Haryana makes Solar Photovoltaic Power plant mandatory for new buildings
The Haryana government has mandated installation of Solar Photovoltaic Power plant in
new buildings as per specified norms.
i. This has been done in a move to conserve electricity and use it efficiently. Haryana New and
Renewable Energy Department notified that the sectors of Haryana State Industrial and
Infrastructure Development Corporation should follow the norms.
ii. The guidelines for solar plant installation are as follows:

Haryana village to sing national anthem every morning, 20 loudspeakers installed for Rs
2 lakh
On.Jan 5 2017,The residents of Bhanakpur village in Faridabad district plan to begin their day
by listening to the national anthem at 8am.
i .Bhanakpur panchayat has installed 20 loudspeakers to help over 5,000 villagers sing the
national anthem. The village has also installed 22 CCTV cameras.
ii. This village become first in Haryana and second in India to introduce the
system. Jammikunta become the first village has implemented this system.

10 lakh smart meters to be installed in Haryana


In a bid to solve various complications faced by the power distribution sector, Haryana State
Government has announced to install 10 lakh smart meters across the state.
i. This announcement was made by Haryana Chief Minister Manohar Lal Khattar while
inaugurating the India-Japan Smart Grid Pilot Project in Panipat in the presence of
Japanese Minister Keniko Sen.
ii. The smart meters will eliminate the need to visit houses for meter reading and if a meter or
power supply is shut, the complaint would be resolved by the smart grid.
iii. Out of 10 lakh smart meters, five lakh meters would be installed this year and five lakh next
year.
Haryana to set up NBFC for efficient management of funds
On January 16, 2018, Haryana State Government took a decision to form a non-banking financial
company (NBFC), Haryana State Financial Services Limited.
i. This NBFC will function as an in-house treasury manager for Haryana State Government
and will be responsible for efficient management of surplus funds of State public
enterprises and autonomous bodies.
ii..It will function under the overall control and supervision of State’s General Administration
Department
iii. It will be established as a limited company under the Companies Act and will be
registered as NBFC with the Reserve Bank of India (RBI).
iv. Authorised capital of this NBFC will be Rs.10 crore while the paid up capital will be Rs. 2 crore.

Uttar Pradesh theme state for Surajkund crafts mela


On 1st January 2018, Haryana tourism department announced that Uttar Pradesh is the theme
state for the 32nd Surajkund International Crafts Mela, to be held at Surajkund, Faridabad,from
2nd to 15th February 2018.
i. All Indian states and around 24 countries are expected to participate in the Surajkund
International Crafts Mela.
ii. Haryana tourism minister Ram Bilas Sharma said that, the fair is organized by Haryana
Tourism and Surajkund Fair Authority in collaboration with Union ministries of tourism,
textiles, culture and external affairs.
iii. It projects Indian handicrafts, handloom, cultural heritage and prosperity of India at global
level. The theme state for Surajkund International Crafts Mela 2018 is Uttar Pradesh.

Haryana to implement solar-based micro irrigation schemes in all districts


On January 2, 2018, Haryana Chief Minister, ManoharLalKhattar directed the state irrigation
department to implement the integrated solar-based micro irrigation scheme in all districts
of Haryana.
i. Mr. Khattar has constituted a committee headed by Haryana Renewable Energy
Development Agency (HAREDA) chairman to form a strategy to execute this scheme.
ii. Currently, solar-based micro irrigation scheme is being implemented on pilot basis across 13
districts of Haryana at a cost of Rs 24.65 crore.

Haryana becomes first state to launch high-risk pregnancy portal


Haryana has become the first State in India to launch High Risk Pregnancy (HRP) Portal which
helps in early identification of high-risk pregnant cases.
i. High Risk Pregnancy Policy has been implemented across Haryana since November 2017 for
identifying 100 per cent name-based high-risk pregnancy cases up to grassroots level, and
ensuring their delivery by specialists at civil hospitals.
ii. As morbidity and mortality is quite high in high risk pregnant cases, HRP initiative will lead
to a decline in Maternal Mortality Rate (MMR), Infant Mortality Rate (IMR) and Still
Birth Incidence.
iii. The High Risk Pregnancy (HRP) Portal will track every high risk pregnant woman till 42 days
after delivery, in order to provide adequate treatment.

Elite Women's National Boxing Championship begins in Haryana


On 6th January 2018, the 2nd edition of the Elite Women's National Boxing Championship,
began in Haryana.
i. The Elite Women's National Boxing Championship is considered as selection trials for the
upcoming Common Wealth Games and the Asian Games.
iii. Boxers like Sarita Devi, Sarjubala, Sonia Lather are participating in the tournament. Around
300 top boxers participate in the tournament.
iii. Performance director for the Elite women's team RaffaelBergamasco and women's
team head coach Shiv Singh are also present in the tournament.

