1. OBJECT
The object of this document is to define the agreed technical requirements for the
purchase of API-618 Reciprocating Compressors to the VENDOR SIAD M.I. Those
compressors are purchased for the EPC project “Proyecto de Modernización Refinería
Talara Unidades Auxiliares y Trabajos Complementarios (also identified as UA&TC)”
executed by CONTRACTOR.

2. SCOPE
This document outlines the requirements for the above-mentioned Reciprocating
Compressors tag PHP-K-002 A/B.

3. DEFINITIONS

• PROJECT: Proyecto de Modernización Refinería Talara Unidades Auxiliares y Trabajos


Complementarios (also identified as UA&TC).
• EMPLOYER: Means:
a) The person named as EMPLOYER in the Contract;
b) The legal successors and legitimate assignees of the EMPLOYER in the Contract;
c) Any person who becomes a part to the present in substitution or together with the
employer and the legal successors and legitimate assignees of that person in the
Contract.
For practical purposes PETROLEOS DEL PERÚ - PETROPERÚ S.A. (also identified as "PP")
• EMPLOYER'S REPRESENTATIVE (PMC): Refer PMC to the person designated by the
EMPLOYER in the Contract or designated periodically by the EMPLOYER according to
Sub-Clause 3.1 [Representative of the EMPLOYER] to act on behalf of the EMPLOYER.
• CONTRACTOR: Means the person or persons designated as CONTRACTORS in the
Contract and includes his rightful assignees.
For practical purposes, that designated by PETROPERÚ as the contractor of the
Contract for the Execution of the TALARA Refinery Modernization Project / Auxiliary
Units and Complementary Works, CONSORCIO COBRA SCL UA & TC (also identified as
COBRA SCL) or any of its affiliates, representatives authorized or successors.
• LICENSOR OF PROCESS: Means the legal entities that have contracts signed with the
EMPLOYER to elaborate process licenses.
• FEED DESIGN: Refers to the engineering design of the fundamental part, carried out
by Técnicas Reunidas under the FEED EPC Contract.
• EPC: (Engineering, Procurement & Construction) Detailed Engineering Phase,
Acquisitions and Construction (includes the activities of Pre-Commissioning / Testing,
Commissioning, Commissioning and Warranty Testing).

• GENERAL JOB SPECIFICATIONS (MJS: Master Job Specifications) It refers to the


document that is attached as Annex 2 to the Contract considering any addendum and
modifications made to said document according to the Contract.
• VENDOR: Any Supplier and / or Manufacturer of Equipment or Systems, hired by the
CONTRACTOR.
• SUBCONTRACTOR: Means: (i) any person named in the Contract as subcontractor, (ii)
any person named as a subcontractor either directly by the CONTRACTOR or at a lower
level (including any subcontractor or supplier of Materials) for a part of the Works, and
(iii) the legal successors of any of the foregoing.
4. SCOPE OF SUPPLY
4.1. INCLUSIONS
Reciprocating Compressors
Reciprocating compressors trains shall be provided and guaranteed as a complete package
by a single source of supply and shall be furnished with all accessories and appurtenances
necessary to their satisfactory transportation to the site, field erection, operation and
maintenance including but not limited to the following:
• Vertical reciprocating compressor according to API 618, model MS1-1;
• Main electric motor, induction type, 150 kW nameplate power;
• All-steel, non-lubricated, flexible membrane, torsionally-rigid, spacer-type coupling;
• Flywheel, with metallic non-sparking guard;
• Barring gear, with provision for manual operation;
• Cylinder suction and discharge valves;
• Valve unloaders and fixed volume pockets for capacity control, as specified in
equipment data sheet;
• Double compartment distance piece type C, with nitrogen buffering, vents and drains;
• Collecting pots for distance piece and packing drains;
• Panel mounted nitrogen buffering system for distance pieces, including filter, pressure
control valve and instrumentation;
• Pulsation dampers at each cylinder inlet and discharge, with supports and insulation
clips;
• Cylinder jackets and pressure packing water piping manifolds up to single inlet / single
outlet connections, including isolation valves, temperature and flow gauges, vents and
drains;
• Machine monitoring instruments, as specified in equipment data sheet, according to
API 670. Wiring between junction boxes located in skids and machine monitoring
system will be provided by others;

