1976 1.4.2 Priority of Standards and Codes a) The edition of each standard used shall be current (i.e.,
Base Date of Tender). Later editions that become available during the course of the Contract may be
used upon receipt of a written statement of “No Objection” from the Engineer. b) The Philippine
National Standards (PNS), shall be used to the maximum extent possible for specifying materials and
testing methods as well as construction specifications and requirements. c) Design shall be made either
by service load (allowable stress) or strength design (load factor) methods. The Contractor shall select
one of these applicable methods and shall strictly adhere to said method for each element of the
structure. d) In the event of conflicting requirements between the provisions of this PDPS and other
standards and codes of practice, the provisions of PDPS shall have precedence. For other requirements
which have not been included in the Design Specification, the order of code adoption shall follow the
sequence of: Local Codes, and other International standards. 1.5 Materials Requirements This Section
relates to the properties of materials that are relevant to the design process. All materials shall conform