Hockey Haryana crowned champions in 8th Hockey India Sub Junior (Women) National
Championship 2018 (A Division)
On 21st January 2018, Hockey Haryana became champions of the 8th Hockey India Sub Junior
(Women) National Championship 2018 (A Division), in Haryana.

i. Hockey Haryana defeated Madhya Pradesh Hockey Academy 6-1 in the finals and
became the champions of the 8th Hockey India Sub Junior (Women) National Championship 2018
(A Division).

ii. The Championship was hosted by Haryana. Hockey Haryana scored the first goal of the
match through Deepika.

Surajkund crafts mela begins, UP is the theme state for the first time
32nd Surajkund International Crafts Mela began on February 2, 2018 in Surajkund,
Haryana. It was inaugurated by Uttar Pradesh Chief Minister Yogi Adityanath.
i. This event provides a platform for the artists and craftsmen from across the world to showcase
their countries’ rich diversity, cuisine and traditions.
ii. It has been organised by the SurajkundMela Authority in collaboration with Haryana
tourism department, Haryana tourism corporation and Union Ministries of Tourism,
Textile, Culture and External Affairs.
iii. For this year’s edition, Uttar Pradesh (UP) has been chosen as theme state and will
showcase religious tourism circuit in UP, such as Ayodhya, Mathura, Kashi. It will also showcase
UP’s art, culture, and heritage of UP

Haryana to establish farmers' welfare department


On February 6, 2018, Haryana Chief Minister ManoharLalKhattar stated that the State
Government will establish 'Haryana KisanKalyanPradhikaran', a farmers' welfare department
which will be entrusted with the responsibility to make agriculture remunerative by enhancing
productivity and thereby mitigate the distress of farm households and landless workers.
i. This announcement was made by Mr. Khattar while interacting with farmers during the
'EkAurSudhar' programme in Chandigarh.
ii. Chief Minister of Haryana would be the ex-officio chairperson of
the Haryana KisanKalyanPradhikaran, while State’s Agriculture and Farmers Welfare
Minister would be the ex-officio vice- chairman.
iii. Besides handling its primary responsibility of making agriculture remunerative, Haryana Kisan
Kalyan Pradhikaran will also synergise with various departments for implementation and
monitoring of schemes, programmes and projects thorough the Agriculture Advisory Council.

Haryana opens four subsidised canteens under Antyodaya Aahaar Yojana


On February 17, 2018, Haryana State Government launched four canteens which will serve
subsidised and healthy food to the poor.
i. Haryana Chief Minister Manohar Lal Khattar launched these canteens at Faridabad,
Gurugram, Hisar, and Yamunanagar.

ii. These canteens have been set up under the 'Antyodaya Aahaar Yojana' aimed at providing
healthy, nutritious and hygienic food to poor and needy people of the state.
iii. All poor and needy people in the state can buy a food packet from these canteens at just Rs.
10/-. The food packet weighs 730 gm and offers 1150 calories.
iv. Actual cost of each packet is Rs. 20/-, out of which, Rs 10 would be contributed by the Labour
Department.

Haryana govt implements project to promote micro irrigation


Haryana State Government is implementing a special micro irrigation project in 36 over exploited
and critical blocks in 13 districts of the state.
i. Micro irrigation (also referred to as Drip irrigation) is a method under which, water is
directly placed at the root zone. This is done by allowing water to drip slowly to the roots of
plants, either from above the soil surface or buried below the surface. This method helps in saving
lot of water.
ii. Under this project, Haryana State Government has raised subsidies for mirco irrigation in these
districts to 85 per cent and has also removed the cap of five hectares of land.
iii .Besides, a special campaign would be initiated to reach out small and marginal farmers in
uncovered villages of these 36 blocks.
iv. This project is being implemented at a cost of Rs 435.23 crore.

Parivartan scheme launched in Haryana


On February 21, 2018, Haryana Chief Minister ManoharLalKhattar launched ‘Parivartan’, a
scheme designed to address 10 issues in 46 developmental blocks of the state.
i. 10 Issues to be addresses under ‘Partivartan’ Scheme: facilitation of financing, improving
health services, making agriculture profitable and sustainable, implementing Swachh Bharat,
engaging the youth, decongesting market areas, checking air pollution, effective policing, ensuring
availability of identity-related services and ensuring road order and conduct.
ii. 46 top officials of the state, including those from the IAS, IFS and IPS cadres, have
been allotted one block each, wherein they will undertake work related to the above stated 10
issues.
iii. Performance of officials will be based on 38 parameters placed under these 10 issues.

