After I finished reading
the 55-page Congress mani-
festo for the 2019 Lok Sabha
elections, I suddenly re-
membered a scene in the
famous political satire Brit-
ish sitcom, ‘Yes Prime Minis-
ter’.
It was set in the days be-
fore the budget and the Fi-
nance Secretary of England
was telling the secretary of
the Prime Minister to try and
convince the Prime Minister
to rethink the budget. The
Finance Secretary argued
that so many populist mea-
sures were, simply, bad - that
the economy couldn’t afford
such subsidies. The secre-
tary to the PM replied, ‘But
you know that politicians
love to be popular’ and said
that he wouldn’t be willing
to accept any submissions.

Gandhi wants to project
himself as Santa Claus for
the upcoming elections,
with an assortement of
promises for just about ev-
eryone.The larger aim: Rahul
Gandhi wants to construct a
counter narrative of social
justice to the Indian poor
and the common people of
India, in contrast to Prime
Minister Narendra Modi’s
narrative of a strong Hindu
nation. The Congress mani-
festo says there should be a
seperate budget formers.
Rahul Gandhi says that the
NYAY scheme will be his pri-
ority and that it will file 22
lakh vacancies by March
2020. In doing so, he is also
selling dreams without any
practical way out. The signs
of populism become abun-
dantly clear when one looks
at the Congress manifesto
that promises 150 days of
guaranteed work under the
Mahatma Gandhi National
Rural Guarantee Act, as op-
posed to the previous 100.
It adds that it will eliminate
poverty by 2030 through
NYAY. The head of the mani-
festo committe, P.
Chidambaram announced
that the manifesto will set
the narrative for the upcom-
ing polls. But is that really
the case? My personal opin-
ion is that even now, Rahul
Gandhi and his assurances
still don’t have the same
kind of mass acceptance.
If we go back five years
and think about 2014 - we
see the role of Narendra
Modi as the main opposi-
tion leader. The whole situ-
ation was akin to a super-
hero movie’s much awaited
arrival in a crucial juncture.
For Modi, too, things have
changed - 2014 was then
and 2019 can’t be the same.
But can Narendra Modi in
2014 be compared to Rahul
Gandhi in 2019. Does the lat-
ter have the same kind of
brand equity, does he give
rise to a comparable sense
of optimism in people. Do
the people of India, today,
trust Rahul Gandhi for the
fulfillment of their aspira-
tions? The Congress held
press conferences in 22 dif-
ferent places of the country
at the same time. But what
is the impact and influence
of that? Things have
changed for Narendra Modi.
It is a law of nature that dis-

grow with time. No one has
clear political skies forever.
Nehru, as the Prime Minister,
used to write letters to all
the chief ministers and ar-
gue that the main problem
of our country is price rise,
inflation and corruption. In
2019, we are still combating
the same problems and rais-
ing the same issues during
elections.Rahul Gandhi has
a major problem, that of the
huge baggage that he
comes with that is a product
of history and not his doing
in any way. The Gandhi fam-
ily has ruled this country for
several decades. In the last
five years, and even before
that, the BJP has established
a political narrative that
Nehru and Congress family’s
legacy is responsible for a
weak poor nation. Instead,
Modi has put forward the
narrative of a ‘strong nation
with a strong leader’, with
himself at its helm.
During these elections,
the Congress and several
regional parties have to
come to an understanding,
a pre-poll understanding
and if that isn’t the case,
then there can’t be a post
poll coalition. Rahul is also
more active today than he
was earlier. In 2014, the gen-
eral media perception was
that Rahul Gandhi was a
‘pappu’. This, he has largely
been able to change and
now comes across a more
mature and active person.
But the Pulwama attack
and the Balakot strike have
changed the entire mileu,
the whole nation was cap-
tured by the national senti-
ments and the BJP has
successfuly used that na-
tionalist sentiment. Rahul
Gandhi thought election
agenda will be poverty, job-
lessness and the problem of
farmers and Dalits.
Locked out of power, MGP still holds
the key to BJP’s success in Goa

