1 General Introduction and Background


1.1 Introduction
The following Instructions and Requirements for Proposal Preparation and
Submission (the “IRPP”) provide guidelines to the Storage Developer to submit its
technical and financial proposal for a 30 MW/60 MWh Electrical Storage System
project (“the Project”), as referenced in the MOU, to the Direct Proposals
Committee.

The IRPP is made up of four parts:

 Part I (Instruction for Proposal Preparation) comprises the instructions for


Proposal preparation to be followed by the Storage Developer, covering, among
other things, an overview on the tender process, the rules for proposal
preparation and submission, the methodology to be applied by the Direct
Proposals Committee for the evaluation of the Proposal and the execution of the
Storage Lease Agreement.
 Part II (Requirements for Proposal Preparation) includes the requirements for
proposal preparation, comprising, among other things, the requirements and the
information to be provided by the Storage Developer in respect to
 the Storage Developer’s organization;
 the technical requirements;
 the eligibility of contractors, equipment suppliers and major equipment;
 the implementation schedule; and
 the commercial and financial structure.
 Part III (Draft Project Agreements) comprising a draft of the Storage Lease
Agreement to be entered into between NEPCO and the Special Purpose
Company (“SPC”), as well as a Draft Transmission Connection Agreement that
will be entered into force between NEPCO and the SPC.
 Part IV (Proposal Forms of the IRPP for Electrical Storage) containing the
proposal forms to be submitted with the technical and financial proposal.

1.2 Background Explanation


With increasing shares of fluctuating renewable energy such as PV and wind new
challenges arise in the Jordan grid. The forecasted installed capacity of more than
1,600 MW of PV (1,018 MW from direct proposals and the rest from wheeling and
small-scale projects) and 715 MW of wind (all direct proposals) by 2021 in the
Jordan transmission system with a load fluctuating between 1,421 and 3,254 MW
(2016) will cause substantial uncertainties in the grid’s reliability. The ramp-rate
capabilities of the conventional power plants are not sufficient to deal with
potential sharp decreases of renewable generation. Further base load power plants
such as the Oil shale plants connecting in 2020 are reducing the ramp-rate
capabilities and reduce the amount of operational fast-responding gas power plants
which could be curtailed depending on the renewable generation. The Electrical
Storage System shall increase the grid’s reliability by means of increasing the
ramp-rate capability and in addition shall reduce the amount of curtailed PV mostly
during noon and the amount of curtailed wind mostly during night times. The
stored energy shall be provided at times of peak power plant operation in order to
offset up to two of the existing 15 MW gas peaking plant units.

The frequency of the Jordan system is mainly influenced by the interconnection to


Egypt with a roughly 10 times larger power system. Frequency control with the
Egypt interconnection is therefore not meaningful and will only be applied in case
of an intertie failure.

Through the electrical storage Direct Proposal Submission process the Government
of Jordan wishes to invite private sector Storage Developers who qualified under
the Request for Submission of Expression of Interest in order to establish an
electrical storage project at the Irbid substation. The project is foreseen to be
designed, financed, constructed, commissioned, owned, and maintained by a
private Storage Developer, whereas NEPCO will operate/dispatch the project.

The electrical storage system to be completed by 2020 with at least 30 MW Import


and Export power, and 60 MWh useable energy capacity shall perform mainly the
following services:

1. Ramp-rate control of load and renewable power plants by AGC.


2. Reduction of conventional power plant operation necessary for spinning reserve
3. Short energy shift of otherwise curtailed renewable energy to times of peak
demands
4. Load peak shaving for a transformer substation
5. Reactive power supply for voltage control, including the dispatch of a reactive
power compensation equipment that is already installed on site

Further details of the storage utilization are provided with the duty cycle described
in Part I.2.6.3.2.

2 Definition of Terms and Abbreviations


The meaning of the terms used in the IRPP is set out below:

Business Day a day on which banks are required to be open according to the laws of Jordan.
Charge Rate for means the commercial fixed charge rate of the Storage Developer depending on
Fixed Payment the available power and day.
Charge Rate for means the commercial variable charge rate of the Storage Developer depending
Variable Payment on the Energy Export.
Commercial means the Day after the Day on which the Conditions of the Storage Lease
Operation Date Agreement have been satisfied as per the Storage Lease Agreement.
Connection Facilities the interconnection facilities (including transmission facilities to NEPCO Grid
and NEPCO’s control and communications equipment), to be installed and
maintained by NEPCO.
Direct Proposal the direct proposal submission process as set out in the RE&EE Law.
Submission or DPS
Direct Proposals the committee established by the Government of Jordan in respect of the Direct
Committee Proposal Submission.
Duty Cycle Storage charge and discharge profile based on NEPCO’s requirements.
EMRC the Energy and Mineral Regulatory Commission of Jordan.
Energy Capacity means the maximum energy the ESS can export at NEPCO's 33 kV meters at the
Irbid Substation measured in accordance with Schedule 10 of the Storage Lease
Agreement.
Energy Capacity means the reduction of Energy Capacity compared to the Energy Capacity tested
Degradation at COD.
Energy Export means the amount of electrical energy, expressed in kWh, generated by the
Facility and delivered to the NEPCO Grid at the Point of Connection as
measured in accordance with this Agreement.
Energy Import means the amount of electrical energy, expressed in kWh, consumed by the
Facility and provided by the NEPCO Grid at the Point of Connection as
measured in accordance with this Agreement.
Energy Loss adjusted means the adjusted energy loss between measured and allowed energy loss
Energy Loss allowed means the allowed energy which has been lost due to the guaranteed Storage
Efficiency losses, expressed in kWh. It is the calculation of the measured Energy
input and guaranteed Storage Efficiency in accordance with this Agreement
Energy Loss means the energy which has been lost due to Storage Efficiency losses. It is the
measured difference between the measured Energy input and Energy output, expressed in
kWh, as measured in accordance with this Agreement.
Facility means the energy storage plant including the Interconnection Facilities for the
exchange of electrical energy and connection to the Irbid Substation whether
completed or at any stage of development and construction (including, without
limitation or regard to level of development, land, buildings, engineering and
design documents, all power converting equipment and auxiliary equipment and
switchgear and all other installations as described in this Agreement).
Energy Throughput means the energy output of the Facility plus additional wasted energy, expressed
in kWh, measured at at the Point of Connection.
EPC Contract a contract entered into by an EPC Contractor and the SPC for the engineering,
procurement and construction of the Facility or a major part thereof.
EPC Contractor a contractor engaged by the SPC under an EPC Contract.
Expression of Interest an Expression of Interest submitted by a Storage Developer to MEMR in response
or EOI to the REOI.
Energy Storage the 30MW/60MWh Electrical Storage System including, but limited to, land,
System buildings, engineering and design documents, all power storing, power
converters, BoP and auxiliary equipment.
Financial Closing the date when: (i) the financing documents covering one hundred percent (100%)

of the total capital cost of the Project (except the percentage to be funded by
Equity as set out in the Proposal), have been signed and are in full force and
effect; and (ii) irrevocable and unconditional bank guarantees or standby letters of
credit have been issued under the financing documents to support the
Development Security with recourse to the Storage Developer or its Affiliates
only. As further detailed in the SLA.
Financial Evaluation evaluation of a Financial Proposal as set out in Section 2.6 of Part I of the IRPP.
Financial Proposal the financial proposal in accordance with Section 1.3 of Part I of the IRPP.
Financial Proposal the public opening of the Financial Proposals as per Section 1.11 of Part I of the
Opening IRPP.
Financial Proposal a letter to be provided by the Storage Developer as part of its Financial Proposal
Submission Letter in the form set out in Proposal Form A.2 of the IRPP.
Government the Government Guarantee Agreement to be entered into between the
Guarantee Agreement Government of Jordan and the SPC, a draft of which is contained in Part III (Draft
Agreements) of the IRPP.
Grid Code the Transmission Grid Code approved by EMRC, as amended.
Installed Power is the intended full-load sustained output and input of the Facility measured at at
the Point of Connection at the Irbid Substation in accordance with this
Agreement excluding redundancy.
Interface any interface described in Section 3.2 of Part II of the IRPP.
Irbid Substation a medium voltage / high voltage substation (33 kV/132 kV) in Irbid connecting
the ESS to NEPCO transmission network which has been constructed by NEPCO.
IRPP Instructions and Requirements for Proposal Preparation and Submission
Land Lease the land lease agreement to be entered into between the SPC and the land owner
Agreement granting the SPC certain land rights for the Site.
MEMR the Ministry of Energy and Mineral Resources of the Hashemite Kingdom of
Jordan.
MOU the Memorandum of Understanding signed between the Ministry of Energy and
Mineral Resources and the Storage Developer.
NEPCO the National Electric Power Company of Jordan.
Notification of a notification of the MEMR to the Storage Developer as per Section 3.1 of Part I
Acceptance of the IRPP.
O&M Contract a contract between the O&M Contractor and the SPC for the operation and
maintenance of the Facility.
O&M Contractor a contractor engaged by the SPC under the O&M Contract.
Performance Security a performance security to be furnished by the Storage Developer in accordance
with Section 3.4 of Part I of the IRPP.
Point of Connection means the point of connection where the Energy is exchanged by the Project
(POC) Company to the NEPCO grid and is located at the terminals of the 33 kV circuit
breakers associated with the Project in the Irbid Substation.
Power Converter means the bidirectional system to convert and control DC and AC power
Preferred Storage the Storage Developer who has been notified in accordance with Section 3.1 of
Developer Part I of the IRPP.
Project a project to be developed by the SPC pursuant to the Project Agreements.
Project Agreements The Storage Lease Agreement, the Transmission Connection Agreement, Land
Lease Agreement and the Government Guarantee Agreement.
Projects Milestones the milestone dates provided in Section 1.3 of the IRPP.1.3
Proposal together, the Technical Proposal and the Financial Proposal of a Storage
Developer.
RE&EE Law the Renewable Energy and Energy Efficiency Law No. (13) 2012
SCADA means Supervisory Control and Data Acquisition system.
Site the parcels of land on which the project will be undertaken as defined in Part
II.3.3.2.
Special Purpose a company established by the Storage Developer under the Laws of the

Company (SPC) Hashemite Kingdom of Jordan for the sole purpose to implement, engineer,
construct, finance own and operate the Project.
State of Charge means the ratio of current energy that can be exported from the Facility compared
to the Energy Capacity at COD.
State of Health means the ratio between actual Energy Capacity of the fully charged Facility and
Energy Capacity tested at COD.
Storage Developer a company or consortium which has signed an MOU with MEMR and builds,
owns and maintains the Facility.
Storage Efficiency means the ratio between energy input and energy output measured at the Point of
Connection at the Irbid Substation. Efficiency losses due cables, conversion,
battery cells, voltage transformation, auxiliary load and self-discharge are
considered in the Storage Efficiency.
Storage Lease means the agreement between NEPCO and the Storage Developer, a draft of
Agreement (SLA) which is included in Part III (Draft Agreements) of the IRPP.
Storage - TIC means the Storage - Technical Interconnection Code describing the requirements
for interconnection of an ESS as stipulated under Schedule 17 of the SLA.
Submission Deadline the latest date and time when the Storage Developer is entitled to deliver its
Proposal to the Direct Proposals Committee in accordance with Section 1.6 of
Part I of the IRPP.
Summary Summary Information attached to Financial Proposal Submission Letter which
Information will be published.
Tariff a tariff in terms of variable and fixed charge rates proposed by the Storage
Developer in Section B of its Financial Proposal.
Technical Evaluation evaluation of the Technical Proposal as set out in Section 2.5 of Part I of the
IRPP.
Technical Proposal the technical proposal to be submitted by the Storage Developer in accordance
with Sections 1.3 and 1.4.1 of Part I of the IRPP.
Technical Proposal the public opening of the Technical Proposal as per Section 1.11 of Part I of the
Opening IRPP.
Technical Proposal a letter to be provided by the Storage Developer as part of its Technical Proposal
Submission Letter in the form set out in Proposal Form A.1 of the IRPP.
Total Project Budget the amount specified in line with item No. 9 in the Proposal Form F.2:
Breakdown of Total Project Cost (in 1,000 JOD).
Transmission a contract to be entered into between the SPC and NEPCO in respect of the
Connection connection of the Project to the Transmission Network which is contained in Part
Agreement III (Draft Agreements) of the IRPP.
Transmission the connection of the Project to the Transmission Network.
Interconnection
Transmission the transmission network owned by NEPCO comprising of the 400 kV and
Network 132 kV transmission circuits, 400/132/33kV substations and other associated
plants and/or apparatus.
Validity Period a period of 365 (three hundred sixty five) days after the Submission Deadline
during which the Proposal shall be binding on the Storage Developer in
accordance with Section 1.8 of Part I of the IRPP.

Part I. Instructions to Storage Developer

1 Submission of Proposals

1.1 Compliance with IRPP


The Storage Developer shall submit the Proposal in accordance with the IRPP.

Deviations and modifications are discouraged and the Direct Proposals Committee
reserves the right to reject the Proposal as non-compliant in its sole discretion. If
the Storage Developer deviates nonetheless form the provisions of the IRPP, then
the Storage Developer shall clearly list these deviations in a form similarly to
proposal from G.1 and shall include this form in Section F of its proposal.

1.2 Clarification Questions


If a Storage Developer has any doubt as to the meaning or intent of any section of
the IRPP or requires additional information, such Storage Developer may, in
writing, request clarification from the Direct Proposals Committee. The Direct
Proposals Committee will respond to clarifications by frequently issuing a
clarification bulletin in table format which will be distributed to the email
addresses provided by the Storage Developers. In particular, two clarification
rounds will take place as indicated in Section 1.3 of the General Introduction and
Background of the IRPP and clarification requests must be received before the
respective submission deadline in order to be considered in the response. The
Direct Proposal Committee may disregard any clarification requests submitted later
than the submission deadline for clarification round 2 as given in Section 1.3 of the

The Direct Proposals Committee will endeavor to respond with clarification


bulletins in table format to any request for clarification submitted according to the
time schedule presented in Section 1.3 of the General Introduction and Background
of the IRPP.

In the interest of fairness, the Direct Proposals Committee will make all significant
clarifications available to all Storage Developers.

Furthermore, please note that Developers are encouraged to provide clarification


questions / comments on the Storage Lease Agreement attached to this IRPP as
part of the clarification rounds as indicated in Section 1.3 of the General
Introduction and Background.

1.3 Submission of Proposal


The Storage Developer shall submit its Proposal in two envelopes, one containing
the Technical Proposal and one containing the Financial Proposal.

The Storage Developer shall prepare one original of the Technical Proposal as
described in Section 1.4.1 of the IRPP and one original of the Financial Proposal as
described in Section 1.4.2, and clearly mark each as “ORIGINAL”. In addition, the
Storage Developer shall submit one (1) hard copy and one (1) electronic copy on
USB flash drive of the Technical Proposal, and one (1) hard copy and one (1)
electronic copy on USB flash drive of the Financial Proposal and clearly mark
them “COPY.”

Electronic copies of the Proposals shall be submitted on USB flash drives in the
form of organized catalogues following the hard copy documents. In the event of
any discrepancy between the original and the copies, the original shall prevail. In
the event of any discrepancy between the soft copy and the hard copies, the hard
copy shall prevail.

The original Technical Proposal submitted by the Storage Developer shall include
the original of the Technical Proposal Submission Letter, signed by a person or
persons duly authorized to bind the Storage Developer to the Technical Proposal.
The Financial Proposal shall include the Financial Proposal Submission Letter,
signed by a person or persons duly authorized to bind the Storage Developer to the
Financial Proposal. If the Proposal is submitted by two or more entities as
participants of a consortium, a duly authorized person or persons of one or each
such participant shall sign the Technical Proposal Submission Letter and the
Financial Proposal Submission Letter. In each case, powers of attorney or other
documents evidencing authorization of such persons to sign the Technical Proposal
Submission Letter and the Financial Proposal Submission Letter on behalf of the
joint venture/consortium shall be provided.

The original, the hard copies and the electronic copies of the Technical Proposal
shall be placed in a sealed envelope or box clearly marked “TECHNICAL
PROPOSAL”. Similarly, the original and all copies of the Financial Proposal shall
be placed in a sealed envelope or box clearly marked “FINANCIAL PROPOSAL”
with a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL”. The
envelopes/boxes containing the Technical Proposal and the Financial Proposal
shall be placed in an outer envelope/box and sealed.

The inner envelopes and the outer envelope shall:

a) bear the name and address of the Storage Developer;


b) be addressed in accordance to the address below;
c) be marked "Proposal for the Renewable Energy Project under Direct Proposal
Submission";

d) bear a warning not to open before the time and date of Proposal opening.

If envelopes are not sealed and marked as required, the Authorities will assume no
responsibility for the misplacement or premature opening of the Proposal, and the
Direct Proposals Committee reserves the right to not consider any such Proposal
which is not submitted as required.

