We acknowledge receipt of your letter dated 8th May 2018 submitted with duly-filled EIA
application Form and a Project Brief for Environmental Impact Assessment (EIA) study for
the above mentioned project. The project has been allocated Application Reference No. 7137.
Please, quote this number in all future correspondence for this project.
The Council has screened the received documents and realized that the proposed development
is one of the projects which require Environmental Impact Assessment (EIA) study according
to EMA Cap 191.
NEMC has prepared the attached checklist to guide you on issues to focus on. Please use this
guidance during EIA study and report preparation. In this regard, you do not need to submit a
scoping report and Terms of Reference. Please proceed with EIA study and submit 15 copies
of EIS for review and approval. Please indicate your Tax Payer Identification Number
(TIN) at the front page of the EIA report.
Note that during submission of 15 copies of EIA report, you will be required to pay a total of
Tanzanian Shillings Five Million (5,000,000) to facilitate the review process. Payment should
be made to NEMC ACC. No. 0150005055800 at CRDB Tower Branch.
After receiving payment, NEMC will organize a site visit by members of cross-sectoral
Technical Advisory Committee for rapid assessment of baseline conditions and consultation
with key stakeholders in the project area. Transport from Mbeya to the project site and back to
Mbeya will be arranged by the investor.

Buildings:
• The underground fuel storage tanks should be installed with regard to type,
specification, concrete basement and containment bund
• The building should have office space, changing rooms, lubricant rooms, toilets
for men and women
Source of Power
• Explain the source of power supply system
• The station should have a powerhouse built of sound absorbent materials
• The powerhouse should be placed at appropriate location
• If alternative source of power is needed, the station should have a standby generator
which is sound proof
• Explain the type of the generator and its power generating capacity
• The generator specifications should adhere to standards such as exhaust emission,
noise, vibration

(applicable for service station only)

Emergency plan:
• Undertake risk assessment study and prepare an implementable emergency
preparedness and response plan
Water Source:
• Explain the sources of water supply
• If it will be borehole, what will be the discharge capacity
• Explain the quality of water from the borehole compared to national standards
• Provide a copy of water use / abstraction permits
• Explain the Capacity of water storage tanks
• Explain amount of water required per day during this phase
Waste management
• Explain mechanism of managing solid and gaseous waste generated at the service
station
• Ensure that storm water drainage is not connected to oil – water separator
• Explain management of wastewater from car wash and service bays. Note that this
is not supposed to be connected to oil – water separator (applicable only to fuel
service station)
• Explain management of s. pill drains from dispensing pumps and offloading area as
this is not be supposed to be connected to oil – water separator.
• Note that the required minimum height of the underground storage tanks fitted with
ventilation pipes is 3.6 meters
• Ensure that effluent meet the required standards before discharge
Boundaries
• Explain the distance from the station to the nearest building / structure (North, South,
East and West)
• Explain type and height of the fence if will be required

d.) OPERATIONAL PHASE
Emergency preparedness and response plan
• The petrol station must be equipped with adequate fire-fighting equipment including
Sand buckets for each pump island
At least 2 x 9 kg ABE (powder type at least 1 extinguisher per pump island)
• The emergency shutoff switch should be installed
• The offloading area must be paved with concrete at least 4m around the area and connected
to oil-water separator.
• The petrol station should have a well constructed spill drainage system which will be
connected to oil-water separator.
• Proved designs of spill drainage systems
• The safety warning signs should be clear and visible at dispensing pumps and offloading
area including:
Switch off engine
Switch off mobile phone
No smoking
Emergency assembly point

• All workers should be provided with appropriate PPEs
• The offloading area must be installed with the bonding wire to protect the facility from fire
explosion
• The tank manhole covers should be labeled and color coded according to the type of
product contained
NB: each manhole and offloading manholes (filler boxes should be constructed in
accordance with good petroleum industry practice with coupling fixed at each
offloading fill pipes properly labeled and color coded (Red for petrol, Yellow for diesel
and blue for kerosene)
Staffing
• Explain number of workers to be employ at the petrol station
• Explain the proportion of workers who will be sourced locally
• Prepare staff training program on health, safety and environment
• All workers should be provided with job contract
• All permanent employees should be pensionable.
• Employees should work on shifts
Conservation of nature
• How the petrol station will protect flora, fauna and national heritage sites (where
applicable)

• Conduct entrepreneurship training to staffs
• The employer must adhere to labor law
