SECTION 01 3233

PHOTOGRAPHIC DOCUMENTATION

PART 1 - GENERAL

1.01 DESCRIPTION

CONTRACTOR shall engage the services of a professional electrographer actively engaged in color
audio-DVD or CD recordings for various municipalities and construction projects similar to the work
included under this Contract.

1.02 QUALITY ASSURANCE

A. OWNER may make such investigation as OWNER deems necessary to determine the ability of the
electrographer to perform the work, and the CONTRACTOR shall furnish to the OWNER all such
information and data for this purpose as the OWNER may request. OWNER reserves the right to
reject any electrographer if the investigation of such electrographer fails to satisfy the OWNER
that such electrographer is properly qualified to carry out the work specified herein. Upon
rejection of an electrographer, the CONTRACTOR shall engage the services of another
electrographer, which shall undergo the review and approval process specified hereinbefore.

B. No construction shall begin prior to the review and approval of the DVD’s or CD’s covering the
construction area. Any recorded coverage not acceptable to the ENGINEER shall be refilmed at
no additional charge. All DVD’s or CD’s and written records shall become the property of the
OWNER.

1.03 SUBMITTALS

Two (2) complete copies of project coverage CD’s or DVD’s shall be submitted to the ENGINEER for
approval.

1.04 JOB CONDITIONS

All recording shall be done during times of good visibility. No recording shall be done during periods of
visible precipitation or when more than 10% of the ground area is covered with snow, unless otherwise
authorized by the ENGINEER.

PART 2 - PRODUCTS

2.01 EQUIPMENT

A. Mobile Unit:

When conventional wheeled vehicles are used, the distance from the camera lens to the ground
shall not be less than 12 feet to insure proper perspective.

In some instances, recorded coverage will be required in areas not accessible by conventional
wheeled vehicles. Such coverage shall be obtained by walking or special conveyance approved by
the ENGINEER.

B. Audio-video recording medium:

The CONTRACTOR shall furnish professional grade DVD or CD recording equipment and a
sufficient quantity of DVDs or CDs to record the work. DVDs or CDs shall become the property
of the OWNER at the completion of the project.

C. Camera:

Video output from camera(s) used must be capable of producing NTSC-525 lines/60 field/s.
Resolution in the Y channel, minimum 500 TV lines at center, utilizing a bias lit beam split prism,
in combination with a Professional and/or Industrial charge-coupled device (CCD) camera, for
optimum color imagery and minimum lag through 3.1 meter (10 foot) candles, with Geometric
Distortion not to exceed 1.5% of Picture Height at any point in picture area.

D. Lighting:

The CONTRACTOR shall provide, if required, all lighting and power therefore, to fill in all
shadow areas caused by trees, signs, and other objects.

2.02 RECORDED INFORMATION

A. Audio:

Each DVD or CD shall begin with the current date, project name and municipality and be followed
by the general location, i.e., name of the street or location of "cross-country" line, viewing side and
direction of progress.

B. Video:

Periodic transparent alpha numeric information consisting of the name of the project, name of the
area covered, direction of travel, viewing side, etc., shall appear on the screen. To preclude the
possibility of tampering or editing in any manner, all video recordings shall, by electronic means,
display continuously and simultaneously generated transparent digital information to include the
date and time of recording. The date information shall contain the month, day and year (for
example 10/5/04) and shall be placed directly below the time information. The time information
shall consist of hours, minutes and seconds, separated by colons (for example 10:35:18). This
transparent information shall appear on the extreme upper left-hand third of the screen or as
approved by the OWNER’s Representative.

C. Audio-video Tracks:

The DVD or CD shall consist of both visual and audio information, recorded simultaneously.
Tracks shall consist of original live recordings and thus shall not be copies of other audio or video
recordings. Audio track shall contain the narrative commentary of the electrographer, recorded
simultaneously with his fixed elevation visual record of the zone of influence of construction.
Provide a microphone and mixing equipment for the narrative commentary and evaluations of the
ground level remote technician whose function shall be to provide a complete circumspection of
any features not adequately visible to the electrographer and to describe in detail the extent of any
damage encountered. The ENGINEER shall have the option of recording comments on the audio
track.

PART 3 - EXECUTION

3.01 DVD or CD COVERAGE

A. The entire project site shall be recorded. Zone of influence shall extend to 50 feet from each side
of the proposed pipeline.

B. Recorded coverage shall include all surface features located within the above mentioned area
supported by appropriate audio description. Audio description shall be made simultaneously with
video coverage. Such coverage shall include, but not be limited to, all existing driveways, road
surface, sidewalks, curbs, ditches, roadways, landscaping, trees, culverts, headwalls, and retaining
walls or buildings located within the above described area.

C. Houses and buildings shall be identified visually by house number, when visible, in such a manner
that structures of the proposed system, i.e., manholes, can be located by reference.

D. The rate of speed in the general direction of travel of the conveyance used during recording shall
not exceed 48 feet per minute. Panning rates and zoom-in, zoom-out rates shall be controlled
sufficiently such that during playback will produce clarity of the object viewed.

3.02 IDENTIFICATION

A. All DVD’s or CD’s (on the disk and on storage case) shall be properly identified by number,
location and project name and municipality in a manner acceptable to the ENGINEER.

B. A record of the contents of each DVD or CD shall be supplied by a sheet identifying each segment
in the disk by location, i.e., roll number, street or road viewing, tape counter number, viewing side,
point starting from, traveling direction and ending destination point.