The original and three of the copies of the Proposal shall be addressed and
delivered by hand or by courier to:

Proposals forwarded by facsimile, telex, telegram or e-mail will be rejected.

1.4 Proposal Documents

1.4.1 Technical Proposal Documents


The Technical Proposal shall comprise two Volumes (i.e. Volume 1 and 2) with the
following contents:

Volume 1:
 Section A: Technical Proposal Submission Letter in accordance with Proposal
Form A.1 of the IRPP;
 Section B: Information on Storage Developer in accordance with Section 2 of
Part II and Proposal Forms B of the IRPP;
 Section C: Eligibility of the EPC Contractor in accordance with Section 5.1 of
Part II and Proposal Forms C of the IRPP;
 Section D: Technical Proposal in accordance with Section 3 of Part II and
Proposal Forms D of the IRPP;
 Section E: Implementation Schedule in accordance with Section 4 of Part II
and Proposal Forms E of the IRPP;
 Section F: Statement that each of the draft Project Agreements is accepted by
the Storage Developer or a marked-up copy of the draft Storage
Lease Agreement, Land Lease Agreement and a completed
Proposal Form G.1 incorporating all requested modifications, in
accordance with Section 7.1 of Part II of the IRPP;

Volume 2:
If the Storage Developer wishes to provide pre-printed documents about the
Storage Developer, any member of the Storage Developer consortium or any
Contractor, such pre-printed literature and materials shall be contained in Volume 2
of the Proposal.

1.4.2 Financial Proposal Documents


The Financial Proposal prepared by the Storage Developer shall comprise one
Volume 3 with the following contents:

 Section A: Financial Proposal Submission Letter in accordance with Proposal


Form A.2 of the IRPP;
 Section B: Commercial and financial information in accordance with Section
Part II.6 of Part II and Proposal Forms F of the IRPP;

1.5 Language of Proposal


The Proposal, as well as all correspondence and documents relating to the Proposal
exchanged by the Storage Developer and the Direct Proposals Committee, shall be
in the English language. Supporting documents and printed literature that are part
of the Proposal may be in another language provided they are accompanied by an
accurate translation of the relevant passages into the English language, in which
case, for purposes of interpretation of the Proposal, such translation into English
shall prevail.

1.6 Submission Deadline


The Storage Developers shall deliver their Proposals at the address set out in
Section 1.3 of Part I of the IRPP no later 01 October, 2018, 12:00 (noon) Jordanian
Time.

The Storage Developer is solely responsible for ensuring that the Proposal arrives
at the appropriate address no later than the Submission Deadline.

The Direct Proposals Committee, at its sole discretion, may extend the Submission
Deadline.

1.7 Late Proposal


A Proposal delivered to the Direct Proposals Committee after the Submission
Deadline will not be considered, irrespective of the reasons for such delay
including reasons beyond the Storage Developer’s control, and will be returned to
the Storage Developer unopened.

1.8 Validity Period


The Proposal shall remain valid for a period of 365 (three hundred sixty five) days
after the Submission Deadline. A Proposal valid for a shorter period shall be
rejected by the Direct Proposals Committee as non-compliant.

In exceptional circumstances, prior to the expiration of the Proposal’s Validity


Period, the Direct Proposals Committee may request the Storage Developer to
extend the Validity Period of its Proposal. Such request and any responses shall be
made in writing.

1.9 Withdrawal, Substitution and Modification of the Proposal


The Storage Developer shall not withdraw, substitute or modify its Proposal after it
has been submitted.

1.10 Amendments to the Documents submitted as Part of the IRPP


At any time, but not later than 10 (ten) Business Days prior to the Submission
Deadline, the Direct Proposals Committee may amend the documents attached to
the IRPP by issuing addenda. Any addendum issued shall be part of the IRPP and
shall be communicated in writing to each Storage Developer. No other
communications of any kind whatsoever will modify the IRPP documents. The
Storage Developer shall acknowledge receipt of all such amendments.

1.11 Opening of Technical and Financial Proposals and Confidentiality


All Proposals received by the Direct Proposals Committee will remain sealed in the
Direct Proposals Committee’s possession until their respective opening dates.
Except as may be required by law of Jordan, no information contained in or
relating to the Proposal, other than, as described below, the Summary Information
attached to the Financial Proposal Submission Letter, shall be disclosed to any
Storage Developer or other persons not officially involved in the process of
examination and evaluation of Proposals.
In no event shall the Direct Proposals Committee, its agents or its contractors be
liable for any damage resulting from disclosures before, during or after the tender
process. Information considered by Storage Developers to be proprietary or
confidential should be clearly identified as such.

The Direct Proposals Committee will open the Technical Proposals in an open
session on the day of the Submission Deadline at 13:00 p.m. (the “Technical
Proposal Opening"). A maximum of two (2) representatives of each Storage
Developer will be allowed to attend. At the Technical Proposal Opening, the Direct
Proposals Committee will verify whether a duly executed Technical Proposal
Submission Letter associated with each Technical Proposal has been furnished by
the Storage Developer.

The opened Technical Proposals will be evaluated according to Section 2.5 of


Part II of the IRPP.

The Direct Proposals Committee will open the Financial Proposals in an open
session (the “Financial Proposal Opening”). Only those Storage Developers where
the Technical Proposals have been considered by the Direct Proposals Committee
to be compliant in accordance with Section 2.5 of Part II of the IRPP will be
invited in writing to participate in the Financial Proposal Opening. A maximum of
two (2) representatives of each Storage Developer will be allowed to attend.

At the Financial Proposal Opening, the Direct Proposals Committee will verify
whether a duly executed Financial Proposal Submission Letter associated with each
Financial Proposal has been furnished by the Storage Developer.

After the Technical Opening and Financial Opening, no information relating to the
clarification, determination of responsiveness, evaluation and comparison of
Proposals and recommendations concerning the ranking and acceptance of the
Proposals, shall be disclosed to Storage Developers or any other person not

officially involved in such clarification, determination, evaluation, comparison and


recommendation, until the Notification of Acceptance has been submitted to the
Preferred Storage Developers by the Direct Proposals Committee.

Any effort by a Storage Developer (or any local agent or representative) to


influence the Direct Proposals Committee or its advisors during the process of
clarification, determination of responsiveness, evaluation, comparison and ranking
of Proposals, or in decisions concerning the acceptance of the Proposal, will result
in rejection of such Storage Developer's Proposal.

The Direct Proposals Committee shall not return the original nor copies of the
Proposal submitted by any Storage Developer.

2 Evaluation of Proposals

2.1 Evaluation Process


The evaluation of the Proposal comprises two consecutive steps:

 the Technical Evaluation, which will be followed by


 the Financial Evaluation.

2.2 Clarification of Proposals


The Direct Proposals Committee may request additional information, clarifications
and verifications with respect to any item contained in the Proposal. The Storage
Developer will be requested to respond in writing to any such request within the
time period specified in the request.

The Direct Proposals Committee may also require the Storage Developer to attend
clarification meetings to be held in Amman.

2.3 Substantial Responsiveness


The Direct Proposals Committee will assess the responsiveness of the Technical
Proposal and of the Financial Proposal.

The Direct Proposals Committee will evaluate only those Proposals determined to
be substantially responsive to the requirements of the IRPP. A Proposal will be
considered substantially responsive only if it proposes the development of the
Project in conformity, both as to form and substance, with all of the technical,
commercial, legal and financial requirements of the IRPP and otherwise contains
all the information required to be provided by the Storage Developer as stated in
the IRPP.

A Proposal will be deemed substantially unresponsive in the event of any deviation


or reservation from the terms and conditions of the IRPP which in any material
respect would affect the scope, quality, or performance of the Project or NEPCO’s
or any other party’s right’s or the Storage Developer’s obligations under the
Storage Lease Agreement, or the acceptance of which would affect unfairly the
competitive positions of other Storage Developers presenting substantially
responsive Proposals.

The Direct Proposals Committee may waive any minor non-conformity or


irregularity in a Proposal which does not constitute a material deviation provided
that such waiver does not prejudice or affect the relative ranking of any Storage
Developer.

2.4 Reservation of Rights


The Direct Proposals Committee reserves the absolute right to accept or reject any
Proposal or to annul or cancel the Direct Proposal Submission Process and reject
all Proposals at any time without any liability to the Storage Developers or any
other party and without any obligation to inform the Storage Developer of the
grounds for its action.

2.5 Technical Evaluation

2.5.1 Qualification of Contractors


In case the EPC contractor is different to the one the Storage Developer has
qualified with in the pre-qualification phase, in order to qualify for further
evaluation, the Storage Developer must, to the satisfaction of the Direct Proposals
Committee, demonstrate that the EPC Contractor and the Electrical Storage
equipment are in compliance with the requirements set out in Part II.5.1and Part IV
of the IRPP as well as the requirements of the REOI.

2.5.2 Rejection of the Proposal


The Proposal may be rejected if the Storage Developer, without limitation:

a) fails to submit a substantially responsive Proposal, as defined in Section 2.3 of


Part I of the IRPP; or
b) fails to submit the Technical Proposal, including all Proposal Forms, in the form
specified in Section 1.4.1 of Part I of the IRPP; or
c) fails to submit the Technical Proposal Submission Letter in the form and in
accordance with the requirements of Proposal Form A.1 of the IRPP; or
d) fails to provide information on the Storage Developer's organization and the
powers of attorney authorizing the execution of the Technical Proposal
Submission Letter in accordance with Section 1 of Part II of the IRPP; or
e) fails to meet the eligibility and qualification requirements as set forth in Section
5 of Part II of the IRPP; or
f) fails to submit a Project Implementation Schedule in accordance with Section 4
of Part II of the IRPP; or
g) fails to meet the technical specification requirements as set forth in Proposal
Form D of the IRPP; or
h) claims substantial departures from the terms or conditions of the Draft Storage
Lease Agreement, the Draft Government Guarantee Agreement and the Draft
Transmission Connection Agreement as included in Part III of the IRPP; or

2.5.3 Compliance of Technical Proposal


The Technical Proposals that has been determined to be "substantially responsive"
in accordance with Part I, Section 2.3 of the IRPP will be subject to a more detailed

assessment of the Project’s ability to deliver the performance expected over the
term of the Project. The evaluation will take into account, without limitation, the
following criteria:

 Technical aspects:
 Assumed storage capabilities
 Adequacy of technical performance (e.g. redundancy, efficiency);
 Grid connection requirements;
 Environmental impact; and
 Operating characteristics;
 Level of Project development:
 Level of design and engineering;
 Completeness of Proposal;
 Compliance with eligibility requirements of EPC;
 Compliance with eligibility requirements of Equipment;
 Practicality of Project Implementation Schedule;
 Compliance with Obligatory Requirements of Proposal Form D.8; and
 Exceptions to the terms and conditions of the Draft Storage Lease Agreement.

2.6 Financial Evaluation


The Financial Evaluation of a Proposal will only take place if the Technical
Proposal has been deemed substantially compliant with the criteria set out in
Section 2.5.3 of Part I of the IRPP.

2.6.1 Rejection of the Proposal


The Proposal may be rejected if the Storage Developer, without limitation:

a) fails to submit the Financial Proposal, including all Proposal Forms, in the form
specified in Section 1.4.2 of Part I of the IRPP; or
b) fails to provide the Project cost estimates in accordance with Sections 6.2 and
6.3 of Part II of the IRPP; or
c) fails to provide the financial data in accordance with Section 6.4 of Part II of the
IRPP; or
d) fails to submit the proposed Tariff in accordance with Section 6.1 of Part II of
the IRPP and with the draft SLA included in Part III to the IRPP; or
e) fails to adhere to best-practice standards in preparing the Storage Developer's
Financial Model as specified Section 6.5 of Part II of the IRPP.

2.6.2 Compliance of Financial Proposal


The Financial Proposal that has been determined to be "substantially responsive" in
accordance with Section 2.3 of Part I of the IRPP will be subject to a more detailed
assessment taking into account, without limitation, the following criteria:

 Adequacy of cost estimates (construction costs, operation and maintenance


costs);
 Financial viability of the Project:
 Proposed financial structure;
 Terms and conditions of proposed debt financing;
 Ability to achieve timely closure of financing;

 Level of commitment of financing; and


 Financial viability of the Storage Developer

2.6.3 Price evaluation


The Price Evaluation will be based on the offered charge rates as per Proposal
Form F.1 under the base case defined in Section 2.6.3.1 of Part I of this IRPP.

2.6.3.1 Tariff structure


The offered tariff to be proposed by the Storage Developer must adhere to the
following form and structure. Based on this, the Storage Developer shall complete
Proposal Form F.1.

The tariff shall consist of two (2) parts:

 The Charge Rate for Fixed Payment (CRF) in JOD/MW/day; and


 The Charge Rate for Variable Payment (CRV) in JOD/MWh.

The monthly fixed payment PFm for the available Installed Power IP and Energy
Capacity EC shall be paid according to Schedule 9 Payment Mechanism of the
Storage Lease Agreement and shall cover the following costs (if applicable) of the
Storage Developer:

a) Capital Cost Component of ESS designed to comply with the Duty Cycle in
accordance with Section 2.6.3.2 of Part I while maintaining the guaranteed
Degradation. The Capital Cost Component shall cover for any debt service
payments, distributions to shareholders and taxes (if applicable), levies and
duties (if applicable) incurred for the initial investment in the equipment for the
ESS;
b) Fixed Operation and Maintenance Cost Component of the ESS to cover the
fixed costs for management, operation and maintenance;
c) Storage Developers return.

The monthly variable payment PVm for the exported energy from the Facility to
NEPCO Substation shall be paid according to Schedule 9 Payment Mechanism of
the Storage Lease Agreement and shall cover the following costs of the Storage
Developer:

d) Replacement Cost Component of ESS to compensate additional costs due to


higher ESS utilization from NEPCO as anticipated in the duty cycle to maintain
the guaranteed Degradation, taxes, and levies (if applicable);
e) Variable Operation and Maintenance Cost Component to cover the variable
costs related to the storage capacity (if applicable);

The variable payment shall be paid for each kWh of Energy Export regardless of
the Duty Cycle.

2.6.3.2 Duty cycle for financial evaluation


A Duty Cycle representing the most likely utilization of an entire year will be used
for a techno-financial evaluation of the 30 MW ESS of each bidder. The bidders’

ESS will be technically and financially evaluated on their Levelized Cost of Energy
Throughput (LCET) as defined below.

The Duty Cycle provided in the data room


(https://cloud.fichtner.de/index.php/s/CYDzbM1xloReOCf) is divided into the
required Storage Import/Export and the desired Storage Import/Export. The
required Storage Import/Export is derived from the necessary Ramp-Rate Control
of PV and Wind power plants and shall always have priority. The desired Storage
Import is derived from the renewable overcapacity and its resulting curtailment
based on the conventional power plant configurations. The desired Storage Export
is derived from the generation of peaking plants which shall be offset. The desired
Storage Import/Export will most likely exceed the capabilities of the ESS. Within
the evaluation each bidder shall present how much of the desired Storage Export
will be possible with their guaranteed figures.

2.6.3.3 Technical simulation of ESS with duty cycle


The Guaranteed Technical Specifications for the technical evaluation (in
accordance with Proposal Form D.7 are:

 Guaranteed Import and Export Power at COD


 Guaranteed Energy Capacity at COD
 Guaranteed Energy Capacity Degradation
 Guaranteed Storage Efficiency

All of these guaranteed technical parameters will be verified according to Schedule


10 Testing & Commissioning of the SLA. Any discrepancies between the
Guaranteed Technical Specifications of Proposal Form D.7 and the measured
values will result in Payment adjustments according to Schedule 9 Payment
Mechanism of the SLA.

The guaranteed efficiency is meant to represent all roundtrip ESS losses for
conversion, cables, transformers, auxiliary consumption and self-discharge.

The Guaranteed Technical Specifications of each bidder will be simulated with the
Duty Cycle for a 15-year period. The following assumptions are made for the
simulations:

 The Active Power Import and Export efficiency will be the square root of the
Guaranteed Efficiency and shall be equal and constant for simplification
purposes of the evaluation.
 Upper limit for desired Storage Energy Import shall be 5 MWh useable at the
POC representing 10 minutes of 30 MW for ramp rate control below the
maximum State of Charge. The upper limit of 5 MWh for the State of Charge
will be corrected with the charge efficiency.
 Lower limit for desired Storage Energy Import shall be 7.5 MWh useable at the
POC representing 15 minutes of 30 MW for ramp rate control above the
minimum State of Charge. The lower limit of 7.5 MWh for the State of Charge
will be corrected with the discharge efficiency.
 In case that:
 the required Storage Active Power Export force the State of Charge to
move below the lower limit,
 no further required Storage Active Power Export is necessary and

 no desired Storage Active Power Import is present,


the Storage will charge with 3 MW until the lower limit is reached again.
 In case that:
 the required Storage Import forces the State of Charge to move above the
upper limit,
 no further required Storage Import is necessary and
 no desired Storage Export is present,
the Storage will discharge with 3 MW until the upper limit is reached again.
 The availability will be assumed with 100%.
 The starting State of Charge is 50% of the Energy Capacity at CoD.
 The value of the energy losses resulting from the guaranteed Efficiency being
below 100% will be calculated with the peaking plant generation costs of 100
JOD/MWh.
 The discount factor for payments and energy to calculate the LCET will be
assumed with 7%.
 The Energy Capacity at the beginning of each year will be used for the payment
calculation of the remaining days of the year as described in Schedule 9
Payment Mechanism.

