I.ENTRY GATES

Separate Entries for

*Ambulance and Fire Engine Entry and Access to the field is to be provided accordingly

II.SEATING CAPACITY

Total Seating Capacity of the Stadium: 55,000 seats


1. General Spectators – 50875 seats
2. VIP and VVIP Spectators – 2585 seats ( HOSPITALITY BOX - For private boxes - 2% - 1100
seats; For Executive suites - 1% - 550 seats; For President suites - 1% - 550 seats, FAMILY
MEMBERS - 0.7% - 385 seats )
3. Club Members – 1100 seats ( For Clubs - 2% )
4. Handicapped and Disabled Spectators – 240 seats ( For 40,000 or more seats : 210 seats plus 2
seats per 1000 seats above 40000 )
5. Press and Media – 0.4% - 200 seats

III.PARKING SPACES

As per the proposed stadium requirements,


1. For General Spectators
 TWO - WHEELER PARKING: 5000 nos.
 FOUR - WHEELER PARKING: 2545 nos.
 BUS PARKING: 5 nos.
(For every 20 seats, one car parking space is to be provided,
For 50,000 seats minimum car parking space should be 2500 cars)
2. For VIP & VVIP Spectators
 FOUR - WHEELER PARKING: 125 nos.
(For every 20 seats, one car parking space is to be provided,
For 2500 seats minimum car parking space should be 250 cars)
3. For Club Members - UPCA
 FOUR - WHEELER PARKING: 125 nos.
(For every 20 seats, one car parking space is to be provided,
For 50,000 seats minimum car parking space should be 125 cars)
4. For Handicapped and Disabled Spectators
 FOUR - WHEELER PARKING: 30(29) nos.
(For over 200 parking spaces, six designated accessible parking spaces for 200 parking
spaces and one for each additional 100 parking spaces shall be provided)
5. For Press and Media: FOUR - WHEELER PARKING: 10 nos

Parking area for technical support vehicles


(MEDIA: Extensive areas must be provided for the increasing numbers of television and
broadcast vehicles. As many as ten may be required for a single event, Provisionally a space of
24m by 4m should be allowed per vehicle, and a level surface capable of supporting up to 15
tonnes.)
6. For Players and Team Members
 FOUR - WHEELER PARKING: 10 nos.
 BUS PARKING: 4 nos.
(PLAYERS PARKING SPACE: For teams, buses should be provided for each team of players.
Usually between two and six bus spaces may be required, but it is recommended to provide at
least two bus spaces plus ten car spaces)
7. For Administration & Staff members
 TWO - WHEELER PARKING: 50 nos.
 FOUR - WHEELER PARKING: 10 nos.
8. For Services (Parking area for temporary catering and others)
 TRUCK / VAN PARKING: 10 nos.
9. Parking Facilities for Ambulance and Fire - Engines
(*Public transport waiting areas needs to be provided with the Bus parking and other public
transport systems in the stadium)

IV.SECURITY and SERVICE ROOMS

 Check points at the entries to be provided along with Storage space at each entrance
gate or turnstile to store items confiscated during entry.
 Control rooms: The control room ought ideally to be adjacent to the police control room,
and possibly combined with it.(Facilities - CCTV, PA, BMS, Video and electronic screens
consoles etc.)
 Detention rooms of (say) two cells with toilets
 Refreshment and rest room facilities for police
 Waiting and information room
 Groundsmen’s rooms and equipment rooms
 Stewards: A stadium with an attendance of 10,000 to 20,000 spectators may require 20
to 60 stewards, while one with an attendance of 20,000 to 40,000 spectators may require
60 to 100 stewards. In situations where peer security is included the acceptable ratios
may range from roughly one steward to 75 spectators in small stadia, up to one steward
per 200 spectators in larger stadia.
(Categories of Stewards: Turnstile stewards, Door stewards, Security stewards (these
include peer security) who may comprise about half of the total number, Sector
supervisor stewards, Crowd assessors and Crowd safety stewards, Fire-fighting
stewards)
1. Briefing room (based on 1.5m2 per steward) for issuing instructions to stewards on the
day.
2. Stewards’ cloakroom where stewards can change and leave their clothing in lockers.
3. Storage room provided by the stadium management for official clothing.
4. Small kitchen facility for making hot drinks and refreshments.
5. Stewards’ refreshment area to encourage their early arrival at the grounds.

