. In the meantime, I'd like to hear your thoughts as well regarding the
associations and tapping into their lessons learned, etc.

I'll share this with TAM-C for their thoughts but speaking personally for a moment, I am in total agreement.
The more feedback the better, I say. The intelligence cycle as you said is two-way, that is, it's interactive (or
should be.) Some sort of feedback structure is crucial for focusing the monitoring and adjusting it to be more
effective when necessary.

By the way, I got a call today from a Detective Carey of Pittsburgh PD. He asked for any followup info
regarding the pro-Palestinian protest tomorrow. We appreciate how widely you distribute the material. I think
it's truly making PA a safer place.

Mike and I have been discussing the next step to your analysis and our dissemination of the PAIS . The
Intelligence Cycle as you know incorporates two-way communication (feedback). Thus far, we've pushed
information to the customer and haven't actually requested feedback regarding the sites/cities mentioned

Sob Anspach and I discussed adding a sentence or two after the header and before the main body of the

Attached is information gleaned from the vehicle stop conducted by Officer Tima. As you will see, the owner of the vehicle
had recently shipped a similar vehicle to Corvallis, OR. It would appear that Bly, Oregon, the location of a jihadist training
camp, is about a 5 hour drive from Corvallis. But pending further investigation, we have no idea what his link is to Oregon
is.