Details of the technical calculation on a minute resolution basis can be reviewed in


sheet “ESS Simulation” in the file “ESS Jordan - Duty Cycle and LCET.xlsm” in
the data room (https://cloud.fichtner.de/index.php/s/CYDzbM1xloReOCf). Note
that the ESS Simulation shall serve for evaluation purposes only and might not
reflect the most accurate simulation results based on technology specific
characteristics.

2.7 Ranking of Proposals


The Proposals that have been determined to be "substantially responsive" in
accordance with Section 2.3 of Part I will be ranked based on the following
consecutive steps:

 The Annual Payments in JOD APn will be calculated in accordance with Section
2.7.1 of Part I for each year n of the total operation period of 15 years; followed
by
 The Annual Energy Throughput AETn will be calculated in accordance with
Section 2.7.2 of Part I for each year n of the total operation period of 15 years;
followed by
 The Efficiency Adjusted Annual Costs AEACn will be calculated in accordance
with Section 2.7.3 of Part I for each year n of the total operation period of 15
years; followed by
 The calculation of the Levelized Costs of Energy Throughput (LCET) of the
projected values for all 15 Contract Years under the Storage Lease Agreement
in accordance with Section 2.7.4 of Part I; followed by
 The ranking of the LCETs in ascending order.

The top ranked Storage Developer will be invited for Proposal negotiation in
accordance with Section 3.1 of Part I.

2.7.1 Calculation of Annual Payments


The simulation as described under 2.6.3.3 of Part I of the guaranteed technical
figures to be provided under Part IV - Proposal Form D.7 and the Duty Cycle will
provide the annual Energy Capacity based on the guaranteed Degradation, the sum
of Energy Import, the sum of Energy Export and Losses. Furthermore, the Annual
Payments AP to the Storage Developer will be calculated according to Schedule 9
of the SLA assuming an availability of 100%, a State of Health according to the
guaranteed Degradation and energy losses according to the guaranteed efficiency.

2.7.2 Calculation of Annual Energy Throughput


The Annual Energy Throughput AET is the annual sum of Energy Import EI and

3 Notification Acceptance, Award and Execution

3.1 Notification of Acceptance of the Proposal / or Notification if Proposal


is not accepted
The Direct Proposals Committee will issue notifications to those
Applicants/Developers whose Proposals have been accepted by it as eligible for
negotiations on the Project Agreements. Each Developer must acknowledge receipt
in writing of Notification of Acceptance and, according to the Direct Proposals
Bylaw, provide a Bid Bond in the form established by MEMR in favor of MEMR
within one week from the date of receipt of such Notification of Acceptance. The
value of the Bid Bond shall be 3% (three per cent) of the value of the project
proposed by the Developer.
Following receipt by MEMR of such acknowledgement and the Bid Bond the
Developer will have the status of a Preferred Developer. It is expected that, under
the sole discretion of MEMR, there will be not more than [10] Preferred
Developers.

Upon selection of the Preferred Storage Developers, Direct Proposals Committee


will promptly notify all the other Storage Developers whose Proposals were not
accepted as eligible. From receipt of such notification such Storage Developers will
no longer be obliged to keep their Proposals binding.

3.2 Negotiations
The Direct Proposals Committee will invite Preferred Storage Developers, in
descending order of priority, starting from the top-ranked Preferred Storage
Developer, to enter into negotiations with a view to entering into the Project
Agreements.

Negotiations of the Storage Lease Agreement will be limited to the specific


additions or deletions proposed by the Storage Developer in its Proposal.

In the event that MEMR and NEPCO, acting reasonably, determine that they are
unlikely to satisfactorily reach execution of the Project Agreements, they may
terminate such negotiations unilaterally and the Direct Proposals Committee will
invite for negotiations the Preferred Storage Developer having the next ranking,
whereby neither MEMR nor NEPCO will have any liability to the developer.

3.3 Signing of Agreements


When MEMR and NEPCO and the Preferred Storage Developer reach agreement
on the implementation of the Project, the Preferred Storage Developer agrees to
immediately proceed with finalization and completion of the Storage Lease
Agreement and the Transmission Connection Agreement with NEPCO and the
Government Guarantee Agreement with MEMR and continue with the satisfaction
of all Conditions Precedent in the Storage Lease Agreement in order to achieve
financial closing and commence construction of the Project in accordance with the
Project Implementation Schedule.

It is expected that, prior to signing of the Lease Agreement, the Transmission


Connection Agreement and the Government Guarantee Agreement, the Preferred
Storage Developer has established the SPC, which will then sign the approved
Storage Lease Agreement, Transmission Connection Agreement and Government
Guarantee Agreement.

The SPC must sign the Project Agreements when called upon to do so. It will be
required to send, within two (2) weeks from the date of receipt of notice to such
effect, representatives with proper powers of attorney to MEMR’s offices for the
purpose of executing the finalized Project Agreements.
The Preferred Storage Developer will be responsible for the preparation of the
complete Project Agreements and the related documents with such alterations or
additions as agreed upon during contract negotiations between MEMR and
NEPCO.

The Preferred Storage Developer will be responsible for any costs or expenses
incurred by it in negotiating and executing the Lease Agreement and Government
Guarantee Agreement and in the preparation of originals and copies thereof and for
achieving Financial Closing as well as satisfying the conditions precedent for the
full effectiveness of the Storage Lease Agreement. MEMR and NEPCO will be
under no obligation to reimburse the Preferred Storage Developer for any such
costs or expenses.

3.4 Performance Security


The Performance Security in the form set out according to the Draft Storage Lease
Agreement included in Part III of the IRPP shall be furnished. The Performance
Security will cover costs and damages incurred by NEPCO due to delays in
completion or failure to achieve commercial operation of the Project for which the
Preferred Storage Developer is responsible or other breaches by the Preferred
Storage Developer of its obligations under the Storage Lease Agreement.

The Performance Security will remain valid for the period from the signature of the
Storage Lease Agreement until the date of termination of the Storage Lease
Agreement, provided that any claims covered by the Performance Security have
been settled. After Commercial Operation Date, and subject to payment of any

outstanding amounts owing to NEPCO, the Performance Security shall be reduced


to 50% of the initial amount.

The costs for issuing and maintaining the Performance Security will be borne by
the Preferred Storage Developer. If the Preferred Storage Developer fails to comply
with the procedures outlined herein for furnishing the Performance Security, such
Storage Developer’s Performance Security will be forfeited.

1 Proposal Submission Letters


The proposal submission letter accompanying the Technical Proposal included
as Proposal Form A.1 in the IRPP (the “Technical Proposal Submission Letter”)
as well as the proposal submission letter accompanying the Financial Proposal
included as a Proposal Form A.2 in the IRPP (the “Financial Proposal
Submission Letter”) shall be completed by the Storage Developer without
exception or alteration. Both letters must be signed by the authorized
representative(s) of the Storage Developer in accordance with Section 2 of Part
II of the IRPP.

The Storage Developer shall as Section A of its Technical Proposal submit the
Technical Proposal Submission Letter and the Financial Proposal Letter as
Section A of its Financial Proposal in the forms set out in the Proposal Form A1
and A2 of the IRPP. The Proposal Submission Letters shall be accompanied by
the power(s) of attorney authorizing the signatory to sign such letter. The
power(s) of attorney shall be legalized by a Jordanian notary public or by a
foreign notary public. If it is legalized by a foreign notary public, then the
notarization will also need to be legalized in that foreign country through the
relevant Jordanian consulate or by a process recognized by the Government of
Jordan.

2 Information on Storage Developer


The Storage Developer, and if the Storage Developer is a consortium ("Storage
Developer Consortium"), each consortium member, shall be a business
organization duly organized, existing and registered and in good standing under
the laws of its country of domicile.

No Storage Developer Consortium shall include a member that is (i) acting as


another Storage Developer, or (ii) included as a member of another Storage
Developer Consortium responding under this IRPP with the exception of those
consortium members that are purely finance investors.

MEMR does not intend to restrict envisaged equipment suppliers or EPC


Contractors to support more than one Storage Developer (and written approval
is not required in these circumstances).

As part of its Proposal, each Storage Developer shall furnish evidence to the
Direct Proposals Committee of its legal structure and, in the case of a Storage
Developer Consortium, information with respect to (a) the legal relationship
among the members of the Storage Developer Consortium, and (b) the role and
responsibility of each member of the Storage Developer Consortium, including:

 a duly certified copy of the certificate of incorporation and registration of


each member of the Storage Developer Consortium;
 a certified copy of the complete joint venture or consortium agreement in the
Lead Storage Developer’s country, signed by each and every member of the
Storage Developer; and

 power of attorney authorizing the execution of such agreement, which shall


be legalized by a Jordanian notary public or by a foreign notary public. If it
is legalized by a foreign notary public, then the notarization will also need to
be legalized in that foreign country through the relevant Jordanian consulate
or by a process recognized by the Government of Jordan.

Each Storage Developer Consortium shall designate a lead Storage Developer


(the “Lead Storage Developer”). The Lead Storage Developer will be
authorized to act and receive instructions on behalf of all the consortium
members. The Lead Storage Developer will take the lead role in the Storage
Developer Consortium's Proposal preparation and, if designated as a compliant
proposal in accordance with section 2 of Part I, negotiation of the Storage Lease
Agreement.

The Consortium members shall contribute, and maintain a share portion in the
Special Purpose Company to be set up for the Project for a period of two (2)
years after start of commercial operation of the Project. The Lead Storage
Developer shall maintain at least 30% of the Equity in the Special Purpose
Company until the end of the Storage Lease Agreement term. Any change in the
structure of the share portion in the Special Purpose Company after the COD is
subject to MEMR prior approval. The relevant provisions in the Storage Lease
Agreement shall apply.

The Storage Developer shall complete all Proposal Forms B.1 and B.2 included
in the IRPP and shall submit them together with all relevant information as
Section B of its Technical Proposal.

3 Minimum Technical Requirements for Electrical Storage

3.1 Facilities of the Project

3.1.1 Introduction
The Facility shall comprise all facilities necessary for the storage of power as
specified in this Section 3 of the IRPP.

The Site allocated for the Facility (the “Plant”) is located at Irbid Substation in
Irbid Jordan. It will be connected to the existing 33 kV/132 kV Irbid Substation.
The scheduled COD of the Plant is 31 March 2020.

The Plant shall comprise the following facilities:

 Facility with a total rated active power at POC of 30.00 MW, and an energy
capacity of 60.00 MWh;
 Storage facilities for spare parts and consumables;
 Water supply including water purification system according to the needs, if
necessary;
 Medium voltage interconnection of the ESS to the Irbid Substation;
 Required SCADA and telecommunication infrastructure including cabling
and necessary hardware for required interface with grid operator;
 Required civil infrastructure including access roads from existing roads to
the location of the ESS;
 Additional required infrastructure (control room, etc.) and necessary services
(water, telephone, internet, etc.).

The Storage Developer is free to design the ESS as he deems appropriate as


long as design conditions and performance requirements are in compliance with
the Minimum Technical Requirements set out in this Section 3 of this Part II of
the IRPP.

The ESS together with all additional infrastructures shall be constructed and
maintained by the Storage Developer.

3.1.2 Scope of Work


The scope of works covers:

a) The survey and assessment of the Site;


b) The development, financing, insuring, site investigation, detailed design
engineering (including equipment specifications), coordination of
subcontractors, permitting, procurement, manufacturing, factory testing, site
development, transport to site, installation, construction including all related
civil works, commissioning and performance testing of the Project;
c) The following works such as:
 Studies and Surveys
 Preparatory Works
 Civil Part
 Mechanical Part

 Electrical Systems
 I&C and Communication Systems
 Project development, implementation and supervision
d) Providing security and surveillance on Site (as required); and
e) The operation and maintenance of the Project.

The Storage Developer shall include in its scope all the equipment, works and
services necessary for complete, safe and reliable operation and maintenance of
the Project in accordance with the terms of the Storage Lease Agreement even if
certain essential works are not expressly stated in this Section 3 of Part II to the
IRPP.

The work shall be performed according to the Good Utility Practice which
means, at a particular time, those practices, methods and acts as are in
accordance with good standards of prudence applicable to the international
electricity generation industry which would have been expected to accomplish
the desired result at lowest reasonable cost consistent with reliability, safety and
expedition.

All equipment shall be newly manufactured by reputable manufacturers. No


used, reconditioned or salvaged equipment or material will be allowed. All
equipment used in connection with the Project shall be of proven design for the
intended use of the equipment. As a general principle, field-commercially
proven and up-to-date technologies with a strong track record are to be selected
and licensing terms to be agreed with the objective of maximizing value to
NEPCO.

3.2 Interfaces

3.2.1 General
“Interfaces” are the physical points at which the Storage Developer’s
interconnection facilities and other facilities meet.

The “Plant Related Interfaces” shall be considered by the Storage Developer for
this Project during construction and Maintenance phase over the term of the
Storage Lease Agreement.

The Storage Developer shall actively clarify all Interface requirements with
NEPCO, suppliers, etc., interoperability shall be ensured. Further, the Storage
Developer shall provide all required hardware and software installations of the
Interface up to the two Interface points each one (1) meter outside the Site
subject to the co-operation of all involved parties.

3.2.2 ESS related interfaces


The following interfaces are related to the ESS and described in this Section:

 Interfaces with NEPCO:


 Interfaces with the Connection Facilities
 Interfaces with NEPCO National Control Centre (NCC) in Amman South
 Interfaces with MEMR headquarter in Amman

Where applicable, in addition to the Remote Terminal Unit (RTU) and


Marshalling cabinet, the Storage Developer is to provide for the control and
monitoring of the ESS, a digital Control and Monitoring System. The related
HMI systems shall be provided in the "switchgear and control building”. For
remote control from NEPCO National Control Centre (NCC), the Storage
Developer is to provide Gateways. The Gateways shall be capable of serving as
an RTU to NEPCO NCC for acquiring and transmitting the power plant´s data
to NCC.

The Gateways should be able to communicate with NEPCO NCC through two
separate gateways connected to two different communication channels. Each
gateway shall be capable to communicate with NCC with one channel so that
the gateways will be on main/standby basis for IEC 60870-5-101 Protocol,
serial interface (RS-232c) data Communication. During the Detailed Design
stage NEPCO will confirm if the new IEC 61850 protocol via IP will be used
instead. The gateway should be part of the (SCMS) and connected on the same
bus and not a separate PC. Transfer of control from two gateways to NCC shall
be achieved through software, without affecting the safe operation and control
of the power station.

The two gateways are supplied and purchased by the Storage Developer
(contractor) according to NEPCO requirements. It is the responsibility of the
Storage Developer to match his equipment with NCC Master System Protocol
parameters.

3.2.2.1 Interfaces with NEPCO National Control Centre


NEPCO National Control Center (NCC) is located in Amman. In order to link
the Plant to NEPCO National Control (NCC), the Storage Developer shall make
available all analogue and digital signals as requested by the NCC at an
interface cubicle (provided and owned by Storage Developer and located in an
interface room in the control building of the Plant). The Storage Developer will
be responsible to provide the Cable and connection to an interface cubicle at
NEPCO substation.

NEPCO will provide and own the interface cubicle at the Interconnection
Facilities.

The MV cables between ESS and substation shall be connected to the busbar
protection (cable protection). Two separate CT cores with class x for each 33
kV circuit breaker is required.

Fiber optic cable terminations at the Optical Distribution Frame (“ODF”) are to
be provided and owned by the Storage Developer and located in an interface
room in the control building of the substation. In the ODF all interface signals
from/to the NCC shall be provided and data transmission is facilitated by the
telecom equipment to be supplied under the scope of work. All interface
equipment (hardware and software) together with the cables connecting them to
the ODF shall be included in the scope of supply of the Storage Developer.

The preliminary list of signals which shall be considered as a minimum scope,


shall be provided by the Storage Developer based on the requirements of the
Network Connection Agreement and section 3.4.3.6.6 with NEPCO.

3.2.2.2 Interfaces with NEPCO and MEMR headquarter in Amman


The following signals shall be transmitted via OPGW (optical ground wire) to
NEPCO’s headquarter and MEMR in Amman:

 All signals transmitted to the NCC;


 All settlement metering and back-up metering signals;
 All further signals from the control room of the Plant as required by
NEPCO.

3.2.2.3 Other interfaces


The other interfaces result from specific Site and Project requirements, such as:

 Interfaces with telecommunication system


 Interfaces with new main access roads at Site
 Interfaces with Water Connection Facilities (e.g. water supply pipeline or
unloading arms in case of truck delivery)

3.3 Site Conditions

3.3.1 General
The Storage Developer is responsible for its own investigations to establish
sufficient and accurate information in support of its technical proposal.