Haryana cabinet approves death penalty for rape of victim aged 12 or less
On February 27, 2018, Haryana State Cabinet approved a proposal to bring in legislation for
awarding death penalty to those found guilty of raping girls aged 12 years or less.
i. This decision was taken at Haryana State Cabinet Meeting chaired by Chief Minister, Manohar
Lal Khattar.
ii. As per the new legislation, individual/s found guilty of rape or gang rape of a girl up to
12 years of age, will be punished with death sentence or rigorous imprisonment of not
less than 14 years which may extend to imprisonment for life, that is for remainder period of
person’s natural life.
iii. The proposal that has been approved also contains several amendments in existing criminal
laws related to sexual offences. The amendments seek harsher punishments for sexual offences.

Girls School in Haryana Renamed as Shaheed Major Vikas Yadav Girls School
On 29th March 2018, Haryana State Education Department renamed the Government Senior
Secondary Girls School, Kosli in Rewari district as Shaheed Major Vikas Yadav Senior
Secondary School.
i. The school has been renamed on his birth anniversary. A statue of Major Vikas Yadav was also
unveiled by Lt Gen SK Saini, Colonel of the Jat Regiment.
ii. This initiative was taken by District Education Board and was supported by Late Major Vikas
Yadav’s family.

First cyber police station of Haryana established in Gurugram


On 7th March 2018, Haryana’s first cyber police station was inaugurated in Gurugram, to
facilitate registration of cyber offence related cases.
i. CEO of Gurugram Metropolitan Development Authority, V Umashankar along with Sandeep
Khirwar, Commissioner of Police, Gurugram, inaugurated the cyber police station at DLF office in
Gurugram.
ii. The building for the cyber police station has been provided by DLF in Phase 5. The cyberpolice
station has sufficient number of trained manpower already.

Haryana Government launches Water ATM policy for urban areas
Haryana State Government has come up with Water ATM Policy to provide clean drinking water to
people at public places.

i. Distance between two water ATMs within a city would be 400 metres, which could be
adjusted according to convenience of people.
ii. This responsibility may also be handed over to a company willing to look after it as a
part of its Corporate Social Responsibility initiative.

Haryana Cabinet approves new rehabilitation policy for slum dwellers


Haryana State Government has approved the slum-in-situ rehabilitation policy in line with Housing
for All-2018, under which, urban slum dwellers on Government land will be provided
housing facility without relocating them to other areas.
i. As per the policy approved by Haryana Chief Minister Manohar Lal Khattar, Rs 1.67 lakh per
dwelling unit will be provided to developer for construction of houses for these urban
slum dwellers.
ii. Out of Rs. 1.67 lakh, Rs 1 lakh financial assistance per dwelling unit will be provided by Central
Government, while Haryana State Government will provide assistance of Rs 67000.
iii. The carpet area for a dwelling unit constructed under this policy will be 50 square metre.

25 MW waste-to-power plant to be constructed in Gurugram


A power plant worth Rs 502 crore will be set up in Bandhwari village of Gurugram
district, Haryana, to produce electricity from waste under the Integrated Solid Waste
Management Scheme.
i. The plant will be set up by August 2019. It will generate 25 MW of electricity. Haryana Chief
Minister Manohar Lal Khattar laid the foundation stone of the plant in Bandhwari village on
13th April 2018.
ii. He said that the plant will be set up as per the conditions of the National Green Tribunal.
iii. Urban Local Bodies Minister Kavita Jain said the plant will be installed in Gurugram and
Sonipat clusters to generate electricity from waste.

Intra-state e-way bill to come into effect from April 20 in Haryana


The intra-state e-way bill will come into effect on 20th April 2018 in Haryana.
i. The e-way bill is mandated for intra-state movement of goods also in Haryana. This was
announced by Haryana Chief Minister Manohar Lal Khattar at the inaugural function of new
building of excise and taxation.
ii. He said the Haryana state government has been expanding e-governance in a planned manner
to create an easy and transparent work environment.

Haryana CM Manohar Lal Khattar will hold additional portfolio of Information, Public
Relations and Languages department
Haryana Chief Minister Manohar Lal Khattar will also hold the additional portfolio of
Information, Public Relations and Languages, now.
i. A notification issued on this regard stated that, Harayana Governor Kaptan Singh
Solanki has allocated the portfolio of Information, Public Relations and Languages to Haryana
Chief Minister Manohar Lal Khattar with immediate effect.

Manu Bhaker will be the brand ambassador of Haryana's Measles and Rubella (MR)
vaccination campaign
Indian shooter Manu Bhaker has been named the brand ambassador of Haryana's
Measles and Rubella (MR) vaccination campaign.This campaign will be launched by Haryana
Chief Minister Manohar Lal Khattar on 25th April 2017.
This campaign will continue for 5-6 weeks. Decision regarding this was taken in a meeting of
State Level Steering Committee for Measles Rubella Campaign chaired by Chief Secretary, D S
Dhesi. As part of this campaign, immunisation will be done in 22,626 government and private
schools, 25,771 Anganwadi centres, construction sites, brick kilns, poultry farms, other high risk
zones and urban areas.

