‘at 4.30 PM for finalizing the draft guidelines proposed by the MD, AP Towers
Limited for erection of cell towers in the State and related issues.

DRAFT GUIDELINES
| District Collectors & HOD's of all government departments, corporations
and other quasi government organisations to be directed to accord advance
possession of required lands/roof tops of buildings to APTL to avoid delay
on account of administrative formalities .
. JV Company will comply all local body norms in construction of cellular
towers subsequently
|. Since APTL is a nodal agency all the new site requests for Govt buildings
‘and lands shall be routed through APTL and APTL in turn shall forward
such requests to HOD’s of concem departments. APTL will implement an
online workflow for the same where departments will approve.
. In order to avoid multiple sites on Government locations, APT) L will build
its own telecom infrastructure for service providers as per the requirement
through its Joint venture Company.
|. APTL shall have first right of refusal for all new applications filed by
cellular operators with respect to allotment of Govt locations.
. All the cellular companies shall apply in standard formats which will be
issued later by APTL for seeking permissions for constructing towers in
Government locations.
| All Municipal corporations, Municipalities, Nagar panchayaths and Gram
panchayaths to be directed to furnish information to APTL about existing
cell towers installed on their premises. Above mentioned authorities shall
not issue any fresh or renew site allotments for construction of cell towers
in Government locations and to be routed through APTL only.
. Renewal applications to be filed to APTL for all existing cell towers upon
completion of allotment period /lease period. On receipt of applications in
prescribed format from service providers, APTL will forward the same to
the authorities concerned and do the needful.
APTL will charge service charges of 1250/- per site per month for all Govt
locations for all sites during renewals.
10. Considering the Govt vision to construct smart towers across Andhra Pradesh
for executing various initiatives such as Surveillance cameras WIFI system,
Public address system, Digital bill boards, mobile small cells , environmental
censors etc., no fees of any kind to be collected for such smart towers —

11. All the Govt departments are advised to provide EB power to APTL cell
towers on priority basis under a separate meter and consumption charges
will be borne by APTL.APT

12.Land requirements for cellular tower installations may be considered as
15X 15 meters for GBT of 40 to 60 meters height, 12X 12 meters for GBT
of 40 meters height, 8 X 8 meters for GBM, 500 SFT for roof top
installations and 2 X 2 meters to 6 X 6 meters for smart towers depending
in the requirement . All the departments should ensure proper access to
proposed sites.
13.All the District Collectors to be directed to provide details of Govt assets
including lands buildings along with Latitude and Longitudes of such
locations to APTL within one month from issuance of this guideline.
14. APTL to create a consolidate data base of all Govt assets including
buildings and lands which will help in identifying sites requirement for
various cellular operators across the state of Andhra Pradesh and APTL to
inform all cellular operators accordingly.