Direct Proposals Committee expectation is that the Storage Developer visited


the proposed Project Site and shall ascertain the nature and location thereof and
all conditions which may affect the project costs.

The Storage Developer shall make its own assessment and collect own
information. Neither Direct Proposals Committee nor NEPCO nor any
competent authority or other person or entity is responsible for the accuracy of
any such information.

3.3.2 Site location


The Site allocated for the ESS (the “Plant”) is located at Irbid Substation in
Irbid, Jordan. It will be connected to the existing 33 kV/132 kV Irbid
Substation. The coordinates of the plot and substation are as follows:

area of about (100 m x 40 m). High resolution coordinates shall be verified

The ESS shall be installed within the Irbid Substation area where currently an
old switching station which is not anymore in operation is located. The old
switching station will be dismantled before the start of construction by NEPCO.

The site is located in a rural area near a hospital. The Storage Developer shall
design the ESS in a suitable way for this environment. The sidewalk in the West
of the substation shall not register more than 35 dB of noise resulting from the
ESS.

3.3.3 Local conditions


For a successful development of the Project, the Storage Developer shall carry
out several investigation works and needs to collect certain information to
provide Site and Project specific data to Direct Proposals Committee to support
the Storage Developer’s proposal.

The Storage Developer shall undertake the following investigations and provide
the respective data with the Technical Proposal

 Site description including available infrastructure and grid connection point;


 Preliminary Environmental Assessment (Environmental Scoping Study);
 Description of the water supply management (if required).

Storage Developer is to provide the reports and the data within Proposal Form
D.9 of the IRPP.

In addition, the Storage Developer shall collect and provide the following
specific information for the Site:

 Site climatic conditions;


 Seismic loads;
 Hydrological conditions;
 Description of electrical infrastructure for ESS interconnection; and
 Telecommunication facilities.

3.4 Design Requirements

3.4.1 General
This Section 3.4 describes the minimum technical requirements and guidelines
for defining the technology and the design of the proposed Project.

In addition to the technical requirements of this Section, the selection of the


technology, the design of the ESS and the facility layout are determined by the
site conditions as described in Section 3.3 of Part II of the IRPP.

The ESS shall be designed, manufactured and configured in accordance with a


commercially proven design in such a way that the conversion of chemical
energy stored in the battery into AC electricity and vice versa is based on high
efficiency and achieves high availability and reliability of the ESS.

All parts of the ESS must be suitable in every respect for a maximum efficient
use of the Site under the anticipated operation conditions as well as the climatic
conditions and environmental restrictions which are characteristic for the Site.

All ESS equipment and systems shall be built to appropriate internationally


recognized standards and shall comply with all the applicable national codes
and statutory codes.

All design documents including layout, single line diagrams and technical
specifications of selected products are to be provided by the Storage Developer.

NEPCO reserves the right to have an assessment on the plant design and safety
carried out by an accredited certification organization. This assessment may be
carried out on the entire ESS or on parts of it. The Storage Developer agrees to
implement any changes required to reach the state of the art technology.

The Storage Developer shall ensure that the EPC Contractor and the EPC
Subcontractors utilize good engineering practices in preparing the design of the
Plant. Equipment proposed to be used by the Storage Developer and supplied by
the EPC Contractor and/or the EPC Subcontractors must be of new manufacture
and must be manufactured by reputable manufacturers with sufficient
experience of the particular equipment proposed.

The Storage Developer and the EPC Contractor, as well the EPC
Subcontractors, shall apply a well-established plant component classification
and identification system. The international SI system of units shall be used for
design, drawings, diagrams, instruments, etc.

3.4.1.1 Design conditions


The ESS shall be designed to withstand the most extreme ambient conditions to
which it may be subjected.

The Storage developer shall determine the design conditions and provide the
respective parameters in Proposal Form D.11:

Climatic conditions

Storage Developer shall define the climatic conditions and especially the
ambient temperature conditions to be considered for the design and rating of the
Plant.

Seismicity:

The civil design shall take full account of the latest UBC/IBC rules and shall
observe any regional requirements of the concerned authorities.
The seismic zone shall be determined for earthquake design at Site.

Lightning:

The lightning protection design shall take into account national and
international norms and standards including risk evaluation of lightning strike
on the selected site.

3.4.1.2 Inspection and testing


Inspection and testing requirements for the Plant are described in Schedule 10
(Testing & Commissioning) of the draft SLA.

NEPCO shall have the right to have their representatives present during all
inspections and tests. The presence of NEPCO representatives during any
inspection or test (or waiver by NEPCO of their right to witness any inspection
or test) shall in no way relieve the Storage Developer of its responsibility for
supplying the equipment in accordance with the scheduled dates.

3.4.1.3 ESS sizing

The power of the converter shall be sized in a way that the minimum charge-
and discharge power of 30 MW can be achieved with a power factor of 0.95
leading and lagging at the POC (31.6 MVA) with redundancy and the forecast
inaccuracy margin. This means that if a block consisting of LV/MV transformer
and power converters is e.g. 2 MVA of converter power, the forecast inaccuracy
for the charge- and discharge power is 2% and the losses from converters to
POC are 3% in order to meet the minimum requirements 18 blocks (34 MVA +
2 MVA) need to be installed. The power converter power will ultimately
depend on the bidder’s assumptions for block sizes, losses and forecast
inaccuracies. Due to the maximum requirement of 30 MW for export and
import power at POC in the Duty Cycle which will be used for the Bid
evaluation as described in chapter Part I.2.6.3.2 no incentive is provided to over
dimension the storage power above the minimum requirement.

The Energy Capacity shall have 60 MWh taking into account discharge losses,
forecast inaccuracies and will be measured at POC according to Schedule 10 of
the SLA. There are no redundancy requirements on the storage energy capacity.
This means that if the discharge losses from the battery system’s maximum
capacity are e.g. 6% to POC and the energy capacity forecast inaccuracy is 5%
in order to meet the minimum requirements the battery system should have a
useable energy capacity of at least 67MWh. Any depth of discharge

requirements must be taken into account for the sizing. Furthermore, the energy
capacity shall be designed to limit the expected annual energy capacity
degradation to 2%/a. The evaluation will provide an incentive for higher offered
energy capacities as the amount of desired energy import and export exceeds
the minimum energy capacity of 60 MWh by far. With a higher energy capacity
the amount of energy throughput can be increased and therefore lower LCET
could be achieved. The cost-benefit optimization of the energy capacity above
the required energy capacity will be left to the Storage Developers.

3.4.1.4 ESS Performance Model and Guaranteed Technical Specifications


The Storage Developer shall provide a performance model, complete with the
related data sheets of the selected main components (battery cell, power
converter and transformer), to simulate the performance of the ESS under the
duty cycle in section Part I.2.6.3.2 of Part I to understand the determination of
the Guaranteed Technical Specifications:

All results for the Storage Efficiency shall be shown together with the
assumptions of e.g. the ambient temperature on an hourly resolution based on
the Duty Cycle, yearly and monthly sums of energy and average percentage of
losses.

An ESS performance model shall be provided by the Storage Developer with


the technical proposal as per Proposal Form D.6 of the IRPP, which shall
include all of the above.

3.4.1.5 Environmental impact requirements

3.4.1.5.1 General
The Storage Developer shall provide, operate and maintain the Plant to meet all
applicable environmental regulations, environmental standards and stipulations
of Jordan. The Storage Developer shall respectively demonstrate during the
design and construction phase and during the performance tests as well as
operation phase that the Plant is able to comply with all applicable
environmental regulations and standards. Applicable standards for
environmental protection must be fulfilled without any restrictions.

3.4.1.5.2 Water pollution control requirements


The Storage Developer shall consider all wastewater streams and segregate,
collect, treat, discharge (and/or reuse them as the case may be) in a wastewater
collecting system. This includes all the sanitary and other domestic wastewater
out of canteens, laundries, offices, workshops, etc. and the industrial wastewater
from processes, such as backwash water, rinse water and other process
wastewater that cannot be re-used in other ways as blow-down water. The
Storage Developer shall provide the facilities for the treatment and disposal of
all waste streams arising from the Plant processes including but not limited to
containment systems, tanks and sumps.

3.4.1.5.3 Soil contamination control


Soil can become contaminated by oil and chemical spillage during construction,
operation and maintenance of the Plant. The Plant shall be designed,
constructed, operated and maintained in such a way that any soil contamination
will be prevented.

During construction and operation, the Storage Developer shall implement a


management plan for contaminated soil. Contaminated soil has to be treated in
ad hoc facilities and in accordance with the African Development Bank Health
and Safety Guidelines, the World Bank safeguards operational policies and
guidelines and EIB environmental and social practices handbook guidelines.

3.4.1.5.4 Permissible noise levels


The Storage Developer has to design, construct and operate the ESS in a way
that resulting noise does not exceed Jordanian regulations for the location given
in section 3.3.2.

3.4.1.5.5 Preliminary Environmental Assessment


A Preliminary Environmental Assessment (“PEA”) or environmental scoping
study shall be carried out by the Storage Developer after bid submission and
shall be provided before the signing of the SLA.

The PEA shall identify the social and environmental issues that are likely to be
of most importance, and eliminates (‘scopes out’) those that are of relatively
little concern. In this way, the subsequent EIA study (see Section 3.4.1.5.6 of
Part II) can focus on the potentially significant effects, and both time and
resources will not be diverted into unnecessary investigations.

The PEA shall be based on, and prepared according to the local environmental
and social requirements, standards and regulations for Jordan. In addition, and
in accordance with international best practice, the PEA shall cover:

 The identification of the key environmental constraints and opportunities;


 The ‘scoping’ out of any issues unlikely to be significant;
 The identification of relevant local, national and international environmental
standards and legal requirements;
 The identification of relevant environmental planning policies;
 The identification of the existing facilities and other proposals for the area
which may conflict with the proposals;
 The identification and evaluation of the baseline environmental conditions in
the area to provide a basis for assessing the incremental impact of the
development including existing pollution levels and nuisances;
 Establishment of assessment criteria for each of the environmental issues;
 The identification of areas where data required for the study is lacking or
insufficient;
 The identification of further required studies, modeling, investigations and
environmental assessment for the study areas; and
 The identification of any additional regulatory approval and government
policies that need to be addressed.

3.4.1.5.6 Environmental Impact Assessment Study (EIA)


The Storage Developer shall start with the preparation of the Environmental
Impact Assessment Study (EIA) no later than the signing date of the SLA. The
preparation of the EIA and the necessary baseline investigations shall be shown

in the Project Implementation Schedule. The latter shall form part of the
Proposal.

The EIA Study preparation shall be done according to Jordanian Laws and
Regulations. Amongst others the following issues shall be addressed:

 Ground contamination;
 Environmental standards;
 Social and Environmental Assessment; and
 Environmental Monitoring Plan

It is expected that a true and complete copy of the EIA and related approvals are
available prior to Financial Close.

3.4.1.6 Selection of equipment and materials


Materials and equipment selected by the storage shall be proven adequate and
sufficient for the complete term of the ESS operation.

The Storage Developer shall carefully consider all corrosion and erosion
possibilities subject to the environment of the Site and nearby facilities and all
non-metallic materials in contact with distillate or potable water shall be
proven, tested and certified as suitable for its purpose by an internationally
recognized testing authority. Non-metallic materials shall also be resistant to
high UV exposure and high temperature operation regimes.

Components such as transformer enclosures, Power Converter enclosures,


cabinets, connectors, etc., shall be properly selected in order to guarantee the
protection against ingress of solid and liquid elements. Outdoor equipment and
structures shall be designed to resist physical and chemical attack due to
environment conditions, soil or groundwater.

3.4.1.7 Operational requirements


The design of the entire ESS shall be based on the following operation
requirements:

 The ESS shall be operated with full compliance with the environmental
requirements, within the technical limits of the Plant.
 The ESS will be operated in accordance to the highest possible load
conditions shown in the Duty Cycle under Part I.2.6.3.2 of Part I.
 The ESS operation shall have no negative impact on the electrical network
frequency and voltage.
 Grid transient instabilities and grid disturbances due to voltage and/or
frequency variation shall not immediately activate the ESS protection system
to disconnect the ESS from the grid. Automatic grid synchronization
equipment (such as remote reconnection of the MV switch and remote
synchronization systems) shall be operated in accordance with the relevant
grid characteristics.
 Full compliance with the specified conditions of the admissible air pollution,
provided in the Preliminary Environmental Report.

 All ESS facilities and equipment shall be arranged and spaced sufficiently to
enable satisfactory operation and maintenance of the Plant.
 The ESS must not contribute to primary and secondary control of the
transmission code. However, Plant operation shall have no negative impact
on the system frequency.
 Planned maintenance of the ESS shall be carried out in accordance with the
equipment manufacturers suggested maintenance requirements and the
scheduling requirements of NEPCO. Normally, maintenance activities for
the ESS shall be planned to take place during low solar irradiation conditions
or at night.
 Redundant auxiliary transformers shall supply energy to power auxiliary
loads such as monitoring systems, HVAC, communication means and site
surveillance.
 Operation and maintenance schedules and management: The Storage
Developer is requested to provide information on his operation and
maintenance approaches for the ESS.
 The Storage Developer shall provide forecast about the available power and
energy capacity for charge- and discharge.
 The Storage Developer shall ensure that equipment used for ongoing ESS
performance monitoring shall at all times have a valid calibration certificate.
The Storage Developer shall provide the calibration certificates to NEPCO at
NEPCO’s reasonable request.
 The Storage Developer shall notify and alarm NEPCO, via SCADA, when
the number of failed or inadequately performing cells or other determined
conditions indicate that:
 Preventative maintenance should be performed to keep the ESS at the
specified performance levels.
 The ESS is in imminent danger of failing to meet specified performance
levels or potential safety hazards exist.
 The ESS can no longer meet the specified performance criteria or safety
hazards exist.
 In addition to the scheduling requirements mentioned in the grid-code, the
Storage Developer shall notify NEPCO 24 hours in advance of any
scheduled maintenance which limit the operation of the ESS facility.

3.4.1.8 Redundancy Concept


With regard to redundancy design, the following requirements are generally to
be taken into account:

 Any system except the MV switchgear that can cause a complete outage if
one (1) component fails shall be designed as redundant equipment and for
high reliability, ease of maintenance and quick system backup support.
 If a failure in an instrument or in a control component can directly or
indirectly cause the failure of the whole system, this component shall have a
redundancy factor.
 The trip or outage of any single item of equipment or any single item of
auxiliary equipment shall not affect the operation of the remaining
equipment; in other words, priority shall be given to stability of the electrical
grid system. The impact of the failure on ESS power shall be minimal and
shall not lead to the loss of the total ESS power.

 The ESS has to be designed that the available rated power for import and
export is n+1 redundant. Under the condition of a failure of a single
transformer, a power converter, cable, battery cell rack, SCADA component
etc., the ESS shall still fulfill the required power of 30 MW at POC.
 The minimum Energy Capacity of 60 MWh does not require redundancy.
 The auxiliary transformer for auxiliary loads such as monitoring systems,
HVAC, communication means and site surveillance shall be n+1 redundant
 All gateways communication lines between ESS and the 33 kV/ 132 kV
Substation shall be redundant.
 The redundancy as described shall be guaranteed at any time, including
times where a portion of the ESS power and/or capacity are not available for
scheduled automatic or semi-automatic maintenance, e.g. for the calibration
of the State of Charge or State of Health

3.4.1.9 Electrical grid connection requirements


The ESS will be connected to the 33 kV/132 kV Irbid Substation at the 33 kV
busbars (BB). The ESS shall have two (2) 33 kV (BB1+BB4) busbar
connections connected to a new feeder at BB1 and an existing spare feeder at
BB4 of the NEPCO substation. The BB6 which shall be connected to BB1 shall
integrate roughly half of the Storage Power (15 MW) and the BB5 which shall
be connected to BB4 shall integrate roughly the other half of the Storage Power
(15 MW). Details of the connection and scope are shown in the tentative Single
Line Diagram below.

Metering shall be supplied in accordance to the latest version of the metering


code. The metering system will contain a main (grid operator) and a back-up
check meter (plant operator). An automatic transfer system (ATS) between
infeeds of two 33 kV half busbars (BB5 and BB6) and 33 kV coupling (BB5-
BB6) shall be foreseen.

The developer shall use install new feeders and install the necessary control,
relays, and panels within the Irbid Substation control room.

The Connection Conditions for the ESS have to comply with the Grid Code and in
particular with the Technical Requirements and Evaluation of Grid Code
Compliance for Electrical Storage Systems connected to the high voltage level in
Jordan. The Connection Conditions as stated in the Grid Code, specify both the
minimum technical, design and operational criteria which must be complied with
by the Storage Developer as a user connected to the Transmission System and the
minimum technical, design and operation criteria with which NEPCO will comply
in relation to the part of the Transmission System at the connection side with the
ESS.