Panaji,
Humiliated, broken and
pushed into a corner, the
one political party in Goa
which could prove to be a
dark horse in the upcoming
Lok Sabha elections, is the
one which isn’t even con-
testing the polls.
For the last two decades,
the Maharashtrwadi
Gomantak Party (MGP), has
been a case of classic politi-
cal contradiction.
Launched by Goa’s first
Chief Minister, Dayanand
Bandodkar, with the phi-
losophy of merging the
newly liberated state into
neighbouring Maharashtra,
the MGP still holds currency
in the now full-fledged
state.
The party’s stated objec-
tive is uplifting the state’s
teeming bahujan samaj -
Goa’s collective of non-Brah-
min castes - but is run with
a vice-like grip by the
Dhavalikar brothers, Sudin
and Deepak, both of whom
are Brahmins.
In the current political
context, despite last month’s
midnight raid by the BJP on
its MLAs, the subsequent
split in the legislative unit
and humiliation of its
Deputy Chief Minister Sudin
Dhavalikar being uncer-
emoniously dropped from
the cabinet, the party’s lead-
ership isn’t exactly fuming,
in a way conventional poli-
ticians would, to save face.
It is the refusal of MGP’s
‘promoters’, the Dhavalikar
brothers, to commit to a
electoral position which is
pro or anti BJP, despite be-
ing cut down to size and
more by their senior alliance
partner, which has made the
BJP nervous.
For a ruling party with-
out its guardian angel (and
battering ram) in Manohar
Parrikar, who died last
month, and facing possible
backlash from minorities
and a likely rebuff from the
disgruntled workforce of
the banned mining industry,
the BJP may have just com-
mitted harakiri by knocking
the MGP from its political
bed.
“The BJP has committed
political harakiri by taking
on the MGP. For momentary
gain, it has lost a lot. Parrikar
would have never done this,
had he been alive. Even in
2012, when Parrikar won a
majority, there was pressure
on him to dump the MGP
but he did not,” Rajendra
Dessai (eds: correct), a politi-
cal commentator and editor
of Dainik Herald, a local
Marathi newspaper, told
IANS.“Even now, until
Parrikar was alive he did not
allow the MGP to be messed
around with. It is only after
his death that this move
materialised,” Dessai added.
It is not that the MGP has
not had other bedfellows in
the past. The Dhavalikar
brothers have been in
power for nearly two de-
cades, aligning with both
the Congress and the BJP,
with few brief periods when
they were temporarily out of
power.
But the BJP’s worry is the
Hindu conservative vote-
base, which it shares with
the MGP.
In fact, the foundation
for the rise of the BJP in Goa
lies on the shoulders of MGP
workers and wellwishers,
many of whom were even-
tually were weaned away
from the party by the near-
hypnotic charms of the Ram
mandir movement in the
1990s.
For now, Chief Minister
Pramod Sawant is confident
that the MGP will support
the BJP for the upcoming
Lok Sabha elections and
three assembly bypolls, be-
cause of its decision against
contesting the Lok Sabha
polls - calling Sudin
Dhavalikar “a visionary
leader”.
But in terms of
realpolitiks, the MGP’s deci-
sion to stay away from the
Lok Sabha polls does not
necessarily translate into
support for the BJP as yet,
because the MGP has re-
solved to formally take a call
on its support to the gov-
ernment as well as its role in
the Lok Sabha polls only on
Sunday, one day before the
deadline for withdrawal of
nominations.“The decision
on whether to support the
BJP governmentA and our
role in the general election
will be taken on April 7,”
Dhavalikar has said.

manifesto has been pre-
pared with a strong nation-
alist vision.”
It also promised to take
its flagship programs —
providing toilets, electricity
connections, houses, cook-
ing gas, crop insurance and
loans for small businesses
— to more beneficiaries by
allocating additional re-
sources.
BJP, which is leading in
opinion polls, is offering
giveaways to stave off a
challenge from Congress,
led by Rahul Gandhi. Con-
gress has promised in its
manifesto to rid India of
poverty by 2030 by provid-

ruary salary issue, the Kotak
Equities had said BSNL’s to-
tal loss may have crossed Rs
90,000 crore.
According to the report,
FY 2008 was the last year of
positive operating profit
(EBIT) for BSNL and since
then, the company has
posted a cumulative EBIT
loss of Rs 82,000 crore from
FY 2009 to FY 2018.
“This figure would have
crossed Rs 90,000 crore by
December 2018 end, in our
view. Employee expenses,
including retirement benefit
accruals, stood at 66 per
cent of operating revenues
in FY 2018 versus 21 per
cent in FY 2006 and 27 per
cent in FY 2008,” the report
underlined.
It added that FY 2018
operating revenues (at Rs
22,700 crore) stood 37 per
cent below the peak FY
2006 levels reflecting indus-
try-wide challenges as well
as loss of market share for
BSNL.
“We believe the current
annual cash loss run-rate for
BSNL would be in excess of
$1 billion (Rs 7,100 crore).
These challenges have also
meant that BSNL remains far
behind the three private op-
erators (Bharti, Vodafone-
Idea Ltd and R-Jio) on net-
work coverage, capacity and
quality,” the broking firm

in the Goods and Services
Tax (GST) rate for the sector
and the latest reduction in
repo rate.
This hope comes de-
spite the initial apprehen-
sions regarding pick up in
sales during the coming Lok
Sabha elections due to un-
certainty of policy continu-
ation.
But a slew of policy de-
cisions in the past couple of
months, just ahead of the
elections, have given clarity
and relief for both the devel-
opers and home buyers.
“The Reserve Bank of In-
dia (RBI) on its part has been
proactive on slashing lend-
ing rates. However the onus
is now on banks to ensure
that there is a stronger
transmission of these rate
cuts. Once this happens, it is
likely to encourage fence-
sitting consumers to under-
take buying decisions,
thereby providing a fillip to
the residential sector,” said
Anshuman Magazine, Chair-

