Abstract

The Last Frontier Council of Oklahoma City in Oklahoma needs $2,500.00 to create an
effective online training program that will provide instructive and retentive material for
parents, volunteers, and leaders of the Boy Scouts of America. The grant will be carried
out in a one-year span to ensure the training is successful in beta-testing and enough time
for 90% of leaders to have taken the training and passed within a year the training is
launched. The funds will be for the commission of video and photography that will be in
the online training, internet technology costs to add the online training to myscouting.org,
and the cost to consult with training and gender experts to ensure the training will be both
effective and educational. The online training will undergo multiple assessments:
surveys, statistics of participants of training, and benchmarks set throughout the span of
12 months.

Statement of Need

The acceptance of girls into the Boy Scouts of America, BSA, brings in new challenges
and opportunities for scout councils and troops across the United States. Last Frontier
Council of Oklahoma City can benefit from this grant because they will make new
training programs to help smooth the transition for girls, current members, and parents.
The BSA are not new to co-ed programs and could draw upon their past programs and
information from other youth co-ed programs around the state and country. For example,
Venturing BSA is a 14 to 21-year-old co-ed program that promotes leadership and
responsibility for both girls and boys.1 There are concerns such as youth protection and
differences that can be eased with in-depth training and continual education for how the
inclusion of girls will change the current program. The goal for this project is to create an
effectual, efficient online training program by training in modules with scientific-based
learning techniques to ensure leaders and parents will come out retaining and using what
they learned about the program and the new ways the BSA will be inclusive. During my
time in the BSA, I had the opportunity to have fun and lead with amazing girls that
proudly call themselves Boy Scouts. They wanted not only to be a part of high-adventure
programs, but to take on leadership and achieve as much greatness as any person. They
only wished they could have joined as a Tiger Cub in first-grade and have the same
opportunity to earn the Eagle rank.

The problems that could occur without training and information could be harmful to both
the male and female scouters such as losing opportunities to national camporees,
improper education of merit badges, hazing or sexual harassment and assault.
Fortunately, after many years with successful co-ed programs, the BSA feels prepared
because they continuously train and have procedures to keep scouters and their parents
safe and provide opportunities for scouters to grow in leadership and friendship.

Training helps provide a gateway for adults and children to learn from case scenarios to
help prevent or fix a problem they recognized from an example. This project will ensure
that the leaders and parents especially will understand how to recognize a situation, how
to act in a situation, and finally learn from the situation.

The project’s second goal is to be accessible to leaders and parents in the scouting
program. This can be achieved using the myscouting.org website that is the current
training hub that adults use in the BSA. Using this platform for our project will help
ensure the training is taken by all the scout leaders and any of the parents. This instills the
program is transparent and wants the best for the youth.

The final goal of the project is to ensure the training will be retentive and educational for
trainees. This will be done through a video, photo and reading elements that show
different scenarios a leader or parent may come across during their time in the program
and how to solve or prevent a situation from occurring. The training will also need to be
assessed by multiple experts and consultants to ensure the training is retentive,
educational, and appropriate for the scouting program. For example, youth protection

training on myscouting.org delves into protocols such as 2-Deep Leadership for adults
and the buddy system for scouts in detail with photographic and video examples, then a
test throughout the modules, and a final test at the end.2 This will be achieved by having
experienced female and male scout leaders, gender equality consultants and experts in
training curriculums to look through and modify the different training modules.

Goals and Objectives

The goals for this project are:


➢ To increase awareness of new guidelines put in place for the safety and well-
being of a scouter, leader, volunteer, or parent.
➢ To improve future training throughout the program from answered surveys and
beta-testing of the online training course.
➢ To create an inclusive environment for the girls and boys in the scouting program.
The objectives for this project are:
➢ To have 90% adult leaders in the scouting program trained using this new course
at the end of the grant period in December 2018 by comparing the leader roster
with test completion database on myscouting.org
➢ To finalize the training program draft that will be used after the end of the grant
period. The final draft will change according to the received survey statistics and
comments one month before end of grant period.

Plan of Work

The project will be developed in three phases: the creation of the training, the beta-testing
of the training, and the final training program released in a one-year span. Each phase
will have a set period and budget to complete all necessary items in the training program.

The creation of the training program will be developed between December 2017 to
March 2017 and will need much of the funding. Each month will have an end goal.
December to January is the development of the training such as creation of modules,
scenarios, and test questions. The development team will need to be composed of experts
from scouting, gender equality, and training consultants to ensure the training is
organized, appropriate, retentive, and informative. January to February end goal is to
create the material that will be used in the training such as video, photography,
animations, text, test questions, and surveys created by the development team. The
material will need to be commissioned if volunteers with experience in photography,
animations, videography, and writers are not found. February to March is the editing and
creation of the online training on the myscouting.org page. This again will require the
development team working with the editor and webpage designer to ensure a smooth
flow is created and their training plan is to their liking. These first three months are
essential because this is the creation of the beta-training that will be used for eight
months.