The Storage Developer shall provide the following for proposal submission stage:

 The Storage Developer shall indicate the method he intends to use for grid
compliance evaluation of the ESS as required under section 3.6.
 The Storage Developer shall state in his proposal in which formats he can
supply the ESS model. He shall indicate the methods used for the modelling and
model validation of the ESS grid behaviour.

The Storage Developer shall provide NEPCO with the following studies, done by a
third party approved by NEPCO, after proposal submission stage:

 Preliminary State Study and Detailed State Study (Steady State, Transient
Analysis and Power Quality Studies) as outlined in Schedule 17 of the SLA.
 Model of the Power Converters and ESS behavior on the grid (e.g. according to
FGW TR4 or a method providing similar certainty).

Consequently, the minimum technical, design and operational criteria shall enable
NEPCO to comply with its statutory and Transmission License obligations. The
Storage Developer is responsible to use, for their design, the latest edition of the
Jordanian Grid Code as published on the website of EMRC.

The Storage Developer shall approach NEPCO to coordinate the signal exchange
as well as the necessary hardware and consequently provide NEPCO with all
electrical data of the Plant according to the Grid Code.

The full compliance with the Grid Code shall be proven by electrical system
studies and investigations during project realization.

Furthermore, specific technical requirements of NEPCO, for connecting the


proposed Plant to the Grid and which shall be fulfilled by the Storage Developer
need to be considered. The Storage Developer is requested to coordinate directly
with NEPCO for handling and fulfilling the electrical grid connection requirements
as well as the requirements for settlement metering. The MV/ LV Transformer
connection configuration must be pre-approved by NEPCO, since this connection
may affect system protection at 33 kV level.

3.4.1.10 Standards and Codes


The Storage Developer shall ensure that the engineering, design, construction,
testing, etc. of all ESS components and their assembly, including all auxiliary
facilities and systems, are according to internationally recognized standards and
codes.

The latest editions of the standards, codes (including NEPCO grid codes) and
recommendations and directives issued by the following organizations as per
signature date of the project contract shall apply for the design, construction,
testing and commissioning of the Project. If no final edition of a standard is
available, the draft revision mentioned in each is binding. If no draft revision is
mentioned, the draft valid as per signature date of the Storage Lease Agreement
shall apply.

The Storage Developer shall state if he does not comply with certain standards or if
he intends to use other comparable standards. Other standards will only be
accepted if an official translation to English exists and if the standard provides a
quality and safety degree equal or superior to the standards indicated in this
document. If other standards are used, the Storage Developer must include a
comprehensive list of comparison between the required standards and the actually
applied standards. This list must include test conditions and acceptance criteria.

NEPCO and the Storage Developer may agree to different standard revisions in a
bilateral agreement.

3.4.1.11 Quality assurance and control


During project execution, Storage Developer will be required to develop,
implement and maintain a project specific quality plan covering all aspects of the
SLA.

3.4.1.12 HSE management


The Storage Developer shall prepare and implement a comprehensive Health,
Safety and Environment (HSE) policy and associated procedures that will govern
Storage Developer’s actions at all times during the design preparation and
construction of the Project as well as during the operating phase of the ESS.

The Storage Developer shall carry out a comprehensive risk analysis considering
all hazards imposed by the ESS, e.g. via a HAZOP or FMEA study. The Storage
Developer shall indicate the method in his offer documents. The risk analysis shall
at least cover:

 Electrical risks
 Chemical risks
 Thermal risks
 Mechanical risks
 Risks due to magnetic, electric and electromagnetic fields
 Noise risks
 Any other risks specific to the ESS technology used by the Storage Developer

Resulting from this risk analysis, the Storage Developer shall prepare and
implement a comprehensive Health, Safety and Environment (HSE) policy and
associated procedures that will govern Storage Developer’s actions at all times
during the design preparation and construction of the Project as well as during the
operating phase of the ESS. The Storage Developer shall provide appropriate first
aid medical facility within the Site.

Where just and reasonable according to state of the technology, technological


safety measures shall be preferred over operational instructions of the personnel to
achieve any safety goal. This includes the concept that works under live voltage
may only be required where there are no reasonable safety measures to avoid these
works.

NEPCO has the right to evaluate the risk analysis and chosen countermeasures and
to carry out an independent assessment of the hazard countermeasure
implementation.

3.4.1.12.1 Incident containment


The ESS shall be designed so that a catastrophic failure of one ESS unit will not
cause any material damage to other ESS units or other components near the
affected unit.

The Storage Developer shall ensure that the ESS has a high level of fire protection
in accordance with an internationally accepted procedure on this topic, e.g. the
National Fire Protection Association (NFPA) Codes such as NFPA 850.

There is no firefighting station nearby the ESS site that is capable to fight fires in
battery installations. Therefore, the Storage Developer shall demonstrate in his
offer how he intends to contain incidents. A passive method of incident
containment (e.g. structural or spatial separation) is preferred over an active
method (e.g. fire extinguishing system) only.

Any leakage of liquids (e.g. oil, chemicals, cooling agents, water mixed with
hazardous materials) or solid materials hazardous for the environment shall be
contained within the ESS. The Storage Developer shall indicate in his offer what
materials may leak and how he will dispose of each leaked material after the
incident.

The Storage Developer shall indicate any equipment for firefighting and chemical
incident handling he intends to keep on site.

3.4.1.12.2 Environmental safety


The Storage Developer is fully responsible for the implementation of the required
countermeasures identified in the HSE analysis. This includes:

 Noise protection
 Protection against magnetic, electric and electromagnetic fields
 Protection against chemicals
 Protection against fire and explosion

NEPCO has the right to carry out an independent assessment of the hazard
countermeasure implementation.

3.4.1.12.3 Employee safety


The Storage Developer shall provide a first aid medical facility within the Site.
A secure and visible DC disconnect switch or link permitting lock out/tag out is
required between the batteries and the Power Converter.

The Storage Developer shall indicate if the batteries construction require work
under live voltage for the personnel.

3.4.1.13 Spare parts, consumables and special tools


The Storage Developer shall provide all spares necessary for discharging his
responsibilities in carrying out the work, including commissioning and during the
Warranty Period. The Storage Developer shall ensure that he has prompt access to
the spares to avoid delay to completion, commissioning or loss of generation.
Additional battery cells shall be kept available to compensate a higher degradation
due to a potential higher utilization of NEPCO.

All tools and equipment to facilitate maintenance, battery replacement, repairs and
adjustments of the ESS, including cranes and lifting equipment, shall be included.
Toolboxes and tool cabinets shall be provided to the extent required.

The Storage Developer shall leave at least one spare frequency measurement
device at site.

3.4.1.14 Warranty and service strategy


The Storage Developer shall supply a written agreement at the proposal stage by
each of the major component suppliers stating that:

 A service, maintenance and repair contract is available for this ESS project in
this location
 The spare part strategy covers the intended ESS lifespan
 The maximum guaranteed reaction time for the suppliers' specialists for remote
assistance
 The maximum guaranteed reaction time for the suppliers' specialists until
arrival on-site

These declarations shall at least cover:


 The Power Converter units
 The batteries including accessories
 The power transformers
 The MV switchgears
 The Enclosure
 The ESS I&C equipment
 Heating, ventilation, air conditioning and cooling equipment relevant for the
proper function of the ESS.

3.4.2 Functional requirements

The ESS must be able to


 export 60 MWh at an active power of 30 MW at the Point of Connection (POC)
when fully charged
 import 60 MWh at an active power of 30 MW at the POC when fully
discharged.

The precise test procedure for this requirement and all further requirements are
listed in the testing schedule. All ESS components including the grid connection
shall be designed to be able to fulfill all functional and non-functional requirements
of the ESS under all foreseeable ambient conditions.

During the lifetime of the ESS, the energy content of the ESS may deteriorate
according to the commercial schedule. However, the available active and reactive
power requirements remain constant during the energy storage lifetime.

The Storage Developer shall offer more than the tendered 30 MW of active power
as installed to provide redundancy of the power. This requirement is explained
more in detail in section 3.4.1.8. The Storage Developer may offer more than the
tendered 60 MWh Energy Capacity at any time of the ESS operation.

States of the ESS where the energy cannot be imported or exported at the nominal
power will not be counted into the energy capacity requirement. These states of
reduced export or import power could for example be caused by the need of
constant voltage phase when approaching the end of charge limit.

3.4.2.1 ESS service and operation

3.4.2.1.1 Energy shift and Automatic Generation Control


The ESS shall be able to realize active power set points received from the external
communication interface. This service may for example be used for energy shifting

and Automatic Generation Control (AGC) services such as secondary frequency


response.

3.4.2.1.2 Primary frequency response (PFR)


In this mode, the ESS reacts to the locally measured frequency by the export of
active power in case of an under frequency and by the import of active power in
case of an over frequency. The frequency must be measured by the ESS according
to the measurement and metering requirements described in section 3.4.3.7. The
following parameters must be configurable separately for positive and negative
frequency deviations (i.e. asymmetrical droops must be possible):

 Nominal frequency
 Dead band
 Lower and upper frequency limit of the linear droop
 Lower and upper power limit of the linear droop

3.4.2.1.3 Ramp-rate control


In this mode, the ESS will reduce the active power ramps at the 33 kV or 132 kV
substation level.

The signal of the current active power ramp limit requirement and the current
power at the local transformer substation will be provided through a
communication interface by the NCC of NEPCO.

3.4.2.1.4 Peak shaving


In this mode, the ESS will use its capability to export and import active power to
limit the absolute power import or export at the 33 kV or 132 kV grid of the
substation. Especially, at times of a transformer failure or 132 kV line outages the
ESS shall provide the peak demand and therefore limit the 132 kV/33 kV
transformer or 132 kV transmission line load.

The signal of the current load power will be provided through a communication
interface by NEPCO.

For this mode, the ESS system must be available to receive active power
measurements via the I&C interface and through the active power metering
described in the section 3.4.3.6.6 of Part II.

Remark: the lower and upper active power limit may be positive or negative. For
example, the limits may be used to instruct the ESS to limit the active power at the
superordinated 132 kV grid to 90 MW or to keep the active power at the
superordinated 33 kV busbar less than 123 MW.

3.4.2.1.5 Reactive power supply


The ESS shall have reactive power compensation service to guarantee a power
factor of 0.95 lagging and 0.95 leading even at rated active power. Lower power
factors down to 0.4 shall be possible at lower active power. The reactive power
supply shall be available in all active power modes and configurable by:

 Constant reactive power


 Constant power factor
 Droop between reactive power and voltage at the ESS POC (including the
possibility for a hysteresis)
 Droop between reactive power and voltage at the transmission grid connection
point
 Reactive power peak shaving mode at the transmission grid connection point

During times where the entire amount of active power export or import is not used,
the ESS shall be able to supply up to 15 MVAr of reactive power until the rated
apparent power of the ESS is reached.

The signal of the current reactive power at the transmission grid connection point
will be provided through a communication interface by NEPCO. The ESS SCADA
must be able to control and dispatch its own reactive power reserves as well as the
reactive power that can be supplied by the existing 40 MVar reactive power
compensation equipment at the substation.

3.4.2.2 ESS service control and supervision


The mode selection of the energy ESS services shall be selected through the
methods described in the section 3.4.3.6. The ESS must be capable to carry out
modes selected in real-time operation (i.e. continue to carry out the commands
received last) and in scheduled operation (i.e. to carry out a specified schedule
based on the local time).

The ESS must be able to carry out stacked services simultaneously. A sample
combination of these simultaneous services would be (see services description
below for better understanding):

 +15 MW of PFR export


 +15 MW of peak shaving power export to guarantee a lower transformer load at
the substation
 -20 MW of PFR import
 -10 MW of energy shift

The ESS must be able to carry up to five instances of each ESS service at the same
time. For example, a 10 MW set point schedule for active power export may be
active at the same time as a real-time command to export 15 MW of active power.

In all ESS services, the following global ESS parameters, each for active and
reactive power, must be independently configurable for each ESS service:

 Positive power limit


 Negative power limit
 Positive ramp rate limit (dP / dt or dQ / dt respectively)
 Negative ramp rate limit (-dP / dt or -dQ / dt respectively)
 Lower and upper energy boundary not to be exceeded.

If set, these parameters must override concurrent requirements from the modes.

In the case of a reduction of available apparent power S at the ESS POC, it must be
possible to set the priority between active and reactive power to one of these
modes:

 Active power priority: In case of insufficient apparent power S at the ESS POC,
active power delivery is prioritized over reactive power delivery
 Reactive power priority: In case of insufficient apparent power S at the ESS
POC, reactive power delivery is prioritized over active power delivery.

3.4.2.3 Storage energy forecasting


The ESS shall be capable to forecast the available energies for active power export
and import at the POC.

These forecasts must be conservative, i.e. the forecasted available state of charge at
the rated ESS power may never exceed the actual energy that can be imported or
exported starting at this time. The ESS must always be capable to import or export
the forecasted energy or exceed the forecast. The forecasts may not reduce the
energy content by more than 5% of the contracted storage energy.

If no forecast or an inaccurate is provided to NEPCO the ESS will be regarded as


unavailable according to Schedule 9 Payment Mechanism of the SLA.

3.4.2.4 Operational strategy and loading profiles


NEPCO plans to operate the ESS with an available AC energy reserve of 7.5 MWh
to the end of discharge limit and 5 MWh the end of charge limit considering
charge-and discharge efficiencies each that will only be used for ramp-rate control
and therefore be accessed seldom. Refer to Part I.2.6.3.2 for further details of the
duty cycle.

The Storage Developer is encouraged to consider whether this operation window


may have a beneficial influence on his ESS lifetime.

The ESS must be capable to deliver its nominal apparent power at least two cycle
numbers per day (i.e. a 60 MWh storage should be capable of at least exporting
120 MWh per day). The design of the ESS must be capable to operate in full power
cycling for 24 hours each day.

During the ESS operation, the Storage Developer must fulfill these requirements.

3.4.2.5 Availability
In the case of the failure of one or more equipment the remaining portions of the
ESS shall continue reliable operation where this operation is feasible and safe.

3.4.2.6 ESS service speed and accuracy


The rise time T2 - T1 of the ESS to a given active and reactive power set point set
via the required methods must be below 1s for any given power step.

The static accuracy determined 5 s after transmission of the step command to the
ESS must be 2% or better (as measured with the ESS measurements described in
section 3.4.2.1.2). The accuracy of the PFR provision must be 5% or better at any
moment where PFR is provided.

3.4.3 Particular requirements


The Storage Developer shall define the Particular requirements for Plant systems
and equipment. The below listed minimum particular requirements are considered
as overall guidelines and need to be detailed by the Storage Developers own EPC
tender requirements for the Plant.

The Storage Developer shall provide below listed information and data within
Proposal Form D.3.

3.4.3.1 Overall requirements


Each Plant item shall be designed to withstand the most extreme ambient
conditions to which it may be subjected.

The Storage Developer shall ensure the security on the site of the Project as judged
necessary.

3.4.3.2 ESS Security


The Storage Developer shall ensure the security on the site of the project necessary.
This includes:

 Protection of the ESS area against unauthorized access (e.g. by fence)


 CCTV supervision and recording
 24/7 security service either remote or on site

The Storage Developer shall indicate the access permissions and required
qualifications for access to each lockable compartment of the ESS, e.g.:

 PCS
 Battery compartments
 Other low voltage equipment
 Medium and high voltage equipment
 Control instrumentation

In addition to security against unauthorized physical access the ESS must be


equipped and always updated with the latest state of the art cyber security
measures. NEPCO has the right to refuse any cyber security measures that are
deemed inappropriate by the state of the art technology during the entire lifetime of
the ESS project.

The cost for any cyber-security components to be installed on NEPCO's side must
be included in the offer.

3.4.3.3 Mechanical systems requirements


The following mechanical requirements for the main systems shall be taken under
consideration by Storage Developer:

3.4.3.3.1 Materials
Materials selected by the Storage Developer shall be proven adequate and
sufficient for the complete term of the Project.

The Storage Developer shall carefully consider all corrosion and erosion
possibilities subject to the environment of the Site and nearby facilities and all non-
metallic materials in contact with distillate or potable water shall be proven, tested
and certified as suitable for its purpose by an internationally recognized testing
authority. Non-metallic materials shall also be resistant to high UV exposure and
high temperature operation regimes.

3.4.3.3.2 Degrees of protection against access


Components such us transformer enclosures, Power Converter enclosures, battery
cell cabinets, etc., shall be properly selected in order to guarantee the protection
against ingress of harmful solid and water elements. Environmental site conditions
should be taken into consideration during their selection.

3.4.3.3.3 Ventilation system


It shall be ensured that correct and proper ventilation is inside cabinets, by means
of ventilation grills, for Power Converter, transformer and switchgear. A correct
indoor temperature under outdoor temperature within the range of local conditions
(see Section 3.4.1.1) shall be ensured. The relevant heat removal study for Power
Converter / transformer shall be provided as part of the Proposal.