Gauri became Brand Ambassador for Haryana


Haryana State Government has appointed international female shooter Gauri Sheoran as the
brand ambassador for its two health-related programmes viz. measles-rubella
(MR) vaccination campaign and Rashtriya Bal Swasthya Karyakram (RBSK).
i. Under measles-rubella (MR) vaccination campaign, about 80 lakh children aged between nine
months and 15 would be vaccinated.
ii. RBSK involves screening children enrolled in government and government-aided
schools and anganwadi centres (AWCs) for detecting deficiencies, diseases, and
development delays including disability.
iii. Accomplisments of Gauri Sheoran: won Gold medal in the 7th World University Shooting
Championship held in Kuala Lumpur in March 2018, won a bronze medal at the World
Championships in Suhl, Germany, clinched two gold and two silver medals in the National
Championship at Thiruvananthapuram.

Haryana Government will launch the ‘Chatra Parivahan Suraksha Yojana’
On 19th May 2018, Haryana Chief Minister Mr Manohar Lal Khattar said that, ‘Chatra
Parivahan Suraksha Yojana’, developed for the safety of girl students will be launched
in Haryana. He said that, women representation in police force has been increased from 6 % to 9
%.

Union Minister Smt Harsimrat Kaur Badal inaugurates Incubation Centre and Food
Testing Laboratory at NIFTEM
On 25th May 2018, Union Minister of Food Processing Industries Harsimrat Kaur Badal inaugurated
an Incubation centre and Food Testing Laboratory at NIFTEM in Sonipat, Haryana.
Incubation Centre and Food Testing Laboratory at NIFTEM:
i. The facilities that were inaugurated at NIFTEM are as follows:
1.Pilot Plant for Ready-to-Eat and Traditional Food
2.Pilot Plant for Milk and Dairy Product
3.Pilot Plant for Fruits and Vegetable processing
4.Pilot Plant for Meat and Poultry Processing
5.NIFTEM Centre for Food Research and Analysis
ii. Harsimrat Kaur Badal said that the Ministry of Food Processing Industries will collaborate with
various international laboratories so that the food products approved by laboratories at NIFTEM
receive worldwide acceptability.

Haryana to adopt startup ranking


In order to undertake an exercise to assess the state on key areas of interventions that are
relevant to a healthy start-up ecosystem, Haryana State Government has decided to adopt
startup ranking framework issued by Department of Industrial Policy and Promotion (DIPP).
i. A proposal in this regard was approved by Haryana Chief Minister, Manohar Lal Khattar on April
30, 2018.The Startup ranking framework covers seven areas of interventions with a total of 38
action points and overall score of 100 marks.
ii. All departments under Haryana State Government have been directed to provide documentary
evidence to State’s electronic and information technology department regarding any initiative
taken by them in context of the seven areas defined under this framework.

DEPwD to organise ‘Cochlear Implant Awareness Programme’ in Faridabad


On 6th May 2018, a ‘Cochlear Implant Awareness Programme’ was held at Huda
Convention Centre, Sector-12, Faridabad, Haryana.
i. The Cochlear Implant Awareness Programme was organized by the Department of
Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and
Empowerment along with Indian Red Cross Society and Sarvodaya Hospital & Research
Centre.
ii. Krishan Pal Gurjar, Minister of State for Social Justice & Empowerment was the Chief
Guest of the programme.The Swar Swagtam event plays a major role in creating awareness
among the public about the Cochlear Implant Programme under ADIP Scheme of the Department.
iii. Cochlear Implant is an advanced technology to help children with severe deafness in both
ears. But it was costly and unaffordable for common people.
iv. Through “Sabka Sath Sabka Vikas”, the DEPwD, Ministry of Social Justice and Empowerment is
offering this technology to poor people also.
v. This Ministry has introduced Cochlear Implant programme under revised Scheme of Assistance
to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP) for the poor children.
vi. Under Cochlear Implant program by Ministry of Social Justice and Empowerment through Ali
Yavar Jung National Institute of Speech and Hearing Disabilities (Divyangjan), Mumbai, nearly
1149 surgeries have been performed in India.

Haryana cabinet gives nod for ordinance for grant of salary to chief whip
On May 31,2018, The Cabinet of Haryana approved the ordinance to grant salary and allownace to
the Chief whip.
i. This was done by amending the Haryana Legislative Assembly ( Salary, Allowances and Pension
Members ) Act, 1975.
ii. This amendments were done in many other state legislatures like : Delhi, Jharkhand , Kerela ,
Karnataka , Rajasthan.
iii. The tenure of head of department in Haryana was made to a maximum of three years.

