INTRODUCTORY PARAGRAPH

In this modern era, technology is created to simplify humans work. Technologies


have become the primary needs of humans. Even technology has been used in all aspects
of human life, such as in the fields of medicine, communication, military, transportation and
education. From those various fields, the implementation of technology in education is
growing rapidly. Indonesia as a developing country, also needs the presence of technology
to assist and accelerate educational purposes. Now, indonesia has started using many
technology to support the education, such as e-learning, advanced tools and e-book. Later,
Computer Based Test (CBT) is the newest technology that Indonesia has been used. In
2015, Indonesia organized CBT for the first time. The implementation of using CBT first
applied for national exam. At that time, there are just a few of school which organized CBT
for national exam. In 2016, Indonesia decided to use CBT again and there are a lot of
school who participated. All preparations have been undertaken to train students to use
CBT. Several simulations have been carried out by the education department. Training for
the technicians have also been implemented. Nevertheless, in the second year of using
CBT there are still many problems that Indonesia should deal with. There are a lot of
problems caused by the unpreparedness and also the same problem like the year before.
This situation makes Indonesia seems not ready to organize CBT. All of these problems
must be very annoying, especially for students. Indonesia is not ready to use Computer
Based Test for national exam because of the lack of facilities, unstable server and less
trained technicians.

In the second year of using CBT for National Exam, Indonesia still has the same
problem, limited amount of computer. This condition happened because of each year, the
goverment only permitts the buying of one computer or laptop which the maximum price is
six million. Meanwhile, every school only has around 1 or 2 computer labs, so it makes
some schools cannot use CBT for national exam. Then, the goverment gave three choices
to implement the National Exam. First, if the school has the computers as many as the
students, so the school can organize CBT with one session. Second, if the school can
complete the standard, one pc for three students which means one computer can use in
three session. Third, if the school cannot fulfill the standard, so the school must use Paper
Based-Test (PBT). In fact, the implementation of these solutions caused bad effects. For
instance, the students of the schools which have one session told their friends about
National Exam’s questions. besides, the schools which used the CBT took longer time then
the used of PBT, so the question texts has been widespread. These things lead to fraud
that made National Exam seem invalid.

There is a lot of headline news that talks about servers down during National Exam-
Based Computer.

Not all of the technicians are trained to fix the condition due to improper computer or
server.

There are still many things that need to be prepared and corrected so that the
implementation of using CBT for National Exam feasible in Indonesia.