3.4.3.4 Medium voltage cabling


All inner ESS MV cabling shall be executed as underground cables by means of
concrete channels, cable trenches or if applicable cable plowing.

All design documents including layout, single line diagrams and technical
specifications of selected products are to be provided by the Storage Developer.

3.4.3.5 Electrical requirements

3.4.3.5.1 Electrical engineering


The following electrical requirements shall be taken into consideration by the
Storage Developer:

 Protection systems to disconnect the Plant in order to minimize damage from


faults shall be in place and conform to the Grid Code;

 The Storage Developer will be responsible for protecting the Plant in case the
frequency and voltage of the Power Grid System exceeds the limits specified in
the Grid Code;
 All MV and LV switchgears, DC equipment and safe AC equipment shall be
suitably housed;
 The mechanical protection class of all LV switchgears shall be minimum IP55.
DC rectifiers and Power Converters, including but not limited to uninterruptible
power supplies (UPS), shall be minimum IP65 outdoor (or indoor with dust
sealed enclosure, e.g. cabinet or container);
 All LV main switchgears shall be of the withdrawal type. DC and safe AC
distributions may be of fixed installed type;
 The design ambient temperature of the electrical equipment shall be 50°C;
 All electrical equipment shall be routine tested in factories. Type tests will not
be repeated if type test certificates of the same equipment are available;
 The generator transformers and the isolated phase bus ducts shall be designed to
be able to transmit the maximum output of the solar sub-arrays at all possible
ambient temperatures. The unit auxiliary transformers shall be designed for the
ambient conditions on Site;
 Bushings, surge arresters and cable sealing ends utilized for outdoor
connections shall have a minimum creepage distance of 50 mm/kV
 All ratings indicated in SLD and IRPP shall be verified by internal and external
grid study
 The short circuit capability of the 33 kV Switchgear and cabling shall be
designed to withstand 31.5 kA for 3 seconds.

3.4.3.5.2 Electromagnetic Compliance (EMC)


Each equipment and the entire ESS shall comply with the following EMC
standards:

 IEC 61000-6-4: Emission standard for industrial environments


 IEC 61000-6-5: Immunity for equipment used in power station and substation
environment

The Storage Developer shall clearly indicate if some or all equipment does not
comply with the standards listed above.

3.4.3.5.3 Power converters


The Storage Developer shall select suitable power converters for the export and
import of electrical energy via discharging (i.e. inverter) and charging (i.e.
rectifier) of the batteries. Both functions may be included in one device or separate
devices.

The selection and integration of the Power Converter units must take the general
requirements of the system engineering, electrical engineering, product safety,
EMC performance and grid compliance into consideration.

The Power Converter units shall fully comply with the following standards:

 IEC 62477-1 (preferred), alternatively IEC 62109, IEC 62103 or EN 50178


 General EMC standards

 Unit testing certificate regarding grid code compliance, e.g. regarding


harmonics, fault ride through and protection functions.

The Power Converters may or may not include an internal insulation transformer.
If it does not include an insulation transformer, the Storage Developer shall
specific what countermeasures he takes to mitigate the effects of this situation
towards other systems and equipment, e.g. cabling and transformers.

The minimum efficiency of the Power Converters at their nominal active power
must be 97% or higher both in charging and discharging mode.

3.4.3.5.4 Battery System


Note that the below requirements refer to battery cells and might not apply to all
potential ESS technologies. The Storage Developer is free to propose any other
technology with applicable standards if the same level of safety and performance
can be guaranteed. It is permissible to offer a battery system without battery cells
that can be assessed individually (e.g. flow batteries, sodium-sulphur) as long as all
requirements besides the battery cells of this are fulfilled. If other technologies are
used, the Storage Developer must list the standards and test procedures for these
technologies he intends to comply with.

The Storage Developer is fully responsible for the selection of safe, high
performing and reliable battery products.

Initial battery performance


The cells must fulfill the following quality requirements:

 The capacity of new cells shall differ by no more than +-2% from their nominal
value
 The internal resistance of new cells shall differ by no more than +-20% from
their nominal value.

Long-term battery performance


It is the responsibility of the Storage Developer to design and implement a battery
configuration and, if required, re-powering strategy to comply with the storage
energetic capacity requirements during the entire ESS operation period. The
Storage Developer shall supply a bankable battery performance guarantee for the
foreseen duty cycle. In the offer documents, the Storage Developer shall show a
feasible strategy for capacity retention taking the battery aging into consideration.
This strategy shall be confirmed by the battery supplier and the future provider of
the battery performance guarantee.

Battery safety
The Storage Developer is fully responsible to include all hazards resulting from the
battery installation, operation and maintenance in the ESS hazard study. Leaving
out any battery specific hazard will lead to an immediate disqualification.

The batteries supplied by the Storage Developer must adhere to IEC 63056 (if
released in time), and resulting from this IEC 62619. Furthermore, the electrical
safety of the batteries and the battery accessories must be proven through a suitable
standard, e.g. IEC 62103, EN 50178 or alternatively IEC 62109 or IEC 62477.

The battery system has to be intrinsically safe, i.e. a foreseeable misuse such as an
external short circuit may not lead to damage to the batteries or safety hazards.

Battery System Installation


The selection and integration of the batteries must take the general requirements of
the system engineering, electrical engineering, product safety, EMC performance
and grid compliance into consideration.

The ESS shall be designed and constructed in full compliance with the
requirements of the IEC 62485-5 (if not released in time: use applicable sections of
IEC 62485-2) and shall consider the battery related hazards mentioned in IEC
61427-2.

3.4.3.5.5 Grounding of the high and medium voltage systems


The Storage Developer shall use a grounding method compatible with the existing
transmission grid. An earthing system according DIN EN 50522 or IEEE 80 shall
be provided. The technical possibility to connect to the existing Irbid substation
earthing grid shall be investigated. If technically possible there shall be a common
grounding grid between the ESS and the substation.

3.4.3.5.6 Medium voltage equipment


The following standards apply for the MV switchgear and Power transformer:

 IEC 60076, Power Transformers - Part 1: General


 IEC 62271, High voltage switchgear and control gear
 IEC 62271-200, IAC = AFLR, I = Ik” during t = 3 sec (all criterions)
 IEC 60376, Specification of technical grade sulphur hexafluoride (SF6) for use
in electrical equipment.

For the high and medium voltage equipment, the following specific requirements
apply: Bushings, surge arresters and cable sealing ends utilized for outdoor
connections shall be in accordance to the standard IEC 60815.

3.4.3.5.7 Low voltage equipment


For all generic low voltage equipment (i.e., below 1000 V AC and 1500 V DC, the
following standards apply:

 IEC 61439, Low-voltage switchgear and control gear assemblies - Part 1:


General rules
 IEC 61641, Enclosed low-voltage switchgear and control-gear assemblies -
Guide for testing under conditions of arcing due to internal fault

The following specific requirements apply for the low voltage equipment:
All LV main switchgears shall be of the withdrawal type. DC and safe AC
distributions may be of fixed installed type

3.4.3.5.8 Grounding of the low voltage systems


The Storage Developer shall indicate which grounding method will be used for
which part of the LV systems. An ungrounded operation as an IT grid is preferred
for the DC grid.

3.4.3.5.9 Auxiliary supply


There will be no separate external feed-in for the auxiliary power from the
transmission grid. It is the Storage Developer's responsibility to generate the
auxiliary voltage required for the operation of the ESS with redundant auxiliary
transformers.

The auxiliary supply shall be designed so that all auxiliary equipment needed for
ESS operation remains in correct operation during the fault ride through scenarios
described for the Power Conversion Systems. The auxiliary transformer shall be
designed with n+1 redundancy.

A redundant uninterruptible power supply (UPS) system shall be installed. It shall


be capable to supply all SCADA instrumentation required for monitoring and
protection to remain operative for a duration of 24 hours.

PV power installed on the roof of the ESS to supply auxiliary loads and self-
discharge to maintain the state of charge will be allowed but not required. Any
feed-in from PV into the grid is not permitted.

3.4.3.5.10 Electrical protection


The following requirements for the electrical protection of all systems and
Protection systems to disconnect the ESS in order to minimize damage from faults
shall be in place and conform to the Grid Code:

 The Storage Developer will be responsible for protecting the ESS in case the
frequency and voltage of the Transmission System exceeds the limits specified
in the Grid Code
 The ESS protection may not disconnect the ESS from the grids during
conditions that are required for the fault ride through. The ESS protection
system shall provide test terminals in order to verify the correct fault ride
through behavior of the Power Converters units and the entire ESS
 Any IT (floating ground) system must be operated with an insulation
monitoring system. This system must provide the following functionalities
(thresholds are to be included in the planning documents of the Storage
Developer):
 SCADA alarm in case of accelerated deterioration of insulation resistance
(dR/dt)
 Visual, acoustic and SCADA alarm in case of exceeding a basic threshold
 Automatic and safe shut-down of the affected system in case of exceeding a
second threshold

The Storage Developer shall design and implement an appropriate DC protection


scheme that considers the behavior and safety requirements of the Power
Converters and batteries in normal operation, overload conditions and fault
conditions.

3.4.3.6 I&C requirements

3.4.3.6.1 General I&C requirements


For control and monitoring of the substation a digital Substation Control and
Monitoring System (SCMS) with related HMI systems shall be provided in the
"switchgear and control building". For remote control from the NCC the required
signal exchange via the telecommunication equipment shall be provided. For
control of the existing reactive power compensation equipment, the required
equipment and interfaces shall be supplied.

Specific requirements for installed measuring equipment, measuring accuracy and


master data that must be made available by NEPCO for a power plant to be
connected to transmission network. The Storage Developer shall coordinate with
NEPCO in order to obtain the corresponding information and requirements. The
ESS shall ensure continuity in sending active power, reactive power, voltage and
frequency to the network operator as appropriate.

The ESS operator shall ensure continuity in sending the measured values of active
power, reactive power, voltage and frequency to the network operator as
appropriate. The interval of the transmission shall be 1 s or less and is to be agreed
upon with NEPCO.

Interfaces for serial data communication shall be enabled for utilizing international
standardized data transmission protocols (e.g. IEC 60870-5-101, IEC 60870-5-104,
IEC 60870-5-102, IEC 61850, etc.). Interoperability between equipment from
different manufacturers shall be ensured.

Not less than 10% of the interface equipment at each interface installed shall be
provided as excess capacity in order to allow for an additional 10% of signals
without the need for additional interface equipment.

3.4.3.6.2 SCADA requirements


The Storage Developer shall provide a fully integrated supervisory control and data
acquisition (SCADA) system to monitor and control the operations of the ESS
system. The Storage Developer shall provide all engineering design services, labor,
materials, hardware, software and test equipment required to furnish a complete
operational ESS SCADA system in accordance with NEPCO requirements and
industry standards. The SCADA system shall be designed and configured to ensure
reliable automated operation of ESS in accordance with all identified modes of
operation and NEPCO’s interconnection requirements.

The ESS SCADA system shall be inclusive of all control algorithms and software
programming required to direct and support specified ESS Modes of Operation and
internal subsystem management. This includes program applications running on the
system controller platform, as well as applications residing on remote computer
systems necessary for remote monitoring and control. Furthermore, the SCADA

shall be able to control reactive power compensation equipment that is already


installed at site.

The ESS SCADA system shall be integrated with the existing NEPCO SCADA
system and associated Remote Terminal Unit (RTU) / substation communication
network. The interface shall be provided to NEPCO through two separate
redundant gateways located in the ESS control room.

3.4.3.6.3 Human Machine interface (HMI)


The ESS SCADA shall provide a local Human Machine Interface (HMI) computer
at the ESS facility and a remote HMI at NEPCO operations center. The remote
HMI shall allow the ESS to be remotely controlled via redundant VDU (virtual
display unit). The local ESS SCADA HMI shall allow local operation of and
monitoring of all ESS functionalities. The HMI shall provide three user levels:

 Administration and maintenance


 Operator
 View only

Not less than 10% of the Interface equipment at each Interface installed shall be
provided as excess capacity in order to allow for an additional 10% of signals
without the need for additional Interface equipment.

3.4.3.6.4 Control system requirements


The ESS control system shall be designed to provide for automatic, unattended
operation of the ESS. In addition, the control system design shall also provide for
local manual operation, remote manual operation, and remote dispatch from
NEPCO SCADA system. All modes of operation and operational set points
functionality shall be remotely adjustable from NEPCO offices to allow change in
settings and to turn on/off all controls or modes when appropriate.

The ESS SCADA system shall be provided with the following control features, at a
minimum:

 Interface, communications, monitoring and controls for ESS Power


Converter(s).
 Battery Management System to include monitoring and control of battery
charging and discharging.
 Communications and controls integration with NEPCO SCADA utilizing the
IEC 60870-5-101/104 protocols to provide remote control of the ESS by
NEPCO.
 Interface, communications, monitoring and controls of substation and main
power transformer (MPT) to ensure ESS protection from system abnormalities
such as faults, under frequency, over frequency, etc.
 Interface and communications to provide the ability to accept Automatic
Governor Control (AGC) setpoint signals from SCADA master station
(NEPCO) shall also have full access to a local controller at ESS for backup
purposes.
 The Active Power ramp rate of Energy Import and Export of the ESS shall be
programmable or set to a defined value by manually entering a value into the

ESS HMI or by NEPCO SCADA system communicating a ramp rate set


point.
 Interface to the existing reactive power compensation equipment that is
already installed at site and that must be included in the reactive power
dispatch of the ESS
 Local HMI at the battery enclosure and NEPCO control room.

3.4.3.6.5 Monitoring system requirements


The ESS SCADA system shall be designed and configured to allow for monitoring
from multiple locations to include the ESS HMI, a remote ESS HMI and via
NEPCO SCADA system HMI. The ESS SCADA system shall provide a 365-day
on-site memory storage capacity and the capability to be remotely accessed and
data downloaded.

Remote access to the ESS SCADA system shall be made via a virtual private
network (“VPN”) connection with Enterprise IT security. Communications shall be
redundant using fiber optic and/or hardwired copper media. Communications
integration with NEPCO SCADA system shall be accomplished utilizing the IEC
60870-5-101/104 protocols. During the Detailed Design stage NEPCO will confirm
if the new IEC 61850 protocol via IP will be used instead as the SCADA system is
planned to be upgraded.

The Storage Developer shall have the capability to remotely monitor the ESS and
independently and automatically be alerted to the ESS’s alarm conditions without
relying on NEPCO personnel to communicate such an alarm condition exists. The
Storage Developer shall respond to alarm conditions and provide required service
to correct such alarm conditions within one hour from the inception of the alarm
condition.

A description of the minimum monitoring and alarm requirements associated with


the ESS SCADA system is provided below.

In order to facilitate Non-Spinning testing, a resource must provide the following


EMS data points:

Monitored input/output (I/O) points shall be finalized by the Storage Developer


during the design phase. A SCADA points list shall be prepared by the Storage
Developer and submitted to NEPCO for review and approval. Data points shall be
recorded at a minimum of 1 minute intervals, with the capability for instantaneous
collection of data when data is outside of set parameters.

Alarm requirements
 The ESS SCADA system shall generate alarms when monitored I/O points fall
out of acceptable ranges of operation. Alarms shall be generated locally and
remotely.
 The Storage Developer shall include, in the Operation and Maintenance
Manual, the recommended corrective action and maintenance procedures for
each alarm level or observed condition provided.

A map of all I/O points and controls on local ESS control system HMI interface
shall be made available for monitoring and control by NEPCO. The Storage
Developer shall provide NEPCO monitoring and control access to all proposed
ESS modes of operation, state of charge, available duration at various output
levels, kW/kVar setpoints, local/remote control points, and ESS alarms/status.

Additional and identifiable points or controls, such as those identified in the IRR-
TIC and SLA (e.g. fire system activation & integrity, the ESS building entry,
breaker status, etc.), shall be programmed into interface for communications to
NEPCO SCADA. A sample ESS SCADA I/O point signal list for communications
to NEPCO SCADA is included below for reference.

3.4.3.6.6 SCADA Signal list


The Storage Developer shall be responsible to develop a comprehensive SCADA
signal list in exchange with NEPCO during the detailed design as may be required
to ensure satisfactory operation of the facility and to meet NEPCO’s requirements.

In addition, point lists based on the ESS services will be required. These will be
established based on the available control instrumentation and may for instance be
based on the list by MESA (Open Standards for Energy Storage) under
http://mesastandards.org/.

3.4.3.7 Metering requirements

3.4.3.7.1 Energy Import and Export Meter


The settlement meters for Energy Import and Energy Export shall be located at the
POC switchyard on the feeder at BB1 and at BB4 of NEPCO Irbid substation (refer
to the tentative SLD in 3.4.1.9 for further details). The electrical losses from the
step-up transformer to the settlement metering point are to be borne by the Storage
Developer.

Metering shall be in accordance with the requirements of the Grid Code. The
Storage Developer shall provide the complete metering equipment according to
such requirements.