• Fabricated steel baseplate to accommodate fully packaged compressor with electric


motor, dampers, collecting pots, panels, gauge boards and relevant ancillaries,
including interconnecting piping and supports within skid boundaries;
• Temporary suction strainers on each stage inlet, stainless steel made;
• Frame lubrication system, one for each compressor (refer to paragraph 4.1.2);
• Skid mounted common cylinder jackets and packing cooling system, one console to
serve all compressors of the same item (refer to paragraph 4.1.3);
• Installed instruments (in factory) and safety devices wired up to junction boxes;
• One unit control panel for both compressors, with one redundant PLC, located at
control room, in safe area. Wiring between unit control panel and junction boxes in
equipment skids will be provided by others;
• Local gauge board;
• Local start-stop panel with HMI, status and alarm indication and emergency stop push
button;
• Electrical grounding devices;
• ANSI flanged process and utilities connections at battery limits;
• Auxiliary piping with instruments and valves, manifold up to a single inlet/single outlet
flanged connection at battery limits;
• Lifting lugs;
• Nameplates in stainless steel material;
• Skid of common suction KO drum and recycle cooler (refer to paragraph 4.1.4);
• Locally mounted instruments and safety devices as per P&ID on page 20 of data sheet
TAL-PHP-MEC-DTS-K002AB;
• Piping, valves and accessories as per P&ID on page 20 of data sheet TAL-PHP-MEC-DTS-
K002AB. Process and utilities interconnecting piping and supports among skids will be
provided loose, piping material in commercial length;
• Torsional analysis of the complete train, including transients;
• Acoustical analysis as per API 618 (approach 2);
• Spare parts for commissioning and start-up (refer to paragraph 10);
• Performance and mechanical guarantees;
• Utilities consumption guarantees;
• Noise attenuation devices (if required to comply project specification);
• Painting (refer to paragraph 5.4.16);
• First filling of oil;
• Packing.
Frame lubrication system
Each compressor shall be furnished with a dedicated frame lubrication system, oil systems
shall be console mounted.

Frame lubrication systems shall be provided with all accessories and appurtenances
necessary for their satisfactory operation, including, but not limited to the following:
• Fabricated steel baseplate, sized to accommodate all components;
• Main lube oil pump, rotary type, driven by compressor crankshaft;
• Auxiliary lube oil pump, rotary type, driven by AC induction motor;
• Twin lube oil coolers, shell and tube type, TEMA C design, with stainless steel shell and
admiralty brass tubes, sized for 100% capacity each one;
• Twin lube oil filters, sized for 100% capacity each, with stainless steel housing;
• Electric lube oil heater;
• Continuous transfer valves for lube oil filters;
• Self-regulating TCV with manual override;
• Stainless steel oil piping within skid edge;
• Local gauge board;
• Installed instruments (in factory) and safety devices wired up to junction boxes,
located at skid edge.
Common Cylinder jackets and packing cooling system consoles
Each compressor item shall be furnished with a common cylinder jackets and packing
cooling system console serving all compressors of the same item.
Cylinder jackets and packing cooling system consoles shall be provided with all accessories
and appurtenances necessary for their satisfactory operation, including, but not limited to
the following:
• Fabricated steel baseplate, sized to accommodate all components;
• Water tank with electric immersion heater, level gauge and transmitter;
• Main and auxiliary pumps, centrifugal type, driven by AC induction motors;
• Single water cooler, shell and tube type, TEMA C design, with stainless steel shell and
admiralty brass tubes, sized for 100% capacity;
• Twin water filters for packing cooling system, sized for 100% capacity each, with
stainless steel housing;
• Electric heater;
• Continuous-flow individual transfer valves for coolers and filters;
• Self-regulating TCV, with manual override;
• Carbon steel water piping within skid edge;
• Local gauge board;
• Locally installed instruments and safety devices wired up to junction boxes, located at
skid edge.