Shivangi Pathak Becomes Youngest Indian Woman To Scale Mount Everest


On May 21, 2018, Shivangi Pathak (16) from Haryana became the youngest Indian woman to
scale Mount Everest. She was inspired by Arunima Sinha, who was the first Indian amputee to
scale the nearly 29,000 ft peak.Her aim was to establish that women can overcome every
obstacle to achieve their goals.
About the Expedition:
i. This expedition was conducted by Seven Summits Treks. Along with herJavier Camacho
(Spain) and Jangbu Sherpa has also climbed the Mt. Everest.
ii. Others involved in the expedition were Ngima Dorchi Sherpa, Raj Kumar Tamang, Pasang
Tenji Sherpa, Dorchi Sherpa, Dawa Sherpa and Kami Sherpa .

Justice A K Mittal Appointed Acting Chief Justice Of Punjab And Haryana HC


Justice Ajay Kumar Mittal has been appointed as the acting chief justice of the Punjab and
Haryana High Court.
i. Justice Ajay Kumar Mittal replaces chief justice Shivax Jal Vazifdar who retired recently. The
Law Ministry issued a notification appointing Justice Mittal as the acting chief justice with effect
from 4 May 2018.
ii. Supreme Court collegium had recommended Justice Krishna Murari to head the Punjab and
Haryana High Court.
iii. If government agrees with this recommendation, Justice Krishna Murari will head the Punjab
and Haryana HC soon.

Haryana Current Affairs - June 2018


Haryana approves scheme to provide Rs 8,000 monthly assistance to female acid
victims
On June 19, 2018, The Haryana government has approved a scheme to provide monthly financial
assistance of Rs. 8000 to female acid victims.
This would be applicable to the candidates who would come within the definition of disability
under Section 2 (i) of the Persons with Disabilities (Equal Opportunities, Protection of Rights of
Full Participation) Act, 1995.

Haryana to have 15 new one-stop centres for women affected by violence


On June 1, 2018, The government of Haryana has launched One-Stop centres for women affected
by violence in all its districts. It is Completely funded by the Nirbhaya Fund by the centre.
i.Presently there are 7 OSCs in some districts in Haryana and approval has been granted for

2 pc DA hike for state govt employees by Haryana Government

On 12th June 2018, the Haryana government increased the upper age limit to enter into

Haryana CM approves e-auction for allotting petrol pumps, CNG sites


Haryana Chief Minister Manohar Lal Khattar has approved introduction of e-auction with an
amendment in the policy for allotment of petrol pumps, CNG (Compressed natural gas) or PNG
(Piped Natural Gas) sites to oil companies in the urban estates of Haryana Shehari Vikas
Pradhikaran (HSVP).
i. This decision was taken by a committee formed under the chairmanship of the chief
administrator, HSVP.
ii. The committee has decided that in order to bring transparency in the allotment process, e-
auction will be adopted. Only Oil Marketing Companies (OMCs) and CGD (City Gas Distribution)
Companies will be allowed to participate in it.

Haryana to organise awareness campaign for farmers


From 20th June to 15th July 2018, Awareness programmes will be held at the village, block and

Haryana village panchayat passes 'No toilet, no bride' resolution


The Godikan panchayat in Haryana has become the first panchayat in India to pass a resolution to
marry girls only to families that have a toilet in their house.
i. This move of the Godikan panchayat has been inspired by Bollywood movie Toilet- Ek Prem
Katha.
ii. Posters and banners reading “Beti wahin byahenge, jis ghar me shauchalaya payenge" (will
marry off our daughters to households where we find a toilet) will be put for display soon.

Haryana government gives star rankings to panchayats on seven parameters


Haryana government has decided to provide star rankings to its panchayats based on 7 social
parameters under Haryana’s 7-Star Gram Panchayat Rainbow scheme. Ambala topped the star
ranking with 407 stars. It was followed by Gurugram with 199 stars and Karnal with 75 stars.
i. The panchayats will be judged based on sex ratio, education, hygiene, environment
preservation, governance and social participation.
ii. The villages will be awarded Rs 1 lakh for achieving each parameter. The villages with equal or
more girl population will be awarded Rs 50,000 as bonus along with their reward money.Villages
that adopt Swachhta Mission will be offered additional Rs 50,000.

Diarrhoea control campaign to be launched on July 15 to 30,2018 by Haryana Health


Dept.
On July 6, 2018, The Haryana Health Department announced the launch of an intensive diarrhoea
control campaign from July 15 to 30.
i.The decision was taken at a steering committee meeting of different state departments under
the chairmanship of Principal Secretary, Health Department, Raja Sekhar Vundru.
ii.Managing Director, National Health Mission, Haryana, Amneet P Kumar, Director of General
Health Services, Dr Satish Agarwal, and several other senior officers of various departments.
iii. Under this scheme, ORS and zinc packets would be distributed to about 26.5 lakh children
below five years of age across the state.
iv. High risk areas such as construction sites, slums and far flung areas are the focus areas.
v. A special inspection and monitoring plan would be framed for the campaign’s success.