Provisions shall be made for signaling the above data to the NCC.
The Storage Developer shall provide, at its sole cost and expense, the
telecommunications equipment.

Installation, testing, inspection, repair, recalibration and replacement of the


metering system and any backup metering system shall be performed by the
Storage Developer according to the Transmission Metering Code and in the
presence of NEPCO.

3.4.3.7.2 Other measurement equipment


Additional to the traditional metering, the Storage Developer shall install a
measurement at the ESS point of common coupling for its own active and reactive
power as well as frequency values used for the power regulation. This
measurement also serves as the reference measurement for the proof of ESS
services fulfillment. They must fulfill these requirements:

 The measurement interval shall be no less than 1 s


 The voltage and current transducers shall be of class 0.2 and must be accredited
 The overall inaccuracy of the active and reactive power measurements shall be
1% or less of the nominal active power of 30 MW
 The inaccuracy of the frequency measurement shall be 1 mHz or less
 The measurement devices for power and frequency must be redundant
 The inputs of the measurement devices for power and frequency must be
accessible during operation to allow the feed-in of artificial values for
commissioning and testing (e.g. via a function generator)
 The Storage Developer shall reserve one spare secondary winding or transducer
for voltage and current for verification of the measurement values
 It is the responsibility of the Storage Developer to verify if further or stricter
requirements apply for his measurement equipment in order to fulfil the
technical requirements.

Provisions shall be made for signaling the above data to the NCC.

Installation, testing, inspection, repair, recalibration and replacement of the


metering system and any backup metering system shall be performed by the
Storage Developer according to the Transmission Metering Code and the
calibration intervals indicated for the measurement devices.

3.4.3.8 Civil requirements


All construction activities shall occur within the Site boundary limits with the
exception of those activities related to the interconnections between the Site and
the common infrastructures, which will be performed by the Storage Developer
outside the Storage Developer’s fence: ESS electrical interconnection to the
substation, construction power supply, telecommunications, ESS access road
interconnection as reflected in Proposal Form D.5 of the IRPP.

The Bidder must verify the most suitable access between the official existing road
systems to the project area and be responsible for all required planning, design,
permitting, and construction and maintenance activities for required new access
roads.
Where the access road is connected to the public road network, the Bidder has to
comply with the relevant rules and regulations.

All ESS facilities and equipment shall be arranged and spaced sufficiently to
enable satisfactory operation and maintenance of the ESS. The Storage Developer
is free to decide whether outdoor rated equipment will be used or if he prefers to
offer an ESS in container or in a permanent structure such as a building.

The Storage Developer shall ensure a correct and proper, cooling, ventilation and
heating of all indoor and outdoor equipment. The relevant heat removal study for
enclosures, outdoor equipment and transformers shall be provided as part of the
proposal.

Any indoor live parts including the batteries must be protected against direct shock
with ingress protection IP2X at least. Outdoor equipment ingress protection shall
be rated according to the environmental conditions present at site.

The Storage Developer shall design, build, operate and maintain the ESS drainage
system. The ESS drainage system shall respect as much as possible the original
natural drainage of the Site.

Seismic load on buildings and structures shall be based on Seismic Zone as per the
Uniform Building Code or its accepted European equivalent. In addition, horizontal
lateral forces shall not be less than 4% of the total vertical load. All earthquake
calculations shall be made in accordance with the latest version of the respective
Jordanian regulations.

The Storage Developer shall be responsible for backfilling and grading of the Site
as required for construction, operation, and maintenance of the Plant. In addition,
all inert material surpluses shall be managed within the limit of the Site. The
concrete structures shall be designed to resist physical and chemical attack due to
environment conditions, soil or groundwater.

The metal structures including painting and protections shall be designed to resist
physical and chemical attack due to environment conditions.

3.4.4 Maintenance requirements


The Storage Developer is requested to provide information on maintenance
approaches for the ESS.

The Storage Developer shall indicate the required qualification for the works
needed during maintenance of the ESS. He shall indicate the number of persons he
intends to qualify for each work for:

 First level support (reaction time on-site within 1 hour at any time)
 Second level support (reaction time on-site within 24 hours at any time)
 Third level support (reaction time on-site within 72 hours at any time)

3.4.5 Disposal and decommissioning


The Storage Developer is fully responsible for the decommissioning, disassembly
and recycling of the ESS. The offer must include a plan for these steps and indicate
how the Storage Developer intends to carry them out. This plan must be included
in the Proposal Form F.3 with the expenses for each task.

3.5 Technical Documentation and Information to be Provided after


Submission of Proposal
The following describes the minimum scope of information, documents, drawings,
etc. to be submitted by the Storage Developer to NEPCO prior to the Closing Date
and after the Closing Date during the design and engineering phase and during site
construction of the Project. NEPCO reserves the right to request from the Storage
Developer such additional information, drawings, documents, etc. as may be
reasonably required for proper understanding and definition of the design and
engineering of the Project interfaces.

The Storage Developer shall provide six (6) copies of all drawings and
documentation to be submitted in addition, in the case of a final submittal of any
document, with a well organized electronic file, in TIFFG4 or PDF format, except
as may otherwise be required by the provisions of the EPC Contract or as may
otherwise be reasonably required by NEPCO and to each other concerned Person
two (2) copies of all documentation (with electronic copy in the case of a final
submittal) relating to, or containing information with respect to, Connection Points
or other interfaces between the Project, the Jordanian NCC, the Grid Station, the
electrical transmission system or others, as the case may be.

The description and specifications of the electrical protective devices to be


incorporated in the Project in order to protect the transmission system are of
particular importance, and require the approval of NEPCO prior to incorporation
into the basic and detail design of the Project.

3.5.1 Documentation to be submitted prior to Financial Closing


The following documents shall be submitted by the Storage Developer to NEPCO
and the Independent Engineer by the dates set forth below or, if not specified, as
and when required but in any event prior to the Closing Date:

 quarterly progress reports - by no later than one (1) week after the last day of
each month commencing on the Effective Date;
 drawings, calculations and documents required for permitting, certifying and/or
licensing of the Plant, and copies of all correspondence exchanged prior and
after Closing Date between Storage Developer and Governmental entities
having jurisdiction over same;
 general arrangement and layout drawings;
 system description of the main systems;
 description of Storage Developer’s settlement system for the Plant within two
(2) months after Effective Date;
 Time schedule and work program including relevant Milestones and Milestone
Dates, showing:
 the critical path for the design, procurement, construction, installation,
testing and commissioning of the Facility;
 all principal activities relating to the design, site surveys, construction,
installation, testing and commissioning of the Facility;
 activities in weekly time scales, their order, duration and interrelationship,
including the Scheduled Commercial Operation Date and the other
Milestone Dates;
 any Authorizations which must be obtained prior to the commencement of
construction of the Facility;
 if known, the impact and the estimated potential impact of any delaying
events or circumstances;
 a program for the timing of the Commissioning Tests;
 any allowances for delay; and
 any other matters which may have a material effect on the time required to
complete the Facility in accordance with this Agreement,
and including time and progress charts arranged so that actual progress can be
shown against anticipated progress, including by reference to the Scheduled
Commercial Operation Date and the other Milestone Dates.
For all major activities like e.g. construction and installation of Battery
modules, cabling works and substation (incl. tie-in) a method statement must be
provided by the Storage Developer describing how the works are intended to be
performed, safety measures to be taken, equipment to be used, etc.
 performance test procedure; and
 required consents.
 Documentation concerning operation and maintenance concept
 General description;
 Description of scheduled activities;
 Organizational structure of O&M;
 Required onsite buildings and facilities; and
 Spare part management concept

The client reserves the right to request from the Storage Developer such additional
information, drawings, documents, etc. as may be reasonably required for proper
understanding and definition of the design and engineering of the ESS. NEPCO
reserves the right to reject design decisions of the Storage Developer if it becomes
obvious that requirements listed in this document or otherwise agreed upon by the
Storage Developer and the client are violated. The acceptance of the documents by
the client does not mitigate the responsibility for meeting the requirements from the
Storage Developer.

The documentation must contain all documents relevant for the understanding and
evaluation of the ESS. This includes, but is not limited to:

 Block diagrams
 Single line diagram of the plant
 Civil drawings and calculations
 Electrical drawings and calculations, including protection calculations for all
AC and DC circuits
 SCADA topology of the ESS
 Documentation of the redundancy concept to achieve the required availability
 Plant concept for health, safety and environmental (HSE) protection
 Constructive measures he takes to mitigate possible EMC problems in the ESS
 Drawings and calculations
 Data lists for all internal and external communication interfaces
 Equipment documentation for all equipment:
 Datasheets
 Operation, maintenance and repair manuals
 Test protocols
 Certificates or declaration of conformity
 Material safety datasheets
 ESS operation, maintenance and repair manuals
 Safety instructions and procedures
 Preliminary data point list to all external communication interfaces

3.5.2 Documentation to be submitted after Financial Closing


The following documents shall be delivered for the Plant by the Storage Developer
to NEPCO and the Independent Engineer by the dates set forth in the following or,
if not specified, as and when each such document is obtained by the Storage
Developer, as the case may be:

 copies of all applications submitted by the Storage Developer to the relevant


Governmental Entities for the Governmental Authorization or otherwise
required under applicable Legal Requirements, to commence the construction of
the Plant, together with copies of all supporting documentation submitted
therewith within two (2) months after Financial Closing;
 Environmental Impact Assessment review report and procedures and test
specifications related to all environmental investigations, surveys and
monitoring undertakings, as well as relevant test results promptly after their
completion;
 project documents (data sheets, specifications, P&I diagrams, drawings) for
major systems;

 bi-monthly status reports - by no later than ten (10) days after the last day of
each relevant month;
 any revision of the Project Implementation Schedule - by no later than seven (7)
Days after such revisions; and
 Factory Acceptance Testing (FAT), System Integration Testing (SIT),
Commissioning and Site Acceptance Testing (SAT) program with the
respective test procedures (See Test Schedule 10 of the SLA).

The following documents shall be submitted prior to site construction:

 Not later than thirty (30) days prior to the proposed Commercial Operation
Date, evidence that the Storage Developer has obtained (from the Governmental
Entities having jurisdiction), all material permits, licenses, approvals and other
governmental authorizations required for the operation of such Plant.

3.5.3 Documentation to be submitted prior to site construction


All documents and Permits required for site construction shall be submitted prior to
site construction. Among other, this includes:

 Grid connection
 Electrical installation
 Civil construction and earthworks

At least thirty (30) Days prior to the start of construction on the Project or offsite
areas, evidence demonstrating that the Storage Developer has obtained from all
other Governmental Entities having jurisdiction all material Governmental
Authorizations and consents or no objection letters required to commence
construction of the Project or that the Contractor has taken all steps within its
control to apply for and to obtain such Governmental Authorization (in the case of
those that it has not yet been obtained as of such date).

Furthermore, the following documentation shall be submitted at least sixty (60)


Days prior to site construction:
 SIT protocols
 FAT Protocols for all major components

3.5.4 Documentation to be submitted during site construction


The following documents shall be submitted during site construction:

 It is to be noted that for all major works not only in the Site, but also for those
works, which are located within respective Transmission & Dispatch Company
areas or related to facilities of such entities a method statement for the proposed
works is to be included in the permit to work application along with the
approved design review documentation at and specifics of the construction
works and any associated risk evaluation for the relevant owner;
 The temporary building permit or the no objection certificates, as applicable,
issued by the various departments such as, for example, Civil Defense, Town
Planning or Public Works or other relevant Governmental Authority to the
Storage Developer in accordance with applicable Law, and all related permits,
consents and approvals related to the construction of the Project;

 Performance Test (Site Acceptance Test / SAT) procedure in compliance with


Schedule 10 of the SLA and further specified in the respective implementation
contract (i.e. EPC Contract);
 At least thirty (30) days prior to any Scheduled Commercial Operation Date,
evidence that the Storage Developer has obtained (from the Governmental
Entities having jurisdiction), all material permits, licenses, approvals and other
governmental authorizations required for the operation;
 The Contractor shall submit to the Owner drawings, diagrams, graphs, curves,
calculations, schedules for information, review or approval the content of which
shall be commonly agree upon during contract negotiations. The quality of all
documents submitted shall conform to acceptable international practice;
 Provision of documentation related to Interfaces (detailed in Section 3.2 of
Section 3 of this Part II).

3.5.5 Documentation to be retained at Site


Additional to the submission of the documentation as mentioned above following
documentation (including electronic files) has to be retained on Site:

 Operation and maintenance manuals and instructions;


 Copies of all test results for tests performed, to the extent as normally retained
in accordance with Good Utility Practice;
 As-built drawings for the Plant, including the civil and architectural works; and
 All further technical documentation normally retained on Site in accordance
with Good Utility Practice.
 As Built drawings and as-built versions of all documents established in earlier
phases of the project

3.6 Grid Impact Study and Grid Code Compliance Study


The Storage developer has to perform a Grid Impact and Grid Code Compliance
Study.

In a first step the Grid Impact Study should confirm the feasibility of the selected
connection point. In a second step, during detailed engineering the Developer
should confirm the technical requirements, stated in Schedule 17 of the SLA in a
Grid Code Compliance Study.

3.6.1 Grid Impact Study


The Grid Impact Study is focused to confirm the feasibility of the selected
connection point for Electrical Storage System. Therefore, NEPCO will submit an
electrical network model of the transmission system in PSS/E or DigSILENT
PowerFactory as basis for the grid impact study to the Storage Developer.

The Grid Impact Study Report should consider following analysis:

 Preliminary configuration of the Electrical Storage System and capability in


terms of capacity, voltage and frequency withstand capability
 Following overall scenarios should be considered:
 Year of operation and five year later
 Low and low load conditions of the transmission network

 Full load and Partial load simulation cases

 Stead-State Study including:


 Loading of equipment (e.g. cable, transformer, OHL)
 Voltage profile assessment
 Impact of operation mode with respect to over excited and under excited on

NEPCO

 Short Circuit Analysis


 Determination of short-circuit current contributions from the Electrical
Storage System into the network of NEPCO
 Verify that the short circuit current will not exceed the Proposed Switchgear

 Minimum short circuit calculation at the connection point in case of N-1
contingency (e.g. outage of OHL sections and transformers in the network of

frequency deviations in the transmission network

3.6.2 Grid Code Compliance Study


For details regarding the Grid Code Compliance Study after the detailed design
stage please refer to section 3 of Schedule 17 of the SLA.

4 Implementation Schedule
The Storage Developer shall prepare a Project Implementation Schedule for the
Project along the details set out in Proposal Form E attached to the IRPP. The
Storage Developer shall consider the milestones set out Proposal Form E as a basis
for the Project Implementation Schedule. For the period up to Financial Closing,
the Storage Developer shall indicate in details all steps that are required to achieve
Financial Closing in time with the Project Milestones. The COD shall be 31 March
2020.

The Proposal Form E shall become part of the SLA.

5 Eligibility of EPC Contractors and ESS Equipment

5.1 Eligibility of EPC Contractor


In order for the Direct Proposals Committee to accept the Proposal, the Storage
Developer must provide documentary evidence supporting the eligibility of its
main contractors to satisfactorily perform their duties with respect to the Project.
Therefore, evidence shall be provided that the EPC Contractors is the original one
mentioned in the MoU document the Storage Developer qualified with in the pre-
qualification phase.

If the EPC Contractor is not the same as the one mentioned in the MoU the Storage
Developer must demonstrate, to the satisfaction of the Direct Proposals Committee,
the following for the new proposed EPC Contractor:

 The EPC Contractor (or its nominated subcontractor) must have two references
of similar nature and complexity of a storage technology within the last three
(3) years, which have been operational; with a power of (2) MW and an energy
capacity of (2) MWh or above, and one with a MV connection of (10) kV or
higher.

The Storage Developer must furnish, as part of the Proposal, the information and
documents evidencing the eligibility of its main contractors using the Proposal
Forms C.1 to C.2 of the IRPP.

5.2 Eligibility of ESS Equipment


In order for the Direct Proposals Committee to accept the Proposal the Storage
Developer must provide documentary evidence supporting the eligibility of its
main equipment manufacturers and suppliers to satisfactorily perform over the ESS
plant´s life time.

The Storage Developer must demonstrate, to the satisfaction of the Direct


Proposals Committee, the following:

 The proposed Battery System in the project shall have been installed in at least
two commercial projects of at least 2 MWh and continuously operated for at
least 12 months.

 The Power Converter type must have been in operation in at least 2 commercial
projects (not demonstration projects) of at least 2 MW nominal power, for at
least 12 months. The plant owner shall certify that the Power Converter has
achieved a technical availability of at least 95% for 12 consecutive months of
operation.
 MV equipment: The Storage Developer shall provide a list of references and
commercial track record of the proposed equipment suppliers.

The Developer must furnish, as part of the Proposal, the information and
documents evidencing the eligibility of its main equipment and equipment
suppliers using the Proposal Form D.2 as set out in Part IV to this IRPP.