Skid of common suction KO drum and recycle cooler


Each compressor item shall be furnished with a skid conformed by a common suction KO
drum and a common recycle cooler.
Skid shall be provided with all accessories and appurtenances necessary for their
satisfactory operation, including, but not limited to the following:
• Fabricated steel skid, sized to accommodate all components;
• Common suction KO drum;
• Common recycle cooler;
• Instruments;
• Junction Boxes;
• Valves;
• Interconnecting piping and supports within skid boundaries.
4.2. SERVICES
• Basic and detailed package design including compliance with local and client
regulations and codes.
• Drawings, data bases and 3D models according to VENDOR standard.
- 3D model format shall be compatible with SmartPlant Review (*.SAT files with
ACIS protocol);
- VENDOR databases format to be read in Microsoft Office Suite;
- Native drawing files in AutoCAD format.

• VENDOR shall provide:


- Smart Plant 3D based Plant 3D Model.
• Documentation and drawings as per paragraph 7 in Spanish language.
• ASME stamp and National Board register for pressure vessels.
• Inspection, test activities and certificates as indicated in the material requisition and
paragraph 6.
• VENDOR assistance to HAZOP/LOPA study to be performed at CONTRACTOR offices
(Perú or Colombia).
• VENDOR supervision to erection (process, control and electrical scope) and pre-
commissioning quoted in daily rate.
• Commissioning and startup technical support, quoted in daily rate.
• VENDOR first operation of the package quoted in lump sum basis, as option.
• Site performance tests quoted in lump sum basis, as option.
• Operators training at PETROPERÚ site offices (Perú), as option.
• Expenses incurred during testing or correction of any Equipment component problem
discovered at the SIAD M.I.’s or Sub-VENDOR’s factory or during site testing.

• SIAD M.I. attendance to meetings. For proper coordination, a certain number of


reviews and face meetings shall be organized between CONTRACTOR and SIAD M.I.
(with potential EMPLOYER attendance), as per the following table.

4.3. EXCLUSIONS

4.4. BATTERY LIMITS
Arrangement and layout
SIAD M.I. shall propose a plant distribution arrangement to accommodate all the
equipment included in the scope of supply considering an available space of:
• Length: max 12 m
• Width: max 7 m
• Height: no restriction
Civil
• Top of grouting.
Piping
• Single inlet and outlet process connections, as per P&ID on page 20 of data sheet TAL-
PHP-MEC-DTS-K002AB.
• Single inlet and outlet auxiliary connections.
• All interface or battery limit piping connections including process, drains, vents and
utilities shall be located at battery limit and manifolded to a single point unless
otherwise stated.
• Unless otherwise specified and agreed, battery limit connections shall be flanged.

• When interconnecting piping is provided loose by SIAD M.I., SIAD M.I. shall provide all
necessary supports, gaskets, bolts and nuts: the limit of supply is the piping support
connection to the foundation or main structure.

4.5. SHOP PREFABRICATION

All skid mounted units shall be supplied by SIAD M.I. completely assembled, wired, cabled,
mounted with all on-skid interconnecting piping, on-skid wiring, cabling, junction boxes
and cable trays (as applicable).
Compressors shall be supplied as a fully packaged unit, skid mounted, including electric
motor, dampers, panels, gauge boards, wiring, junction boxes and relevant ancillaries.
SIAD M.I. shall advise at early stages of supply if any component shall be dismantled and
shipped loose after final release inspection, due to transportation constraints.
Any loose components supplied by SIAD M.I. shall be clearly tagged, labelled and
identified.