‘I am not afraid of English’ campaign launched in schools by Haryana Education


Department
On July 15, 2018, The Haryana Education Department launched ‘I am not afraid of
English’ initiative from Class 1 in the state’s primary schools.
i.The initiative is aimed at capacity building of teachers to enable them to help the students to
learn, read, write and speak English
ii. A booklet containing 1,000 sentences/phrases (200 sentences per grade for all the five
grades )has been prepared at the primary level of schooling.
iii. One JBT (junior basic teacher) and one BRP (Block Resource Person) per block has been
trained.Students learn one sentence every day (minimum 20 per month for 10 months) in each
class.
iv. Six language labs have been established in selected model Sanskriti schools in the state to
improve listening and speaking skills.
v. Additionally, 238 more government schools are going to be covered under this initiative during
the year 2018-19.

Haryana government launched ‘Paudhagiri’ campaign to increase green cover


On July 16, 2018, Haryana Chief Minister Manohar Lal Khattar launched a campaign
called ‘Paudhagiri’.
i. About 3,100 students participated in the movement.The aim is to increase the green cover of
the state.
ii. This scheme was initiated by the CM planting a sapling of ‘maulsari’ in the premises of Tau Devi
Lal sports complex in Gurgaon.
iii. Under this scheme, 22 lakh students of government and private schools from class 6 to
12 would plant saplings for the(monsoon) months of July , August and September.
iv. He/She will have to post a selfie with the growing sapling to receive Rs.50 every
6 months.Thus the student will get Rs 300 in the next three years for looking after a sapling.

Haryana tops states in per capita revenue collection under GST and 4th highest
generator of e-way bills in India
On 11th July 2018, Haryana Finance Minister Abhimanyu said that, Haryana has topped other
states in per capita revenue collection under GST, and is also the 4th highest generator of e-way
bills in India.
i.He said that, Haryana has widened the tax base by 82.22 % and logged 19 % increase in
revenue collections.
ii. Also, the compliance percentage of assessees in Haryana is 5-7 % higher than the national

average and revenue collection under commercial taxes has recorded double-digit growth.
iii. The number of tax assessees under VAT, Central Excise and Service Tax in Haryana was 2.25
lakh before the introduction of GST. Now the number of dealers is nearly 4.10 lakh.
iv. In Haryana, the threshold limit for mandatory registration of tax assessees has been increased
from Rs 5 lakh to Rs 20 lakh under GST.
v .He said that, GST collected during 2017-18 (for 9 months) averaged Rs 1,505.93 crore, which
increased to Rs 1,804.96 crore during the first 3 months of 2018-19, amounting to year-on-year
growth of 19.85 %.
vi. Under GST, the compliance percentage of assessees filing returns in Haryana has been
consistently 5-7 % more than the national average. It has been as high as 98.27 %.
vii. Nearly 1.12 crore e-way bills were generated in Haryana from 1st April 2018 to 30th June
2018. Haryana has become the 4th highest generator of e-way bills in India.
viii. Physical checking of 1.10 lakh e-way bills was conducted by Officers of the Excise and
Taxation Department in April and May 2018. 3,358 cases of irregularities were detected and Rs.
21.37 crore was collected as penalty.
ix. He said that, during financial years 2015-16, 2016-17 and 2017-18, Haryana has showed
enormous growth in revenue collection under commercial taxes with a growth rate of 10.47 %,
11.9 % and 24.1 %, respectively.
x. The revenue collection figures under GST, CST, SGST, including other taxes subsumed later
under the GST, are Rs 21,546.98 crore in 2015-16, Rs. 24,301.61 crore in 2016-17 and Rs
29,941.43 crore in 2017-18.

Haryana government constitutes inter-district council


On 25th July 2018, Haryana government has constituted an inter-district council, under
the chairmanship of Haryana Chief Minister Manohar Lal Khattar, to identify the developmental
priorities of Haryana.
i. Permanent members of the council: finance minister, development and panchayat minister,
urban local bodies minister, presidents of zilla parishads, mayors of municipal corporations and
presidents of municipal councils or committees at district headquarters.
ii. Non-permanent members of the council: will be one chairperson of panchayat samiti from each
district.
iii. Director, Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM) will be the
member Secretary.

iv. This council will prepare district specific action plans, assessment of development needs, and
delegate powers to panchayati raj institutions and urban local bodies.

Shivangi Pathak from Haryana scales Mount Kilimanjaro


Haryana’s Shivangi Pathak has successfully scaled Mount Kilimanjaro, the highest peak of Africa.
i. Shivangi Pathak is 17 years old. Recently, she became the youngest Indian woman to reach the
peak of Mount Everest. She was given title ‘The Eagle of Mountain’.
ii. Now, she has scaled the 5,895m high Mount Kilimanjaro from the Marangu route in 3
days from 21st July to 24th July 2018.