6 Financial Information
The Storage Developer shall provide as part of its Proposal the following
commercial and financial Information:

 Proposed Tariffs in accordance with Section 6.1 of this Part II


 Total Project Budget in accordance with Section 6.2 of this Part II
 Breakdown of Operation and Maintenance Cost post Commercial Operation
Date of the Plant in accordance with Section 6.3 of this Part II
 Financing Information in accordance with Section 6.4 of this Part II including
the details on debt financing and financing term sheet as set out therein
 Financial Model in accordance with Section 6.5 of this Part II.

6.1 Proposed Tariff


The Storage Developer is required to propose a competitive Tariff necessary to
recover the funding costs for the development, construction, commissioning of the
Project and to recover its maintenance costs. The Tariff proposal shall be submitted
as Section C of the Financial Proposal as in accordance with Proposal Form F.1 of
the IRPP.

The Tariff will be structured in accordance with Section Part I.2.6.3.1 of Part I of
the IRPP, and applies for a fully commissioned Electrical Storage facility from
Commercial Operation Date onwards in accordance with the Storage Lease
Agreement.

6.1.1 Indexation
The Tariff will not be subject to any indexation in respect to foreign or local
inflation indicators.

6.1.2 Exchange Rate Adjustment


The part of the tariff as indicated in accordance with Proposal Form F.1 of the
IRPP shall be adjusted to reflect changes in the JOD/US$ exchange rate. The
Reference Exchange Rate for proposal preparation shall be 0.709 JOD/US$.

6.2 Total Project Budget


The Storage Developer is required to provide in Section B of its Financial Proposal
a detailed breakdown of the Total Project Budget for the period prior to the
Commercial Operation Date. This breakdown must include the following cost
categories:

 EPC Contract costs (including breakdown);


 Owner‘s Contingencies;
 Costs for initial inventory to the extent not included in the EPC Contract;
 Development costs in the period up to and including the date of satisfying the
Conditions Subsequent;
 Owner's costs in the period from the date of satisfying the Conditions
Subsequent prior to COD;
 Operating costs for the Project and O&M Contractor costs prior to COD;
 Insurance costs prior to COD;
 Financing costs, including, but not limited to, fees payable to lenders, interest
during construction, including hedging costs, upfront fees and commitment fees
based on the information in the Financing Term Sheet; and
 the amount of any reserve accounts and initial working capital that require
funding.

Total Project Budget costs shall be allocated between local and foreign components
as set out in Proposal Form F.2 of the IRPP.

The timing and occurrence of the Total Project Budget shall be set out in Proposal
Form F.5.1 of the IRPP.

6.3 Breakdown of Operation and Maintenance Cost


In accordance with Proposal Form F.3 of the IRPP, the Storage Developer is
required to provide a breakdown of its operation and maintenance costs over the
term of the Storage Lease Agreement, for the services carried out:

 by the O&M Contractor on behalf of the SPC; and


 by the SPC itself.

The Storage Developer shall use the split as set out in Proposal Form F.3.2 of the
IRPP, however, shall be free to add line items as deemed necessary. The costs must
further be allocated between local and foreign components as set out in Proposal
Form F.3.1 of the IRPP.

6.4 Financing Information


Financing for the Project will be the sole responsibility of the Storage Developer.
The Storage Developer will be free to finance the Project in any way it sees fit.

Each Storage Developer shall provide a financing plan for the Project. The
financing plan shall be supported by a comprehensive term sheet for the debt
financing that shall be attached to Section B of the Financial Proposal.

The Storage Developer shall provide a preliminary letter of commitment from the
financial institutions supporting the Proposal specifying amongst other things:

 level of approval obtained; and


 that the Draft Storage Lease Agreement, the Draft Transmission Connection
Agreement and the Draft Government Guarantee included in Part III of the
IRPP are acceptable subject only to any issues that are identified in the mark-
ups provided by the Storage Developer as part of its Proposal.

The financial institutions shall have a well established track record of underwriting
and arranging project finance for BOO / BOOT based infrastructure projects.

In respect to the financing plan, the Storage Developer shall provide the following
information which shall be consistent with the term sheet mentioned above:

 the sources and uses of funds in the form set out in Proposal Form F.4 of the
IRPP;
 the drawdown schedule for debt and equity in the form set out in Proposal Form
F.5.2 of the IRPP;
 the terms and conditions of debt financing in the form set out in Proposal Form
F.6 of the IRPP; and
 the repayment schedule including the interest margins in the form set out in
Proposal Form F.7 of the IRPP Financing Plan.

6.5 Financial Model


The Storage Developer shall submit a detailed financial model (the “Financial
Model”) for the project as part of Section B of the Financial Proposal.

The Financial Model shall contain worksheets within which all calculations
required by the Proposal Forms F of the IRPP are clearly included. These Proposal
Forms should be actively linked to the remainder of the Financial Model and
should be fully functional when submitted with the Proposal.

The Financial Model must be structured in such a way that the period from the day
following Financial Closing until the Scheduled COD is forecast on a monthly
basis. Post-COD forecasts should be made on a semi-annual basis such that each
semi-annual period post-COD starts at the beginning of a Contract Year. Similarly,
they must finish at the end of a Contract Year.

The Financial Model is required to adhere to best practice standards, which shall
include, but are not limited to:

 Efficiency and accuracy, e.g.:


 Use of logical operators instead of complex nested “IF” functions;
 No hard coding (i.e. no hard constants used within formulae) except in input
schedules or where the purpose is exceptionally clear and in formulae
requiring a transformation in units; and
 Clear distinction between input, output and backing (calculation) schedules;
 Consistency, e.g.:
 No change of formulae across rows;
 Formatting to be consistent throughout the Financial Model;

 Columns to be consistent with respect to project periods from sheet to sheet;


and
 Columns to be internally consistent within a row with respect to either monthly
or semi-annual periodicity;
 Flexibility, e.g.:
 Ability to run sensitivities as required below;
 Ability to update economic or technical assumptions without detailed
recoding; and
 Financial Model should not operate on a “black box” principle (e.g., overly
complex calculation macros);
 Ease of audit, e.g.:
 Use of detailed notes where formulae are complex;
 Break down of complex formulae across many rows;
 No feedback from output or calculation schedules into input schedules;
 Input cells differentiated from calculation or output cells; and
 Macros should contain comments describing their action and their names
should be descriptive;
 User-friendliness, e.g.:
 Simple on-screen notes / instructions;
 Adherence to international accounting standards for financial statements;
and
 No workbook, worksheet or Visual Basic module level password or time-
lock protection.

6.5.1 Outputs
Financial projections for the Proposal must include, at the least, the following in
addition to what is required to be included on the "Form Sheets" worksheets:

 cash flow statement;


 profit and loss account;
 balance sheet;
 a schedule of movements on financing;
 a schedule of the Equity Return over the life of the Project (nominal and real);
and
 a schedule of the Project’s internal rate of return (nominal and real), prior to
inclusion of the impact of financing.

These financial projections must be presented on a semi-annual basis such that


each semi-annual period is assumed to start and end on dates which are based on
six month multiples from the Scheduled COD.

In addition, the Financial Model shall contain a summary of the financial and
economic assumptions (including assumptions on depreciation rates, taxation, local
and foreign inflation etc.) used for the calculations. The reference exchange rate
shall be 0.709 = 1 US$ which shall be kept constant during the calculation period
of the financial model (no exchange rate adjustment).

6.5.2 Sensitivities
The Financial Model should allow for the following sensitivities to be tested,
within reasonable bounds:

 EPC cost overruns;


 O&M cost overruns;
 Interest rates;
 Exchange rates;
 Delays in construction; and
 Annually provided Energy Export.

7 Project Agreements

7.1 Draft Agreements


A draft of the Storage Lease Agreement (the “Draft Storage Lease Agreement”), a
draft of the Government Guarantee Agreement (the “Draft Government Guarantee
Agreement”) and a draft of the Transmission Connection Agreement (the “Draft
Transmission Connection Agreement”), together the “Draft Project Agreements”,
are included in Part III of the IRPP.

Developers are encouraged to provide clarification questions / comments on the


Storage Lease Agreement attached to this IRPP as part of the clarification rounds
as indicated in Section 1.3 of the General Introduction and Background.

Should the Storage Developer following such clarifications wish to propose any
adjustments to the Draft Storage Lease Agreement, these may be indicated by way
of track-changes to the documents and accompanied with a completed Proposal
Form G.1. However, it is emphasized that any proposed adjustments shall be
minimum in number and extent and shall not seek to address the risk sharing
principles incorporated within the attached Draft Storage Lease Agreement. Any
material changes to the Draft Storage Lease Agreement will render the Proposal to
be non-compliant.

The attached Government Guarantee Agreement has been approved by the


Ministry of Finance and shall be considered as final. Any changes to the Draft
Government Guarantee Agreement will render the Proposal to be non-compliant.
The same applies to the Draft Transmission Connection Agreement.

The Storage Developer must include in Section F of its Proposal

a) a statement that it accepts the Draft Project Agreements as included in Part III in
their entirety as part of the Proposal; or
b) a statement that it accepts the Transmission Connection Agreement and
Government Guarantee Agreement and a marked-up copy of the Draft Storage
Lease Agreement which clearly indicate all deletions or additions desired by the
Storage Developer to be made to such Draft Agreements. A completed Proposal
Form G.1 explaining the reasons for proposed revisions is mandatory.

The Proposal will be evaluated, among other things, in respect to the extent of its
compliance with the terms and conditions set forth in the Draft Storage Lease
Agreement. Significant exceptions to this draft will render the Proposal to be non-
compliant. An exception is considered significant when it is in MEMR’s or
NEPCO’s opinion unreasonable, not in the best interest of the Project or results in
an unacceptable change in the risk allocation reflected in the Storage Lease
Agreement.

Negotiations of the Storage Lease Agreement will be limited to the specific


additions or deletions proposed by the Storage Developer.

7.2 Land Lease Agreement


The Land Lease Agreement will be entered into between the SPC and NEPCO
after signing of the Project Agreements and prior to Financial Closing. The LLA
shall establish

 that the SPC will be granted an exclusive long-term leasehold interest in the Site
for the duration of the Storage Lease Agreement;
 that the Term of the LLA may be extended in case of an extension of the
Storage Lease Agreement;
 shall be assignable to NEPCO in case of early termination of the Storage Lease
Agreement; and
 that the SPC reinstates all parts of the Site by expiry of the Land Lease
Agreement to a state which is comparable in all material respects to the state in
which the land owner has handed over the Site to the Storage Developer.

A Draft Land Lease Agreement is attached to this IRPP.

8 Miscellaneous

8.1 Permits and Licenses


It is the responsibility of the Storage Developer to obtain all Authorizations
necessary to implement and operate the Project and to ensure that the costs of such
Authorizations are included in its Proposal. The Storage Developer must be
familiar with the procedures and time frames required to obtain such
Authorizations. It is emphasized that the responsibility for identifying and
obtaining the required Authorizations rests solely with the Storage Developer.

The Storage Developer must take into consideration the time required to obtain the
necessary Authorizations and to conduct all necessary studies that are associated
with them.

The Storage Developer must consider any fees payable for permits and licenses in
the calculation of the proposed Tariff.

8.2 Laws
The Storage Developer must at all times comply with the Laws in force in the
Hashemite Kingdom of Jordan. All agreements will be governed by and construed
in accordance with the Laws of the Hashemite Kingdom of Jordan. Any tax
structure proposed by the Storage Developer must fully comply with the provisions
of all Jordanian tax laws. The Storage Developer must engage a local legal advisor
and a local tax advisor during Proposal preparation.

8.3 Insurance
The provision of appropriate general insurance coverage during construction and
operation of the Project, and which complies with the requirements of the Storage
Lease Agreement, is the responsibility of the Storage Developer and, where
relevant, must be in place by Conditions Satisfaction Date.

The Storage Developer must provide a summary insurance program with Proposal
Form F.8. This insurance program should at least meet or exceed the program set
out in Schedule 12 (Insurances) of the draft Storage Lease Agreement (as
submitted in the Storage Developer’s Proposal).

The Storage Developer shall supply the following information on battery safety:
 Safety mechanisms of the battery on cell, module, rack and Battery System level. He must
indicate which functions are passive (e.g. fuses and vents) and which functions are active (e.g.
via BMS commands)
 Test procedure to verify the correct functionality of these safety mechanisms including, but not
limited to, the safety functions that rely on the BMS
 Proof of successful safety testing according to the safety standards specified in the technical
requirements
 Remark: The tests must have been carried out with the exact same cell and battery type that
will be employed in the project
 Remark: The propagation test according to IEC 62619 clause 7.3.3 must be carried out. The
test report must explicitly state if the thermal runaway of a single cell is limited to this cell,
extends to a full module, extends to a full rack. The preferred result is to limit the effects to a
single cell. A further propagation will lead to a reduced rating in the client's safety
assessment of the ESS.

Power Converter
The Storage Developer shall provide
 Datasheet and specification for the Power Converter units to be used in the project
 A list of references for the intended Power Converter units. This list shall clearly state what kind
of Power Converter was used in which project and the Power Converter units of which of the
reference projects are 100% similar to the Power Converter units intended for this ESS project
(this covers Power Converter software and hardware)
 The type test certificates for the certification he intends to comply with for this project
 If applicable: the certificate for the Power Converter model validation he intends to use for the
grid certification of the complete ESS
 The quality checks he performs for the Factory Acceptance Test of the Power Converter units
 Type test information on losses and efficiency in the full range from the nominal charge power
to the nominal discharge power tested accordingly to IEC 61683:
 In continuous 10% steps of the nominal power
 At the nominal voltage, end of charge voltage and end of discharge voltage of the proposed
battery type and configuration

Proposal Form D.9: Approach of Studies

The Storage Developer shall provide with the proposal the following according to chapter Part
II.3.4.1.9:

 The Storage Developer shall indicate the method he intends to use for grid compliance
evaluation of the ESS ensuring a compliance with the Storage-TIC (Schedule 17 of the SLA).
The Storage Developer shall state in his proposal in which formats he can supply the ESS
model. He shall indicate the methods used for the modeling and model validation of the ESS
grid behavior.

Calculatory proof of redundancy and availability:


 The Storage Developer shall specify the average availability of the components for the delivery
of the desired grid services. He shall conclude how the overall availability can be reached under
these circumstances.
 The Storage Developer shall supply information regarding the availability of his reference
projects:
 the time availability factor (i.e. time served vs. scheduled time served)
 the energy (power) availability factor (i.e. energy served vs. scheduled energy)
 The storage developer shall specify which faults and other events will lead to:
 The loss of more than 10% of the ESS nominal power or capacity
 The loss of more than 50% of the ESS nominal power or capacity
 The loss of all ESS functionalities

The Storage Developer shall specify:


 The ESS safety concept, including
 The integration of the battery safety functions into the ESS safety concept and the coverage
of faults and exceptions the batteries cannot handle autonomously
 The methods and equipment he intends to use for the electrical protection of the AC and DC
systems.
 His general health, safety and environmental (HSE) protection approach
 The methods he will apply to test and prove the compliance of the ESS and its components such
as Power Converter units and batteries as well as buildings, enclosures and other containers in
regard to:

 EMC
 Grid compliance
 His methods of O&M, e.g. intervals and works being carried out including the resulting
downtime of the ESS section

The Bidder shall carry out a simulation of the ESS operation with the following 24 hour profiles to
show the performance of his proposed solution and compliance with the functional requirements
according to Part II.3.4.2. Each service reserves a band for his operation in the following order. In
case of conflict, lower priorities are curtailed:

1. Primary Frequency Response


2. Ramp rate control and peak shaving
3. Automatic Generation Control (e.g. for Secondary Frequency Response and Energy Shifting)

For the simulation, the following data is given:

 Frequency profile and setting for Primary Frequency Regulation (PFR)


 Ramp rate limit at the transformer substation (empty values mean no limit)
 Peak power limit at the transformer substation (empty values mean no limit)
 AGC Schedule for ESS services

The following must be observed for the simulation:

 All powers are in generator system: Export / Generation / Discharge is positive; Import /
Consumption / Charging is negative
 The storage developer shall fill out all fields marked in blue
 The simulation shall be based on typical ambient conditions for a day in December at the given
location. The storage developer shall indicate the minimum and maximum ambient temperature
he has considered
 The active power profile shall include the losses and auxiliary consumption of the ESS
 Initial state of the ESS shall be the ability to provide 60 MWh of Energy export at nominal
power (i.e. fully charged)
 Nominal grid frequency is 50.000 Hz

The Bidder shall provide the active power input and output, forecast and all major signals the
SCADA should provide to NEPCO in operation of the ESS and a description of the software and

Remarks:

 The given schedule does not represent the intended duty cycle for continuous operation and
shall not be used for battery aging considerations
 The given parameters for the ESS services do not represent the actual format and extent of the
parameters that will be given by NEPCO in actual operation.
 The reactive power control is not part of this simulation, but will be part of the testing at later
project stages