4.6. MODULARIZATION

The Project construction philosophy is a modular approach, maximizing shop preassembly


to reduce site construction works.
Unit shall be designed and supplied pre-assembled to the maximum possible extent and
tested by SIAD M.I. at his workshop for future site installation with a minimum
interconnecting scope.

• 20 x 7 x 5.7 m and 100 ton.


Equipment that could exceed such limits shall be split in skid/modules in compliance with
the above-mentioned limits.
All equipment shall have access for operation and maintenance inside the modules. The
agreed supplied skids are listed below.
Two compressors skids
Including main compressor, electric motor, suction and discharge dampers, collecting
pots, nitrogen buffering panel, local start/stop panel, gauge boards and accessories skid
mounted.
Two frame lubrication system skids
Skid mounted frame lubrication system, one for each compressor, with piping, electric
wiring and accessories.
One cooling system skid
Skid mounted common cylinder jackets and packing cooling system for both compressors,
with piping, electric wiring and accessories.
One KO drum and recycle cooler skid
Skid mounted common suction KO drum and recycle cooler with piping, electric wiring,
instrumentation and accessories.
4.7. VENDOR LIST
The Vendor shall follow the Project Vendor List (Document 02070-GEN-PRC-LIS-001) but

Important note. - The materials to be provided will be of good quality, of reasonable cost
and that they comply with the standards and certifications requested.
4.8. HEALTH AND ENVIRONMENT
Hazardous area classification
The complete package, associated equipment and components shall be suitable for:
• Class I - Zone 2 - Group IIB/IIC - T3A.
SIAD M.I. shall consider any hazardous source or specific arrangement (un-vented
enclosures), internal to the package that can modify the above specified classified area.
Acoustic requirements
SIAD M.I. shall comply with the following sound pressure noise levels:
• 80 dB(A) at 1.0 m from the equipment skid edge;
• 85 dB(A) at 1.0 m from pressure relief valves.

In case standard equipment cannot meet the specified noise levels, low noise design is
preferred rather than noise hoods for sound attenuation.
4.9. PACKING AND MARKING
As a part of the delivery preparation, SIAD M.I. shall provide a complete description of the
road transportation, shipping, loading and unloading procedures of the equipment.
All loose components shall be clearly marked for their easy field installation.
All equipment shall be delivered with desiccant inside and an adequate protection for six
months of storage since SIAD M.I.’s delivery to the final field installation. All components
shall be adequately protected from transportation damages.
Stiffeners shall be installed to guarantee the equipment stability during transportation,
loading, unloading and field installation.
Preparation for export shipment includes:
• Manufacturer standard export packing;
• Exposed steel parts coated with rust-preventive oil;
• Plastic shipping covers shall be attached to the inlet and discharge flanges;
• Instrumentation, i.e., switches and transmitters shall be wrapped in plastic film;
• No temporary handles used to keep internals in place during transportation, without
Client authorization.
SIAD M.I. is responsible for shipment preparation, preventing damages during loading,
transportation and unloading of equipment. All accessories shall be packed in wooden
boxes and labeled. Each packed part shall contain the following information:
• Project name;
• Contents description;
• Destination;
• Tag number;
• Purchase order number;
• Place of origin;
• VENDOR name;
• Manufacturer name;
• Overall packing dimensions (Length, Width, Height);
• Gross weight/net weight.
5. DESIGN REQUIREMENTS
5.1. GENERAL

Unit shall be designed, fabricated and tested in accordance with the notes of this
document and all the specifications herein mentioned and/or listed in the Material

