ABSTRACT

In the area of the Colombian Caribbean coast in the basin of the river basin, there is a
recurrent problem in the winter period, which is the overflow and flooding of the riparian area,
drastically affecting the inhabitants in their homes, crops and dedicated lands. To the livestock,
when developing the research on implementation of intervention actions of the middle and lower
basin of the foundation river, it was evidenced that the primary cause is the sedimentation of the
riverbed, which is caused by the increase of the erosion of the river. Ribera, this caused by the
felling of native trees, disposal of waste, modification of the river's natural channel and other
factors, as a solution several options were contemplated, among which are the reforestation of
the riverbed with native trees, crops with shade, improve the urban development plans in search
of not being built in the riverbed, dredging the channel to improve its outlet, all these options
must be executed by the municipal, departmental and national administrations, to optimize the
process is determined in the research that the tool practices to apply is the ISO 21500 which the
guide for project management , allowing to provide technical support to the entities in charge of
seeking mitigation of this natural phenomenon.

RESUMEN

En el área de la costa caribe colombiana en la zona de la cuenca del rio fundación se

presenta una problemática recurrente en el periodo de inverno el cual es el desbordamiento e
inundación del área ribereña afectando drásticamente a los pobladores en sus viviendas, cultivos
y tierras dedicadas a la ganadería, al desarrollar la investigación sobre implementación de
acciones de intervención de la cuenca media y baja del río Fundación, se evidencio que la causa
primordial es la sedimentación del cauce del rio, la cual es ocasionada por el aumento de la
erosión de la ribera, esto ocasionado por la tala de los árboles nativos, disposición de desechos,
modificación del cauce natural del rio y otros factores, como solución se contemplaron varias
opciones entre las cuales están la reforestación del cauce del rio con árboles nativos, cultivos con
sombra, mejorar los planes de desarrollo urbanísticos en búsqueda de que no se construya en el
cauce del rio, el dragado del cauce para mejorar su desembocadura, todos estas opciones deben
ser ejecutadas por las administraciones municipales, departamentales y nacional, para optimizar
el proceso se determina en la investigación que la herramienta practica para aplicar es la norma
ISO 21500 la cuales la guía para la gestión de proyectos, permitiendo brindar un soporte técnico
a las entidades encargadas de buscar la mitigación de este fenómeno natural.