Developing the training will require a group of experts from multiple fields. The focus of
this online training is the inclusion of girls and the new rules that will be in place when
girls enter the scouting program. This will require knowledge of gender equality, scouting
experience, and training techniques that will ensure retention of information. Good
training programs have case studies or scenarios that are examples of common problems
that a person might face. At the Center for Teaching at Vanderbilt, Patricia Armstrong
explains this technique as part of Bloom’s Taxonomy of teaching.3 Training techniques
like these are important so Boy Scout leaders can act when they notice a similar situation
during a camporee or in a scout meeting taking place and will take the appropriate steps
to solve that problem. However, experienced scout leaders and gender equality experts
are also needed for a few reasons for this project to be successful. Acquiring BSA leaders
in the Venturing program that are used to girls in the program or have been through the
program themselves are necessary to provide these scenarios and solutions they have
developed. Gender equality experts are necessary to help prevent any ideas of inequality
or inferiority from spreading to leaders due to a scenario that may provoke those
thoughts. They could help reword text or provide other scenarios that could arise with
younger girls inside cub scout packs or troops since venture scouts start at age 14. At the
end of December 2017, this development team should have a script for multiple
scenarios, planned modules, and surveys that will help improve the training program for
the final product.

The next part in the first phase the production of the training such as video, photography,
and animations. To help lower the budget on this part of phase I, volunteers within the

Last Frontier Council, LFC, will be offered community service and experience. In the
beginning of December, multiple advertisements, and postings on the LFC webpage will
be added. This may be extended to university fine arts programs if more volunteers are
need. The production team will then produce videos, photos, and animations under the
guidance of the development team during the month of January. With both teams
working together to ensure communication is successful, part three of phase I will start in
February.

The internet technology, IT, team will now start working on the last part of the
development of the training. This final part of phase one may require money if
myscouting.org needs to pay for space. However, since this is a training program specific
for Last Frontier Council in Oklahoma City, the space may not be enough to charge a fee.
The production team will edit all material with the development team and help IT team
create the training webpage to ensure a logical flow will occur and bugs are sorted out
before the beta test starts in March.

The second phase is the beta-testing of the training program. This will require a few
necessary tasks to ensure a smooth flow. The first is the promotion of the online training
program. The second is ensuring at least 90%, or as of 2017, 4,500 of volunteer scout
leaders in the Last Frontier Council take and pass the training by making stipulations.4
Lastly, this is the feedback period that will help shape the final draft of the training
program. Promoting the training can start right on December 1st of 2017 and throughout
the whole year. To ensure every troop knows about the training, every camporee and
council event will explain the training and offer QR codes for leaders to take the training
on their personal device. Council commissioners for each troop will ensure the troop
knows about the training and explain the consequences for untrained scout leaders. This
consequence is the removal of leader per the year 2019 until they have taken the training
and if less than 50% of leaders in troop have taken the training, the troop will not qualify
to attend council events until they meet a quota. Making the training easily available by a
“bit” address or QR code will help make availability high. The stipulations will help
ensure leaders take the training by December 2018 or sooner.

The final phase is the culmination of the first two phases. The development team,
production team, IT team will meet in November 2018 to create statistics of the test, the
surveys and feedback comments and redesign, add, subtract, or improve upon the beta
training program. By December 2018, the final training program will be in place without
major changes to availability or consequences. This helps the Last Frontier Council know
that adults are trained to on the new scouting guidelines and how to help promote
inclusiveness to their troops in an effective manner.

Any person taking the online training course will finish with a required survey that will help judge three
items: design and format, availability and accessibility, and comments about test. These three will help
develop the final draft of training.

The purpose of surveying the user’s scores and comments on design and format is to help find the largest
trend of problems or enjoyments so the production team can redesign the test to prevent any negative
distractions. However, the goal is not to make every user happy, but to create a smooth and easy to follow
program.

The purpose of finding out if the training is accessible or easily available will help provide feedback on
how to improve promotions, online access, or making the test available to anyone. Again, the comments
will need to be grouped in trends to ensure a majority are leading the IT team’s decisions on the final draft
and how increase availability and accessibility.

The final evaluation is the comment about the test and what the user learned. This will be sifted through the
development team to help adjust their modules or scenarios.

Statistics from the online training webpage will also be needed to show:
➢ Number of adults that have taken the training
➢ Statistics on time duration of test
➢ Number of failures versus successes
These statistics will help the United Way of Central Oklahoma City see that the training did take place and
will also show if the 90% goal was met on the final month of the project.

Deliverables

➢ The Phase I product created by the development, production, and IT team in the first three months.
This will include the beta-training and the exact cost of Phase I.
➢ The Phase II deliverable will be the three statistics described above for every other month to show
training is continuing and not abandoned and help show if goal of 90% is able to be met.
➢ The Phase III deliverable will the final statistics, the final cost, and the final training product
developed by the three teams.
Dissemination

The results of the beta-testing and the final product will be presented to the United Way of Central
Oklahoma City to show the use of funds. The final product will also be shown to the national BSA training
committee to review and revise if they decide the training becomes national and not only in Last Frontier
Council of Oklahoma. The training could also be shown on the media to promote the scouting program as
an organization that is training leaders to be inclusive.

Justification of Budget

The gender equality and training consulting firms will be contracted at $500 each for the entire duration of
the project. The meeting place will be at scouting office on 64 th Street and May for every meeting to keep
cost at a minimum. $500 is justified because ideally it will be one to two people from each firm that will
work closely with the volunteer scout leaders in the committee.

The production crew will be base of volunteers that have experience in their fields. However, licenses for
use of any copyright material and any material for equipment will be needed.

The web designer of myscouting.org will need to be compensated for the project.

Cost of material for promotions such as flyers, posters and mail sent out needs to cover printing and
postage.