Requisition TAL-PHP-MEC-MRQ-0002. It is SIAD M.I. responsibility to ask for any


documents called for in the attached documents, which CONTRACTOR may
unintentionally have omitted to mention in the Material Requisition and distribute.
Any ambiguity in, or contradiction between, the notes of this document and the
attachments of the Material Requisition shall be submitted by SIAD M.I., in writing, for
CONTRACTOR’s resolution.
5.2. VENDOR RESPONSIBILITY
It will be SIAD M.I.’s responsibility to comply with any other effective local law or code,
and inform Purchaser if any note of the TAL-PHP-MEC-MRQ-0002 and/or its attachments
conflicts with them for Purchaser resolution in writing.
For any part of the supply not covered by the Material Requisition and its attachments
SIAD M.I. shall submit his standards for CONTRACTOR review.
Unless otherwise specified in the deviation list the proposal is deemed fully in compliance
with the requirements of this material requisition.
Purchaser shall in no way be entitled to discover exceptions to the job spec. which SIAD
M.I. may unintentionally have considered in its proposal.
If these exceptions have not been included in the above-mentioned list and approved by
Purchaser before the order award, they will not be deemed valid even if shown on a
drawing approved by Purchaser, and shall not be considered a base for future claims by
SIAD M.I.
5.3. APPLICABLE STANDARDS AND CODES
The supply shall be designed in compliance with documents, codes and standards
mentioned in the material requisition and its attachments.

5.4. SPECIFIC EQUIPMENT TECHNICAL REQUIREMENTS
Site Conditions
Site conditions for the compressor package are available in the document TAL-GEN-ENG-
DBD-0001 attached to the material requisition.
Design life and Availability
The compressor units shall be designed to have an operating life of 40 years considering
the safety factors, site conditions, etc. SIAD M.I. shall identify components of the
equipment where replacement is necessary within the 40-year life, stating the expected
life of such components.
The compressor units shall be capable of operating for 6 years between shutdowns for
maintenance, inspection and testing. SIAD M.I. shall state the steps taken in his design to
achieve such run lengths.
Process requirements
Compressors unit requirements are indicated in relevant mechanical datasheet TAL-PHP-
MEC-DTS-K002 attached to the material requisition.
The equipment shall be designed and constructed to meet safely all specified process
operating conditions and transient operations including part load, start-up, normal and
emergency shut-down conditions.
Reciprocating compressor
Reciprocating compressors shall be designed, constructed and tested as per standard API
618 5th Ed. and global practice GP 10-04-01.
Frame lubrication system
Frame lubrication system shall be designed, constructed and tested as per standards API
618 5th Ed., API 614 5th Ed, part 1 and part 3 (General-purpose oil system) and GP 10-14-
01 excluding chapter 4 (Revisions to API Standard 614, Chapter 2: Special Purpose Oil
Systems).
Additionally, the following requirements shall be considered:
• Dual coolers with separate or integral continuous flow transfer valves shall be
supplied;
• Dual filters with separate or integral continuous flow transfer valves shall be supplied.
• Lubrication system pumps shall be as per API-676.
Common Cylinder jackets and packing cooling system console
Common cylinder jackets and packing cooling system consoles shall be designed, constructed
and tested as per standard API 618 5th Ed. and GP 03-03-06.

Pressure vessels requirements


Pressure vessels with a design pressure above 1 kg/cm²g shall be designed as per the ASME
VIII, Div. 1, Haldor Topsoe’s particular requirements stated in document 4-1361/E,
document TAL- PHP-PRV-STD-0001 and GP’s (Global Practices) 05 series, attached to the
material requisition.
ASME code stamping and National Board registration is required.
Where auxiliary pressure vessels are included in package designed as per an international
code, like API for instance, they shall also comply with the requirements of this code. In
case of conflicting requirements, the most stringent shall apply.
Suction dampeners shall be provided with liquid collecting boot with manual drain valve
to remove any condensate liquid before start-up. Boot shall be provided with level gauge
and level transmitters for alarm and shutdown.
Unless otherwise specified, the internal surface of carbon steel pulsation suppression
devices shall not be coated.
Heat exchangers
Heat exchangers of frame lubrication systems and cylinder jackets and packing cooling
system console, shall be water-cooled, shell and tube type, designed as per the ASME VIII,
Div. 1, TEMA C (latest editions), Haldor Topsoe’s particular requirements stated in
document 4-1361/E and document TAL-PHP-PRV-STD-0001 attached to the material
requisition.
Recycle cooler shall be water-cooled, shell and tube type, designed as per the ASME VIII,
Div. 1, TEMA R (latest editions), API 660, Haldor Topsoe’s particular requirements stated
in document 4-1361/E, document TAL-PHP-PRV-STD-0001 and GP 06-01-01, attached to
the material requisition.
Shell and tubes heat exchangers shall be equipped with a removable bundle. The cooling
water shall be on the tube side.
Where auxiliary heat exchangers are included in package designed as per an international
code, like API for instance, they shall also comply with the requirements of this code. In
case of conflicting requirements, the most stringent shall apply.
Unless otherwise specified, oil coolers shell shall be made of SS316/SS361L, tube sheets
shall be made of brass and tubes shall be made of inhibited admiralty brass. Materials to
be in compliance with cooling water supply. SIAD M.I. shall confirm the correct selection.
Electrical requirements
The supply shall strictly follow the project specifications listed in the material requisition,
the general design rules for package equipment electrical requirements, document TAL-
PHP-ELE-SPE-0021, the GP’s (Global Practices) 16 series and any document or standard
therein recalled and applicable to SIAD M.I.’s scope of supply.