Dr.N N Wig Doyen of Indian Psychiatry dies at 88 in Chandigarh


On July 13, 2018, Dr. & Prof. N N Wig, the doyen of Psychiatry in India died at the age of 88 after
a brief illness in Chandigarh.
i. He led many pioneering studies related to mental health at national and international levels and
was head of the Department of Psychiatry at the All India Institute of Medical Sciences, Delhi.
ii. He set up the psychiatry department at the Post-Graduate Institute of Medical Education and
Research (PGIMER), in 1963.
iii. Wig was born on October 1, 1930 in Gujranwala, Pakistan. He completed his MBBS from KG
Medical College, Lucknow in 1953 and MD Medicine from Lucknow University in 1957.
iv. He pursued his interest in psychiatry by training at the All India Institute of
Mental Health (now NIMHANS), Bengaluru.
v. On his return, he joined the Medical College at Lucknow as a lecturer in neuropsychiatry.
vi. He completed the Diploma in Psychological Medicine both from England and Scotland.
vii. From 1984 till 1990 he was the Regional Advisor for Mental Health at the Regional office of
the Eastern Mediterranean (EMRO) of the World Health Organisation at Alexandria, Egypt.
viii. He was the Honorary General Secretary of the Indian Psychiatric Society from 1968-1973.
ix. He had immense contribution in areas of in the area of nosology, culture bound syndromes,
course and outcome of psychoses, psychotherapy and psychology.
x. He has a unit after him at the Fountain House Psychiatric Centre at Lahore.

Former DGCA chief Kanu Gohain passed away


On July 14, 2018, Former Director General of Civil Aviation (DGCA) Kanu Gohain died after a brief
illness at the age of 68 at Medanta Hospital in Gurugram.
i. He is survived by two sons.
ii .He was the last technocrat to head the Director General of Civil Aviation (DGCA),
retired from services in 2008.
iii. After retirement, he became a director on the board of Indamer, an MRO company.

Assam Government extends AFSPA in the state for 6 more months.
On August 31, 2018, the state government of Assam sought extension under Section
3 Armed Forces (Special Powers) Act, 1958 (AFSPA) for another 6 months declaring entire
state as ‘Disturbed Area’.
i. This Act will be in continuation till the National Register of Citizen (NRC) is updated.
ii. The final draft NRC is likely to be published by end of 2018.
iii. In September 2017, Union Home Ministry had delegated to Assam and Manipur Governors
power to impose or withdraw AFSPA.
iv. AFSPA was clamped in Assam in 1990.
About Armed Forces (Special Powers) Act(AFSPA), 1958:
AFSPA was enacted in 1958 to bring ‘disturbed’ areas declared under it under control. It
empowers both state and central government to declare areas as ‘disturbed’ due to differences or
disputes between members of different religious, racial, language or regional groups or castes or
communities.

Gurugram India’s most polluted city (as on 5th august 2018) according to AQI index of
CPCB
On August 5, 2018, Gurugram has been declared as India’s most polluted city out of 62 cities in
the country by Central Pollution Control Board (CPCB) in it’s Air quality index (AQI) .
i. As on August 5, the AQI of Gurugram has crossed 300 mark marking it in the ‘Very Poor’
category of AQI. It scored 321 marks.
ii. 6 cities have been marked as ‘Poor’, 1 City (Gurugram) has been marked as ‘Very
Poor’, 2 cities has been marked as ‘Good’, 26 cities marked as ‘Satisfactory’ and 27 cities as
‘Moderate’.
iii. Other cities that were scored according to AQI were: (only the ‘Good’ and ‘Poor’ categories)
Reasons behind Gurgaon’s Performance:
i. Peak level of Particulate Matter (PM)2.5 rose to 189 microgm/m3. The permissible limit is
60microgm/m3.
ii. The rise of the PM is due to the location of the city which gets a huge influx of Arabian dust

‘Pashu Sanjeevni Sewa’: livestock veterinary scheme introduced by Haryana
government
On October 25, 2018, the Haryana Government introduce the ‘Pashu Sanjeevni Sewa’ scheme to
provide free of cost health care services to livestock in the state through mobile veterinary clinics.
i. The decision was taken during a meeting of the animal husbandry and dairy department, under
the chairmanship of Chief Minister Manohar Lal Khattar.
ii. The service will be first started in all the blocks of Jind, Yamunanagar and Nuh districts for pilot
run.
iii.Livestock farmers would be able to avail the service of Mobile Veterinary Clinics 24×7 after
giving a call on toll free No.1962.
iv. One mobile vehicle would be pressed into service in each block of these 3 districts.
v. Each mobile vehicle would have a three-member team comprising a veterinary doctor, one para
vet and one helper-cum-driver.

