Asituation which presents serious public safety concerns has come to my attention
and its urgency compels me to inform you immediately.
A defendant, Clint Walker, (SPN 02605126) charged in a Capital Murder case, who
is accused of being the actual shooter, was released on a $100,000 surety bond in June, and
required to wear a GPS ankle monitor as a condition of his release.
The Defendant was ordered to pay the GPS service provider, a company called
Guarding Public Safety, for the service. In this case, however, the Defendant did not pay
his monthly monitoring fee and Guarding Public Safety sent a company representative to
physically remove his ankle monitor on Sept. 19, 2019. Asa result, the vendor discontinued
all electronic monitoring without an order from the Court.
The defendant remained at large until this afternoon when he was recaptured. His
criminal history is extensive and culminated in the current Capital Murder case in which
he is accused of fatally shooting a security guard while robbing a game room.
While courts rely on electronic monitoring as a means of ensuring defendants’
appearances in court and the safety of victims and the community, the troubling loophole
exposed in this case shows that defendants in Harris County may have the ability to evade
electronic supervision by simply failing to pay their GPS vendor.In this case, the vendor company physically took the monitor off the defendant,
which exposed the public to a high-risk, unmonitored offender from September 19" until
today.
Additionally, victims, and the next of kin in this case, have rights pursuant to the
Crime Victims’ Bill of Rights, codified in Tx. CCP Art. 56, which entitles them to a right to
receive adequate protection from harm and threats, as well as the right to be informed of
relevant court proceedings.
With at least 173 accused murderers currently on bond in our neighborhoods, 1 am
requesting that the judiciary take immediate action to overhaul the flaws in the electronic
monitoring of defendants that have resulted in this public safety threat and to inform me,
as the elected District Attorney, of your solution.