‘There should be at each designated sports ground one or more First aid rooms, which
should be in addition to the club’s own medical rooms for players. Should be at least
15m2, or 25m2 if stadium capacity is above 15000 spectators.Recommended room
dimensions: Stretchers are commonly 1.9m by 0.56m, and minimum dimensions to
accommodate stretchers and wheelchairs are 0.9m for doorsets and 1.2m for corridor
widths. An ambulance access road should be at least 6m wide.
 Fire Monitoring station – Detection, Fighting and Prevention systems
 Toilet Facilities:
For men allow 1m2 per three people for WC, urinal and hand washing space combined.
For women allow 1m2 per three people for combined WC and hand washing space.
1.83m by 0.9m is the recommended size of a WC cubicle
(For overall space planning allow 1.68m2 per WC, 0.93m2 per urinal, and 0.75m2 per
washbasin - do not include the outer walls)
TOTAL AREA – 90sq.m.

V. PRIVATE BOX and FACILITIES

Each box is usually provided with its own food servery, bar and toilet

 Directors’ lounge (Invited guests of the host club, and the area of the room is usually of
the order of 60 to 100m2) and Visitors’ room (This area is for use by the directors and
guests of the visiting club.The room area should be about 60 to 100m2 and be directly
linked to the directors’ facilities of the host club with direct access to the directors’ viewing
area.)

 Ticket Booths
Each booth should be provided with the following fittings:
1. Counters fitted with money trays
2. Lockable cash drawers
3. Signs with interchangeable panels for seat prices
4. Heating or cooling as required
5. General power outlets and lighting
6. Queuing rails for crowd control

One booth - For every 2000 to 3000 spectators (in the surrounding zone)

IX.THE MEDIA

Direct coverage of the event

 Media Reception and Lobby along with lounge


 Stadium press officers room (standard office of about 150m2)
 Secretariat (standard secretarial office of about 100m2)
 Press Seats for the use of newspaper and magazine reporters
 Cabins for radio commentators
 Seats for television commentators

Normally there will be three commentators per cabin, sitting at least 1.5m to 1.8m apart at
individually serviced positions, separated by transparent soundproof screens. The total area
required for such a three-person cabin will be approximately 15m2

X. ADMINISTRATION

Facilities for permanent management

Offices and ancillary accommodation should be provided for:

 Staff responsible for marketing, promotion, advertising and ticketing of events


 Staff responsible for administration and finance. Their needs will include secure facilities
for cash receipts and credit card checking
 Staff responsible for building services, energy control, lighting, mechanical and electrical
equipment and sound equipment
 Staff responsible for maintenance and security, and for emergency operations

Management – Offices

 Director Room (20m2)


 Secretariat (12m2)
 Other staff members (12m2 per person)
 Public relations and marketing (12m2 per person)
 Event organization (12m2 per person)
 Board room (Area of this room would typically be between 30m2 and 50m2)

There should be a room of at least 25m2, equipped with:

1. One examination table 600mm wide, accessible from three sides


2. Two portable stretchers, kept alongside the pitch during games
3. One washbasin
4. One glass cabin for medications
5. One treatment table
6. One oxygen bottle with mask
7. One blood-pressure gauge
8. One heating apparatus, such as a hotplate, for instruments

Dope testing Area - a room of at least 16m2 (equipped with the following: One desk, Two chairs, One
basin) Near the dope testing room there should be a waiting area with seating for eight people, clothes
hanging facilities or lockers for four people and a Toilet

 Resident doctor’s room(The team doctor should have his own room of 100m2 adjacent to
the medical examination room)
 X-ray room (X-ray room of about 20m2 may be provided close to the medical
examination room)
 Showering and Toilet facilities
 Umpires Room with Lockers, Showers, Toilets and Lounge

Team management facilities

 Reception area of approximately 12m2 to 15m2
