The unit shall be capable of delivering constant effluent water quality without any sludge / oil carryover,
even at the time of rapid increase in influent water flow or change in influent water quality, or changes in
influent water temperature.
The Bidder shall justify the design basis of entire plate/tube type separator unit and individual
components of entire unit with back up calculations and also by means of supplying documentary
evidence from their earlier installed plants in the form of drawings, certificates, etc.
The separator shall employ positive sludge system of consistent density, central sludge concentrating
sump, water flushing nozzles etc. as per the standard design of manufacturer. Sludge removal system
shall be designed to thicken the sludge to min. 1.5% consistency before disposing from separator
bottom. All the pipelines carrying the sludge shall be provided with flushing connection. The pumps and
piping required for flushing purpose shall be separately provided.
Sludge blow-off shall be affected by the static head of water in the separator. Sludge outlet pipe from the
concentrated sludge hopper shall be branched into main disposal line. Main sludge disposal line should
consist of blow-off valve which would be operated manually and drain sludge to the sludge disposal sump
or the drain as specified. This would be an intermittent operation.

4.11 LAYOUT CONSIDERATIONS, REQUIREMENTS OR LIMITATIONS


The space available for locating Effluent Treatment plant is indicated in the preliminary layout of the
proposed power plant as shown in the enclosed ‘GA Drawing’ in Vol-IV of this specification.
Suitable maintenance access and facilities shall be provided.
5) PROTECTIVE COATINGS/ LINING / PAINTINGS
Refer Volume II, section F1, Attachment – 1 for general Protective Coatings, Lining and Painting
requirements.
Vendor to describe in detail the various treatments proposed for internal surfaces of concrete
6) EQUIPMENT NUMBERING / TAGGING SCHEME
All equipment / items / instruments under this package shall be properly numbered / tagged. Vendor shall
adopt KKS numbering system (DIN standard), for all plant equipment and components. Project specific Tag
numbering procedure will be provided separately to the Vendor at detail design stage and will be followed
by the Vendor. Tag numbers for all equipment/ components will be indicated by vendor in all drawings/
documents as per the tag numbering procedure. Vendor will also provide name plates & tag plates at site for
each equipment, component, instrument, valve etc. indicating the tag number and name.
7) EQUIPMENT COLOUR CODING SCHEME
Refer Volume II, section F1, Attachment – 5 for Equipment Colour Coding Scheme.
8) ERECTION AND COMMISIONING AT SITE
8.1 Service to be provided by Vendor
8.1.1 Checking & receiving of materials in proper condition at site.
8.1.2 Proper stacking and storing of materials under Owner's custody. Manufacturer's specific recommendation, if
any, shall be followed during stacking and storing.
8.1.3 Final adjustment of foundation levels and chipping and dressing checking location, elevation etc. of anchor
bolts and grouting of anchor bolts and base-plates.
8.1.4 Pre-assembly at site after proper checking / overhauling, as required.

8.1.5 Erection and subsequent cleaning / flushing as required, pre-commissioning checking to ensure correctness
of erection.
8.1.6 Testing, commissioning services as required.
8.1.7 Construction power shall be made available by Owner. A 11 KV level power Iine ring main would be
constructed encompassing the construction area for feeding construction power at 415 V level from 11 KV
ring main through local substation at pre-determined locations, However the Vendor shall make its own
arrangement for alternative source of power supply through deployment of adequate number of DG Sets for
meeting uninterrupted construction requirements, incase construction power is not available.
8.2 System Checking / Reliability Trials
8.2.1 Plant equipments and auxiliaries.
8.2.2 Vendor shall conduct all tests at site to prove to the Owner that each equipment of the supply complies with
requirements stipulated and is erected in accordance with requirements specified. Before the unit is put into
trial operation the Vendor shall be required to test and demonstrate to the Owner that each item of the
plant is capable of correctly performing the functions for which it was specified and its performance, margin
etc. are as per the specified/approved values.
8.2.3 The Vendor shall submit for Owner's approval detailed test procedure for system checking/reliability trials.
The tests required shall specifically include the major equipments of the plant.
8.2.4 The Vendor shall submit and finalize the protocol of check lists to be used during erection of the system and
equipment, as per international Codes/Standards with the Owner.
8.2.5 The unit after completion of the above tests shall be put on trial run for a period of fourteen (14) days.
8.3 Erection
8.3.1 The Vendor shall place sufficient number of competent erection engineer.
8.3.2 The Vendor shall be required to provide, at proper time, the necessary engineers, supervisors and other
personnel duly qualified and in sufficient number for erection, pre-commissioning and post commissioning
check-up, start-up, testing and trial operation of plant equipment.
8.3.3 As erection proceeds each assembled part before being boxed up with a view to erecting it finally, shall be
inspected and approved by the concerned supervisor. Should any defect be found out during such
inspection, the Vendor shall make it good to the complete satisfactions of the Owner without any extra cost.
8.3.4 Inspection
After completion of erection and/or installations and before Vendor's start-up, each plant equipment and all
its appurtenances shall be thoroughly cleaned and then, inspected in the presence of Supervisor Engineer
and Owner's engineer for correctness, soundness and completeness of installation and acceptability for
startup.
8.3.5 Pre-commissioning Testing
A. After alignment of all equipment, alignment tests shall be carried out by the Vendor to check levelling,
clearance, eccentricity etc. Measurements will be witnessed and acceptance will be certified by the
Engineer.
B. Hydro testing shall be conducted for all pressure parts after installation at required pressure. The Vendor
shall furnish all necessary blanking arrangement necessary for such hydro testing.
C. All instruments necessary for pre-commissioning tests shall be supplied by the Vendor in calibrated
condition along with certificate as per code.
8.3.6 Start Up & Trial Runs

8.3.6.1. Following the satisfactory completion of inspection, checking and cleaning of the units, the plant equipment
will be placed in test run. During this period, Vendor engineers shall make all adjustments and repairs. The
units may be shutdown, if necessary, to carry out such adjustments and repairs. On completion of
satisfactory trial operation, the units will be placed under initial operation.
8.3.6.2. Prior to trial run checks will be carried out by the Vendor's engineer for ascertaining the following:
a. Proper installation of the drive & equipment on the foundation.
b. Proper alignment of drive and the equipment.
c. Proper connection of piping, valves, instruments and other fittings to the equipment.
d. Freeness of the rotors of drives & equipment.
e. The healthiness of interlocks & protections for the equipment.
f. Any other feature applicable to the equipment.
8.3.6.3. All valve/damper drive motors shall be thoroughly checked and tested by the Vendor's engineer. These
checks shall include:
a. Insulation resistance.
b. Rotating parts to be turned by hand to see that they are free.
c. Checking, filling and charging of lubricants.
d. After installation of the drive motors in position, all the necessary adjustments for torque switch, limit
switch, position indicators shall be carried out.
8.3.7 Also refer Volume II Section F clause XX for requirement of Erection and Commissioning at site.

9) FINAL PAINTING REQUIREMNT AT SITE