All electrical components shall be suitable for the specified hazardous area classification.
Electrical motors
Unless otherwise specified, all needed electrical motors shall be supplied by SIAD M.I.
Electric motors shall be supplied according to the technical specification for low voltage
motors document TAL-PHP-ELE-SPE-0015 and GP 16-09-01.
Main motor shall be suitable for 460 Volts, 60 Hz, 3 phases.

Control and instrumentation requirements


Control and instrumentation requirements are listed in the General Design Rules for
Instrumentation for Units document TAL-PHP-INS-STD-0002 attached to the material
requisition.
All necessary instrumentation for proper operation of the equipment under all conditions
shall be supplied by the VENDOR and suitable for the specified hazardous area
classification.
Supply of instrument shall cover, tubing, wiring up to terminal junction boxes, cable trays,
tagging, isolating valves, etc. Unless otherwise specified, the local instruments shall be
wired to equipment mounted junction boxes.

Minimum mechanical protection degree for field instrumentation, junction boxes and
local panels (without electronics) shall be IP 65. Junction boxes and local panels with
electronics shall be IP 65 minimum. Junction boxes material must be 316 SS.
Instruments shall be Ex-d execution.
All transmitters shall be “two wires” connection, 4-20 mA Smart type (HART protocol),
complete with integrally mounted output meter, with measure in the actual range and
engineering unit.
Instruments used for safety interlocks shall be independent from those having control
and/or monitoring functions.
VENDOR shall provide at least 10% spare terminal blocks in each junction box and shall
consider 10% spare conductors per multi-cable. In the junction boxes and panels, all spare
wires of multicore cables to be terminated to spare terminal blocks.
Signal segregation shall be according to project requirements.
All instruments and controls, including alarm and shutdown sensing devices, shall be
installed with sufficient valving for isolation to permit testing and removal while the
system is in operation.
Machine monitoring system
Monitoring system arrangement and assembly details shall comply with the requirements
of API 670.

As per project automation and control philosophy the machinery and auxiliaries control,
monitoring and protection will be executed as follow:

• Sequences, controls and monitoring functions will be implemented in one PLC


redundant for both compressors, located at control room in safe are, provided by SIAD
M.I., those signals will be replicated on plant DCS system by means of redundant
Modbus TCP-IP protocol. If distance between control system and DCS (RIE-8) is greater
than 100 m, a multimode optical fiber converter will be provided (by others);
• Equipment protection and safety functions, will be implemented in plant ESD;
therefore, all signals related to the system shall be gathered in separate junction boxes
by SIAD M.I.;
• Equipment monitoring and protection for vibrations, rod drop and bearing metal
temperatures will be implemented in a Bently Nevada 3500 system supplied by others;
SIAD M.I. shall provide instruments associated and separate junction boxes to gather
related signals.
Structural requirements
Structural and vessels design of compressors packages and auxiliary equipment shall
comply the seismic parameter indicated in the document TAL-GEN-ENG-DBD-0001
attached to the material requisition.
Unless otherwise specified, baseplates shall be open frame and constructed of welded
structural steel. With Contractor’s approval, high strength bolts may be used when
welding is impractical. The major component supports shall be mounted directly on
structural steel.
Baseplates shall be equipped with lifting lugs or devices suitable for a four (4) point lift and
shall be of sufficient strength and rigidity for transportation and installation to avoid any
distortion or damage to the equipment or internal parts of machinery installed on them
during lifting. Baseplates shall be provided with 100% radiographed lifting lugs, installed
such that the center of gravity of the package is midway between opposite lugs, to allow
for a single point lift. Spreader bar capacity and dimensions shall be provided by the SIAD
M.I. when it is determined that spreader bar is required for lifting the unit to prevent slings
from damaging any component.
The baseplate shall be designed to withstand both static and dynamic stresses of
machinery and to transmit equipment generated forces and couples to foundation.
Equipment mounted on the baseplate shall not be considered as contributing to its
bracing.
Baseplates shall be designed for grouting and shall have at least one lipped grouting hole
per each bulkhead section and appropriately located vents. The baseplate bottom shall be
coated with a suitable coating system compatible with the grouting material.

Painting and insulation requirements


Compressor and auxiliary equipment shall be painted and supplied in accordance with
project requirements, stated in document TAL-GEN-PNG-SPE-1005, GP 19-01-01 and GP
14-01-01 attached to the material requisition.
Piping requirements
Piping installed on skid shall be delivered welded, mounted, tested and painted in factory.
Off-skid piping will be provided in commercial length.
Piping shall preferably be fabricated by bending and welding to minimize the use of flanges
and fittings. Nevertheless, sufficient flanges to permit disassembly for inspection and
maintenance shall be provided.
Welded connections shall be butt-welded.
Connections at SIAD M.I.’s scope limit shall be flanged as per the relevant piping class.
On-skid piping shall be run to the edge of the baseplate and shall terminate with a flange.
All necessary pressure safety valves shall be included in SIAD M.I.'s scope.
Piping design and joint fabrication examination and inspection shall comply with ASME
B31.3, document TAL-GEN-PNG-SPE-0001 (Piping Material Classification) and the GP’s
(Global Practices) 03 series.
SIAD M.I. shall provide pressure relief valves in accordance with API 526, API RP 520 and
applicable (Global Practices) 03 series.
5.5. DOCUMENTS PRIORITY

In case of conflict among MR, project specifications, standards and codes, the following
order shall govern:
• Peruvian local laws, Rules and Regulations;
• Licensor Standards;
• Global practices;
• This Technical specification;
• Project Specifications;
• International Codes and Standards.
Any ambiguity in, or contradiction among the documents of the same priority shall be
submitted by SIAD M.I., in writing, for CONTRACTOR resolution.

6. QA/QC, INSPECTIONS AND TESTS

The extent of inspections and tests performed by CONTRACTOR are listed in the
“Inspection & Test Plan”, PART III of the Material Requisition TAL-PHP-MEC-MRQ-0002.

