Agreement for Renukaji Multipurpose Dam Project signed by 6 states: Ministry of Water
Resources
On January 11, 2019, 6 states, Uttar Pradesh, Haryana, Himachal Pradesh, Delhi, Rajasthan and
Uttarakhand, in the presence of Union Minister for Water Resources, River Development and
Ganga Rejuvenation, Road Transport & Highways and Shipping Shri Nitin Gadkari, signed an
agreement for Renukaji Multipurpose Dam Project in New Delhi.
i. Also a concession agreement was signed between U.P. Jal Nigam, NMCG and Prayagraj Water Pvt.
Ltd., for Namami Gange projects for the city of Prayagraj, under Hybrid Annuity Mode and One City
One Operator Concept.
Under Renukaji Dam Multipurpose Project:
i. 3 storage projects are proposed to be constructed on the river Yamuna and two of its tributaries –
Tons and Giri in the hilly regions of Uttarakhand and Himachal Pradesh of Upper Yamuna Basin.
These include:
• Lakhwar project on river Yamuna in Uttarakhand,
• Kishau on river Tons in Uttarakhand and Himachal Pradesh and
• Renukaji on river Giri in Himachal Pradesh.
ii. Seen as National Projects since 2008, 90% funding of the cost of irrigation & drinking water
component will be provided by the Govt. of India as central assistance and the rest 10% would be
borne by the beneficiary states.
iii. The project will be executed by Himachal Pradesh Power Corporation Ltd. (HPPCL) and will
generate 40 MW of power during peak flow.
iv. This project will meet the drinking water needs of Delhi and the stored water of Renukaji Dam will
be used by
• UP, Haryana & NCT of Delhi from Hathnikund Barrage,
• by NCT of Delhi from Wazirabad Barrage and
• by UP, Haryana and Rajasthan from Okhla Barrage.
v. The total cost of the project was estimated on Price Level 2015 is Rs. 4596.76 Crores out of
which central assistance consists of Rs. 3892.83 croreand remaining Rs. 432.54 crore will be
provided by the basin States of Haryana, UP/UK, HP, Rajasthan & NCT of Delhi.

Finance Minister of Uttarakhand Prakash Pant presented Rs 48,663.90 crore State budget for financial
year 2019-20
State budget of Rs. 48,663.90 crore was presented by Finance Minister Prakash Pant who described it as a
balanced budget by prioritising education, health, agriculture, employment generation in rural areas,
infrastructure, housing and urban development.
Key points
i. It is said to be a surplus budget with the total expenditure for the Financial Year 2019-20 standing
around 48,663.90 crore and total earnings for the period around Rs 48,679.43 crore.
ii. Interest-free loans of up to Rs 1 lakh shall be provided to poor and small farmers.
iii. Interest free loans amounting to Rs 5 lakh shall be given to self-help groups involved in agro-related
activities.
iv. Rs 1,341 crore have been allocated to agriculture and horticulture in the budget while Rs 3,141.34
crorehave been allocated to rural development and Panchayati Raj department.
v. Rs 2,545.40 crore have been allocated for medical health, family welfare and medical
education while Rs 1,073 crore for the education sector.

vi. Rs 100 crore have been allocated through the cooperative sector in the budget in order to reduce
migration by generating employment in rural areas and doubling the income of farmers by 2022.

Uttarakhand CM launches helpline for quick redressal of public complaints


On 23rd February 2019, a helpline for quick redressal of public complaints was launched
by Uttarakhand Chief Minister Trivendra Singh Rawat at the IT Park in Dehradun.
i. The helpline number for lodging complaints is 1905. To deal with the redressal issues, call centres shall be
open from 8am to 10pm.
ii. Citizens can contact any govt department as the step has been taken to ensure speedy functioning of the
government departments and step up transparency in their work.
iii. Currently, 10 people have been deployed at the call centre.
iv. There’ll be a rating mechanism for the government departments which will enhance accountability in
officials.

Himalayan Cloud Observatory set up in Tehri


On February 9,2019,A Himalayan Cloud Observatory is set up in Tehri district with a motive to forecast and
monitor cloudburst incidents in the Himalayan region and help minimising the damage.
i. The Observatory is established in the SRT campus Badshithaul,in Tehri and is in testing period.
ii. This is the second observatory in the country to monitor cloud activities by the
Indian Science and Technology Department and Indian Institute of Technology (IIT) Kanpur that can
function in high-altitudes.
