Effective revenue deficit is the difference between revenue deficit and grants for creation of capital assets.With the amendment of 2015 FRBM Act targets effective revenue deficit instead of revenue deficit. In sum, the change has placed capital expenditure out of the purview of the revenue deficit.Initially, it was
