I. INTRODUCTION

Festival, as defined by collinsdictionary.com is an organized series of special events and


performances, usually in one place. It is any occasion for celebration especially one which
commemorates an anniversary or other significant event.
This kind of event was true to its word at Deped-Talisay City when it conducted for the
first time in 2017, two different celebrations, namely 2017 Filipino and English Festival and
Division Kindergarten Festival of Talents 2017.
The first one, 2017 Filipino and English Festival, was a product of two collaborative
minds in the persons of thechairpersons, Dr. Mariano Montebon, EPS in English and Madam
Nanette Garrido, EPS in Filipino.With the positive responses from the public and private
elementary and secondary schools, the call to participate was indeed a great success. School
heads, coaches and student-contestants flocked into the venue and indeed, a festival of talents
became real.
On the other hand, the Division Kindergarten Festival of Talents2017, was an output of
the participating Kindergarten teachers and students, headed by the chairperson, Dr. Sisinia
Vasquez, EPS in Kindergarten and MTB.

II. 2017 FILIPINO AND ENGLISH FESTIVAL 2017

English continues in the world as the major language in communicating one’s thoughts
and ideas on a global scale. Aside from being popular, it continues to rule even in the business
world.
While it is public knowledge that English is a universal language, DepEd Talisay, through
the chairpersons, Dr. Mariano Montebon and Madam Nanette Garrido, came up with a
collaborative language festival for English and Filipino, this time, giving our very own Filipino
language, an equal opportunity to shine, and our varied culture and tradition be better
understood and recognized.
It was this very reason as to why this 2017 Filipino and English Festival came into the
picture.
In line with the mission and vision of the Department of Education, the 2017 Filipino and
English Festival aimed for quality Filipino and English education by promoting the basic
language skills such as speaking, reading, writing and listening. Its purpose was to develop the
students’ speech through the many competitions which provided them the opportunities to
improve their oral skills.
This 2017 Division Filipino and English Festival with the theme:Embracing Language and
Literature for Effective Communication Skills in the 21st Century was conducted at Tabunoc Central
School, Tabunoc, Talisay City, Cebu, on September 22, 2017 at 8:00 in the morning to 5:00 in
the afternoon (Division Memorandum No. 233, s. 2017 dated September 5, 2017).

This one-day Festival showcased the skills and talents of the learners in both public and
private elementary and secondary schools on the following categories which are shown in the
table below.

There were 26 public elementary schools, 18 public secondary schools and 14 private
elementary and secondary schools which participated in the 2017 Division Filipino and English
Festival.

The Festival started at 8:00 in the morning with an opening program and ended at 3:00
in the afternoon.

III. DIVISION KINDERGARTEN FESTIVAL OF TALENTS 2017

The conduct of the Division Kindergarten Festival of Talents 2017 was in compliance to
the Regional Memorandum No. 0894 s. 2017 which was also in consonance to the Presidential
Proclamation No. 10661, in line with Deped Memorandum No. 167 s. 2017 where all regional
and division offices and schools are encouraged to undertake child-related activities during the
celebration of National Children’s Month.

It had the theme, “Ang Batang Malipayon, Dali Makakat-on” and it was held on
November 17, 2017 at Tabunok Central Elementary School.

The activity specifically aimed to:
- Instill in the Filipino consciousness the significance of the adoption of the convention on
the Rights of the Child;
- Ensure the development of the physical, social, emotional, intellectual and spiritual
personality of the young children;
- Showcase the talents and skills of kindergarten learners; and
- Strengthen the kindergarten learners’ confidence and self-esteem.

There were 26 public and six private schools that joined the celebration. Several
competitions were conducted and the winners were the division’s representatives to the
Regional Festival of Talents 2017.