NASSCOM unveils Centre of Excellence for IoT in Haryana


On 5th October 2018, National Association of Software and Services Companies (NASSCOM) in
collaboration with Haryana government, launched its Centre of Excellence for Internet of Things
(CoE – IoT) at Gurugram, Haryana.

Haryana govt to set up anti-terrorist force ‘kavach’

an anti-terrorist force (ATF) called ‘Kavach’.
i. The force will comprise of specially trained recruits from the state police, to deal with security
challenges.
ii. For this, Haryana police recruits will be trained by the National Security Guard (NSG).
National Autism Intervention Research Centre: Haryana’s first autism research centre
opens in Gurugram
On October 13, 2018, Haryana launched first-of-its-kind National Autism Intervention Research
Centre at Fortis Memorial Research Institute in Gurugram.
i. This has been started in association with Behaviour Momentum India.
ii. It will help people suffering from autism who need behavioural and medical experts to get
educated, learn play and social skills and improve their quality of life.

 It is the brainchild of Dr Smita Awasthi.
 It is one of the leading providers of educational interventions, based on the science of
Applied Behaviour Analysis, for children and adults affected by autism.

Overview of P.M Modi’s Visit to Haryana


On October 9, 2018, PM Narendra Modi visited Haryana.
i. Prime Minister Narendra Modi unveiled a 64-feet-tall statue of peasant leader Sir Chhotu Ram at
his native village Sampla in Rohtak district of Haryana.
ii. The 64-feet-tall statue has been sculpted by renowned sculptor and Padma Bhushan-
recipient Ram Vanji Sutar.
iii. For the construction of the statue, 5500 farmers donated iron metal from their behalf.
iv. He further paid floral tribute to the peasant leader and watched a 4 minute documentary on
the leader.
v. He also inaugurated a museum built in his memory of the leader at Sir Chhotu Ram Complex.
vi. Additionally, he also inaugurated a rail coach factory worth Rs. 500 crore in Haryana’s Sonipat.
Background:
Sir Chhotu Ram is one of the most respected historical figures of the Jat community. He is
responsible for the construction of the Bhakra Dam.

Government sanctions 5 new battalions of Rapid Action Force (RAF)


Five new battalions of Rapid Action Force (RAF) were sanctioned by the central government in
January 2018 and their new bases have been sanctioned now.
i. The 5 new Rapid Action Force (RAF) battalions will be based in:
 Varanasi in Uttar Pradesh
 Jaipur in Rajasthan
 Mangalore in Karnataka
 Hajipur in Bihar
 Nuh in Haryana
ii. With the new additions, the total number of RAF battalions in India will increase to 15.
iii. Varanasi will be the 4th base of RAF in Uttar Pradesh. Three other bases are in Meerut,
Allahabad and Aligarh.
iv. Land acquisition for the new bases are in process. The existing battalions will start functioning
from their permanent locations soon.

Rs 2.58 cr donated for public service by Haryana Minister Shri Vipul Goel
On October 13, 2018, Haryana Minister for Commerce & Industries, Shri Vipul Goel donated an
amount of Rs.2.58 crore for funding public service.
i. He handed over the amount in 2 cheques to the Union Minister of State (Independent Charge)
Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &
Pensions, Atomic Energy and Space, Dr Jitendra Singh.
ii. The amount would be used as follows:
 Rs.1.58 crore towards “Clean Ganga Fund” and
 Rs.1 crore towards “Prime Minister’s National Relief Fund“.
iii. The “Clean Ganga Fund” is dedicated to cleaning the Holy River Ganga and PM Relief Fund aids
to the poor, the needy, the sick and those affected by natural calamities.

Swachh Survekshan Grameen Awards 2018


Swachh Survekshan Grameen Awards 2018 (SSG 2018) were awarded by Prime Minister
Narendra Modi and Union Minister for Drinking Water and Sanitation Uma Bharti, in New Delhi.
i. Awards were presented to top ranked states, districts and states & districts with maximum
citizen participation based on the National Swachh Survekshan Grameen 2018 commissioned by
Ministry of Drinking Water and Sanitation.
ii. An independent survey agency developed ranking of all districts in India based on quantitative
and qualitative sanitation (Swachhata) parameters.
iii. 6786 villages in 685 Districts were covered and 182,531 citizens were interviewed for the
survey.
iv. Top ranked States and Districts which received awards:
Overall Ranking:
Top 3 States:
1) Haryana,
2) Gujarat
3) Maharashtra
Top 3 Districts:
1) Satara, Maharashtra
2) Rewari, Haryana
3) Pedapalli, Telangana
States with maximum citizen participation:
1) Uttar Pradesh

Districts with maximum citizens’ participation:
1) Nashik, Maharashtra
2) Solapur, Maharashtra