The RBI in its latest mon-
etary policy meeting on
Thursday reduced repo rate,
the rate at which it lends the
banks, by 25 basis points
(bps) to 6 per cent. The apex

The GST Council in Feb-
ruary lowered the tax on
under-construction proper-
ties to 5 per cent from 18 per
cent, and affordable hous-
ing projects to 1 per cent
from 8 per cent. The new
rates, however, come with-
out the benefit of input tax
credit (ITC).
In March, the Council
approved transition rules on
new tax rates for residential
property and offered an op-
tion to the developers for
buildings which were un-
der-construction as March
31, 2019, to shift to the new
rates without input tax
credit (ITC) or continue with
the old rates with it.
This gave more flexibil-
ity to the builders as many
developers had purchased
inputs like raw material and
the sudden going out of ITC
would have made those
projects unviable.

Zyfra to supply technology for MCF’s
metro coaches
New Delhi,
Finnish-Russian digital solutions provider Zyfra
will offer technology and expertise to state-run Mod-
ern Coach Factory (MCF) to help execute a Rs 150 crore
contract to build international standard coaches for
metro trains, the company said on Sunday.
Earlier this year, MCF Rae Bareilly floated the ten-
der to buy technology for the design, development,
manufacturing, testing and maintenance of alu-
minium body passenger coaches for metro trains by
2021.
According to a Zyfra release, the artificial intelli-
gence (AI) and the industrial internet of things (IIoT)
solutions firm has cumulatively earned more than $26
million from India-related deals and plans to almost
double this to $45 million by the end of 2019.
Zyfra achieved $3 million in contracts with its In-
dian counterparts in 2018, facilitating industrial manu-
facturers with AI and IIoT-based solutions as well as
autonomous vehicles, it said.
The company plans to enhance its presence in the
Indian market and reach the target of $50 million in
deals by 2021. Zyfra has launched 17 pilot projects in
India with its major partners like Spudweb, Parivartan
Automation, Abcon Group, Wimera Systems and OJB
Engineering from the defence, aerospace, petro-
chemicals, metallurgy and mining fields, the state-
ment said. According to Zyfra, the Indian information
and communications technology (ICT) market is ex-
pected to touch $225 billion by 2020, representing a

tional Investors (FIIs) in-
vested heavily in the Indian
equity and debt market. The
investment followed hopes
of a stable government after
the Lok Sabha polls. Now,
experts fear a quick reversal
of FIIs in case of a surprise
result or a hung parliament,
spelling trouble for the eq-
uities and the rupee.
Experts said that mar-
kets movement is showing
that it has already priced in
the Modi-led NDA coming
back to power after the gen-
eral elections. But if by any
chance there is a hung par-
liament, it will bring down
the equity and the currency
market very quickly.
An equity analyst, who
didn’t wish to me named,
said: “Market behaviour will
depend on which party has
the maximum seats and the
leader as well.”
Discussing the other
possibilities apart from a
Modi-led government with
a nearly similar results in
2014, he said that if
Mayawati or Mamata
Banejee form a government,
the market will surely take a
hit. But if the Congress takes
maximum seats, the mar-
kets will fall but eventually
find a balance.
“An unstable govern-
ment with the Congress is

Petrol prices down by 6 paise, diesel
by 8 paise
New Delhi,
Domestic fuel prices declined on Sunday with the
cost of petrol falling 6 paise across the four metros,
data on the Indian Oil Corp’s website showed. In the
national capital, petrol was priced at Rs 72.85 per litre,
down from Rs 72.91 on Saturday. In Kolkata, Mumbai
and Chennai, the fuel was sold for Rs 74.87, Rs 78.42
and Rs 75.61 respectively, against the previous level
of Rs 74.93, Rs 78.48 and Rs 75.67 per litre. Fuel prices
in the country are based on a 15-day aerage of global
crude prices and the rupee-US dollar exchange rate.
Currently, the benchmark Brent crude oil is priced
around $70 per barrel.Price of diesel across the four
metropolitan cities also declined in tandem with the
petrol price movement. In Delhi, Kolkata and Mumbai,