SIAD M.I. shall submit the inspection activity plan for CONTRACTOR’s approval at the
beginning of the order, using the ITP as the basis for the minimum level of inspection to
be performed.
A pre-inspection meeting may be organized after the purchase order’s issue between
CONTRACTOR, SIAD M.I., and the Third-Party Inspection Agency.
A Third-Party Inspection Agency can be named by CONTRACTOR and entitled to witness
the inspections and tests on behalf of CONTRACTOR.
SIAD M.I. shall give to CONTRACTOR in due time all the necessary documentation (as
material certificates, radiographs, ultrasonic, dye-penetrate, etc.) to allow the Inspector
to verify the conformity of the work to the technical requirements.
No surface shall be painted before completion of the inspection.
SIAD M.I. shall provide at no cost all necessary assistance, instruments, equipment and
energy to perform the inspection activities by CONTRACTOR’s inspector.
SIAD M.I. shall prepare an inspection book that shall include all the documentation
pertaining to the supply (as construction drawings, mechanical calculations, material
certificates, nondestructive examination certificates and radiographs, welding procedure
specifications, procedure qualification reports, welder qualifications, calibration test
certificates, ex-proof certificates, hydraulic/pneumatic test certificates, etc.) and shall be
always at disposal of the inspectors who will check, stamp and sign the documents as soon
as available after each inspection and test.
CONTRACTOR reserves the right to witness the final tests by means of their Inspectors and
to inspect all materials and/or equipment during the working phase in the Manufacturer’s
and Sub-VENDOR’s workshop.

7. DOCUMENTS & DRAWINGS

The documentation and drawings to be submitted by SIAD M.I. are listed in the Part II of
the Material Requisition TAL-PHP-MEC-MRQ-0002.
SIAD M.I. shall use CONTRACTOR’s standard forms as instrument list, cable list, electric
load summary, AutoCAD drawings, cause and effect sheet, data sheets, P&ID forms, etc.
Templates to be supplied after PO award.
During PO execution phase, documents shall be submitted to CONTRACTOR for comment
using an electronic document management system. Information workflow, acceptable
formats and document sizes as per attached VENDOR Document Management Procedure.
All documentation to be issued in English language. Final issue of Installation, Maintenance
and Operation manual in Spanish language.

8. GUARANTEES
The Vendor shall guarantee and warranty the compression units for satisfactory
performance for all operating cases at the specified operating conditions. No negative
tolerance is required on inlet flowrate for certified operating condition, as stated on
compressor data sheets. SIAD M.I.’s certified performance shall be increased by 3% on
both inlet flowrate and shaft power.
The guaranteed performance shall be calculated at the battery limit of the equipment.
SIAD M.I. shall guarantee the mechanical behavior and the performance of the equipment
to be in accordance with the requirements of the specifications, the data sheets and
applicable codes as follows:
Performances shall be guaranteed as per the requirements and defined tolerances of the
API 618, for the certified point defined in equipment datasheet.
Compression units shall be guaranteed by the SIAD M.I. against design faults, defective or
improper materials, poor workmanship and failure due to normal operation. If any defect
or performance deficiency occurs during the guaranteed period, SIAD M.I. shall make, at
no cost to the CONTRACTOR, all necessary make-good repair, replacement, reengineering
or modification works as applicable.
Vendor shall guarantee the compression unit is designed and built to comply with the
specified noise level. Noise abatement measures are SIAD M.I.’s scope.
8.1. EQUIPMENT GUARANTEE
• Equipment design for a lifetime of 40 years.
• Materials and workmanship guarantee for one (1) year after equipment reception or
18 months after shipment.

9. SPECIAL TOOLS FOR ERECTION AND MAINTENANCE

SIAD M.I. shall include in the supply all necessary special tools for erection and
maintenance relevant to supplied equipment.
Special tools are defined as those tools necessary for erection and maintenance which can
be supplied only by the OEM (Original Equipment Manufacturer), thus not normally
available on common market.

10. SPARE PARTS

The following spare parts for commissioning and start-up period are included in SIAD M.I.
scope of supply:

11. DEVIATION LIST

No technical deviations or modification shall be permitted unless confirmed in writing by


CONTRACTOR.
SIAD M.I. proposal is deemed fully in compliance with the requirements of this Material
Requisition.
CONTRACTOR shall in no way be entitled to discover exceptions to the job specifications
which SIAD M.I. may unintentionally have considered in their proposal.
If exceptions have not been included in the Deviation List and approved by CONTRACTOR
before the Purchase Order award, they will not be deemed valid, even if shown on a
drawing approved by CONTRACTOR, and shall not be considered as basis for future claims
by SIAD M.I.
